1 1. Purpose.
2 This advisory circular (AC) provides information on the planning and oversight of
3 construction projects at airports accomplished under the Federal Aviation
4 Administration’s (FAA) Airport Improvement Program (AIP).
5 2. Background.
6 FAA involvement in an AIP project is generally limited to the oversight necessary to
7 protect the federal interests as specified in 31 USC 6304, Using Grant Agreements. The
8 FAA has the responsibility to ensure that airport sponsors design and construct projects
9 accomplished under AIP grants in accordance with all applicable federal standards and
10 requirements. The airport sponsor is responsible for all project engineering, including the
11 preparation of plans and specifications, development of the construction safety and
12 phasing plan (CSPP), construction supervision, inspection, and quality assurance testing
13 for acceptability.
14 3. Cancellation.
15 This AC cancels AC 150/5370-12A, Quality Control of Construction for Airport Grant
16 Projects, dated September 29, 2007; AC 150/5300-9B, Predesign, Prebid, and
17 Preconstruction Conferences for Airport Grant Projects, dated September 30, 2009; and
18 AC 150/5370-6D, Construction Progress and Inspection Report-Airport Improvement
19 Program (AIP), dated September 29, 2008.
20 4. Application.
21 The Federal Aviation Administration (FAA) recommends the guidance in this AC. In
22 general, use of this AC is not mandatory. However, use of this AC is mandatory for all
23 projects funded with federal grant monies through the Airport Improvement Program
24 (AIP). See Grant Assurances No. 11, Pavement Preventive Maintenance and No. 34,
25 Policies, Standards, and Specifications.
26 FAA Order 5100.38, Airport Improvement Program Handbook, provides guidance and
27 sets forth policies and procedures for the administration of the AIP including eligibility
28 and justification requirements.

29 5. Principle Changes.
30 This AC contains the following changes:
31 1. Retitled the AC to better reflect its purpose and reformatted to comply with Order
32 1320.46, FAA Advisory Circular System.
33 2. Incorporated the information in AC 150/5300.9, Predesign, Prebid, and
34 Preconstruction Conferences for Airport Grant Projects into this AC.
35 3. Incorporated FAA Form 5370-1, Construction Progress and Inspection Report in AC
36 150/5370-6, Construction Progress and Inspection Report – Airport Improvement
37 Program (AIP) into this AC and added a link to the form.
38 4. Added minimum requirements for a Construction Management Program (CMP) and
39 added a link to a sample program.

85 responsibility at all times. The sponsor must develop and submit CSPPs to the FAA in
86 accordance with AC 150/5370-2 for each on-airfield construction project funded by the
87 Airport Improvement Program (AIP) or located on an airport certificated under Part 139.
88 The FAA Airports Regional or Airports District Office (ADO) must review and approve
89 or disapprove these CSPPs in writing. This is not covered by sponsor certification.

125 The FAA’s acceptance of a sponsor certification does not preclude the FAA from
126 reviewing appropriate documentation for validating the certification. The use of sponsor
127 certification is limited. The FAA cannot accept sponsor certification for modifications of
128 FAA standards, construction safety and phasing plans, airport layout plans,
129 environmental studies, and Buy American preferences.

245 A.2 Prior to the start of construction, the sponsor must furnish to the FAA a construction
246 management program that details the measures and procedures to be used to comply with
247 the quality assurance provisions of the construction contract, including, but not limited to,
248 all quality assurance provisions and tests required by the federal specifications. The
249 program must include as a minimum:
250 1. The name of the person representing the sponsor who has overall responsibility for
251 contract administration for the project and the authority to take necessary actions to
252 comply with the contract.
253 2. Names of testing laboratories and consulting engineer firms with quality assurance
254 responsibilities on the project, together with a description of the services to be provided.
255 3. Procedures for determining that the testing laboratories meet the requirements of the
256 ASTM International standards on laboratory evaluation referenced in the contract
257 specifications (ASTM D3666, ASTM C1077).
258 4. Qualifications of engineering supervision and construction inspection personnel.
259 5. A listing of all tests required by the contract specifications, including the type and
260 frequency of tests to be taken, the method of sampling, the applicable test standard, and
261 the acceptance criteria permitted for each type of test.
262 6. Procedures for ensuring the tests are taken in accordance with the program, they are
263 documented daily, and proper corrective actions, where necessary, are undertaken. At
264 the completion of the project, the sponsor must submit a final test and quality assurance
265 report summarizing the results of all tests performed, highlighting those tests indicating
266 failure or that did not meet the applicable test standard. The report must include the pay
267 reductions applied and the reasons for accepting any out-of-tolerance material. An
268 interim test and quality assurance report must be submitted if requested by the FAA.
