Street Designation Guidelines


American National Standard Practice for Roadway Lighting ANSI/IESNA RP-8-00
shall serve as the basis for design of fixed lighting for roadways, adjacent bikeways, and
pedestrian ways.

These guidelines may be summarized for the streets most commonly encountered as
follows:

Consult Street Lighting Engineering Section for illumination levels and uniformity ratios
(ratio of average illumination level to minimum illumination level) required for streets
with right-of-way widths or curb to curb widths others than those shown above.

Street Light Spacing and Sizes


The following is a tabulation of the light sizes and spacing that will achieve the IES
(Illumination Engineers Society) guidelines with the equipment normally installed by
GWP.

The maximum spacing as indicated will provide the IES recommended minimum
illumination levels. In actual practice, the spacing is usually reduced to fit block lengths
and to provide clearances from driveways, catch basins, and other obstructions. Spacing
greater that those shown prior page will only be permitted under special circumstances
and shall be discussed with the Street Lighting Engineering Section prior to submittal of
layout for review.

The tabulated spacing on page-1 will provide the recommended illumination levels and
uniformity ratios along the mid-block portions of a street. However, IES recommends
higher levels of illumination in areas of potential traffic conflict and other special
situations such as intersections, knuckles, and cul-de-sacs. Satisfying the criteria at these
locations may require adjustment of the mid-block spacing. The mid-block spacing
should be adjusted to provide nearly equal distances between lights within the same
block. The minimum spacing between lights shall be less than 25% variation from the
maximum spacing allowed. For example on a Local Residential street when using
stagger system, the maximum and minimum spacing will be 170' and 130', respectively.
The lights shall also be placed on or near lot lines when possible to do so without a
substantial increase in the number of lights or significant deviations in spacing.

Drawings SL-DWG-002 through SL-DWG-011 show the preferred, alternate, or


required locations and sizes of street lights for the situations most frequently encountered.
The preferred location should be used whenever possible. The alternate locations should
be used whenever the preferred location fall outside the development boundaries or when
use of the preferred location is impractical because of driveways, catch basins, or other
obstructions.

Recommendation
Whenever possible a combination of a stagger system and one-side system or a one-side
system should only be used if the lot frontage are such that a light can be located at every
other lot/parcel line and the layout still meets the design criteria.

Preferred Street Light Locations


It should be emphasized that the street light placements and spacing depicted on SL-
DWG-002 through SL-DWG-011 reflect the maximum calculated spacing that will
provide the minimum recommended illumination levels. These spacing will frequently
need to be reduced due to block lengths, driveways, catch basins, and other constrains.
When the locations of the proposed lights have been determined, they shall be
dimensioned from the nearest B.C.R., E.C.R., or lot line. On these streets which will be
abutted by rear walls or fences such as major and secondary highways, the distances

between adjacent lights shall also be dimensioned. An acceptable alternate method of


locating proposed lights is the use of stationing.

Underground
The State of California Public Utility Commission issued directives in November 1969
and May 1970, that provides:

a. That “Underground wiring should be standard for all extensions”;

b. That “Underground wiring should be mandatory for all new residential


subdivisions”.

These directives require electrical lines to be placed underground along all new streets.

General Notes
1. All work shall be done in accordance with the Standard Specifications for City of
Glendale Public Works construction (2003 Edition), including all supplements
thereto.

2. All connections, splices, and taps between existing and new conductors shall be
done by GWP Street Lighting Crew. To coordinate energizing the system, contact
GWP Street Lighting Engineering Section at (818)548-4877.

3. Notification and inspection:


• Public Works Department shall be notified at least forty-eight hours in
advance of construction at (818)548-3945, for any work in the public right-of-
way.

• GWP shall be notified at least forty-eight hours in advance of construction at


(818)548-4877. GWP will inspect the installation of wiring, bonding, and
conduct a five day burn test. An inspector must be present before any work or
test is commenced.

4. Each street lighting layout expires two years after the latest date of approval.

5. The location of a street light may be adjusted up to 10 feet, only to avoid an


obstruction such as a catch basin, driveway, etc., any deviation exceeding 10 feet
must have the approval of GWP, Street Lighting Engineering Section.

6. A revised street lighting layout shall be submitted for any changes in the maps
such as street alignment, lot or parcel sizes, boundaries, etc.

7. All street light wiring shall be underground.

8. On streets where the sidewalk and curbs are greater than 5½ feet in width, the
mast arms (brackets) shall be perpendicular to the curb face. The street lighting
electrolier shall be placed 24" from the curb face. Use a 4-foot long mast arm for
100 watt lamps and 6-foot long mast arm for other wattage, unless otherwise
specified.

9. On the streets where the sidewalk and curb are equal to or less than 5½ feet in
width, the street lighting electrolier standards and pull boxes shall be placed
outside of the sidewalk area unless otherwise specified. Use an 8-foot long mast
arm for all wattage, unless otherwise specified.

10. Existing street lighting systems shall remain in operation during any modification.
Any proposed temporary street lighting system must be approved by GWP, Street
Lighting Engineering Section.

11. A five-foot clearance shall be maintained from a fire hydrant.

12. A four-foot clearance shall be maintained from top of slope at a commercial


driveway and a two-foot clearance from a residential driveway.

Standard Specifications
1. Conduit

• Conduit Specification: all conduits shall be rigid galvanized steel. All


conduits shall be bonded in each pull box, unless noted otherwise on
plans. Bonding shall be by means of a grounding end bushing and a #6
bare solid copper conductor.

• Conduit Placement: all conduits shall be bonded in each standard and


shall have 24" minimum cover under pavement and 18" cover under
sidewalk or parkway, unless otherwise shown on plans.

• Pull Line Mandrelling: the contractor shall install a 3/16” diameter


polyethylene pull line in all GWP conduits after they have been
mandrelled to the satisfaction of the GWP Construction Inspector. All new
and existing conduits must be mandrelled while the inspector is present.
Contractor will install the pull line ahead of time for mandrelling before
pulling mandrel in the presence of the inspector. (Notify GWP by calling
(818) 548-3920, 48 hrs in advance).

2. Foundation

• Foundation shall be poured according to standard drawing specified by


Street Lighting Engineering staff. The concrete mix shall be 560-C-3250.
A base cap shall be poured on top of the foundation after poles have been
leveled and plumbed per GWP Construction Inspector’s specifications.
The base cap shall be a mixture of 1 part cement and 2 parts sand of a
consistency thin enough to flow. A 1" rigid galvanized conduit shall be
installed from center of foundation to adjacent pull box, or a 1½” rigid
galvanized conduit shall be installed between foundations as specified on
plans. All conduits shall project above foundation to within 1" of the hand-
hole bottom. All conduits shall be bonded to the anchor bolts Y bonding
strap or bonding lug of the pole with #6 solid bare copper wires.

3. Pull Box/Vault

• Pull Box Installation: pull boxes shall be installed in the sidewalk (or as
specified in the drawing) as prescribed by the GWP Construction
Inspector. The contractor shall provide a 6" base of ¾” crushed rock under
pull box. Pull box covers shall be marked "Street Lighting". Pull boxes
shall be set flush with finished grade.

Design Guidelines

• For 9,500 Lumen Lamps, the pole spacing is based on 0.4 Footcandles, for "Local
Residential" Streets. The Luminaire shall have 25 feet mounting height,
(ANSI/IES) Medium Full-Cutoff (Flat Glass), Type III, and equipped with a 100 watt
High Pressure Sodium Vapor Lamp.

• For 16,000 Lumen Lamps, the pole spacing is based on 0.9 Footcandles, for
"Collector Intermediate" Streets. The Luminaire shall have 30 feet mounting
height, (ANSI/IES) Medium Full-Cutoff (Flat Glass), Type III, and equipped with a
150 watt High Pressure Sodium Vapor Lamp.

• For 22,000 Lumen Lamps, the pole spacing is based on 1.4 Footcandles, for "Major
Intermediate" Streets. The Luminaire shall have 30 feet mounting height,
(ANSI/IES) Medium Full-Cutoff (Flat Glass), Type III, and equipped with a 200 watt
High Pressure Sodium Vapor Lamp.

• For 27,500 lumen lamps, the pole spacing is based on 1.4 Footcandles, for
"Highway/Collector Intermediate" Streets. The Luminaire shall have 30 feet
mounting height, (ANSI/IES) Medium Full-Cutoff (Flat Glass), Type III, and
equipped with a 250 watt High Pressure Sodium Vapor Lamp.
