3 ways to make Caracas a better place

Many cities in Latin-America are known for their high crime rates and poor quality

education. Caracas, at first sight, seems like any other Latin-American city with a high crime

rate; however, if people see beyond this, then Caracas becomes a living organism, filled with

great things to do. So, in order to keep Caracas from falling apart and to make it a better place to

live, three steps are needed.

The first and most important step, is to improve the quality of education which the

population, especially children, is receiving. Now, some people might ask, why does the society

need to focus on the education of children if most criminals are fully grown adults? Well, the

answer is simple. A better primary and middle school education means that the children will

never grow up to be like their adult counterparts. For example, if someone talks to a child that

received a high quality private education, then he would think that this boy could grow up to

have strong moral bases and therefore, be part of a normal community. On the other hand, if the

same person talked to another child that received an average quality public school education,

then immediately, he would consider him a possible future criminal. In brief, if society looks at
these facts and the quality of education becomes the same for everybody, then as a result, there is

a high chance that crime rates will drop, making the city a better place to live.

The second step needed to make Caracas a better place is to reduce the unemployment

rate. If people in the city had stable jobs, then the need to steal and rob people would no longer

be a priority to survive, and consequently, people would feel reassured that they could keep their

families alive in a legal way without, harming anyone. For example, if someone was, for any

reason, unemployed, without proper education, and had a family to sustain, then, out of

desperation, the only way he would see to keep him and his family alive is to rob other people to

gain some money. On the contrary if the same person had a stable job then the necessity to steal

from other people would not exist, because he has a way to sustain himself and his family in a

legal way.

The final step required, is to improve the police and law enforcement departments. This is

because, if people started to feel safe on the streets, then there would not be any need to be afraid

of other people. Moreover, it would make people friendlier and would drastically reduce the

crime rates. Imagine for one second that there were some special lottery that allows people to

live in a city with almost no crime; people would feel safer and thus happier. Briefly, if there

were an efficient police department, then people would be happier and feel safer on the street,

making it pleasant to live in the city.

In conclusion, if the government could implement plans to make these three steps,

including: Improving the educational system and the quality of the same, reducing the

unemployment rates and forming a improved police and law enforcement department, then

Caracas could become one of the safest cities in the world, making it a better place to live.
