CERTIFICATION OF COMPLIANCE
Pursuant to Republic Act 9485: An Act to Improve Efficiency in the Delivery of Government Service to the Public by
Reducing Bureaucratic Red Tape, Preventing Graft and Corruption, and Providing Penalties Therefor
I, ARNOLD G. VALENCIA, Filipino, of legal age, OFFICER-IN-CHARGE of CABUYAO WATER DISTRICT,
being responsible and accountable in ensuring compliance with section 6 of the Anti-Red Tape Act of
2007 and Rule IV of its Implementing Rules and Regulations, hereby declare and certify the following
facts:
1) Cabuyao Water District has established its service standards known as the Citizen's Charter that
enumerates the following:
Vision and mission of the agency
Frontline services offered
Step-by-step procedure in availing of frontline services,
Employee responsible for each step
Time needed to complete the procedure

Procedure for filing complaints

2) The Citizen’s Charter is posted as information billboard in the service office of Cabuyao Water
District that delivers frontline services.
3) The Citizen’s Charter is positioned at the main entrance of the office or at the most conspicuous
place of the said service office.
4) The Citizen's Charter is written either in English or Filipino, or in the local dialect and published as
an information material (e.g. booklet or brochure).
5) The Citizen's Charter is uploaded in the agency's website and accessible to the public.
6) The agency has undertaken self-assessment and reporting of improvements in its existing
Gitizen’s Charter.
7) The Citizen's Charter shows the process improvements, specifically on the streamlining of
procedures and shortened turnaround time, on the most availed frontline services:
a. The service office used larger font and move the Citizen's Charter to the place where
cconcessionaires can read it clearly for them to know the procedures when availing services
from the District.
b. The office printed signage for "Public Assistance and Complaints Desk” so the concessionaires
know where to go for their queries and other related matters.
c. Service office now provides cards with numbers for the queuing system to be organized and
in order.
d, Feedbacks from customers on the Suggestion Box were collected every week for the office to
know where the area(s)/service(s) that needs to be improved.
e. The office placed buzzer for the special lane since the office is located at the 2°° Floor of the
building and quite challenging/diffcult for the elderlies, pregnant women and disabled to go
up to pay their bills or to inquire.
f. Nametags in front of the tellers are now placed to properly identify the name of the cashier
transacting with the customer.
