Certification General
For renewal surveys outside Brazil a member of the Lloyd's Register Group (hereinafter referred to as LR)
is required to issue an interim certificate valid up to 5 months this is to be copied to LR Rio de Janeiro.
LR Rio de Janeiro. LR Rio de Janeiro will then issue the full term certificate. Full term certificates must be
signed by authorised senior surveyors or by the Office Manager or by the Country Manager.
Validity of conditional certificates can not exceed 3 months. Extension to conditional certificates beyond the
3 months can only be made with the authorisation of DPC. Owners must apply for extension of conditional
certificates direct to DPC. DPC will then instruct LR Rio de Janeiro accordingly.
All certificates, documents, manuals etc. required by International Conventions are to be in Portuguese.
This includes SOPEP, SMPEP, VOC, ODMS, COW manual, Trim and Stability Manuals, Loading Manuals,
P&A manuals, Safety Management System Documents, SSP, Fire and Safety Plan among others. The
Administration does not object to a version of these documents also being kept in another language, if so
desired.
Certificate validity domestic vessels
If the Special Survey is completed prior to the due date, the SAFCON, Load Line and Class Certificates are
to be issued for a period not exceeding five years from the assigned date. In this case, the assigned date
will be the last date of survey. In these cases, the reports are to be marked for vetting at London.
If the surveys are completed after the due date, the assigned date will be the due date.
The MSPM will be updated accordingly in due course.

Exemptions, waivers, extensions of certificates
Exemptions

Exemptions are granted by DPC who will issue the relevant exemption certificate. The Owners are to apply
direct to DPC. LR can renew exemption certificates issued by DPC at renewal surveys. The original of the
exemption certificate issued by DPC that is being renewed by LR must be forwarded to LR Rio de Janeiro

for filling in the ship's specific file for record purposes.
Extensions
Only DPC can extend, in extraordinary cases, the validity of a statutory certificate. To request the extension
of a statutory certificate, the Owner or his legal Agent will have to justify the request and attach the
Classification Society's recommendation as to the validity of the extension request; this recommendation is

to be based on the results of a survey. The scope of this survey will be determined by the Classification
Society. For the CSN National Safety Certificate, the scope of this survey must be the same as for a

renewal survey afloat, (the items that can only be examined when the vessel is in drydock can be
excluded). If a ship is not in a Brazilian Port when a certificate required by an International Convention,
Code or International Agreement expires, the extension requirements of this Convention, Code or

Agreement will apply.

For vessels changing Flag to Brazil, tonnage certificates ARE TO BE ISSUED BY THE LONDON OFFICE.

Technical Requirements
Marine Equipment
Brazil will accept marine equipment that has been certificated by a government who is a signatory to the
relevant convention, or by a delegated body on behalf of that Government. It does not matter if the
manufacturer of the equipment is in a different country. For Products manufactured in and EU country, MED
certificates will also be accepted.
Emergency Escape Breathing Devices (EEBDs)
MSC CIRC 849 is to be followed.
The position of all EEBDs is to be clearly indicated. Spare EEBDs are to be clearly indicated as such.
All EEBDs in the engine room are to be located close to the ladders or escape routes. If for any reason this
is not feasible the classification society may approve alternative arrangements.
All EEBDs are to be indicated in the Safety Plan that must have the approval stamp of the classification
society.
All EEBDs must be type approved by the Administration of a country signatory of SOLAS 74.
Requirements
For Cargo ships:
Accommodation: Two EEBDs plus one spare set.

Cat. A Mach. Space: One EEBD at each tween deck in way of the escape routes or ladders. One additional
EEBD in the Machinery Control Room if this is located inside the Engine Room.
Other Machinery Spaces: One EEBD is to be provided if the classification society considers it necessary

any ICE or combustible oil units in that compartment.
For Passenger ships

Accommodation: Requirements of paragraph 3.4 of Regulation 13/II 2 are to be complied with. A minimum
of 50% of spare EEBDs shall be provided.
Machinery spaces: The same requirements for cargo ships.

Oil lanterns
Oil lanterns are acceptable as spare or emergency lights except on tankers.
CO2 and Halon storage cylinders
All CO2 and Halon storage cylinders for fixed fireextinguishing systems are to be hydraulically tested after

every 10 years.

Embarkation Ladders and Pilot Ladders
For cargo ships that use cranes for loading and unloading of cargoes (regardless of whether such cranes
are provided onboard the ship or by a shore side facility), it is necessary to provide one ladder to meet the
objectives of SOLAS II1/39 and one ladder to meet the objectives of V/23.
However, for ships where no cargo or other suspended loads may pass overhead, e.g. tankers, the
accommodation ladder can be located within the parallel body so that one ladder can be used to meet the
requirements of both SOLAS II1/39 and V/23.

Brazil has adopted LHNS Guidelines IMO Resolution A.673(16), as amended, for certification of offshore

rather than an International Energy Efficiency Certificate. This Statement of Compliance should NOT be
issued on behalf of the Administration.
