On April 24th the ground break between Face1 and Face 5 of Main Tunnel was achieved, in the
Motorable Cross Passage number 1 Section (Ch 560 of MT) .
On April 17th a Site Visit and a meeting with NHIDCL ED, GMT and GM was held at Site and at
SSTL’s Office..

4. - Major pending issues


- SSTL-ITNL : Rock Bolts Reinforcement in MT Segment Ch 0+250 to Ch 0+315 ,
Benching started without the conformity of IE. After 10 meters excavation it was stopped ;
measures reached 96,8 mm for Section Ch 0+260. According to the Convergence
Monitoring Protocol a new reinforcement in the top heading section must be applied.
- SSTL-ITNL : Large water inflow apeeared in ET from EP, and a great cavern in the crown .
Solutions with specific products to seal the holes and fill the gaps were proposed by IE

( See Annex 1) . Proposed solution by IE for diverting surface water from the slope which
infiltrates into ET .
- SSTL-ITNL : Cracks appeard in the shotcrete of canopy MT in EP.
- SSTL-ITNL : Undercutting sections of ET and MT were noticed in Face 1 (From WP) and –
Face 2 (From VC to WP). See (Annex 2).
- SSTL-ITNL : Outstanding NCRs for lack of dewatering system and also lack of
sedimentation tanks in WP and EP.
- SSTL : Reinforced anchors SDBs 32 mm not resumed in EP.
- SSTL : Work Method Statement for ground brak operations Face 1-Face 5 in MT from WP.
- SSTL : Lack of Survey Marks and temporary drainage in ARs.
- SSTL-ITNL : Safety Incidences.
 Exposed steel in the body of the explosives vehicles instead of wood.
 Poor air quality. CO ppm exceeds the allowable limits, reaching 96 ppm in ET.
 Ventilation System for Escape Tunnel needs to be reinforced, due to the almost 1,3
Km of tunnel excavation. Reinforced blow air system or an exhausted air system
have been proposed to SSTL-ITNL by IE.

- SSTL-ITNL : Master Plan Project Planning new revision is still awaited for March 7th .
Despite of a good quality rock in faces 2 and 3, only 1 cycle is achieved. Also the
wrongdoing for dewatering system in faces 2 MT and ET leads to a slow excavation rates .
Too much time spent on the Main F2 toward the Western and the Escape F2 towards the
Western, because of the accumulation of water in the fronts. A letter was sent to SSTL-
ITNL by IE (See Annex 3).
Although the month rate have been increased for MT up to near 400 meters , the needed
rate of 500 meters to be consistente with the Cmpletion Schedule data has not been
achieved.
- SSTL-ITNL : Corrective measures in frontal slope Eastern Portal after the snowfalls must
be resumed urgently . A letter has been sent to SSTL-ITNL by IE (See Annex 4). The
Inclinometer in EP shows an horizontal displacement of 9 cm.
- SSTL : To Increase excavates rates in MT and ET, Reduce cycle times and increase
production through an efficient blasting scheme which can reduce the scaling time.
Applying plastic pipes for charging as well as review the detonators sequence and the unit

explosive charge .Also new excavation faces must be opened in order to complete the
Completion Schedule Date .
- SSTL : Still doing the blast, with a single cartridge, 40. This IE doesn’t understand the
refusal of the concessionaire to bring more diameter 32 and 25 and thereby be able to
sequence the blasting, obtaining better results and reducing the times of scaling.
-
- SSTL complete slope stabilization frontal slope VP in front of the existing winter season.
Works for Terrtrel Reinforced Soil Wall has been resumed at the end of March, but they
must be finalized as soon as possible.
- SSTL Decantation tank in Western Portal is not working properly.Because of no
calculations IE has proposed a minimum dimensions ( See Annex 5)

- SSTL Drainage for Ventilation Tunnel work units must be implementted. No conduction
and treatment of flow from Ventilation Tunnel.

- SSTL : Approach Road Earthworks Progress is very slow.


- SSTL Close Outstanding NCRs
- Government: Land for Additional Muck Disposal Area
- Government Deployment of Security Forces at Site
- Government; Support for Compensation issues
- Launch CoS for Pedestrian Underpasses ( two units) asked by villagers . A letter from
Deputy Commisioner from Ganderbal District is expected.

5. –Developing of the Construction works


From Appointed Date works are being carried out as per Scope of Work specified in Schedule B,
Project Facility specified in Schedule C in accordance with specifications and standards specified
in Schedule D; where the land free from hindrances & encumbrances made available to
Concessionaries cleared. Concessionaire is carrying out the work in accordance with QAS and
expected standard in accordance with provision of CA.
The Construction is taken up in accordance with the Project Specifications and methodology
adopted for the various processes and type of equipment / machinery

1.-Subject
The scope of the document is the analysis of the technical documents submitted by the Concessionaire for
review, an overview of setting up of construction facilities and a summary of construction activities carried
out during the month of April- 2018.
It is necessary to highlight that a Site Visit from NHIDCL was held, with the attendance of ED, GMT and GM,
and also a meeting in SSTL’s Office The Minutes of Meeting are included in Annex 6.
The solutions proposed by IE in order to reach the targets for the Completion Scheduled Date are as
follows:
1. To open new excavation faces in MT from differents Motorable Cross Passages until to complet a
minimum number of 9. Right now there are only 4 after the ground break between Face 1 and
Face 5.
2. To optimize the time spent in the different NATM activitities in order to achieve the goal of two
completed cycles per day. Right now only 1 cycle per day is achieved.

In another hand, and according to a recommendation from NHIDCL GM in Jammu to NHIDCL ED in Delhi,
the Change of Scope for Omitting the Hairpin Bend in WP ARs was recommended with an estimated cost of
60.187 Crores ( See Annex 7)
Answering the requirement from this IE the complete E&M Design Completed Package Version 3, has been
submitted by SSTL’s Designers and it is under review.
An Environment Impact Assessment Report has been delivered by SSTL and it is also under review by IE.
A Work Method Statement for the different stages in the ground break between Face 1 and Face 1A was
submitted by the Sub Contractor APCO-TITAN JV. However, no detailed explanation for ensuring the right
stiffness of the linings in all the phases was included in this report. Moreover, this IE doesn’t agree to receive
directly reports from the Sub Contractor without the Supervision and the comments from EPC-ITNL,
according to the contractual rules for this procedure.
The list of the main items analyzed is :
I. Because of an unitarelly decision from EPC-ITNL no understandable by this IE, the Subcontractor
APCO-TITAN JV started the benching of the conflictive clay segment of Main Tunnel Ch. 250 to 320.
As IE noticed this on site , a no conformity communication was sent to SSTL and Supervision Team
Grusamar for stooping this benching. However, 10 meters were already excavated at that time. As a
consequence of this the velocity of the convergence increased to 0,45 mm/day according to the ITNL
Monitoring and 0,35 mm/day according to the IE Monitoring.It means a no stabilized scenario for this clay
segment.

II. The convergence in the benching has reached a value of 96 mm according to the IE monitoring
and a value close to 80 mm according to the ITNL Monitoring. As this value is over 80 mm and
also because of the increase of velocity a Reinforced type B or a temporary closed section for the
top heading section must be applied , according to the Contractual document “ Convergence
monitoring and acting protocol”, Chapter 4.2. A letter was sent to SSTL by IE ( See Annex 8).

III. The last readings in the inclinometer of EP which shows an horizontal movement near 90 mm, and
increase of 60 mm movement since December 2017,

According to the Contractual Document : “EP Final Design Slope Monitoring Chapter 17.2.10.Red
Scenario horizontal displacements > 3 cm, as well as the Technical Note from Designer GRU-023.EP
REINFORCEMENT, this IE reminded to SSTL the urgent mobilization of the Frontal Slope Reinforced
work units team ( See Annex 9).

IV. CO (Carbon Monoxide) ppm in ET from WP measured by IE at chainage 560+m of Escape tunnel
CO reading after 1 hour of the blast was higher (96 PPM) than the permissible limits as possible . A NCR
is still outstanding.
V. Highly Turbid water from Eastern Portal is still being directly released into River Sindh. The efforts for
construction of sedimentation tank and other treatment process for this waste water are lacking. The
said activity is breach of Water (Prevention and Control of Pollution) Act, 1974 CHAPTER-V; Section 24
(1) (a) & 25 (1) (a & b).
VI. Convergences for the Motorable Cross Passage MCP-5 have been determined, with allowable
values and speed within the permissible range. MCP-5 horizontal movements are below 10 mm.

2.-Scope of the report
The monthly progress report aims to summarize and quantify precisely the activities carried out and human
resources used for the Independent Engineer Services during this period in order to develop their roles and
functions, and identify the difficulties and problems encountered in design, setting up and construction
activities in order to be able to solve the obstacles

This also gives an analysis of these problems and proposed solutions for correction.

Most important issues during April -2018 are:

1. Design Progress :

The main design issues have been as follows. The next list of documents have been received :

1. SSTL Designer submitted on April 18 2018, a completed Electrical & Mechanical Package Version 3, now
under revision by IE.

2. SSTL Designer has submitted on April 3 2018 the Final Lining Design in Z-Morh Tunnel.

3. SSTL Designer submitted on April 30 a Technical Note for the Feasibility of a third lane (climbing lane) in WP
ARs.

4. IE submitted on April 30 Review of the Foundations for Viaduct at Chainage 2+415

5. IE submitted on April 27 the Review of the Detailed Design Vehicular Underpass Ch 11+111 Rev-2.
6. Recently IE submitted the Report on Review Final Lining Design in Z-Morh Tunel V1.0
7. Recently IE submitted the Report of Climbing Lane for WP Approach Road Z-Morh Tunnel.

2. Design quality :

o Regarding to the Response for Comments the Final Design in Z-Morh Tunnel, final lining design in only
for 634 meters of main tunnel in five separate intervals (200,125,210,84 and 15 meters ) and in 590 meters
of egress tunnel is not enough to initiate final lining operations.
Final lining is the final stability verification based on observed data. For this purpose real data use is
required, but Tunnel Mapp Facing RMR descriptions, laboratory and in-situ test to determine real rock mass
properties is not included. Also use real well referenced monitoring convergence data for all sections. All
data used must be included and justified properly
In loads considered for final lining ventilation and other suspended equipment is not included. Also niches
required for jet fans have not been considered either in excavation, primary lining and final lining.

o Regarding to the Foundations for the Viaduct Ch 2+415 1. Bearing capacity value taken 43.75 t/m2
for weathered slates blocks in calculations is not consistent with Geotechnical Report from SSTL Designers

for Minor Bridges submitted in 2013 ( recommended value 35 t/m2), as well as for the application of Brinch-
Hansen Formula for the parameters chosen ( , determined value 32 t/m2.
Also the Self Weight load for the new deck option ; Box girders means an increase of the working stress , not
only for the change of the section but also for the thickness of the slab in the composite bridge ( 30 cm
instead of 22 cm)

o Regarding to the Detailed Design for the VUP 11+111 ( In front of the EP) the main comment is that due
to a recent cutting earth works for the construction of the Abutment A1 foundation for the Major Bridge MJB
11+181, the conditions for the foundation of the VUP 11+111 has changed. Nowadays, not a Original
Ground surface with clay material is there, and a fill to reach the proposed elevation is there, which it means
that a different geotechnical parameters for the foundation design must be taken into account.

o Regarding to the Technical Note for the Feasibility of a third lane (climbing lane) in WP ARs., there is an
agreement with SSTL that, according to the analysis through the Highway Capacity Manual, a climbing lane
is needed for the slow traffic. This issue was raised by this IE on 2016 , but in that moment there were
problems for the additional land acquisition of this third lane. However , nowadays it have been overcome.

Project Planning :

 The rates for Main Tunnel Excavation Tunnel 240 meters/ month are below the rates need 450 meters
per day according to the ending dates for top heading tunnel Excavation included in Project Planning
submitted by SSTL on February 3rd 2018.
 In a good rock mass like the rock appeared in Face 2 and Face 3 only 1 cycle is achieved , because
a lack of logistics in pumping, dewatering as well as shortage of resources.
 For the ET, the achieved rate 366 meters/month is closed to the needed 380 meters/month ratio
 Still the resources for critical path activities : Boomer drilling machines, trucks, shotcrete machines,
loaders, must be increased in a 50% percentage in order to achieve this target. Only 1 Boomer has
been arrived at Site on April-2018

These corrections must be included in the Project Planning for achieving a more realistic document than
the existing one. Since the starting excavation days the next table must be considered, (Units in meters) :

In the table can appreciate:

 Effects in productions of incidents occurred between Jul-17 and Nov-17


 Total Tunnel length excavated in a year is:
o 553.5 of Ventilation tunnel plus 43 m of Ventilation Cavern
o 598.5 m of main tunnel plus 895.5 meters of MT heading
o 1805.0 m of Egress tunnel
o 2 Lay-by, two motorable cross passages and two half pedestrian passages.
 Scheduled completion date for excavation is May-2018 and now are pending:
o 4918.0 m of main tunnel heading and 5813.5 m of main tunnel benching
o 4621.5 m of egress tunnel
o 6 more lay-bys
o Complete the two started pedestrian passages and complete 23 additional ones.
 Ratios of excavation to achieve completion date required are about 380 m/month in MT
heading, 450m/month in MT heading and 360 m/month for egress tunnel. Only in egress tunnel
ratio of last month is as per schedule requirements.

Present rock quality are good in WP faces, very good in VT faces, medium in egress tunnel EP face and
bad in MT EP face. Only 140 meters in WP main tunnel, actual 14.5 m in MT EP face and 30 m of Egress
in EP has presented bad rock quality. Probably, based only in a surface survey, a 5%-10% of the MT
pending 5000 m of excavation will have bad or very bad rock. Considering a forced excavation ratio of

1.5 m/day for 375 m, ratios in good rock must be incremented to 975m/month in MT heading and to 910
m/month in Egress.
At reasonable ratios of 350m/month in MT and 400 m/month in egress excavation will be finished in 23
months. At actual ratios at least 28 months will be required with the limitative condition of only will found
375 m of bad rock. More presence of bad quality rocks can delay excavation completion to than 36
months or more.
It means that the tunnel excavation activities , with the existing ratios will be finished on
September-2020 (Optimistic asumption) or May-2021 (Pessimistic Assumption).

Monitoring :

Measures of convergences through extensometer device have been made along for Ventilation Tunnel ,
Escape Tunnel and Main Tunnel by IE Team.
Maximum covergence measured in MT has been 96 mm ( Top Heading Stage Ch 0+260, 60 mm
according to ITNL Survey )
The maximum convergence value for the benching stage measured has been 7 mm ( Benching Stage Ch
0+240).
Maximums convergences measured in ET has been 11 mm in Ch 710 ( Full Section )
Maximum convergence measured in VT has been 32 mm (Ch 0+535 Full Section Stage)

For the ET and VT all the convergence speed values are inside the allowable range, which mean stabilized
sections.
Numerical and graphical results are included in Chapter 9.
For the MT and due to the great value of 96 mm for MT in Clay segment (maximum convergence Scenario
“ B “ is 100 mm according to the Convergence Protocol Document vs 96 mm) a new reinforced measures
have been applied and, according to the variation of their speed, before starting the benching stage,
between Ch 250 to 310

Survey Reports :

The IE Surveys specialist have followed the next irregularities in undercutting sections , included also in
Chapter 10 :

Safety :
Main Safety issues outstanding are :

1. Excedeeing exceeding the permissible limits of CO (Carbon Monoxide) in Escape Tunnel, Face 1,
96 ppm vs 50 ppm allowed , and a higher value of 170 ppm in VT . It is necessary to highlight that
an exhausted ventilation system is needed in the Ventilation Cavern because this is a location where
all pollution air coming from 4 different faces is concentrated.

2. Allowing workers for entering into the tunnel before the exhausted air has been removed after the
blasting process.

3. The loading of explosives is being carried out while the blasting is being drilled, at the same time.
This beside being extremely dangerous, is expressly prohibited for the Indian Standard IS 4081 (
1986 ) SAFETY CODE FOR BLASTING AND RELATED DRILLING OPERATIONS, point 6.10 “
Loading and drilling shall not be carried out at the same time in the same area.”

4. Many workers are not using masks during shotcrete or scaling operations inside of the tunnel.

5. An explosive storage of 500 kg has been implemented in the Ventilation Cavern , near the corner
between VT and MT Face 2. However , no standard supports such a temporary facility. Because of
this IE raised this issue in the last weekly meeting in fron t of the SSTL-ITNL responsibles who are
committed to give an answer regarding which standard allos this temporary facility.

Escape Tunnel WP (Face 1) :

The total length excavated is 1287 meters, in this month 122 meters have been excavated and the
Support Section section right now SGE-II Bis , Rock Bolts 3 meters lenth pattern 1,5 x 2 m , 20 cm of
Shotcrete thickness, Lattice Girders space = 1,5 meters RMR = 45.
Excavation ratio has been 4,01 meters/day.

Escape Tunnel EP (Face 4)

The total length excavated is 119 mts , in this months 61 meters . Support Section SGE-II-Bis , Rock Bolts
3 meters lenth pattern 1,5 x 2 m , 20 cm of Shotcrete thickness, Lattice Girders space = 1,5 meters .
RMR = 36.
Excavation Ratio has been 2,03 meters/day.

Escape Tunnel EP (Face 2)

The total length excavated is 198 meters ,61 mts in the month . Support system is SGE-I, Rock Bolts 3
meters lenth pattern 1,5 x 1,5 m, shotcrete thickness = 15 cm
RMR = 75,
Excavation rates is 2,03 meters /day.

Escape Tunnel EP (Face 3)

The total length excavated is 202 meters , 91 mts in the month . Support system is SGE-I, Rock Bolts 3
meters lenth pattern 1,5 x 1,5 m, shotcrete thickness = 15 cm

Excavation rate is 3,03 meters/day

Main Tunnel WP (Face 1) :

The total length excavated in top heading is 570 meters, in this month 64 meters have been excavated in
top-heading according to Support System S-II-Bis , Lattice Girders each 1,5 meters, Rock Bolts pattern 1,5
x 1,5 m ; 25 cm of shotcrete, round length 3 meters. RMR =52.
Benching stage started with a length of 10 meters without the conformity by IE . Afterwards it has been
stopped waiting for the stabilization of the convergences in the top-heading segment Ch 250 to 310 .
Excavation ratio has been 2,13 meter/day.

Main Tunnel WP (Face 5) :

The existing Chainage for this face is Ch 928 in top-heading and 717 in benching . The total length
excavation in this month 114 meters for benching.
The total exacavation from the Starting Chainage CH: 0+564 m is 364 meters.
RMR = 47 Support System S-II-Bis , Lattice Girders each 1,5 meters, Rock Bolts pattern 1,5 x 1,5 m ; 25
cm of shotcrete, round length 3 meters
Excavation ratio for benching has been 3,8 meters/day.

Main Tunnel from VC to Eastern Portal (Face 3) :

Total length excavation of 360 meters on April 2018, Excavation ; in the month for top heading has
been 105 meters,Support System S-I . Rock Bolts 4 meters length 2x2 meters, Shotcrete thickness 10 cm
RMR = 72
Existing Chainage for Face Excavation is Ch 3+825.
Excavation rate is 3,5 meters/day.

Main Tunnel from VC to Western Portal (Face 2) :

Total length excavation of 269 meters on April -2018 , in the month for top heading face 99 meters.
Existing Chainage for Face Excavation is Ch 3+295
Support System S-I, RMR = 70.
Excavation rate is 3,3 meters/day

Main Tunnel EP (Face 4)

Total length excavation of 16,5 meters ; in this months 10 meters for top heading.

3.-Tasks carried out during April-2018

3.1-Project review
The primary scope of work for the Independent Engineer includes (but not limited to) the following:
Review of the Drawings and Documents
Review, inspection and monitoring of Construction Works
Conducting Tests on completion of construction and issuing Completion/ Provisional Certificate
Review, inspection and monitoring of O&M
Review, inspection and monitoring of Divestment Requirements
Determining, as required under the Agreement, the costs of any works or services and/or their
reasonableness;
Determining, as required under the Agreement, the period or any extension thereof, for performing any duty
or obligation;
Assisting the Parties in resolution of disputes
Undertaking all other duties and functions in accordance with the Agreement
According to the scope of the works, during the development period, the Independent Engineer shall
undertake a detailed review of the drawings furnished by the Concessionaire, along with supporting data,
including the geotechnical and hydrological investigations, characteristic of materials for borrow areas and
quarry sites, topographical surveys and traffic surveys.

Classification of comments given by IE is as per the following levels:

“A“ means non-compliance with standards or the boundary conditions coming from DPR

“B“ means potential non-compliance, to be confirmed in Final Design stage, if the design follows the
same Criteria as Criteria chosen in Preliminary Design.
“C“ means recommendations and suggestions from IE, which would improve the design.

Almost all documents reviewed to date contain “A” schedules or are inadequate for construction.

5.-Project review

5.1- Detailed Design VUP 11+111


The conclusions are:
 Due to a recent cutting earth works for the construction of the Abutment A1 foundation for the
Major Bridge MJB 11+181, the condition for the foundation of the VUP 11+111 has changed, and
a fill to reach the proposed elevation is needed. The parameters for the foundation soil have
changed : Ballast coefficient and bearing capacity.
 Symmetric earth pressure loads for both walls according to the STAAD analysis is a no realistic
assumption. Standards recommend a minimum difference of 1 meter elevation between both
sides, even a two phases backfill is a common work method statement.
 According to the IRC : 6 -2014 , Seismic Analysis need to be applied when spam length is
greater than 10 meters, which is the case , clear span of box equal to 12,42 meters, and
effective span equal to 13,071 meters. However in the STAAD Model no Seismic Load has been
applied

5.2. - Review of Detailed Design of Foundations for Viaduct 2+415.


The conclusions are:

 The value of the bearing capacity is not consistent with the values included in the Chapter 6.3 “
Open Foundation Recommendations “ of the Report “ IGS/GIL/Z-MORH TUNNEL/BRIDGES “, “
Geotechnical Investigation for bridges on Approaches of Z-Morh Tunnel on NH1D (Srinagar
Sonmarg Gumri Road) in State of J&K, In this report, Sheet 30 of 31, the Net Allowable Bearing
Capacity recommended is 35 t/m2
 The working stresses over the foundations according to the Table “ Stress Check “ for ULS
Pressure, Sheets 50 , 53 and 57 reach values between 35.93 t/m2 and 44.64 t/m2 all of them over
the allowable bearing capacity recommended.
 For the modular deck option finally chosen. the resultant self-weight load transmitted to the
foundations is greater than the alternative used in the Annex which was based in steel girders and
reinforced concrete slab of 22 cm. Modular structure of composite bridge is composed by box
girders spaced 4.05 meters and reinforced concrete slab 30 cm instead of 22 cm.
 Also the launch system for the modular deck will introduce new horizontal loads which were not
considered in the foundations design .

6.4. - COMMENTS TO THE WORK UNITS

 Like in the previous months, continue without completing the work cycles. It is made only the first
layer of shotcrete. This has been commented on several occasions and continue repeating it

 Like in the previous months, the ongoing works are still without the construction of the desiltation
tank and the water coming from the excavation faces falls directly to the Sind River

 In the Ventilation cavern of the V P it still happens the lost work cycles by the lack of machinery
and by the accumulation of water in the fronts toward the W P

 Also lost too much time on the Main F2 toward the Western and the Escape F2 toward the Western,
by the accumulation of water in the fronts.

 In the V P, between the four fronts have been lost 6 days between failures, lack of machinery and
accumulation of water in the fronts of F2 in the Main, and Escape, this means that an advance of 3
m/day/front, would be 72 m forward has not been carried out.

 On April 24th the ground break in MT from WP at Ch 560 communicated the Face 1 with the Face 5
opened through the motorable cross passage.

1. AMBIENT AIR:
As per reports submitted Concentrations of NO2, SO2 and Co, SPM and RSPM have been
recorded slightly higher during March;2018 monitoring compared to December;2017
Environment monitoring from all the regularly monitored sampling station Viz; batching plant
(A5), Ventilation Portal, Western Portal and Eastern portal. Further all the recorded
concentrations of the samples during April-2018 are very lower compared to permissible limits
set by Indian standards.

2. DG NOISE:
Only three (4) DG sets have been monitored for the noise levels; however as per consent order
issued by J&K state Pollution Control Board-Kashmir, dated 28/06/2016; 11 DG sets are
running at site. As per your submitted report noise levels for 600 KV- western portal and 500 KV
Eastern portal DG sets are slightly higher than December;2017 readings. Further all the
analysed numerical for March; 2018 Environment Monitoring are good below the permissible

As per your submitted reports; Concentrations for TDS, TSS and COD has been recorded
higher compared to December; 2017 readings from the locations Sedimentation tank inlet
Crusher plant and Sedimentation Tank inlet batching plant. The concentrations of TSS,
TDS and COD are also recorded slightly higher at the location crusher plant and COD has

As per your submitted reports, the concentrations of TDS, COD at inlet of Ventilation and
Western Tunnel sedimentation tank are recorded slightly higher than December; 2017
recorded readings; however, are good below the permissible limits set by Indian Standards.
The concentrations TDS and COD are recorded slightly higher than December; 2016
readings at Batching Plant also TSS and TDS are also recorded higher than December;

4. Drinking Water:
As per submitted Environment Monitoring report; TDS, Total Hardness and Total Alkalinity has
been recorded higher from the monitoring locations i.e. Workers mess and office when
compared to December;2017 monitoring numerical; further Calcium and Total Alkalinity has
been recorded higher compared to December; 2017 Environmental monitoring readings.
However, concentrations of all the analysed parameters are good below the permissible limits
set by Indian standards.

5. SURFACE (RIVER) WATER:

6. As per reports submitted; All the parameters analysed for surface water quality are well below
the permissible limits set by Indian Standards. Parameters like TDS & Total Hardness is
showing slightly increase in the water samples taken from River Sindh when compared with the
numerical of the water samples taken during December;217 monitoring; however, all the
readings are good below the prescribed limits set by Indian Standards.

7. TUNNEL WATER:
Three parameters pH, Sodium and chloride are necessary while studying the effects of Quality
of water on the steel; out of these three parameters pH & sodium has not been analysed; due to
reasons better known to Client. All the parameters analysed from the water samples taken from
the Tunnel at chainage at RD-300mtr. Are good below the permissible limits set by Indian
Standards? Further the analysed parameters from tunnel water are not giving good outlook of
the nature of water coming through the tunnels as desired parameters have not been
determined. In the case of Chloride, the numerical are throwing down graph compared to
December; 2017 numerical; further the numerical for calcium are increasing significantly from
the December; 2017 Monitoring’s.

Chapter-4
Major Site Observations:
1. Oil drums are not being handled/stacked properly
Oil drums are not being handled & stored properly throughout the site locations thus is clear breach of
waste management plan of the project- which states at Chapter-7; having separate storage of oil &
grease further chapter-3 of waste management plan encourages for segregation of hazardous waste.
Further the said activity is also the breach of waste management plan Page 5 & page 8. Chemical
(ACCELERATOR) was noticed at various corners of the site. Concrete embankment area (Chemical
storage area) has to be raised; to stay steer clear from leakages if any and contamination of soil and
harm to human health. Further pointing out that this particular chemical can cause damage to central
nervous system (if swallowed) and is irritating to eyes, skin and respiratory system.

2.Work for Geotrel wall not being commenced for Dumping yard A3 and A6
Dumping of Much in dumping yard A3 and A6 is going on continual; however, Geotrel wall for the same
has neither been initiated nor planned yet. The said wall is very important; from environment point of
view; will prevent runoff of dumped muck into adjacent River Sindh. The said wall is obligatory for
dumping yards as recommended by Environment Management Plan (EMP) of the project: PP: 103;
Chapter: 1; section 1.1; line: 6&7 and Work Method Statement of Muck Disposal: PP: 9&10; Ref. No.
SSTL/PRJ/TEC/IE/137 and Forest clearance from Division forest officer Sindh Forest Division
Ganderbal (Government of Jammu and Kashmir); PP: 2; section: 5; line: 11-18.

3.Water being Released into River Sindh


 Water  coming  from  different  portals  of  the  Tunnels  is  being  released  directly  into  River  Sindh.  The  said 
syndrome is ruthlessly going‐on despite numerous letters, objections and submitting minimum dimensions 
for  the  sedimentation  tank  through  letter  Ref.  no.  258/EPTISA/IE/SSTL/2018  on  7th  April;  2018.  The  said 
waters are highly turbid and could be carrying dangerous bushel of cement, admixture and accelerator as 
same is mainly being used inside the tunnel.

4.Improper Waste Management & Handling

Waste is not being managed & handled properly at Ventilation Portal; hence is breach of solid waste
management plan of Z-Morh project; which clearly states at Chapter-3line -5 and chapter-4: the waste
(garbage, refuse, sludge or any other waste) generated from the project area has to be segregated,
collected in different color-coded dust-bins at source and disposed-off through approved waste hauler.
The said act is also breach of Solid Waste Management Rules, 2016- section-4; subsection (a). It is
also breach of Indian Municipal Waste (Management & Handling) Rules, 27th September 1999 later
revised on 5th April; 2016.
