Wing Commander’s Corner by Maj. Mark Reeves, CAP, Indiana Wing Interim

I hope that each of you had a merry holiday season and wish you a "Happy New Year" as
we head into 2007.

As we go into the New Year, I would encourage you to think about the following in each
and every activity in which you participate:

Safety: As our Regional and National leadership have emphasized over and over, Safety
is critical to our operations in the air, on the ground, at our unit meetings...where ever we
conduct our volunteer activities. Here are some things to think about

1) What is the status of my unit's monthly training program? Have a turned in my


required reports and conducted required training?

2) Do I practice Operational Risk Management in all my activities? Before I fly,


before I drive, before I lead or attend an activity do I think through what might go wrong?

3) How well do I check myself and my staff before I set out on a CAP functions?
Have I conducted the radio check that ensures I have communication in an emergency?
Is my vehicle paperwork in order and was I thorough with completing the vehicle check?
Do I have emergency contact information in hand for the folks on my team?

A strict attention to detail where Safety is concerned will pay off serious dividends for
our organization. I will shortly be asking our Inspector General to make Safety a Special
Emphasis Item in our Subordinate Unit Inspections. The Civil Air Patrol safety program
is critical to successful unit operations.
Accountability: As volunteers in Civil Air Patrol we are stewards of the public trust.
This means in finance, in logistics, in Cadet Protection, we must EXCEL in meeting the
expectations of our leadership.

Maj Jim Engel, our Wing Finance Officer, has worked many hard and long hours helping
us to meet Civil Air Patrol's expectations for financial management. His efforts, I know,
will go a long way towards keeping us "in the clear" in our finances. It is a major
emphasis item for me as your Commander to ensure that our paperwork is done and is
done in a timely fashion.

Maj Dallas Wilson, the Deputy Chief of Staff for Logistics and Communications,
working with Lt Chris Paul, the Director of Communications, have done incredible work
in cleaning up our long-term logistics and communications issues. We are coming up on
time for units to file annual logistics reports. This also is a major point of emphasis for
me to ensure that we are providing these gentlemen with the reports they need to help us
stay on track. Also, use equipment that you are provided safely and with respect.

Finally, I know that the Group Commanders have been working with the squadrons to
ensure that each of our adult officers and our cadets over age 18 complete Cadet
Protection. This is NOT an optional program and I strongly encourage each of you to
make sure that you are complying with mandatory training requirements and that you are
living out the Program's requirements in every activity.

Respect: Let me quote from Civil Air Patrol Pamphlet 50-2, "Respect: CAP members
come from all walks of life. Therefore, it is extremely important that members treat each
other with fairness and dignity, and work together as a team. To do otherwise would
seriously impair CAP’s capability to accomplish the mission." I can ask no less.
Discrimination towards others, prejudice towards those that are different, abuse of rank or
privileges are all behaviors that are unacceptable in Civil Air Patrol. Please live out the
value of respect in your activities in Civil Air Patrol.

I am excited about what Indiana Wing can accomplish in 2007. Please work with me to
ensure that Safety, Accountability and Respect are our watchwords in this New Year!

Letter of Encouragement by Mike Moran, State Director

I want to wish the wing well in this new electronic newsletter. Indiana Wing has
worked hard the past year and the results have reflected that effort. Good job. Do what
you can to make this New Year even better for you, your family, your squadron, your
wing, your city, state, and nation. Don’t complain about anything unless you have a
solution and you are willing to help achieve that solution. You have no right to complain
unless you will be part of the solution.

Orientation flights on military aircraft have been hard to come by the last few
years, but that seems to be changing. Over the last two months we have gotten three
flights. The procedure is I request the flights from the 434th ARW [and other units near
Indiana] and once I get confirmation a flight is available I let the wing know. The
Indiana Wing distributes the sets [normally about 20 per flight].

Some things to be aware of when you are selected to fly on a military aircraft.
First the normal TSA security requirements apply to these flights. Meaning - no liquids
[even bottled water], knives, weapons, etc. Believe it or not but several years ago a CAP
person had fireworks in their pockets when they went through the boarding check. That
person was almost arrested. You must have a CAP uniform on. You must have a CAP
ID [the MML can work in a pinch] and for cadets under 18 a CAPF 9 signed by the
parents must be presented before the boarding check. Please do not neglect to follow
these instructions because if you don’t you may watch your friends board a plane without
you. Spread this word around and take care of your squadron mates who might not read
this.

Support Our Troops License Plate by Eric Holcomb Director, Intergovernmental

Governor Mitch Daniels today unveiled the Support Our Troops license plate,
which will be available to Hoosiers statewide beginning January 2. Proceeds generated
from the sale of the plate will be placed into a fund supporting Indiana National Guard
and reservist families.

"This is just one more small way we can honor Hoosiers who serve our country
and help the family members who support them everyday," said Daniels. Proceeds from
the sale of the Support Our Troops plate will go to the Military Family Relief Fund. The
cost of a specialty plate is $35 (in addition to the standard plate fee of $20.75). Of that,
$20 will go to the Military Family Relief Fund. Plates will be available in all BMV
branches next month.

The license plate was created as a part of Senate Enrolled Act 75, which also
established the Military Family Relief Fund for Indiana National Guard members and
Indiana armed forces reservists called into active duty after the September 11, 2001
terrorist attacks. Senator Mike Delph (R-Carmel) co-authored the legislation during the
2006 legislative session. He also helped design the license plate, which is being produced
by PEN products.

"Governor Daniels and the Veterans' Affairs Commission are dedicated to our
Hoosier men and women in uniform and their families," said Sen. Delph. "The Support
Our Troops license plate will help contribute much needed money into the Military
Family Relief Fund, which will in turn support Hoosier soldiers and their families in
times of need."

In a set of 2007 legislative initiatives designed to help Hoosier veterans and


military families, the governor has proposed that the state provide matching funds of up
to $350,000 annually for the Military Family Relief Fund. State funds would match all
private contributions to the fund as well as revenue generated by the sale of the plate.

Outstanding Rocketry School Success by Maj. Richard L. Griffith

On 21 Dec 2006, Capt. Brad Haney (SCH GP/LG) and Lt. Merrill led more than
65 high school age students and 5 adults in building model rockets and watching an
educational video about choosing a drug-free lifestyle. The more than $500 in free
rockets and the video were provided by Indiana Wing's Drug Demand Reduction
program, the state office for the joint Civil Air Patrol/US Air Force Surgeon General's
initiative to provide drug free alternatives to America's youth.

Lawrence Early College is a charter school on the north east side of Indianapolis.
LEC has been working with Lt. Merrill and Schools Group staff to prepare to charter a
new school squadron at the school. Indications are that the new squadron may have up to
30 cadets and five seniors and a potential charter date of early February 2007 has been
set.

This is the third DDR-sponsored event to be held just since the beginning of the
2007 fiscal year on 1 Oct. In the last three months, formal DDR model rocketry
presentations have been made to more than 80 Indiana students and 25 adults, and DDR
also provided promotional materials for Indiana Wing's recruitment booth at the Indiana
Non-Profit Educators Conference which had an estimated 3,000 attendees.

In November, the Lutheran High School Cadet Squadron (IN-801) held a DDR
rocket build event involving 25 students and 10 adults that was opened to the community,
but specifically targeted four Lutheran elementary schools in Indianapolis. Schools
Group is currently pursuing the potential for new school squadrons or testing CAP's new
pre-cadet, aerospace education program in these schools.

fiscal year 2007 and will accept concept and budget requests through 1 Apr 07.

CD Training Course 1 - 10 Mar 2007

Location - Hullman Field, Terre Haute

This mandatory meeting will provide a briefing to squadron commanders, operations


officers, and select members of flying units in the following areas: New CD procedures, a
review of rules and regulations, paperwork requirements, spotting techniques,
photography pointers, and other items deemed helpful to the program. Navigation and
photo assignments will be given to inbound air crews. (Rain-date March 17)

2007 Indiana Wing Conference and Awards Banquet
Indianapolis, IN

The 2007 Wing Conference will be held at the Clarion Waterfront Conference Center on
the west side of Indianapolis on March 31 2007. The Conference will have a full day of
educational activities for officers and cadets and we will also have a Wing Awards
Banquet that evening in the hotel. Our scheduled guest speaker for the Conference will be
renowned Aviation Engineering pioneer Mary Feik!

Additionally, we will be offering a wide variety of educational and networking


opportunities for the general membership, for cadets and for our Aerospace Education
Members and educators.
Conference registration for all participants is $15 before 15 Feb and $25 after 15 Feb.
For the banquet, attendees will have the opportunity to select between two entrees: Baked
Chicken ($22) or Prime Rib ($32).

Safety Reports

The safety reports for the squadrons with pilots have to be submitted either via E-mail or
entered into the WMU (Safety Page) by the first of the month. AF authorizations have to
be turned in no later then the 5th of the month. The pilot safety reports have to be sent to
John Neil at capinse@localnet.com or entered into the WMU Safety Page. All other
squadrons have to submit their safety reports by the fifth of each month. They can be E-
mailed to the Wing SE or entered into the WMU Safety Page.
Wing Annual Awards Program

The Indiana Wing Awards Committee has been working feverishly to complete the
review of over 80 awards packages for 2006. The committee has been very impressed
with the amount of nominations for the Commander's Commendations, Meritorious
Service, and Exceptional Service Awards. However there were not as many for our wing
level awards program such as Communicator and Safety Officer of the Year. The
Awards Committee will also be working on bringing the current INWG Awards
Supplement up to date with the new group structure and involve them at their level to
recommend to the committee awards they feel worthy. We would really like to thank
everyone that took the time to nominate an officer or cadet for their service. At a
future INWG Staff meeting, I will be hosting a class on writing awards nominations, I
hope to have at least one representative for each unit there to accomplish this, as it is
being done to benefit the membership. Members in the field are encouraged to push the
attendance of this to their commanders at all levels. More will be coming out on this in
the next issue of the Wing Newsletter. My most humbled thanks goes to the members of
the Awards Committee, without them, my job as the chairman would be 10 fold. The
members of the Committee are Maj. Richard Griffith, Maj. Jeff Young, Maj Brain
Schmuck, Maj. Matt Creed, Capt. John Neil and C/Maj Ethan Price and myself.
