I  am  opposed  to  the  proposed  water  and  sewer  rates  for  the  following  reasons:

  The  new  water  rates  do  not  promote  conservation.    It  is  highly  likely  that  water  
deliveries  will  be  restricted  in  the  coming  years  and  we  have  no  plan  to  deal  with  it.    
Political  pressure  has  caused  the  city  to  abandon  conservation  pricing.    
 
  My  water  bill  is  going  to  go  up  about  18-­‐30%.  That  is  too  much.    
 
  The  fixed  water  fees  are  unfair.    Small  users  pay  the  same  as  large  users.  This  is  an  
unfair  tax  that  burdens  low  water  users.    The  city  budget  doesn’t  show  what  items  are  
paid  for  exclusively  with  these  fees.    
 
  Condos,  apartments  and  businesses  pay  higher  water  rates  than  single  family  homes.  
That’s  not  fair.    
 
  The  sewer  rates  are  higher  for  small  users  than  large  users.  Why  didn’t  the  city  fix  the  
sewer  rate  structure  before  adjusting  the  water  rates  for  the  third  time  this  year?  
 
  The  sewer  rates  are  not  rates.  They  are  fees.  If  the  council  wants  uniform  water  rates,  
why  not  uniform  sewer  rates?  Why  are  the  low  volume  users  paying  two  and  three  
times  as  much  as  high  volume  users?      
 
  The  city  just  took  $3  million  out  of  the  sewer  slush  fund  to  “backfill”  redevelopment.  I  
don’t  think  my  sewer  fees  should  be  paying  to  move  a  car  dealer  from  one  side  of  the  
street  to  another.    The  sewer  fund  should  only  be  used  to  pay  for  sewer-­‐related  costs.        
 
  My  landscaping  is  an  asset  to  the  entire  city.  Other  people  should  subsidize  my  
watering  costs.  I  don’t  think  the  rates  are  low  enough  for  large  water  users.    We  should  
only  be  paying  half  of  what  others  pay.  We  are  entitled  to  it!!!
