In the face of vigorous — and
occasionally vulgar — opposi-
tion shared by residents, South
San Francisco officials agreed to
push off picking a preferred devel-
oper for a potentially transforma-
tive housing project proposed on
public property.
The South San Francisco City
Council unanimously agreed to
table a discussion designed to
select a builder seeking to con-

chart short-term
rental numbers
Tax collection effort to net new
revenue, data on home rentals

In an effort to enforce San
Mateo’s short-term rental policy
and collect data on how many
home rentals are available on
Airbnb and other platforms, city
officials are working with a con-
tractor to collect a 12 percent tran-
sient occupancy tax on all estab-
lishments offering short-term
stays.
With an estimated 1,600 hotel
rooms spread across 14 hotels,
San Mateo is on track to collect
some $7.5 million in transient
occupancy tax, or TOT, revenue
this year, said city Finance
Director Drew Corbett. Though
short-term rental owners are also
required to collect a 12 percent
TOT from their guests and remit
payment to the city as well, offi-
cials have grappled with how to
ensure properties that fall outside
traditional hotels are identified
and complying with the rules.
“That’s the biggest piece … the
identification piece,” he said, in a
subsequent conversation. “It’s
very difficult to get a handle on
getting that information.”

EPA to ease back

emissions standards

Environmental regulators
announced on Monday they will
ease emissions standards for cars
and trucks, saying that a timeline
put in place by President Barack
Obama was not appropriate and set
standards “too high.”
The Environmental Protection
Agency said it completed a review
that will affect vehicles for model
years 2022-2025 but it did not
specify details on new standards,
which it said would be forthcom-
ing. Current regulations from the
EPA require the fleet of new vehi-
cles to get 36 miles per gallon in
real-world driving by 2025. That’s
about 10 mpg over the existing
standard.

Continuation school relocation pushes forward
School district OKs Burlingame move, plus potentially exercising eminent domain

San Mateo Union High School District
officials took a sizable step ahead in moving
the continuation high school from a remote
San Bruno campus nearer to the homes of
most students.
The district Board of Trustees unanimously
agreed Thursday, March 29, to proceed with
plans to acquire a commercial building on the
Burlingame Bayfront to build a new
Peninsula Alternative High School campus.
The approval also certifies the district’s
right to use eminent domain for acquiring the
site at 858 Hinkley Road, as officials believe
the property east of Highway 101 is an ideal
site for a new high school.
“It’s an excellent opportunity for our stu-
dents,” said board President Linda Lees
Dwyer. “We have a good number of students
who live more south in our district and we
were busing them to San Bruno and the time
on the bus was too long. It really made a dif-
ference for the students who also held jobs
too.”
The decision stands to end a yearslong
search by officials to find an alternative site
to house the school currently located on the
former Crestmoor High School campus.
But the process is not finished yet, noted
assistant superintendent Elizabeth
McManus, as officials still need to work with
the property owner to finalize the acquisi-
tion.
She said the two sides have been in formal
talks regarding the district’s interest in the
site and hopes they will continue without

two years in state prison Monday for taking
$100,000 in jewelry from a home on Valota
Road in 2015, according to the San Mateo

appear in court May 15 for a receipt of
restitution report, according to prosecu-
tors.

McManus said officials searched exten-
sively for land appropriate to accommodate
the new campus, and ultimately landed on the
Burlingame property following it’s prior
listing on the sales market.
She acknowledged acquiring the land
through eminent domain is not ideal, and is
hopeful another outcome can be identified.
“It’s a tough situation, but there was no
other property,” she said. “The market has
been incredibly tight for commercial proper-
ty.”
School officials have appraised the site
and based on the evaluation set aside $5.6
million for purchasing it, said McManus.
“We have offered that to the property own-
ers,” she said. “We have a responsibility to
be fiscally prudent, but on the other side, we
want to be fair. We feel that is a fair and rea-
sonable price.”
While talks between the property owner
and district representatives continue,
McManus said officials will submit plans for
construction of three new school buildings at
the site to the state department charged with
authorizing campus construction plans.
The facility comprised of nearly 15,000
square feet spread across two-story modular
buildings should be completed by 2020, if
all goes as planned, said McManus.

Lees Dwyer said officials for now are
focused on the Peninsula relocation effort,
but suggested a more detailed examination of
the Crestmoor site, which closed as a com-
prehensive school in 1980, is in order later.
“The topic of teacher housing will come
back and we will talk about that again. And
it’s not just teacher housing, it’s staff hous-
ing. That is a conversation that we will be
having in the next few months,” said Lees
Dwyer.
But before those conversations get off the
ground, Lees Dwyer said it is imperative offi-
cials assure the continuation school’s reloca-
tion is completed.
“It’s a step-by-step process. We need to
acquire the land, start the construction and
get to a place where we can get some dates for
students moving so we can think about next
steps,” she said.
Under the approval allowing the district to
move full speed ahead toward development of
the new campus, McManus said officials are
ready to offer students a state-of-the-art
school.
“This has been the board’s greatest interest
— making sure we have a 21st century facili-
ty centrally located for students and I think
they are feeling very, very comfortable mak-
ing this happen,” she said.

FBI seeks help in
identifying ‘Big Man
Bandit’ serial bank robber
The FBI is looking for a serial
bank robber they’ve nicknamed the
“Big Man
Bandit” who hit
banks in San
Jose and San
Mateo in a span
of a week in
March.
The suspect
robbed banks in
San Jose on
Big Man Bandit March 15 and in
San Mateo on
March 17 and March 23. In each
robbery, he handed the teller a note
that demanded money and stated he
had a gun, FBI officials said.
The suspect is described as a
white man who is about 6 feet tall
with a large build and weighs
around 300 pounds. He has been
described as wearing an Oakland
Raiders or Golden State Warriors
ball cap, a light sweater or jacket
and jeans in each robbery.
The bandit’s vehicle is believed
to be a four-door Cadillac Seville
with a model year from the mid- to
late-1990s, according to the FBI.

tion after learning the items were

Flor Maria Argüello, age 75,

She was born on
Jan. 29, 1943,
in San Jose,
Costa Rica, to
Enrique and Escolastica Molina, and
is the second to last child of nine.
She was a longtime resident of
Belmont, California. She is sur-
vived by her two children, Jennifer
and Juan Fernando, granddaughter
Juanita, and many other loving rel-
atives and friends.
Starting in her teens she worked
for over 15 years as a salesperson
for a pharmaceutical company in
Costa Rica. In 1975, she immigrat-
ed to California to marry her kinder-
garten sweetheart Juan Argüello.
They married on May 24, 1975, in
Burlingame. Flor was a loving
mother and wife, a devout Catholic,
and inspiring member of her com-
munity. She is fondly remembered
as a spiritual leader and role model
to all who crossed her path. Flor
was known for nurturing people
around her with love and faith. Her
family and many friends loved her
dearly.
“May she rest in peace and her
spirit live on through others.”

ny. She worked hard to build a busi-
ness while raising three ambitious
children. She helped them become
the first in the family to graduate
college, and enabled her two sons
to move to the United States in the
early 1970s. She eventually joined
them along with her husband,
daughter and son-in-law. She loved
traveling, gardening and being with
her loved ones.

pension changes and demanding generous
school funding Monday, and thousands of
Oklahoma educators walked out of class-
rooms in the latest evidence of teacher
rebellion in some Republican-led states.
Many Oklahoma schools were closed
Monday, and districts announced plans to
stay shut into Tuesday with teacher demon-
strations expected to last a second day.
Oklahoma Gov. Mary Fallin signed legis-

Fort Worth police investigate
video of black man’s arrest
FORT WORTH, Texas — The Fort Worth Police
Department is investigating a weekend arrest in which a
white officer was caught on video kneeling on a black
man’s back and punching him while a black officer kneed
him.
In the 50-second video of Saturday’s arrest posted on
Facebook by the Next Generation Action Network, which
organizes demonstrations against police abuse, two Fort
Worth police officers can be seen restraining Forrest Curry
as he lies face-down in the street. A white officer kneels on
Curry’s back and repeatedly punches him as he cries, “Why
the f--- are you punching me? Why?” A black officer next to
Curry knees him repeatedly in his side.
Police Chief Joel Fitzgerald said in a statement Sunday
that the officers were responding to a call for backup from
fire department personnel, who told the officers that Curry
“appeared to be intoxicated and had attempted to assault
them.”

MONTGOMERY, Ala. — An Alabama legislator and a lob-
byist who once chaired the Alabama Republican Party
appeared in federal court Monday on conspiracy charges
related to payments made to another lawmaker to advance
an insurance bill.
State Republican Rep. Jack D. Williams of Vestavia Hills
and lobbyist Marty Connors were arrested and charged
Monday with conspiracy to commit bribery and mail fraud,
authorities said. Each appeared shackled at the waist and
wrists before U.S. Magistrate Judge Charles S. Coody in
Montgomery.
Assistant U.S. Attorney Jonathan S. Ross said Williams
and Connors were arrested at their homes Monday morning.
Neither has a lawyer or entered a plea, but both indicated
that they plan to hire counsel. Each was being released on
bail.

Tenant protections done well
T
he Redwood City Council did
last week what many other
city officials have yet to be
able to do — pass tenant protection
measures through a public process.
Depending on where you stand, the
measures are too much, or not
enough. But they are measures intend-
ed to protect tenants who have been
forced out of their homes by landlords
intending other uses for their proper-
ty. While that is a business decision
for the property owner, displacing
tenants for another use — whether it
be remodeling or demolishing — will
result in higher revenue for the prop-
erty owner. And the cost of making
that revenue will now include assis-
tance for those living there, as long
as they meet certain income require-
ments or have other needs.
The council also passed an ordi-
nance that establishes minimum lease
terms so renters will have some sense
of stability after their typical lease
expires. Tenants can choose to go
month to month, depending on their

I am glad to see that Brisbane has
finally made a step toward developing
the Baylands. I am concerned about
the proposed balance of jobs and
housing.
Four million square feet of office
space would hold about 26,000 work-
ers. The plan calls for 2,200 housing
units; with roommates, let’s say it
will cover 4,000 workers. Where are
the other 22,000 workers supposed to

forward with plans to add 40,000 jobs

Mateo residents oppose 935 housing
units near the Hayward Park train sta-
tion.
We have seen this story play out
before. We’ll have even more traffic
on Highway 101 and the San Mateo-
Hayward Bridge, as more people than
ever start their workday in places like
Pleasanton (“Daily commute takes its
toll” in the Nov. 16 edition of the
Daily Journal), Gilroy and Stockton
and drive to the Peninsula. We’ll have
more gentrification and displacement,
as those rich new workers shop for an
apartment near their workplace and
price out existing tenants.

needs, but they can also opt for
another one-year lease with the same
rent for the 12 months. This provides
some stability for not only the renter,
but also the property owner as they
know that there is an agreement to
have a tenant in place for a set period
of time.
What makes these measures good is
that they work to protect vulnerable
tenants without placing an undue bur-
den on the property owner. It is also
not a form of rent control, which has
been proven to have mixed results in
keeping rents low for everyone.
Additionally, the City Council opted
to review the ordinance in one year to
assess whether there were any unin-
tended consequences. That’s smart,
since there is always the possibility
of unintended consequences and, when
contending with large-scale invest-
ments, it is a good idea to make sure
that whatever change actually has a

sidewalks feel that the safety of their
vehicles takes precedence over the
safety of sidewalk users? Are they
unaware of CVC 22500F violation?
It appears as if the pedestrian/bicy-
cle friendly master plan implemented
in 2011 has overlooked neighbor-
hoods with rolled curb sidewalks.
Please, San Mateo City Council,
can a plan be implemented to deter
this mindless behavior? San Mateo
Police Department cannot monitor
these infractions 24/7. Perhaps sig-
nage can be a low-cost fix.

was able to make these steps in what
can become a cauldron of enmity that
too often leads to paralysis or con-
tentious ballot measures.
When it comes to addressing the
issue of housing in this county, there
are no easy answers and many opin-
ions about what is most effective.
County officials have organized a
Home For All effort that seeks to
gather resources and information, in
addition to taking small bites of the
apple when it comes to tenant protec-
tion through ordinances aimed at
keeping mobile home residents in
place and ensuring that housing is
maintained. While more can be done
on that front, it appears that Redwood
City has set the example of how to
enact protections in a responsible and
responsive way through the public
process. While no one is exactly
happy, that is the nature of political
compromise and a measure of effec-
tive leadership.

is because it is very one-sided. So, I
would like to give you my side of why
stricter gun control laws, or even if it
comes to the confiscation of all guns,
will never stop the shootings. When

disrespect for all human life is to sim-
ply go back to the Christian princi-
ples of God.

The firm foundation
G
eology — the science of Earth’s structure and the
conditions that change it — teaches us the power
of time and pressure. No matter how ancient and
majestic the mountain; no matter how firm the rock may
appear; enough pressure and time will chip away at any frag-
ile surface and ultimately expose its foundation. If that foun-
dation is weak at its core, the mountain will fall by the
process of erosion.
Like the great and seemingly indestructible mountain that
holds beneath its surface a weak core, history teaches us that
with enough pressure and time,
nations face the possibility of
destruction when rooted in weak
foundations. Jesus acknowledged
that when storms strike the foun-
dation of a house built upon sand,
it is bound to collapse. By con-
trast, a house built upon bedrock
can withstand the strongest of
headwinds, rain and torrents.
The Roman Empire reigned as
the world’s superpower for more
than 500 years. The Empire was
built in large part on a foundation Jonathan Madison
of blood and terror, marking the
genesis of the most horrific forms of torture, blood sport
and capital punishment our world has ever known. Fear and
distraction were tools employed to sustain power. Money
and power were the pillars in which the Empire trusted. As a
result, in the Empire’s later stages, the population grew
increasingly apathetic and pessimistic about life. This pre-
vailing apathy was reflected in a reluctance by the elite to
sew into poor families and communities, an insatiable
appetite for entertaining distractions, and an incessant need
to spend beyond its means. The Roman Empire, once majes-
tic and seemingly indestructible, ultimately failed to with-
stand the test of pressure and time when its weak foundation
was exposed.
The Roman Empire is just one of many nations through-
out history that failed to withstand headwinds, rain and tor-
rents. Today, our nation’s foundations are being faced with
similar force. At the surface, our nation appears to be a
superpower immune to the same fate as nations that prede-
ceased us. At the core, our nation’s foundations are being
shaken by harrowing challenges. Consider the fact that
America currently has one of the lowest unemployment rates
worldwide. However, our nation is also home to the world’s
single largest prison population — more than 2.3 million
individuals.
Consider the fact that our nation has the single largest
military and national defense system in place worldwide.
Nonetheless, our nation has one of the highest homeless
populations in combat veterans — over 550,000.
I take great pride in knowing our nation is waging the
good fight against terrorism in foreign nations, but I cannot
reconcile the terror we often face on our beloved soil. Nearly
1,100 lives have been taken by mass shootings in our
nation, with more than 170 being teenagers and children.
By material standards, our nation is one of the wealthiest
on Earth. By moral standards, our nation is among the poor-
est. Consider the fact that nearly half of all marriages in our
country end in divorce. Consider that our nation has one of
the highest drug and alcohol dependency rates and subse-
quently the highest drug overdose rates on Earth. If that is
not enough evidence, consider the fact that sexual addic-
tions have reached an all time-high, with more than 30 per-
cent of the internet consumed by pornography, and in which
more than 9 million Americans are admittedly confined to
the addiction.
These insatiable appetites are symptoms of a much deeper
problem — the desperate need to fill a void only love and
scrupulous values can satisfy. For generations, our nation
has been rooted in power, greed and prejudice. Time and
again, we learn a difficult lesson — that love is the
strongest foundation upon which a nation can stand. We
have seen awakenings in our values that challenged our
nation’s core in the past — the Emancipation Proclamation
and the civil rights movements of the 1920s, 1950s and
1960s, among others.
I truly believe a nation’s values are just as important as
the strength of its political and financial institutions.
Rebuilding a nation’s foundation can be a difficult task. It is
a task that begins with the individual, the family and by
extension, our communities. Beyond instilling values in
our own homes, we can mentor or tutor a young adult in need
of direction. We can volunteer at a local food shelter or soup
kitchen. We can donate to organizations tasked with
addressing issues we are passionate about. The bottom line
is that there are endless opportunities for each of us to cause
an awakening of values in our homes, our communities and
as a nation. Together, brick by brick, we can begin to build
for our nation a foundation rooted in the single strongest
foundation the universe has ever known — love.

Tech woes, tensions with China sink stocks

big technology companies from

The Dow Jones industrial aver-
age fell as much as 758 points,
although major indexes regained
some of their losses later in the
afternoon. The Dow lost 458.92

23,644.19. The S&P 500 index
gave up 58.99 points, or 2.2 per-
cent, to 2,581.88.

WASHINGTON — First, the United States
imposed a tax on Chinese steel and alu-
minum. Then, China counterpunched
Monday with tariffs on a host of U.S. prod-
ucts, including apples, pork and ginseng.
On Wall Street, the stock market buckled
on the prospect of an all-out trade war
between the world’s two biggest
economies. But it hasn’t come to that —
not yet, anyway.
“We’re in a trade slap-fight right now,”
not a trade war, said Derek Scissors, resi-
dent scholar and China specialist at the
conservative American Enterprise
Institute.
China is a relatively insignificant sup-
plier of steel and aluminum to the United
States. And the $3 billion in U.S. products
that Beijing targeted Monday amount to
barely 2 percent of American goods export-
ed to China.
But the dispute could escalate, and quick-
ly. Already, in a separate move, the United
States is drawing up a list of about $50 bil-
lion in Chinese imports to tax in an effort
to punish Beijing for stealing American
technology or forcing U.S. companies to
hand over trade secrets.
China could respond by targeting
American commercial interests uniquely
dependent on the Chinese market: the air-
craft giant Boeing, for example, and soy-
bean farmers.
The possibility that the U.S. and China
will descend into a full-blown trade war
knocked the Dow Jones industrial average
down as much as 758 points in afternoon
trading. The Dow recovered some ground
and finished down 458.92 points, or 1.9
percent, at 23,644.19.
For weeks, in fact, President Donald
Trump’s aggressive trade actions have
depressed the stock market.
But many trade analysts suggested that
the Wall Street sell-off may be an overreac-
tion.
China’s swift but measured retaliation to
the U.S. steel and aluminum tariffs is meant
to show “that it will not be pushed around
but that it does not want a trade war,” said
Amanda DeBusk, chair of the international
trade department at the law firm Hughes
Hubbard & Reed. “It is possible for the
countries to pull back from the brink.”
“It seems to be pretty measured and pro-
portional,” agreed Wendy Cutler, a former
U.S. trade official who is now vice presi-
dent at the Asia Society Policy Institute.
“They didn’t seem to overreach, and they
didn’t hit our big-ticket items like planes
and soybeans.”
Even if China’s tariffs don’t have a huge
impact on America’s $20 trillion economy,
they will bring pain to specific communi-
ties.
Take Marathon County in Wisconsin,
where 140 local families grow ginseng, a
root that is used in herbal remedies and is
popular in Asia. Around $30 million — or
85 percent — of the area’s ginseng produc-
tion went to China as exports or gifts. The
county, which gave Trump nearly 57 per-
cent of its vote in 2016, holds an interna-
tional ginseng festival in September,
crowning a Ginseng Queen and drawing
visitors from China and Taiwan.
China’s new 15 percent tariff on ginseng
is “definitely going to hit the growers hard
if this happens,” said Jackie Fett, execu-
tive director of the Ginseng Board of
Wisconsin. “It is the livelihood of many
people. ... We’re still holding on to a little
bit of hope” that the tariffs can be reversed.
Jim Schumacher, co-owner of
Schumacher Ginseng in Marathon,
Wisconsin, said the 15 percent tax will
hurt: “You’ve got to be price-competitive,
even if you have the top-quality product.
We’re definitely concerned. We hope some-
thing can be resolved.”
Trump campaigned on a promise to over-
haul American trade policy. In his view,
what he calls flawed trade agreements and
sharp-elbowed practices by China and
other trading partners are in part responsi-
ble for America’s gaping trade deficit —
$566 billion last year. The deficit in the
trade of goods with China last year hit a
record $375 billion.

Construction spending grew

just 0.1 percent in February

WASHINGTON — Spending on U.S. con-
struction projects ticked up a mere 0.1 per-
cent in February from the prior month, a
sign that a growing economy is doing little
to spur a more rapid pace for building
homes, hospitals and highways.
The Commerce Department said Monday
that construction spending came in at a sea-
sonally adjusted annual rate of $1.27 tril-
lion. The lower unemployment rate and
solid business and consumer confidence has
supported an increase in hotel and office
construction, but spending on roadways has
slipped.
Construction spending over the past 12
months is up just 3 percent before adjusting
for inflation. Some of the sluggishness in
February was due to a 2.1 percent drop in
government-funded construction.
But even the private sector has yet to fully
perk up despite the 4.1 percent unemploy-
ment rate. Residential construction, the
largest single spending category, rose just
0.1 percent in February. Homebuilders face
strong demand from would-be buyers, yet
there is a shortage of attractive land to
develop and a dearth of construction work-
ers.
Private spending on health care facilities
fell 2.2 percent in February. Spending on
the power grid improved 0.9 percent on a
monthly basis, but it has dropped 8.5 per-
cent during the past year.
Spending on factory construction did
jump 1.2 percent between February and
January. But the gains came after months of
steady annual declines. Over the past 12
months, spending on manufacturing plants
has dropped 5.6 percent.

up the week with a
double-dose of
wrestling winners.
While not every-
one agrees with
our selections, they are not made haphaz-
ardly or without thought. Some recipi-
ents are easy, slam dunks. Others choic-
es, however, are agonized over. Both bas-
ketball honorees were pretty easy to nail
down. Same goes for boys’ soccer.
But girls’ soccer and the wrestling
awards, one each for best female and male
grappler, were more difficult. In the end,
we believe we made the right decisions.
But what I have found over the years,
regardless if readers agree or not on the
selection, there is no denying that each
player has an interesting story to tell. If
you look at these stories through that
prism, there really are no bad choices.

said. “Basically, in this day and age, every-
body is thinking they need to go private
school. She proved you can go to a public
school and be successful and have a team
that is very successful.”
It might seem peculiar that her being rele-
gated to crutches for the CCS championship
game is what clinched her a share of her sec-
ond career Daily Journal Girls’ Basketball
Player of the Season award. But Cedeno —
who also earned the solo honor in 2015-16
— was as essential to the program’s first-
ever CCS crown in 2017-18 as anyone.
Sure, the Warriors had to do without their
team leader in points (16 per game), steals
(six per game), assists (five per game) and a
vaunted rebounder (averaging six boards per
game). As it turned out, though, the most
important number in South City taking
home the title was 12 — as in the number of
players the team had on roster.
Just two years prior, Cedeno’s first foray
into the public-school arena, the Warriors
carried just nine players on roster, with
only seven actually contributing consistent
minutes.
“That was one of the secrets of our success
that we could go 12 deep this year,” Carion

2016-17 season, Hoyem — along with co-

adapt to a new role.
McLanahan ran the point for the first time
in her career. And Hoyem, she had to find a
way to contend with defenses swarming her
like never before.
“Teams were actually throwing two and
three defenders at her,” M-A head coach
Markisha Coleman said. “Her ability to adapt
to that — when she could go to the basket,
she’d go to the basket — but she would also
know when to pass it off to her teammates.
… That was an area that I think definitely
improved and I was happy to see.”
Hoyem still averaged 17.6 points, 9.3
rebounds and 1.4 blocked shots per game.
And she chipped in with the peripheries:
1.5 assists per game, 1 steal per game, and
she even hit a 3-pointer along the way.
Still, it was in the paint where she dominat-
ed. Just ask PAL tournament rival South City
— whose senior point guard, Brittney Cedeno,
shares the Daily Journal Girls’ Basketball

said. “And a lot of that is
because we’re getting
more players, better
players that are coming
to South City … and a lot
of that is [Cedeno] came
her and was able to suc-
ceed. And they say, ‘Hey,

ball to come back against Aptos for a 60-50
win in the CCS Division III championship
game. Senior center Jerlene Miller demon-
strated the best longevity of her career,
recording a double-double, including what

midway through the fourth quarter to give
the Warriors a two-score lead for good.

for her gutsy effort, driving to the hoop
with such tenacity and power that Aptos
finally resorted to triple-teaming her, a
strategy that left Miller open for the
momentum seizing 19-footer.
Just go down the list: 5-6 sophomore Lafu
Malepeai totaled three rebounds, all in
fourth-quarter clutch situations; senior Val
Avila opened the fourth by rattling home a
3-pointer to give Sotuh City breathing
room at 50-44; senior Kayla Jew — who
Cedeno called this year’s most improved
player — scored 11 points, including three
straight fourth-quarter free throws from get-
ting fouled beyond the arc.

That’s a fair breakdown of two players who
have defined the PAL for three straight years.
Cedeno has earned three straight MVP honors
in the PAL North Division. And, in addition to
Hoyem’s three MVPs in the South, she also
earned all-PAL first-team honors as a freshman.
Hoyem’s underclassman years were key to
her accelerated development. When she
arrived at M-A, she had a dominant center
one year ahead of her in Ofa Sili.
“(Prior to M-A) I felt like I had strength,”
Hoyem said. “Then when I came into high
school, I was on a team with [Sili and power
forward Megan Sparrow], and I was like, my
strength is nothing now.”
And on Coleman’s coaching staff through
Hoyem’s first two years was former PAL stand-
out center, Hayley Grossman, whose flair in
the post helped balance some of Kelly Shea
Gallo’s great Mills teams in the mid-2000s.
“She taught me everything I know, ”
Hoyem said.
Early on during Hoyem’s freshman season,
Junior Becca Tasi in the first half, when the
Warriors really needed a spark, scored two
straight buckets to leverage a 17-17 tie;
senior Neveah Miller had three key offen-
sive boards, including two in the first half
to help turn a 31.4 percent team shooting
clip prior to the break into a mere 36-31
deficit; and junior Karizma Bergesen, pro-
viding valuable post minutes, set a person-
al best by far for minutes played in a game.
Team basketball at its finest.
And front and center was Cedeno, anchor-
ing one of the sideline seats generally
reserved for an assistant coach. It makes
sense. That’s precisely the role she took on,
a role she had been refining since she was
named team captain as a sophomore.
Emotional in those early days? Sure. But
my, oh my, has she become a force as a
motivator, a strategist, and a mentor.
“Her desire to win was always there,”
Carion said. “And at times she had a hard
time understanding everybody else wants to
win as bad as her. But sometimes they’re not
capable of doing the things she would like
for them to win.
“But also the level of her teammates
raised … they started raising up to her
level,” Carion said. “And she found ways to
challenge them. Instead of speaking up in
frustration, she would step up and challenge
them in positive ways.”
Not to glance over her game. On the court,
Cedeno is a show, in and of herself, every
time she takes the floor. Right hand? Left
hand? It doesn’t matter. She can drive circles
around pretty much any defender 1-on-1.
She can pass. She can board. She can J. She
can take over a game and put a win away as
though, Sili suffered a knee injury that cost
her most of her sophomore year. Hoyem not
only inherited a majority of the playing time
in the post. She went on to lead M-A in scor-
ing and rebounding, as she did all four years.
Then, after Hoyem’s sophomore year,
Grossman left the program to relocate to the
East Coast. After a 2016-17 season when
Coleman took it upon herself to coach M-A’s
post players, the program in 2017-18 added
assistant coach Lena Gipson, a three-time
all-West Coast Conference center.
No one, though, has been a more consis-
tent counterpart to Hoyem than McLanahan.
Hoyem met the sharpshooting 3-point
extraordinaire while playing club hoops in
middle school. Riding the bus home from
practice every day, they struck up a kinship
that has grown into something of a tele-
pathic connection on the court.
So, when it was announced this season
the two besties would share the PAL South
MVP award, it was a fitting ending to their
two storied careers.
“That was really special for both of us,”
Hoyem said. “I thought it was awesome when
our coach told us. I couldn’t have asked for a
better senior year … just because we’ve come
so far. None of us has done it on our own.
Neither of us deserved it more than the other
… and I do think either one of us could have
won it the previous two years as well.”
As for that PAL tournament championship
game, M-A came out on the short end of a

seamlessly as anyone in the county, hence
the Warriors’ PAL tournament champi-
onship win this season.
Cedeno’s final two plays in that victory
against Menlo-Atherton were testament to
her versatility. With 50 seconds left and
South City trailing by 1, she drove a lane
and through a crashing triple-team weaved a
bounce pass in step to Tasi, who scored and
drew a foul for an and-1. And after M-A cen-
ter Greer Hoyem — with whom Cedeno is
sharing Daily Journal Girls’ Basketball
Athlete of the Year honors — scored an and-
1 at the other end, Cedeno fired back with
nine seconds to go to convert as graceful a
10-foot jumper as you’ll ever see to give the
Warriors the lead for good.
“We gave her the ball both times in the
same situation and she made the right deci-
sion in both situations, ” Carion said.
“There’s not a lot of players who can do
that.”
Now, Cedeno will follow in the footsteps
of her older brother Michael Smith, himself
a former Daily Journal Basketball Player of
the Year in the boys’ arena out of El Camino.
Smith went on to play at Cal Baptist where
he set the Division II program’s all-time
leading scoring record.
Next year, Cal Baptist is being promoted
to Division I. And while Cedeno — on a full
athletic scholarship — will have to wait
until her junior year until the program is eli-
gible for the postseason (the promotion
comes with a mandatory two-year playoff
embargo) she already has a notion of help-
ing build another unprecedented contender.
“I feel like it’s all part of a master plan,”
Cedeno said.

three straight tourney titles — but only
because after Cedeno hit a 10-foot jumper
with nine seconds remaining, South City
turned to successfully trapping in the half-
court press specifically because, said
Carion, he knew if the ball found Hoyem at
the other end, the senior was sure to produce
a game-winning shot.
M-A went on to falter as the No. 1 seed in the
Central Coast Section Division I playoffs,
defeated in the finals by upstart Silver Creek.
The Bears never did realize a CCS title in
Hoyem’s four years there, though Silver Creek
head coach Sonny Flores was quick to point out
the only reason for this was M-A played two
years in the CCS Open Division tournament.

Maybe so, considering the way Villanova
dismantled everyone in front of it in a tour-
nament that was dripping with upsets,

in seemingly every way imaginable. This
victory came two nights after they set a
Final Four record with 18 3-pointers, and
one week after they relied more on defense
in a win over Texas Tech in the Elite Eight.
That debate’s for later.
DiVincenzo squashed any questions about
this game with a 10-for-15 shooting night
— 5 for 7 from 3 —that was really better
than that, making him an easy winner for
most outstanding player in the Final Four.
With Michigan refusing to go away early
in the second half, he opened his game-seal-
ing run with an around-the-back dribble to
get to the hoop and get fouled. On the other
end, he delivered a two-handed rejection of
Michigan’s Charles Matthews — his second
block of the game — when Matthews tried
to bring it into the paint.
“Blocked shots, definitely,” DiVincenzo
said when asked if he enjoys 3s or rejections
more. “I pride myself on defense and just
bringing energy to the team.”

Every time I think I’ve seen it all
in baseball, something happens to
make me realize I haven’t — and
I’m probably not even close to see-
ing it all.
During Sacred Heart Prep’s 5-2
win over Burlingame last week,
Burlingame’s Jake Richardson hit a
slow grounder to the left side of the
infield. Brendan Magalong, who
had reached first on an error and
moved to second on a wild pitch,
broke for third base as SHP third
baseman Yianni Gardner went to
field the ball.
Gardner, Magalong and the ball
all arrived at the same time, result-
ing in a collision between second
and third. SHP shortstop Jack
Donnelly picked the ball up and
threw late to first, with Richardson
reaching on what I suppose was an
infield hit.
The two umpires huddled together
for a conference at the end of which
everything stayed the way it went:
Magalong was awarded third and
Richardson was safe at first.
Magalong would go on to score
Burlingame’s second run of the
game in a 5-2 SHP victory.
I’m not exactly how to score that
play. Ultimately, it did not have a
bearing on the final outcome, but I
was still curious. A quick Google
search pulled up umpirebible.com
and I found the section regarding
interference. You’ve probably heard
that if the fielder is in the base
path, the base runner can run them
over, or at least run into them in
the hopes of being awarded a base
on defensive interference.
But that isn’t the case. There is a
possible offensive interference call
and it’s at the umpires’ discretion to
determine if the offensive player, in
this case Magalong, purposely
went out of his way to prevent
Gardner from cleanly fielding the
ball. If Gardner was just standing
there, impeding the runner, that
would be one thing. But the fact he
was trying to make a play on the
ball meant almost any contact
would have to be made by the run-

and spent three years in the San
Diego Padres system.

Studies linking legal marijuana

with fewer opioid prescriptions

NEW YORK — Can legalizing marijuana
fight the problem of opioid addiction and
fatal overdoses? Two new studies in the
debate suggest it may.
Pot can relieve chronic pain in adults,
so advocates for liberalizing marijuana
laws have proposed it as a lower-risk alter-
native to opioids. But some research sug-
gests marijuana may encourage opioid use,
and so might make the epidemic worse.
The new studies don’t directly assess the
effect of legalizing marijuana on opioid
addiction and overdose deaths. Instead,
they find evidence that legalization may
reduce the prescribing of opioids. Over-
prescribing is considered a key factor in
the opioid epidemic.
Both studies were released Monday by
the journal JAMA Internal Medicine.
One looked at trends in opioid prescrib-
ing under Medicaid, which covers low-
income adults, between 2011 and 2016. It
compared the states where marijuana laws
took effect versus states without such
laws. The comparison was done each quar-
ter, so a given state without a law at one
point could join the other category once a
law kicked in.
Results showed that laws that let people
use marijuana to treat specific medical
conditions were associated with about a 6
percent lower rate of opioid prescribing
for pain. That’s about 39 fewer prescrip-
tions per 1,000 people using Medicaid.
And when states with such a law went on
filled prescriptions for about 14 percent
fewer daily doses of opioids than those in
other states. Patients in states that only
allowed them to grow pot at home showed
about 7 percent fewer doses.
W. David Bradford, an economist at the
University of Georgia in Athens who’s an
author of the second study, said the results
add to other findings that suggest to
experts that marijuana is a viable alterna-
tive to opioids. The weight of that evi-
dence is “now hard to ignore, ” said
Bradford, who said he thinks federal regu-
lations should be changed to allow doctors
to prescribe marijuana for pain treatment.
The two studies have some limitations,

SAN FRANCISCO — A California law
that required an arson suspect to provide
a sample of DNA when he was booked
into jail did not violate his privacy, the
California Supreme Court said Monday.
The 4-3 ruling upheld the collection
of DNA from Mark Buza, saying author-
ities had probable cause to arrest him for
a serious crime. But the decision left
open the possibility of other legal chal-
lenges to the DNA law.
“We recognize that the DNA Act may
raise additional constitutional questions
that will require resolution in other
cases,” Associate Justice Leondra
Kruger wrote for the majority.
Buza was suspected of setting a police
car on fire in San Francisco but refused
to provide a DNA sample after his arrest.
He was later convicted of arson and
refusal to provide a DNA specimen.
A law voters approved in 2004
requires all adults arrested on suspicion

Monday that the agency will work with all
states, including California, to finalize new
standards.
“Cooperative federalism doesn’t mean
that one state can dictate standards for the
rest of the country,” he said. “EPA will set a
national standard for greenhouse gas emis-
sions that allows auto manufacturers to
make cars that people both want and can
afford — while still expanding environ-
mental and safety benefits of newer cars.”
California Attorney General Xavier
Becerra said his team is reviewing the EPA’s
determination.
“We’re ready to file suit if needed to pro-
tect these critical standards and to fight the
Administration’s war on our environment,”
Becerra said in a statement. “California did-
n’t become the sixth-largest economy in
the world by spectating.”
A joint statement by the governors of
California, Oregon, and Washington, as
well as the mayors of Los Angeles,
Oakland, San Francisco, Portland and
Seattle, also decried the EPA’s decision.

According to Markey, the standards are
projected to save nearly 2.5 million barrels
of oil a day by 2030, around as much oil as
is imported from OPEC countries every day.
It could take a couple years for the EPA to
propose new rules, gather public comment
and finalize any changes. In the meantime,
automakers have to proceed with plans for
new cars and trucks under the current gas
mileage requirements because it takes years
to develop vehicles.

Phone apps push people to take their pills

SEATTLE — Take two tablets and
a selfie? Your doctor’s orders may
one day include a smartphone
video to make sure you took your
medicine.
Smartphone apps that monitor
pill-taking are now available, and
researchers are testing how well
they work when medication mat-
ters. Experts praise the efficiency,
but some say the technology rais-
es privacy and data security con-
cerns.
Selfie medicine works like this:
Open an app on your phone, show
your pills, put them in your mouth
and swallow. Don’t forget to show
your empty mouth to the camera to
prove today’s dose is on its way.
Then upload the video proof to the
clinic.
Fans say the technology
addresses a big problem: About
half of drugs for chronic condi-
tions aren’t taken as prescribed
because of cost, side effects or
patient forgetfulness.
With treatment for opioid addic-
tion, a skipped dose can mean a
dangerous relapse. The National
Institute on Drug Abuse is funding
research to tailor a smartphone
app for those patients and see if
they’ll use it.
“If we can keep patients
engaged, we can keep them in
treatment longer,” said lead
researcher Dr. Judith Tsui of the
University of Washington School
of Medicine in Seattle.
The next phase of her research
will compare a group of patients
who use the monitoring app called
emocha (ee-MOH-kuh) with those
who don’t to see if there’s a differ-
ence.
At one Tennessee treatment cen-
ter, some patients with opioid
addiction are already using the app
to upload selfies of their daily dose
and answer questions about how
