MORE EFFECTIVE USE OF SPACE TECHNOLOGY TOOLS IN


PWD(R&B)Department
1.0 Introduction about the PWD (R&B) Department.
The Public Works Department (PWD), Government of Manipur is a Department for
creating permanent assets of the nation and State such as Roads and Buildings. These
are based on national standards which engineers specify and are constructed through
contractors. It establishes the rates for cost of construction which is the basis for
construction throughout the State and is brought out in the Manipur Schedule of Rates
from time to time. The Public Works Department is also executing various schemes of
other Departments as a deposit work. The vision of PWD may be defined as “to set
standards of excellent engineering practice in making work, dwelling and public places
functional secure and environment friendly and to enable travel to the remotest corner of
the State in the safety and comfort, and economically without tampering the ecology.”
PWD Manipur is administered according to the CPWD norms.

The Public Works Department is headed by the Chief Engineer with Headquarters at
Imphal. Works and matters regarding Planning, Construction & Monitoring, and Inter-
State Connectivity for the entire State and also the entire establishments of PWD are
controlled by the Chief Engineer. The Chief Engineer who is the head of the Department is
assisted by 1(one) Chief Engineer (Building), 3(three) Addl. Chief Engineers and 8 (eight)
Superintending Engineers at senior level.

The Chief Engineer is also assisted by one Senior Architect in the matter of design &
drawing. All the matter relating to accounts and Court cases, the Financial Adviser and the
Legal Adviser assist the Chief Engineer. There are 33 working Divisions in the
Department. Every District has a minimum of one Divisional Office for executing the works
pertaining to the P.W.D. Jiribam Sub-Division has one full-fledged Division. 6 (six)
Divisions have been assigned for taking up works related with PMGSY exclusively.

The State of Manipur having a total area of 22.327 sq km. is mountainous except about
9% of the area which forms the valley portion of the State comprising of four districts,
namely Imphal East, Imphal West, Bishnupur and Thoubal. The Road Transport is the only
means of communication for development of the State as there are no inland Waterways,
Railways and Ropeways. All the development activities depend entirely on the road
transport facilities. The total length of roads in Manipur by the end of March 2010 including
National Highways, NEC, BRTF & other Roads is 12628 Km.

2.0 Space Based Applications (carried out in the past)


 The Department is using GPS for taking the existing alignment and recording
the location of vital road datas. Its been used for recording the index maps of
the new roads while surveying.

3.0 Space Based Applications (Ongoing)


 As stated in Sl. No.2.0

4.0 Benefits accrued to the Department through Space Based Applications


 The exact existing alignment of the road could be taken and locations of the
vital road data were recorded. Its easier and take very less time and less
human power

5.0 Brief details of the meeting with the Department and its outcome
(MARSAC to fill this column)
 A preparatory workshop on “Promoting Space Technology Base Tools and
Applications in e-governance & Development” was held on 15th September,
2016 with Special Secretary (Sc. & Tech.) Govt. of Manipur in the Chair. The
workshop was attended by 25 nos. of Nodal Officers from different line
departments of the State. As per the advancement of technology the needs
for application of modern Space based tools in various development projects
and Identifying the key areas was discovered. The Departments were asked
to identify the key areas for effective application of the technology.

6.0 Future Space Based Application

 Development of a centralized information system based on GIS software for


maintaining and deploying critical data and applications across every aspect
of the infrastructure project life cycle including planning and design, data
collection and management, spatial analysis, construction, and operations
management and maintenance and preparation of a Detailed Project Reports
for all the new roads.

7.0 Likely benefits to the Department through new proposals

 Preparation of DPR for all the new roads will be much easier with less
human power and less cost. The road alignment will be better and estimate
will be more accurate. Managing of road maintenance will be regulated as
per the utility and interval. The huge amount of information related to
transport infrastructure in the state could be put together for its most efficient
utilization in planning, design, construction, maintenance.

8.0 Capacity Building


 Since it’s a new technology all the technocrates will be trained by MARSAC
and subsequently the subordinate staff can be trained by the technocrates.

9.0 Review Mechanism


The expert directions and suggestions of the scientist from NESAC,
delegates from ISRO will be of vital importance towards the project's successful
completion. Once the Concept areas are approved and rolled-off, project review
meetings and external quality check will be held at regular intervals depending on the
project requirements (most likely quartely or half yearly), apart from the internal quality
checks. Internal quality check team will be established comprising of officials from
Police Department and Manipur GIS & Remote Sensing Centre. External Quality check
team will comprise of the experts from NESAC and ISRO.

Large Scale Road Mapping including Bridges, Culverts for creating

1.1 Definition of activities (project background; objectives):


 Digitisation and capturing of spatial data of all roads, bridges, culverts, pavement
and other road assets of the State.
 To create an integrated road database on the basis of existing information
supplemented by road inventories and condition survey on the different attributes
such as Road Type, Road Name, Road Quality, Road Status, Road Scheme, date
of completion etc.
 Collection and authentication of non-spatial data.
 To developed a system to assist in monitoring and management of road network
information.

developed with customized tools for updating/modification of the data and for
querying and report generation.

Carrying out a comprehensive geological survey to produce a detailed statewide
geological map database.

2.1 Definition of activities (project background; objectives):


 To carry out a comprehensive geological survey .
 Generation of a detailed statewide geological map database .
 To convey information about the Earth’s surface.
 To interpret the structure, stratigraphy, mineralogy, paleontology, and the historical
record of the Earth’s crust
 To identify areas prone to geologic hazards such as landslides, earthquake fault
zones, areas susceptible to liquifaction, historic flood zones, volcanoes and areas
susceptible to tsunamis for making wise land-use planning and safe engineering
decisions.

Road Network Analysis and Planning using GIS Technology.

3.1 Definition of activities (project background; objectives):


 To generate large scale geographically referenced road network indicating the
different type/classes of road and creating village locations with demographic
indicators.
 To study and compute for each village the distance to the nearest road of any type
in the road network.
 Performing Network Analysis to find the optimal route.

For instance most heavily trafficked roads should receive priority for full routine and
periodic maintenance.

 The objective to explore the potential of GIS in capturing, storing, updating,
retrieving, displaying and printing data to facilitate road database management on
road maintenance.
 Generation of spatial data on the different types of roads and other road assets,
such as bridges, culverts, kilometer posts and signage.
 Linking of attribute data to the spatial data of each road segment which consist of
construction of road centre lines, kilometer posts, signage, bridges and culverts.
 To develop GIS based Pavement management system.

 Maintain roads and other assets in optimum condition and maximise the benefits to
its users.

 Create a Spatial Decision Support System (SDSS) for the maintenance

Study of Road Alignment and Gradients.

5.1 Definition of activities (project background; objectives):


 Road alignment and road gradient to consider when planning and constructing
roads as road alignment and gradient is one of the most important factors which
influence the frequency of road maintenance, increases road maintenance costs,
reduce truck speed and safety, and in extreme cases, demands rebuilding the
whole road.
 To create a GIS based road information system integrating spatial and non spatial
data developed with customized tools for quick decision making in alignment of new
roads.
 Selection of the study site along the road so that a good number of curves road
sections of different grades could be included.

 GPS to verify the existing road alignments or to add new alignments.

5.6 Deliverables:
 Generation of comprehensive road map,re-alignment of all existing roads and
future road plans.
 To find the most economical alignment connecting two given end points based on
topography, socioeconomic factors and environmental impacts, while satisfying a
set of design and operational constraints using GIS and remotesensing technology
 To ensure roads are properly planned, constructed and maintained in order for easy
access, smooth transport, safety, comfort and economy on vehicle operations
 To construct proper drainage system.
 Access to roads with minimum number of sharp curves and as far as possible and
steeper gradients.

 Creating Spatial (Map layers) Database such as boundaries, Road network


Boundaries , Location of human settlements, bridges, culverts, etc, Natural bodies
like rivers, canals etc.
 Creating attribute database such as Road details ( NH, SH, MDR etc.), Towns and
villages Bridges, culverts, etc Administrative set-up.
 Creating operational database which includes various modules of bridge
maintenance systems such as inventory module ,load carrying capacity module ,
strengthening module and budgeting module and advanced decision support
system module.
 To create a GIS based database BMMS finally after integrating spatial database ,
attribute database and operational database.

 The bridge maintenance and management practices in India vary from Department to Department
or State to State. No Indian State has a comprehensive management system consisting of various
components viz. Inventory of bridges, Inspection and assessment of condition of bridges, Scientific
analysis and bridge maintenance/repair needs, Assessment of requirement of funds at National/
State/ Project level, Maintenance scheduling, Identifying and prioritization of rehabilitation, Regular
performance monitoring, Maintaining and constantly updating the Data Base, etc

 Creating a road database on the different attributes such as Road Type, Road
Name, Road Quality, Road Status, Road Scheme, date of completion etc.
 Collection and authentication of non-spatial data.

 to develop a GIS environment friendly Bridge Maintenance Management System (BMMS).


 To developed a system to assist in monitoring and management of road network
information.
 introducing bridge management programs, which provide for a long range bridge evaluation
process that covers bridge condition, site traffic, maintenance and inspection cost.

NESAC/ ISRO Role: Advisory; project execution; coordination.

facility support, as per objectives requirements.

 Replacing existing map by a more detailed road map.
 To establish a database of roads and bridges for planning, prioritizing works for up-
gradation/ maintenance.
 Generation of detailed road map for use in planning and developmental purpose.
 To carry out analysis of road network system in the State.
 Road Information to be made available at Central location for easy access of
information when needed.
