(2) In an aldol condensation reaction, a dilute base is sufficient because the base is not needed to break carbonyl bonds, rather an enol or enolate reacts with a carbonyl compound to form an aldol product. (3) A concentrated base is required for the Cannizzaro reaction mechanism of simultaneous oxidation and reduction, but for aldol condensation the base concentration is less important as the reaction does not involve breaking carbonyl bonds.
