DEER PARK SCHOOL DISTRICT SCREENING, IDENTIFICATION, AND


PLACEMENT PROCESSES FOR ENGLISH LANGUAGE LEARNERS (ELLs)
As per NYSED, ELL screening, identification, and placement must be completed within 10 school days.

STEP ONE: SCREENING

HOME LANGUAGE QUESTIONNAIRE: All new students must be administered the Home Language
1a Questionnaire (HLQ) and a copy is to be placed in each child’s cumulative record. The HLQ must be filled out
by the student’s parent/guardian. To be completed at District Office.

HLQ indicates there is a language other than English or HLQ indicates student’s home or primary language is
spoken in the student’s home. Fill out Student Information
English; STUDENT IS NOT AN ELL.

ENL PARENT ORIENTATION & PROGRAM INFORMATION: Parents/guardians must view ENL
1b Parent Orientation & Program Information sheet; Parents/guardians should sign their child’s ENL Folder to
verify that they have read and understood the information. To be completed at District Office.

At this point, District Office will send the student’s ENL Folder to the appropriate school building. ENL Teachers will CONTINUE TO STEP 2A.

STEP TWO: INITIAL ELL IDENTIFICATION AND ASSESSMENT


Steps 2a – 2d are for students who were not previously enrolled in an ENL/bilingual program; if transcripts show previous bilingual instruction, use the ENL Data Request Form
to obtain NYSITELL/NYSESLAT scores and CONTINUE TO STEP 3A.

LANGUAGE PROFICIENCY TEAM: The Language Proficiency Team (LPT) must convene to make a

STEP THREE: PROGRAM PLACEMENT

ELL PROGRAM PLACEMENT: Students must be identified and placement in an appropriate ELL program
3a within 10 school days of enrollment. Once student is placed, CONTINUE TO STEP 3B. To be completed at
the student’s school building.

PARENT NOTIFICATION: Parents must be notified of student’s designation as ELL within 5 school days of
3b placement. To be completed at the student’s school building.

Parents have the right to the following:


 Notification of their child’s status as an ELL; Send home an Entitlement Letter in the family’s preferred language.
 Information regarding an ENL Parent Orientation; if the student enters the district after the planned building orientation,
please set up a time to meet with the family.

STEP FOUR: MAINTAINING RECORDS

MAINTAINING ACCURATE RECORDS: After the student is placed in an appropriate ENL program, please
complete all information on the child’s ENL Folder. Place all applicable documents from screening into the
4 folder and send to Ashley Rosenberg. After the signed folder is returned to the building, please keep in the
student’s cumulative folder so data may be maintained throughout the child’s academic career.
