What is quality? Quality is an important criterion that consumers often consider when they want
to try a product or service, and quality is also an important factor in the competition of companies.
Quality is the degree to which a commodity meets the requirements of the customer at the start of
its life (ISO9000).

To manage the quality of the product, they use Quality Management System (QMS). What is it?
A quality management system is a formalized system that documents processes, procedures, and
responsibilities for achieving quality policies and objectives. A QMS helps coordinate and direct
an organization’s activities to meet customer and regulatory requirements and improve its
effectiveness and efficiency on a continuous basis (ASQ, 2017).

ISO 9000 is a series of standards that has been deemed to represent good quality management
practices by international consensus, consisting of a set of standards and guidelines related to
quality management systems. It is designed to help businesses ensure that they are meeting the
needs of their customers and shareholders. The system is published by the International
Organization of Standards (ISO), and deals with the fundamentals of quality management as well
as the eight management principles on which they are based (CEBOS, 2017).

In ISO 9000 series, ISO 9001:2015, the international standard specifying requirements for quality
management systems, is the most prominent approach to quality management systems (ASQ,
2017).

Quality management systems serve many purposes, including:

 Improving processes

 Reducing waste

 Lowering costs

 Facilitating and identifying training opportunities

 Engaging staff

 Setting organization-wide direction

To assess the quality of a company's products and services, they not only use only QMS, but they
also use TMS, QC, QA:

Total quality management (TQM): A core definition of total quality management describes a
management approach to long–term success through customer satisfaction. In a TQM effort, all
members of an organization participate in improving processes, products, services, and the culture
in which they work. (ASQ, 2017).

Quality Control (QC): Is part of quality management focused on the implementation of quality
requirements. Quality control is the control of the processes of creating products and services
through the control of factors such as people, machinery, materials, methods, information and work
environment.

Quality Assurance (QA): It is activities and management processes that are done to ensure that
the products and services the project delivers are at the required quality level. It is process driven
and focused on the development of the product or delivery of the service (Project Management
Skills, 2017).

Applying too many systems to the company at once can be a difficulty for Thanh Xuan. At first,
Thanh Xuan should apply TQM to his organization to be able to control the output quality of the
company more effectively. From there, they should apply ISO 9000 to their company. To follow
ISO 9000, management team of Thanh Xuan decides quality assurance policies and objectives.
Next, the company or an external consultant formally writes down the company's policies and
requirements and how the staff can implement the quality assurance system. Once this guideline
is in place and the quality assurance procedures are implemented, an outside assessor examines
the company's quality assurance system to make sure it complies with ISO 9000 (Tech Target,
2017).

4.1 Carry out risk assessments as required by legislation, regulation and organisational
requirements ensuring appropriate action is taken

Everything in a company has potential risks. So, if a company wants their work to go smoothly,
that company should make a risk assessment.

Risk assessment is the process of understanding the risks that can and will relate to the work of
the company, specifically addressing the risks that may be encountered, and then according to that,
the company develops control measures to perform work in the most effective and safest way to
avoid accidents, damage to property, equipment and environment.

In everyday life, a person before doing anything can assess the risk of that job. For example, when
someone planning to repair an electrical home network, he should assess the risk of this work like:
Is the electricity is completely disconnected? What will happen during the repair of electrical
network? When the repair is done, what is the risk when it comes into operation?

However, in an organization, in order to assess risk, participants in the risk assessment process
must understand the principles and sequence of assessment. Furthermore, participants in the risk
assessment must have experience in the work they will be involved in. At least 3 to 5 members
should participate in the risk assessment group. This group needs to have an idea of work
organization, mechanics, electrical, chemical, medical, etc

4.2 Demonstrate that health and safety regulations and legislation applicable in specific work

Health and safety regulations in the UK

Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 (RIDDOR)

The Reporting of Injuries, Diseases and Dangerous Occurrence Regulations 1995 require the
reporting of certain incidents to the enforcing authority. RIDDOR place a legal duty on employers,
self-employed people, people in control of premises to report work-related deaths, major injuries
or over-three-day injuries, work related diseases, and dangerous occurrences (near miss accidents)
(Tendring District Council, 2017).

Health and Safety (First Aid) Regulations 1981

These regulations require employers to ensure that they have provided such equipment and
facilities as are adequate and appropriate in the circumstances for enabling first aid to be rendered
to their employees if they are injured or become ill at work. At least provision must include

an appointed person to be present at all times when employees are at work, and a suitable and
sufficient First Aid Box (Rossendale Alive, 2017).

The Noise at Work Regulations 1989

The Noise at Work Regulations 1989 were based on the "daily personal noise exposure" of each
worker or category of worker. The daily personal noise exposure is a measure of the total amount
of noise received during a working day taking into account the noise levels and the amount of time
the person spends in each noise level. Noise levels were measured in the undisturbed sound field,
that is without the local effects of the worker's head and body (ISVR Consulting, 2017).

The Control of Substances Hazardous to Health Regulations 1994

The Control of Substances Hazardous to Health Regulations 1994 are designed to protect workers
or others against substances considered hazardous to health in the workplace. COSHH assessments
must be completed for any process or procedure that involves the use of hazardous substances.
Hazardous substances may be found in nearly all working environments (University of Exeter ,
2017).

The Manual Handling Operations Regulations 1992

Employers must carry out an assessment to consider whether any handling operations present a
risk of injury to their employees. Where risks have been identified then appropriate steps have to
be implemented to eliminate or reduce such risks as far as reasonably practicable.

In addition, suitable and sufficient information, instruction and training should be given to
employees who are exposed to such risks (Rossendale Borough Council, 2017).

Workplace (Health, Safety and Welfare) Regulations 1992

These regulations are concerned with the working environment. They place a duty on employers
to make sure that the workplace is safe and suitable for the tasks being carried out there, and that
it does not present risks to employees and others (Encompassed, 2017).

The Provision and Use of Work Equipment Regulations 1992

The employer must ensure that all equipment at work is properly constructed, suitable for its
purpose and kept in good state of repair. This applied for both new and secondhand equipment.

All employees must be trained to use and maintain the equipment properly and written records
kept of any maintenance work (Simms, 2001).

The Health and Safety (Display Screen Equipment) Regulations 1992

The Health and Safety (Display Screen Equipment) Regulations 1992 aim to protect the health of
people who work with DSE. The Regulations were introduced because DSE has become one of
the most common kinds of work equipment (HSE, 2017).

The Management of Health and Safety at Work Regulations 1992

This regulation came into effect in 1993. Main employer duties under the Regulations include:

 Making 'assessments of risk' to the health and safety of its workforce, and to act upon risks
they identify, so as to reduce them (Regulation 3);

 Appointing competent persons to oversee workplace health and safety;

 Providing workers with information and training on occupational health and safety; and

 Operating a written health and safety policy.

Personal Protective Equipment at Work Regulations 1992

Personal Protective Equipment (PPE) – means all equipment designed to be worn or held by a
person at work to protect against one or more risks, and any addition or accessory designed to meet
this objective. Both protective clothing and equipment are within the scope of the definition, and
therefore such items as diverse as safety footwear, waterproof clothing, safety helmets, gloves,
high-visibility clothing, eye protection and safety harnesses are covered by the Regulations
(Munich RE, 2016).

Health and safety regulations in Vietnam

OHSAS 18001: 2007 is an internationally recognized standard that addresses the requirements
related to the development of a Safe Health Management System (International TSC Co., Ltd,
2017). OHSAS stands for Occupational Health and Safety Management System.

OHSAS 18001: 2007 is based on the PCDA (Plan - Do - Check - Act) will be explain in the
following:

 Plan: Establish the goals and processes needed to achieve results consistent with the
occupational safety and health policy of the organization.
 Do: Implementation of the process.
 Check: Monitor and measure processes based on OH & S policy, OH & S objectives, legal
requirements and other requirements and report the results.
 Act: Carry out actions to continuously improve the effectiveness of occupational safety
and health controls.

Function of OHSAS 18001: 2007

 Protect the employees: OHSAS 18001: 2007 requires companies to provide systematic
methods of identifying hazards (without missing any possible hazards) from which provide
risk management measure and the necessary preventive.

 Improve business performance: OHSAS 18001: 2007 addresses the scientific and
systematic requirements under the PDCA (Plan, Do, Check, Action), helping businesses
develop clearer and more efficient processes so that businesses can reduce workplace risk
and accidents, therefore increases productivity of the business.
 Enhance compliance with the law: the review of each activity related to the legal
requirements, periodic review of legal compliance as well as updates of new legal
requirements, has helped the organization learn and understand legal requirements and
other relevant requirements, thereby helping the business comply with the law.
 Strengthen the management capacity of the current management system: OHSAS
18001: 2007 is structured as the basis of the PDCA cycle: Plan, Do, Check, Action, the
organization can incorporate the requirements of this standard into existing management
systems to reduce management costs.

Labour Law 2015

According to Labour Law 84/2015/QH13 of Vietnam (CỔNG THÔNG TIN ĐIỆN TỬ BỘ TƯ


PHÁP, 2015), the regulations are similar to Health and safety regulations in the UK:

 Occupational safety and health training


 Rules and procedures to ensure occupational safety and health
 The employer's responsibility to ensure occupational safety and health at the workplace
 The responsibility of the employee to ensure occupational safety and health in the
workplace
 Control of risk factors, harmful factors in the workplace
 Measures to handle technical incidents causing unsafety, serious labour sanitation and
urgent handling
 Personal protective equipment at work
 Management of machinery, equipment, materials and substances with strict requirements
for safety and hygiene of labour

Based on the regulation, Thanh Xuan meets most of these regulations in his company. For example,
when recruiting employees, the company always teaches and guides its employee safe regulations

and procedures, and also warns employees of potential accidents at workplace. About working
machines and requirements on the use of workwear, Thanh Xuan also apply fully and strictly.

4.3 Carry out a systematic review of organisational health and safety policies and procedures
in order to ensure they are effective and compliant
To comply with the regulations on safety, hygiene and health of employees, Thanh Xuan has its
own regulations. The following will discuss more about that.

As mentioned in task 4.2, each employee recruited, Thanh Xuan provide training and guidance for
employees of the company about the safety regulations when working in the company.

First upon is about health, Thanh Xuan provide quality meals for staff at noon and afternoon. In
addition, at the end of the month, the company held small parties to help staff relax and fun, as
well as connecting, connecting feelings between households. Besides, Thanh Xuan also organizes
periodical check-ups as well as provide health insurance for his staff. For the pregnant women,
Thanh Xuan relieves the pressure on them by reducing the amount of work assigned to them, and
they can do it in the first 6 months and rest in the last 3 months.

About safety, Thanh Xuan built a policy requiring all people to ensure the safety of their labour.
For example: it is strictly forbidden for any smoking behaviour in the company to prevent fire. At
the same time the company has at least one fire extinguisher on each floor. Thanh Xuan also
provides safety equipment.

4.4 Carry out practical application of health and safety policies and procedures in the
workplace
In order to ensure that the company and its employees always have the procedures and rules to
maintain the safety and health of employees, as mentioned above, whenever recruiting staff, Thanh
Xuan must ensure that their new employees have to go through training about safety procedures
in the workplace as well as understand how to use the machinery of the company to minimize
damage and accidents related to the machinery in the company. At the same time, in addition to
training, the company also helps employees raise their awareness of risk poses a danger to
themselves. Managers and staff of Thanh Xuan must regularly check fire extinguishers and safety
equipment for their employees. Moreover, the management of each establishment must pay
attention to the activities of each employee to ensure that they are in the right process and ensure

the safety of themselves, because the manager is the most knowledgeable person in the particular
establishment they manage, so they can warn and correct their employees.
