1. SYSTEM DESCRIPTION

1.1 General

This section shows the conceptual process description of the Flue Gas
Desulphurization (FGD) System for Maitree Super Thermal Power Station.

1.2 System Overview

The wet limestone-gypsum process FGD System is applied for Overview of FGD

1.3.1 SO2 Absorbtion Oxidation System

The purpose of this system is to absorb and oxidize SO2 from flue gas.
This system consists of the following equipment.

Fig.-1.3.1 shows the typical flow.


Flue gas from ID Fan enters into Absorber. Absorber has a single recirculation
stage which quenches the flue gas and removes SO2 simultaneously. A part of
flyash and halide is also removed in absorber at the same time.
Absorber is Double-Contact-Flow Scrubber (DCFS) consisting of a single-counter
current tower with integrated absorber tank at the bottom. The flue gas flows
upward from the bottom contacting with the sprayed slurry sent from the
Absorber Recirculation Pumps.
In order to avoid deposit formation at the interface area between the flue gas and
the sprayed slurry, the inside wall of absorber inlet duct is washed intermittently
with water pumped from the process water tank.

The absorbed SO2 is partially oxidized in the tower by oxygen in the flue gas.
Oxidation of the remained unoxidized SO2 is performed in tank by oxidation
system which is called Jet Air Sparger (JAS). A part of the discharged slurry from
the recirculation pump is distributed to several numbers of JAS nozzles and flown
into the reaction tank of the absorber through the nozzles. There is an orifice
plate where negative pressure is generated at downstream of the plate inside the
JAS nozzle. The oxidation air is induced by oxidation air blower into the air
induction nozzle. By mixing air and slurry in JAS nozzle under the turbulent flow
condition, fine air bubbles are generated and effectively dispersed into the tank to
produce efficient gas-slurry contact and agitation condition. Therefore, oxidation
reaction is carried out efficiently in tank. Further, widespread jet stream from the
nozzles at tank bottom realizes mixing of slurry in the absorber tank. This
phenomenon prevents sedimentation of solids at the absorber bottom without
agitator operation while oxidation reactions promote to generate high-grade
gypsum as a by-product.

The following fluids are supplied to the absorber:


・ Process water
・ Limestone slurry from the limestone slurry storage tank
・ Filtrate from the filtrate water tank

Absorber slurry concentration is measured continuously by density meter and


kept at approx. 30 wt% by bleeding slurry to Dewatering System.
Entrainment from the absorber is removed with horizontally installed absorber
mist eliminator located at the downstream of the absorber.
Two-stage chevron type elements are installed horizontally to collect
entrainment with high efficiency.
Entrainment is dropped to the absorber tank. Washing spray system is
furnished in front of each eliminator element and at back of first eliminator
element to remove deposits on element surface with intermittent washing.
Washing spray system at back of second eliminator element is used when
pressure loss at mist eliminator increases.
After passing the Absorber Mist Eliminator, the flue gas is sent to the stack.
The process chemistries in absorber are as follows:

H2SO3 → H+ + HSO3-
(H+ + HSO3- + 1/2O2 → 2H+ + SO42-)
(2H+ + SO42- + CaCO3 + Aq → CaSO4・2H2O↓+ CO2↑)
SO2 gets absorbed into H2O, then dissociates from H2SO3 to H+ and HSO3-.
A part of HSO3- is oxidized by O2 contained in the flue gas and gets converted
in to H2SO4. CaCO3 in slurry neutralizes a part of H2SO4 and thus recovers pH
of slurry.

All remained HSO3- in slurry is oxidized by oxidation air to be converted into
H2SO4. Thereafter it gets neutralized with CaCO3 to produce CaSO4・2H2O.

Fig.-1.3.2 shows the typical flow.


30 wt% slurry is bled from Absorber to Primary Hydrocyclones.
The Primary Hydrocyclone underflow is fed to Vacuum Belt Filter.
The Vacuum Belt Filter dewaters the slurry to gypsum cake with moisture content
of less than 10 wt%.
The cake and filter are washed with the process water pumped from Belt Filter
Washing Tank by Belt Filter Washing Pump. The chloride content of washed
gypsum cake is below 200 ppm.
The Vacuum Pump sealing water is collected to the Belt Filter Washing Tank.
One Vacuum Receiver and one Vacuum Pump are provided for one Vacuum
Belt Filter respectively.
The filtrate in Vacuum Receiver is fed to Filtrate Water Tank by gravity.
The Filtrate from belt/cloth washing water, which contains higher suspended
solids, are fed to Filtrate Water Tank.
The Primary Hydrocyclones overflow is fed to Waste Water Hydrocyclone Feed
Tank. The slurry at this tank is pumped up to Waste Water Hydrocyclones.
The underflow from Waste Water Hydrocyclones is fed to Filtrate Water Tank.
The overflow from Waste Water Hydrocyclones is fed to Waste Water Storage
Tank.
A part of fluid in waste water storage tank is send to the FGD waste water
treatment plant, and the remained fluid is fed to Filtrate Water Tank.

Fig.-1.3.3 shows the typical flow.


At Limestone Handling and Storage System, limestone is sent to Dosing Bin
through Limestone Intermediate Silo Shut-off Gate, Belt Feeder, Crusher, Belt
Conveyor, Bucket Elevator.
The Limestone Grinding System consists of Wet Ball Mills, Wet Ball Mill oil units,
Wet Mill Receiver Tanks, Limestone Suspension Pumps, Grabimetric Feeder, Mill
Hydrocyclones and Distribution boxes.
The Gravimetric Feeder is installed at Dosing Bin bottom which feeds limestone
with fixed speed to the Wet Ball Mill. The limestone feed rate is weighed by the
Gravimetric Feeder.
The Wet Ball Mills are the wet horizontal type.
Process water is supplied to Wet Ball Mill inlet and Wet Mill Receiver Tank.
Slurry from the Wet Ball Mill flows by gravity to Wet Mill Receiver Tank and then
is pumped up to Mill Hydrocyclone to be classified.
The Mill Hydrocyclone underflow, which contains the oversized Limestone, is
recirculated to Wet Ball Mill inlet directly, while the overflow is discharged to
Limestone Slurry Storage Tank via Distribution Box as a product of Limestone
Grinding System.
The limestone slurry is pumped from the Limestone Slurry Storage Tank through
a ring line and fed to the absorber tank.

1.3.4 Sump System

The purpose of this system is to hold the drain from each system.
This system consists of the following equipment.

During an outage, when the absorber tank has to be drained, the slurry is
transferred into the Auxiliary Absorbent Tank.
The Auxiliary Absorbent Tank is designed to have sufficient capacity to receive
the liquid held in absorber tank including piping.
Since the Auxiliary Absorbent Tank is located above ground, the remaining slurry
of the absorber tank is drained by gravity into the Absorber Area Drain Sump.

Slurry in Absorber Area Drain Sump is sent back to the Absorber tank by
Absorber Area Drain Sump Pump after the completion of an inspection in the
absorber.
The Limestone Area Drain Sump is located inside limestone preparation system
area. This sump collects the spillage from limestone preparation system area.
The slurry in this sump is pumped to Wet Mill Receiver Tank.
Gypsum Area Drain Sump is located inside gypsum dewatering system area.
This sump collects the spillage from the gypsum dewatering area. The slurry in
the sump is pumped to Filtrate Water Tank.

1.3.5 Utility System

The purpose of this system is the supply of utilities.


This system consists of the following equipment.

Water is supplied by power station to be utilized as process water. Process water


is pumped by Process Water Pump and ME Wash & Emergency Quench Pump
through Process Warter Tank for FGD plant. Process water is used as absorber
make-up water, absorber internal equipment washing and water which will
ultimately be used for gypsum belt filter washing and gypsum washing.
Instrument air and service air are supplied by power station.
Instrument air system will be installed as a central system and will be utilized for
driving of the instrument valves etc..
Cooling water is supplied at the terminal point of FGD unit for bearing cooling of
the absorber recirculation pumps, the oxidation air blowers and the wet ball mill
units. This cooling water is returned to the terminal points.

1.3.6 Emergency Transfer System

The purpose of this system is to empty Absorber within 2 hours. .

The slurry transfer will be carried out after FGD shutdown.


a) All absorber slurry in Absorber is transferred and held in Auxiliary Absorbent
Tank.
b) The absorber slurry is transferred from Absorber to Auxiliary Absorbent Tank
by two Gypsum Bleed Pumps and Emergency Transfer Pump operation.
c) Also the absorber slurry is drained out to the Absorber Area Drain Sump by
opening Absorber drain valve. The flow rate of Absorber slurry is adjusted and
controled by valve opening manually of Absorber drain valve based on
Absorber Area Drain Sump.
d) The absorber slurry in Absorber Area Drain Sump is transferred to Auxiliary
Absorbent Tank by two Absorber Area Drain Sump Pump operation.
e) Gypsum Bleed Pumps and Emergency Transfer Pump will be stopped
automatically at low low level (1.5m) of Absorber.
f) After low low level of Absorber, the absorber slurry is only transferred to
Auxiliary Absorbent Tank by Absorber Area Drain Pump via Absorber Area
Drain Sump.

2. OPERATION PHILOSOPHY

2.1 General

This section covers general operating philosophy of the plant components.


The operation modes of the respective equipment are based on the
philosophy described below.

2.2 Operation Philosophy

Basically FGD system does operation preparation work of supply of a utility


etc. manually on the local. Then, FGD system is operated and monitored from
the FGD control room by the completion of operation preparation. The
functions which are required for regular operation and emergency (regular
start/stop operation, emergency shutdown) are integrated in this room.

The plan for basic operation of pumps is shown in Table-2.2.

The detail drawings of control system arrangement are shown in section 6


(Fig.-6.1).
The location of operation switch is shown in section 6 (Fig.-6.2)

2.3 Automatic Operation Philosophy

Equipment which is operated automatically is selected according to the


following basis.

(1) Equipment of FGD system is controlled automatically in case of following:

(Ⅰ) Boiler Load Change

(2) Equipment is controlled remotely and automatically in case of following:

(Ⅰ) Emergency operation

(Ⅱ) Sequential operation

(Ⅲ) Stable operation to keep continuous operation of FGD plant

(Ⅳ) Self protection

2.4 Manual Operation Philosophy

Main equipment of FGD system is started or stopped by manual operation.

(1) Remote Operation

Start and stop of the equipment between normal operation and short-term
stoppage state are carried out remotely from DCS.

Please refer to chapter 2.6. Start and stop procedure for the operation
between normal and short-term stoppage state.

(2) Local Operation

Start and stop of the equipment with local control panel are carried out a
start/stop from the local control panel.

If auto, a valve is automatic, and it opens and closes sequentially according to a start/stop of a pump.
A start/stop of pump is operated remortly. A manual valve is opened and closed on the local.

(1) Maintenance Stoppage State


Maintenance Stoppage means that most of the equipment are stopped,
only equipment required for slurry transportation are running.

(2) Long-term Stoppage State


Long-term Stoppage means that most of the equipment are stopped,
however agitators of slurry-holding tanks or sumps and necessary utilities

(3) Short-term Stoppage State


Short-term Stoppage means that the FGD plant is on stand-by and is
ready for gas-in processing. In this case, major equipment such as
absorber recirculation pumps are stopped.
Some slurry pumps and agitators are running in order to prevent
sedimentation in tanks and plugging in pipelines.
Gas-in can be performed from this condition.
Fig.-2.5.2 shows the short-term shutdown condition.

(4) Normal Operation


Normal Operation means that the FGD plant is operated following boiler
load and controlled under full automation. Fig.-2.5.3 shows the normal
operating condition.

3.2 Process Control Method

The control system is designed to provide safe and reliable operation of the
FGD plant.

The FGD plant is designed not to interfere on the boiler operation and to
maintain the specified desulfurization performance regardless of the boiler
load-change by controlling the absorbent feed rate to the absorber.

3.2.1 Limestone slurry Feed Control

Limestone slurry flow rate to absorber is controlled to keep the stable


desulfurization efficiency.

The limestone slurry flow rate is estimated corresponding to the boiler air flow
and FGD plant inlet SO2 concentration as a feed-forward signal, and then is
adjusted by FGD outlet SO2 concentration or the absorber tank pH as a
feed-back signal.

3.2.7 Waste Water Storage Tank Level Control

Waste water storage tank level is controlled to keep operated in the suitable
range level.
If the tank level becomes to CL1, waste water flows to Filtrate Water Tank is
stopped by closing motor valve automatically. When the tank level is increased
to CH1, waste water flow to Filtrate Water Tank starts again.

3.2.8 Waste Water Flow Rate Control

Waste water flow rate is controlled to keep the constant flow rate by observing
the flow rate with flow meter.
If the tank level becomes to CL2, waste water flow to Waste Water Treatment
System is stopped by closing control valve automatically.
When the tank level is increased to CH2, waste water flow to Waste Water
Treatment System starts again.

3.2.9 Limestone Slurry Storage Tank Level Control

Limestone slurry storage tank level is controlled to keep operated in the


suitable range level by operating wet limestone grinding mill.

Limestone slurry is prepared by batch operation of limestone grinding system


to keep certain limestone slurry storage tank level, i.e., when the limestone
slurry storage tank level reaches control high, limestone grinding system is
stopped.
When the limestone slurry storage tank level is control low, limestone grinding
system is started.

3.2.10 Limestone Grinding System Control

Limestone Feed rate is kept constant by gravimetric feeder. The limestone


which is conveyed from the Dosing Bin by using the gravimetric feeder and the
filtrate of gypsum belt filter system are supplied into a limestone ball mill
system.
The flow rate of filtrate to wet limestone grinding mill is controlled by
Limestone feeding amount at gravimetric feeder. The flow rate of process
water to wet mill receiver tank is controlled by density signal from mill
hydrocyclone feed slurry.
The slurry in wet mill receiver tank is fed up to the mill hydrocyclone and
separated into small particle slurry and large particle slurry. The underflow
slurry (large particle size limestone) is returned to wet grinding mill inlet. The
overflow slurry of mill hydrocyclone (small particle size limestone) is sent to
the limestone slurry storage tank. The wet mill receiver tank level is controlled
by the position of the limestone slurry distribution box. If the wet mill receiver
tank level is control low, the overflow slurry of mill hydrocyclone is returned to
the wet mill receiver tank by recirculation position of the limestone slurry
distribution box. And if wet mill receiver tank level is control high, the overflow
slurry of mill hydrocyclone is send to the limestone slurry storage tank
discharge position of the limestone slurry distribution box.

(1) Basic Countermeasure Plan of Power Failure and Instantaneous Power


Failure
a. The equipment of FGD plant work out a countermeasure (2 seconds)
for instantaneous power failure and equipment are operated continuous.
b. The equipment which has stand-by facility is started by electrical trouble
and other troubles.

c. ME Wash & Emergency Quench Pump, Absorber Area Drain Sump


Pump and Emergency Quench valves are started for equipment
protection by emergency diesel engine generator*) power supply as
soon as possible.

(2) Countermeasure Details of Power Failure and Instantaneous Power


Failure
Table-4.2 shows the countermeasure existence and the countermeasure
method of power failure and instantaneous power failure.
