Landcare – lookin’ for zap and passion

Moorabool Landcare Network has shared in a $4.7-million
funding boost to help protect the future of Victoria’s
biodiversity.
The Network, comprising of 12 local Landcare groups and
five Friends groups, was awarded $18,955 as part of the Labor
Government’s Regional Landscapes and Targeted Action
initiative.
Moorabool Landcare Network President, Anthony Dufty
said the money will be used to encourage and increase
Landcare membership in the region.
“The funding was received to run an event for increased
membership for the Landcare Community Group,” he said.
“Les Robinson, who runs a company called Changeology,
will engage with community members and help them to
understand what the drivers are for new people to join, and
how current members can examine their passions to re-
invent themselves”.
The workshop, titled Adding Zap to your Landcare Group:
Passion Mashin Workshop, will be led by Moorabool
Landcare Network in partnership with Port Phillip and
Westernport CMA.
The project aims at re-exciting Landcare members and
growing current numbers by answering the question, “How
can we become the kind of group we’d seek out and love to
be a part of?”.
Mr Dufty said following the event, the Network will host
two further events highlighting the use of social media.
“We will examine the use of social media with members of
the community so that they can learn to promote themselves
and get the message out to generate more members,” he said.
“Moorabool Landcare Network will be joined by [a number
of] local Landcare groups from the Yarra Valley across to the
You Yangs”.

The push for a park-and-ride station at
Warrenheip, a new station at Parwan,
and line electrification to Bacchus
Marsh is gaining momentum.
Two advocacy documents have been
developed by the Ballarat Rail Line
Action Committee (BRAC) and may
soon have the official support of
Moorabool Shire Council – but only
after the community has had the
chance to read over the ideas.
The documents note that a
government decision on extending
the electrified metro line to Melton
and then Bacchus Marsh is set to
be made in the lead-up to the state
government election in November,
with the trains potentially to be
stabled at land available on Kerrs
Road, Maddingley.
The documents also listed the pros
and cons of electrification, noting
that train capacity will be tripled –
up from 444 passengers to 1500 per
train – but the trains are likely to be
significantly slowed by getting stuck
behind metro trains on the same line.
Bacchus Marsh could become a
transport interchange with electric
and diesel services – but the amenity
of metro trains is poorer; and while
passengers will have increased
carriage choice and destination
options with new stations being
picked up, there is an increased
chance of V/Line services bypassing
Bacchus Marsh.
And while more frequent services
would be available, those services
would take longer as metro train
journeys are slower than V/Line
services.
“There is concern that the
electrification to Bacchus Marsh is a
new issue that has not been exposed
to community consultation and
discussion,” read a report prepared
by Moorabool Shire Council officers.
“As such it is suggested that the
matter lay on the table for one
Ordinary Meeting cycle to enable
discussions to commence.”
BRAC and Moorabool will also lobby
for a Network Development Plan, a
complex and detailed business case
for the whole of the Ballarat line. It
will also provide for planning scheme
overlays and reservations.

them exposure to the community –
however it was also noted that council
will, at some point, have to form an
official position on the documents.

“The Target 155 grants are aimed
at reinforcing the message to
encourage people to keep their
daily water use at or below 155
litres per person per day,” Mr Holt
said.

to Bacchus Marsh Primary School
who will use the funding to clean-
up, plant and install an irrigation
system in their existing frog bog
garden.

awarded to Wedge Park Primary
School in Melton West and
Toolern Vale Primary School.

The Metro Tunnel will get Melbourne’s

train network moving
Untangling the City Loop
means more trains, more often
The Metro Tunnel will untangle the City Loop which
will benefit train lines across the network. It will make
travel easier for you with more frequent trains carrying
more people to destinations across Melbourne.
Some of Melbourne’s busiest metropolitan train
lines – Sunbury, Cranbourne and Pakenham – will run
exclusively through the new tunnel. Taking these lines
out of the City Loop will create space for other lines to
run more services, enabling more frequent and reliable
train services to and from Southern Cross Station.
For the first time, you will be able to reach some key
destinations around Melbourne via the Metro Tunnel’s
five new underground stations: Arden (to be renamed
North Melbourne), Parkville, State Library, Town Hall
and Anzac. For instance, train passengers travelling
to Victoria’s world class health and education
precinct at Parkville will be able to get there directly
by train instead of having to catch a tram from
Southern Cross station.
Two of the new stations, State Library and Town Hall
stations, will be directly connected to the City Loop
at Melbourne Central and Flinders Street stations,
enabling passengers to conveniently interchange
between services.
When travelling in Melbourne
Visitors to Melbourne may be affected by long-term
traffic changes to St Kilda Road, near the Shrine of
Remembrance, and Grattan Street, Parkville, as we
undertake major construction.
Buses will also replace trams on sections of
St Kilda Road from 1-17 April.

A report tabled at the Feb-
ruary council meeting out-
line the program’s progress,
noting that 20 per cent of
projects have already been
completed, and that several
are close to completion.
The figures covered one
quarter in the financial year,
with the next report on the
program’s progress due be-
fore council in May.
The installation of lighting
at Maddingley oval and ‘Si-
beria’ is starting, with coun-
cil recently having received
funding through Sport and
Recreation Victoria for the
project.
However, power upgrades
are required, and council
officers are working with
consultants and relevant
authorities to work out the
required electrical supply
and associated requirements
to streamline power supply
points into the reserve. An
update will then be written
up regarding the project
scope and budget.
The existing bus bay on
Bacchus Marsh Road, on
the north side between Hal-
letts Way and the 7-Eleven
Service Station, will be up-
graded thanks to funding
received from VicRoads. The
existing bus stop provides
insufficient space for buses
to pull off safely, with the
new bus bay to provide im-
proved accessibility for both
vehicles and bus patrons.

new bus stop shelter and
concrete pad, improved
drainage infrastructure and
a footpath linking Halletts

Moorabool Shire Council is cashed up – but only because of
some project delays.
A report tabled at the February council meeting outlined
council’s financials for the second half of last year, also
including forecast projections for the full year results ending
on June 30 this year.
As of June 30 2017, Council held $11.075m in cash and cash
equivalents, however the cash holdings were high in part
due to the impact of some uncompleted projects.

Dear Editor,
I want to publicly thank the many
volunteers and organisations who
helped in the response to the South
West Fires nearly three weeks ago.
100 kilometre per hour winds
whipped the landscape into a blaz-
ing frenzy with locals literally es-
caping fireballs by just seconds.
The fires destroyed 26 homes, 63
sheds and livestock were lost in the
thousands.
More than 2000 sheep – probably
closer to 3000 – were destroyed.
More than 1000 cattle died – 80 per
cent of which were dairy cows.
It is devastating. The animal loss-
es, alone, are cruel – they represent
not just the loss of that animal, but
also the time and investment that
went into them prior to the fires.
The Cobden peat fire continues to
cause disruptions (at the time of
writing) and concern for the aged,
young and those with vulnerable
health conditions. Students in the
area are either temporarily attend-
ing other schools safe from the peat
impacts or are staying at home.
290 properties have been burnt,
totalling around 15,000 hectares of
land. There are 2000 kilometres of
fencing that need to be replaced.
70 of the farms devastated by the
fires were dairy farms.
It is the first fire in Victorian to
devastate an intensive agricultural
area for some time – it has exposed
the impacts of lack of power and
water.
We must help these farmers get
back into action – and I thank those
organisations, neighbours and
volunteers who are already well in-
volved in that process – including
those who have supplied fodder.
120 farms have been the recipients
of such generosity.
While politicians parade at these
times and love to be seen amongst
the ashes, it is the nameless help-
ers, or the lifetime neighbours who
deserve our thanks and praise.
The people who give of them-
selves without need for thanks or
fame are the ones who truly rep-
resent who we are - and who we
want to be – as Australians.
To those recovering from the loss,
we wish you well, rest and resil-
ience. We stand by to help.

on drunk and drug-affected
drivers, with a new fleet of
testing buses set to be rolled
out across the state over the
next 12-months.
The first of ten buses, fund-
ed by the current State Labor
Government, appeared on
Victorian roads ahead of the
past Easter long weekend.
Minister for Police, Lisa
Neville said the new fleet
will help police make Victo-
rian roads safer in the future,
by targeting those under the
influence of either drugs
or alcohol, who are risking
lives by getting behind the
wheel.
In 2016, more than 55 per
cent of drivers and riders
killed on the roads were
drug or alcohol impaired.
Police reported around one
in six drivers tested had
drugs in their system over
the recent Labour Day long
weekend alone.
Sergeant Julie-Anne New-
man from Road Policing
Command said the buses
will be operational around
the state, where intelligence
indicates a need and in line
with particular operational
requirements.
The new fleet includes six
smaller buses that can access
locations the larger buses
cannot reach, including nar-
row and difficult to access
country roads.
The buses are fitted with
LED lights, Guardian De-
tection System, side lights,
a rear-mounted variable
message sign and program-
mable emergency lights and
siren control.
Victoria Police has perma-
nent government funding to
conduct 100,000 drug tests
every year.

Doug Fryer said the invest-
ment by Victoria Police, gov-
ernment and the Transport
Accident Commission sends
a strong message of the very
real commitment to remove
impaired drivers from the
road.
“We will continue to police
the roads 365 days a year
and with the buses more
manoeuvrable and agile
than ever before, we’ll go
where we haven’t been and
increase our flexibility in
deployment”.

“I’ve always been keen on getting the need
for the western freeway to be widened on
the agenda for a long time now, so when
residents raised their concerns I thought
that now was a good opportunity to bring
it up, especially with the massive cost of the
installation of WRB,” Cr Bingham told the
Moorabool News.
“Yes, I get that we can just remove the
WRB to widen the freeway but at what cost
to taxpayers? The location of WRB has not
allowed for any room for growth, there is
just no thought for the future.
“At some locations there are no road-
shoulders, so I hope someone’s car does not
decide to break down, emergency services
struggle at times.”

HAVE YOUR SAY: BALD HILL ACTIVATION PROJECT
Council is currently investigating potential future uses of Bald Hill Reserve and is seeking
community feedback to guide a feasibility study across the reserve.
In February 2018, Council undertook a scoping study of Bald Hill, with the aim of turning the
reserve into a positive asset for the community.
In summary, some of the potential future uses of the site discussed within the scoping study
group are:
– A shared trail network that incorporates:
• Lookout and viewing locations
• Art and interpretational signage
• Lower intensity cycling options
• Trail, higher intensity running and fitness
– A dedicated mountain biking facility
– A walking trail on the eastern face of the hill similar to the 1000 steps trail in the Dandenong Ranges.
Council is seeking feedback and gauging community support for the potential future uses of Bald
Hill that have been identified within the scoping study.
An online questionnaire is now open for the public to provide its views on the ideas presented
in the study. This questionnaire, along with the completed Bald Hill Activation Project - Scoping
Study, can be found at:

Council is considering the demolition of the unused building situated in Blow Court, Ballan, next
to to the Golf Club.
Before a decision is made, Council would like to ascertain whether there is a desire within the
community to use this building for another purpose.
Expressions of interest (EOI) are now being sought from community groups or members for
the use and ongoing management of the disused outbuilding situated at the Ballan Golf Club.
Expressions of interest should detail any proposed works, project funding, maintenance and
management regime, required length of occupation, in addition to the ongoing use of the building.

The Australian Taxation Office
(ATO) is setting their sights on the
large number of mistakes, errors and
false claims made by rental property
owners who use their own property
for personal holidays.
“The ATO is focusing on taxpayers
who claim deductions for holiday
homes that are not actually available
for rent or only available to friends
and family,” Assistant Commissioner
Kath Anderson said.
“While private use by family and
friends of a holiday home is entirely
legitimate, it does reduce your abil-
ity to earn income from the property.
This in turn impacts the deductions
you can claim.
“You can only claim deductions for
your holiday home if your property
is genuinely available for rent. You
cannot claim for times when you
were using it for your own personal
holidays or letting friends and fam-
ily stay rent-free. It’s not ok to expect
everyone else to pay for your holiday.
“Holiday home owners also need
to remember that if their property is
rented to friends and family at ‘mates
rates’, they can only claim deductions
for expenses up to the amount of the
income received.”
Besides holiday rentals, the ATO is
also focused on other times when a
property is not rented or genuinely
available for rent. Ms Anderson said
some taxpayers claim their property
is available for rent, but when the
ATO investigates, it is clear they have
little intention of renting it out.
“We see things like unreason-
able conditions placed on prospective
renters, rental rates set above market
rates, or failing to advertise a holiday
home in a way that targets people
who would be interested in it,” Ms
Anderson said.
“Incorrect rental property claims
will not go unnoticed. Whether it is
a genuine mistake or a deliberate at-
tempt to over-claim, new technology,
data matching and other systems
allow the ATO to identify unusual
claims.
“Where something raises a red flag,
it will be investigated. Property own-
ers whose claims are disproportion-
ate to the income received can expect
scrutiny from the ATO.”
Ms Anderson said all rental prop-
erty owners should double-check
their claims before lodging their tax
return, even if submitting through a
tax agent.

Four rules to remember:
Advertise the property
Advertise the property to a wide
audience. Advertising through a
real-estate agent or an online site is
not always enough evidence to dem-
onstrate that a property is genuinely
available for rent, and nor is only ad-
vertising locally or by word of mouth.
Ensure the property is in good condition
The property must be in a location
and condition that will mean tenants
will want to rent it. If your property
is run-down or in a remote location,
it may not be realistic to expect that it
will appeal to anyone.
Charge market rates
Charging rent above market rates in
order to deter tenants from applying
could mean your property is consid-
ered to not be genuinely available for
rent. Likewise, if you, your family or
your friends stay for free, your prop-
erty will not meet the criteria during
that time period. If the property is
being tenanted at a discount (mates
rates) then the allowable deductions
are limited to the amount of rent
charged, not market rates.
Accept tenants
If you refuse to rent out your prop-
erty to interested potential tenants
without a good reason, this indicates
that you may not have a genuine
intention to make income from the
property and could be reserving it for
private use. In this case, your proper-
ty wouldn’t meet the criteria for being
genuinely available for rent.

A series of arson attacks has seen the
Ballan township fall victim to five
deliberately lit fires in just two weeks.
The grass fires occurred along Gillespies
Lane, Ingliston Drive, Shaws Road and
Bences Lane.
One of the fires has been attributed
to the theft of copper wire from a live
electricity pole.
Ballan Police Station’s Officer in Charge,
Sgt. Michael Kearnes said the fires
caused superficial damage to grass and
fences.
“The potential for catastrophic fires,
however, is a very real threat,” he said.
“In all cases, the day was either a high
fire danger index rated day or a Total
Fire Ban day”.
Sergeant Kearnes said the fires seemed
to have been lit between 10am and 4pm.
“These fires are the subject of an
ongoing investigation, however I can
say that Ballan Police and their partners
at Moorabool CIU are satisfied that the
fires were deliberately lit based on a
number of factors.
“A person of interest has been spoken
to, however enquiries are ongoing. We
are not fixated on any individual at this
time”.
Sergeant Kearnes urged the Ballan
community to be vigilant and report any
suspicious vehicles or persons seen on
Total Fire Ban days, or a high fire danger
index days, to Crime Stoppers (1800 333
000) or to Ballan Police (5368 1303) or
Moorabool CIU (5366 7500).
