Synopsis of Probable Cause: On 04/19/2018 deputies responded to the residence located 2t QM. o investigate a report of a missing person. Employees of REED Homicide victim) called the police to report him missing. Deputies responded to (QMRNNIMIB esidence and made contact with two™liriends. They reported was missirfG, not answering the phone and not answering the door off house. Deputies checked the front door of the house and found it ajar. They went inside the house to conduct a check welfare and found the house ransacked, items missing and in the master bedroom they located| dead and restrained to a chair with neck ties and belts. QMIMIIMMB neck, chest, arms, legs, and ankles were restrained to the chair. On 04/16/18, a deputy responded to! residence due to an audible alarm call. At that time, the deputy made contact with a Hispanic male who was identified then as Frank Martinez Jr. He was in GRRE © operty. Upon being questioned by deputies he stated that he was just walking and he got thirsty. Since he had stopped earlier there and he had gotten a bottle of water from he had returned to thank @Q® QUEM w-2s contacted and confirmed that had given Mr. Martinez the water. Mr. Martinez was asked to leave the equa inside the house and did not find anything disturbed or missing. later told the deputy that a key that err hidden in patio was missing On 4/19/2018, a search warrant was obtained for the incident location and the scene was processed due to the homicide. it was determined that several items from inside the house were missing to include a television, a stereo receiver, speaker, a laptop, surveillance cameras and more. There was a safe in the master bathroom that was opened with a key and emptied. The contents of QD wallet were also missing. It was also determined that QB vehicle, a Toyota Tacoma was missing. friends and employees were interviewed and we learned that had recently installed cameras inside the house (was able to access those cameras via his cellphone. Those cameras were also missing from the house. On 04/20/2019 Mr. Martinez was located and detained. A search warrant was obtained for his physica! characteristic truck was also located approximately .3 miles away from Mr. Martinez’ location. The truck had a fictitious license plate on it. Post Miranda Mr. Martinez stated that in fact he was at! house a few days back and got a bottle of water from He returned later to thank(ji and that’s when no one answered the door. He admitted to locating @ key hanging from a bench and using it to open the door of the garage/shop, this is when he tripped the alarm. He said he threw the key back near from where he got it. He said that it was not his intention to burglarize the house and denied ever going into the house. He admitted to having committed other burglaries recently but did not provided a date or iocation. QED oh one was downloaded and a video was located where on 4/18/2018 at 0800 in the morning, 2 person wearing a red shirt, dark color shoes and a ski mask was inside the house andPCSD Case # 180419073 appeared to be pushing nto a room. Mr. Martinez was wearing similar shoes as the male subject in the video when he was detained. On 4/20/18, a search warrant was obtained at the location where Mr. Martinez was detained (775 E Navajo Road). At that location, he was seen walking out of the residence and walking towards a multicolor Toyota 4Runner and placing a box inside of it. A search warrant was also obtained for that Vehicle. Detectives located multipie items in the vehicle belonging tQMRND. There was also property to include driver's license located in the pavement of the parking lot. There was property belonging to: found in the dumpster at this location. There was also paperwork and clothing believed to belong eee the Toyota 4Runner, This subject is also being investigated in reference to this incident. A witness who lives at this location advised that both QB anc Frank Martinez went to the complex and Charles was trying to sell items from a wooden box. A wooden box was later located in the Toyota 4Runner and there was stamps, cufflinks with Jewish emblems on them. QRRIBGER did have decorations with Jewish emblems oe Also inside of the Toyota 4Runner, detectives located a license plate that belonged to@ Toyota Tacoma this was found in a racing bag that had items belonging to’ jin it.
