Yesterday we received a notice from David Gomel, President of Rosecrance, Inc., that they
would no longer be pursuing a lease of a wing of the Champaign County Nursing Home
(CCNH) for use as a temporary Addiction Treatment Center.
For a number of weeks both Champaign County and Rosecrance have been working with
the Illinois Department of Public Health (IDPH) to try to secure IDPH approval for the
leasing plan. A significant number of issues to obtaining that approval have been resolved,
but as discussions proceeded, additional issues arose. Because of these additional issues,
the validity of an April 1 starting lease date became unlikely.
There were two main issues that had not been resolved. The first was the inability to secure
IDPH approval of a plan that demonstrated how the 60 IDPH licensed and
Medicare/Medicaid beds could be relocated from the Stadium View wing to the other three
CCNH wings. The second issue was the co-location of the CCNH residents and the
Rosecrance residents in a single facility, specifically the separation of the CCNH controlled
area from the Rosecrance-controlled area. IDPH had concerns with the physical separation
with the locking mechanisms and the alarm system of the doors.
There were also uncertainties concerning the scope of the security personnel required to
staff this doorway between the two areas.
