New Legislation Might Make Veterinary Cannabis a Reality

While research has shown that Cannabidiol,
better known as CBD, has many health benefits
for humans such as stress relief,anti seizure,and
anti inflammatory properties, it has been
said the same can be used for pets,Yet due to
federal law CBD is categorized as a level one
narcotic,Veterinarians find themselves stuck in a
legal grey area when it comes to discussing and
prescribing CBD to their four legged patients.
That was until San Jose Assemblyman Ash Kalra
proposed Assembly bill 2215, which would pave
the way for the California Veterinary Medical
Board to create guidelines that would make this
conversation possible."Right now, there is no
guidance for veterinarians as for what they are
able to do, so basically they are at risk of losing
their license if they discuss cannabis with their
patient owners," said Kalra when asked about the
bill. Assembly bill 2215 would also update current
Cannabis laws that would allow products to be
packaged with with clear labels and marketed for
animal use.The bill has already met opposition,
as its motion with the CVMB lost its first vote
4-2 and has recommended to members in their

to patients."Other opponents of the bill are
worried that if Vets are allowed to recommend

discussing cannabis related topics with their
patients, Pet owners have very little information
on what is acceptable to give to their pets.
Some pet owners have made the mistake in
giving their pets THC rich cannabis that can
be dangerous to the animals blood pressure
among other side affects. Which is why
people like Dr.Tin Shu,founder of VETCBD,
assures that with CBD there is no high and it
is purely for medicinal purposes. A similar
product called ElleVet Mobility chews was
used in a recent study at Cornell University.
The study showed that 80% of dogs that used
the chews found tremendous improvements

Dr.Joseph Wakshlag led the study and said
in a letter, “Over the past 8 months we have
conducted a pharmacokinetic and clinical
trial on the efficacy of ElleVet Sciences CBD
preparation on Osteoarthritis. To date our
findings have confirmed that their product
is safe and efficacious for pain in dogs with
osteoarthritis, chronic joint pain and geriatric
pain and soreness with dramatic beneficial
effects in our more geriatric patients.”
Though the test was only done on canines,the
results bode well for all pets as new studies
that will include other animals are coming
soon,and while the road may have many
more obstacles,we are one step closer to better
treating our furry friends.

Stephen Barnhill
through our
friends Jeff Nagel
and Amber Lee
Abbott, who were
both featured in
the cover story
of our 420 Issue
last year. Since
appearing in the magazine last year Jeff and
Amber have gone on to do many new and
exciting things and are currently involved
in some of the most scientifically advanced
cannabis research we’ve ever seen, and that’s
thanks to Dr. Barnhill. They’ve helped him
to create Apollon Formularies. Apollon is the
world’s first fully integrated cannabis based
Pharmaceutical and Biotech Company using
advanced artificial intelligence techniques to
create medical cannabis strains and patient
treatment formulations in Jamaica. Jamaica
legalized medical cannabis in April, 2015.
Apollon was founded by Dr. Barnhill and his

for Medical Cannabis Treatment
was established to provide state-
of-the-art medical cannabis
treatment in a completely safe,
healthy and legal environment to
help improve the lives of patients
from all over the world suffering
from clinical illnesses scientifically
recognized to benefit from the
therapy offered. The treatment is
provided by physicians licensed
to practice medicine in Jamaica.
These physicians are from the
United States and Jamaica and
are experienced in prescribing
medical cannabis therapy to
patients. These physicians are
specialists in neurosurgery,
cardiovascular surgery, oncology,
palliative care, dermatology,
family practice and general
practice. Anthony Hall, MD is
the Medical Director of Doc’s

technique which are two machine
learning methods essential for
scientific prediction in biomedical
informatics. Today, the Apollon
team uses newly developed and

develop and patent protect cannabis
based pharmaceutical formulations

Patients seeking treatment at the
Global Center of Excellence often
have very serious illnesses such as
cancers of the prostate, colon, breast,
brain, ovary and melanoma. Others
seek treatment for, nausea/vomiting
(chemotherapy), nausea/vomiting
(sea sickness), Post-Traumatic Stress
Disorder (PTSD), chronic pain,
arthritis, Crohn’s Disease/Ulcerative

Currently only about a dozen patients can

Dr. Barnhill’s goal is to create artificial
intelligence derived, patented formulations

which diseases and patients are able to be

The team also includes Priest Douglas Smith,
the Director of Cultivation Quality Control.
Priest Douggie, a Jamaican, was born in
Kinston, Jamaica and began living at Bobo
Hill full time in 1976, where he became a
handpicked student of the Boboshanti High
Priest, King Emmanuel Charles Edwards.
Bobo Ashanti are a Rastafari religious group
also called the Ethiopian International
Congress. Over the last ten years Priest
Douggie has worked very closely with
the Anthropological Department of the
Smithsonian’s Natural History Museum. He
has operated as an internal diplomat within
the Rastafari Movement itself, and also as
an external diplomat to the wider outside
community, and is an expert on cultivation.
They’ve even developed their own strain:
Apollon Medical (APM). APM is the first
proprietary medical strain of Apollon and
won 1st place in the Indica category at the
High Times Worldwide Cannabis Cup in
Jamaica in 2015.
When Jeff and Amber were featured in our
magazine last year, it was as the owners
and creators of W Vapes. W is still going in
Nevada and California but the founding
couple has moved on. If you don’t already
know their story, Jeff Nagel was a popular
DJ performing and producing events
throughout Europe and North America,
and Amber was an Elite Model, singer,
songwriter and photographer travelling
the globe. They were brought together
in 2007, the same year the Pre-Interim
Control Ordinance was enacted in LA,
when a mutual friend recruited them
both to California to run The Northridge
Healing Center. In less than a couple of
months they realized they had fallen in
love and they’ve been crazy about each
other ever since. After they became a
couple, it wasn’t long before they had
adopted a dachshund named Wheezie
who is now ten and a half years old. They
went on to run the 105/405 Collective in
North Hills and moved on to become the
co-owners of Grateful Meds from 2009 to
2010. After selling their shop they created
R.E.L.M. and caught Tommy Chong’s
attention. Tommy, Jeff and Amber felt
that they could definitely collaborate on
a project together. Chong had a nice grow
on his rooftop where he was cultivating
Kyle Kushman’s Strawberry Cough strain.
The flowers were processed into Tommy’s
Oil and in 2014 the “Tommy Pen” was
created and weighed in at 53% THC and
15% CBD making it about a 3.5 to 1 ratio
and very good medicine. Jeff and Amber
continued to impress other high profile
patients like Snoop Dogg and Mike Tyson,
and eventually created W Vapes.
After leaving W, Jeff and Amber met Dr.
Stephen Barnhill and were both blown
away by how technologically advanced
his scientific research went into the
medical benefits of cannabinoids and
the possibilities of high bioavailability
using proprietary nano-emulsification
techniques and micro-dosing. Jeff and
Amber hadn’t considered artificial

The Veterans Affairs Medicinal

Wellbutrin. That’s what I took every day when
I first got out of the Army. Transitioning out of
the military is in many ways the most difficult
part of service. We leave with numerous
physical and psychological ailments which
are masked by dangerous and addictive
pharmaceuticals. We lose years of our lives,
our relationships, and our jobs before finding
our way out of the cycle, one way or another.
Now imagine a veteran exiting the service and
being given the option to use cannabis instead
of pharmaceuticals.
That is a reality that we are now making
happen.
The Veterans Cannabis Coalition
(VCC) was formed by veterans of Operation
Iraqi Freedom in late 2017 to engage, educate,
and advocate for ending cannabis prohibition

and bringing legal cannabis to America’s
veterans. The founding members of the VCC
have been marching up and down the halls
of Congress on behalf of HR 5520 - The VA
Medicinal Research Act of 2018. HR 5520 was
introduced to congress by Representative
Timothy J. Walz, a Democrat from Minnesota, #puffpuffpassthebill

on April 16, 2018. Its purpose is to authorize
the Secretary of Veterans Affairs to use
the authority of the Secretary to conduct
and support research on the efficacy
of medicinal cannabis, and for other
purposes. As of May 7th, 2018, when it
was read twice before being referred to the
Committee on Veterans’ Affairs, HR 5520
is now a senate bill. If you don’t remember
your Schoolhouse Rocks, that’s a piece of
proposed legislation that either originated
or was modified in the United States Senate.
In order to become law, a senate bill must
win majority approval in both the Senate
and the House of Representatives and then
be approved by the President of the United
States. As I write this, HR 5520 is heading
to the House floor for consideration. I do
not need to be convinced that cannabis
works. You may not need to be convinced
that cannabis works. But America does.
We all acknowledge the opiate and suicide
epidemic in the veteran community, this is
our chance to do something about it. With
a world full of great causes, the Veterans
Cannabis Coalition and HR 5520 is where I
choose to put my energy. I am now asking
you to do the same. One phone call could
be the difference. So Veterans please get
out and tell your cannabis success stories to
anyone who will listen. This is our chance
to keep serving our fellow man. I have
never met a veteran who has not benefited
from cannabis, but I’ve met thousands who
have never even been given the chance to
try it. That is a travesty and with your help

Zimbabweans Can Apply for
Licenses to Grow Cannabis,
But is it Worth the Cost?

The people of Zimbabwe can now apply for
licences to grow cannabis for medical and
research purposes, the government has said in
a legal notice, making the southern nation the
second country in Africa to legalize cultivation
of the plant. Lesotho last year announced the
continent's first licence to grow cannabis legally.
It’s being said that Zimbabwe’s government
will charge as much as $50,000 for licences to
grow cannabis. The hefty fees and difficult
steps to be followed before obtaining a licence
to grow cannabis may undermine the project.
In addition to the $50,000 application fee,
the Dangerous Drugs Act stipulates fees for
conducting research: $5,000, renewal of licence
to produce cannabis: $20,000, and annual return
fees of $15,000. Until now, it has been illegal to
grow, possess or use cannabis in Zimbabwe,
with offenders facing up to 12 years in jail.
Health Minister David Parirenyatwa published
new regulations allowing individuals and
companies to be licensed to cultivate marijuana,

known locally as mbanje. Producers of cannabis
must be licensed by the minister of health, who
will verify proof of citizenship or residence
and also approve a detailed description of
the method that the applicant proposes to use
for keeping records. The five-year renewable
licences will allow growers to possess, transport

and sell fresh and dried cannabis as well as
cannabis oil. Applications should include plans
of the growing site, quantity to be produced and
sold and the production period. A licence can
be refused when information has been received
from a "peace officer, a competent authority
or the United Nations" that an applicant was
involved in the diversion of a controlled
substance or precursor to an illicit market or use".
Zimbabwe is a landlocked country in southern
Africa known for its dramatic landscape and
diverse wildlife, much of it within parks,
reserves and safari areas. Since the 11th
century, present-day Zimbabwe has been the
site of several organised states and kingdoms
as well as a major route for migration and
trade. Robert Mugabe became Prime Minister
of Zimbabwe in 1980, when his ZANU-PF
party won the elections following the end of
white minority rule; he was the President of
Zimbabwe from 1987 until his resignation in
2017. Under Mugabe's authoritarian regime, the
state security apparatus dominated the country
and was responsible for widespread human
rights violations. The Zimbabwe Conservation
Task Force released a report estimating 60% of
Zimbabwe's wildlife has died due to poaching
and deforestation. The report warns that
the loss of life combined with widespread
deforestation is potentially disastrous for the
tourist industry.
The average wage in Zimbabwe is $253 a
month, and that's for the 30 percent of the
population who are employed. That makes a
$50,000 price tag on an application to cultivate
cannabis seem even higher, especially when
you consider the additional $40,000 in fees.
Hopefully everything works out and the
people of Zimbabwe find a way to flourish
within their new industry.

1/2 cup dried wakame (a type of seaweed)
1/4 cup shiro miso (white fermented-soybean paste) Chicken Ganja Nachos
6 cups Dashi - Dashi is a basic stock, made with dried bonito Ingredients:
flakes, that is used extensively in Japanese cooking 1 in large boneless skinless chicken
1/2 pound soft tofu, drained and cut into 1/2-inch cubes breast split half into two thinner
1/4 cup thinly sliced scallion greens pieces
Whole Plant THC Tincture 1 teaspoon dried oregano
1/2 teaspoon garlic powder
Instructions: 2 teaspoons chili powder
Prepare wakame: Combine wakame with warm water to 2 teaspoons cumin
cover by 1 inch and let stand 15 minutes, or until reconstituted. 1/4 teaspoon salt and pepper
Drain in a sieve. Make soup: Stir together miso and 1/2 cup 2 tablespoons cannabis infused
dashi in a bowl until smooth. Heat remaining dashi in a vegetable oil
saucepan over moderately high heat until hot, then gently 3 tablespoons cannabis butter
stir in tofu and reconstituted wakame. Simmer 1 minute and 8 ounces tomato sauce
remove from heat. Immediately stir in miso mixture and 1/4 teaspoon garlic powder for
scallion greens. Finally, add a few drops of the THC tincture, the sauce
stir and serve. 8-10 drops hot sauce dash of
salt and pepper to taste
1 cup shredded cheddar cheese
20 or so tortilla chips
sour cream green onions, or
toppings of your choice
Instructions:
In a bowl, make the spice mix for your chicken: blend the oregano, cumin, garlic powder, chili powder,
salt and pepper. Coat the chicken on both sides with the spice mix, pressing it in well; set aside. In
a medium skillet, melt the oil and butter. Add the chicken and cook about 8-10 minutes or until the
chicken is done; turning once during cooking. Set aside and allow the chicken to cool slightly while
you make the sauce. To the oil and butter in the skillet, add the tomato sauce, garlic powder, hot sauce
and extra salt and pepper. Simmer until just reduced and a little thicker; about 5-7 minutes or so, then

turn off the heat. Using two forks or your hands, shred the chicken as finely as you like it. Add the
chicken to the sauce and stir to coat. On a baking sheet, pile up half the tortilla chips and top with half
the chicken. Repeat with the other half of the chips and chicken then top with shredded cheddar. Broil
until the cheese melts and it hot and bubbly--about 5 minutes or so. Remove from the oven and add
the toppings of your choice.

Ingredients:
1 1/2 cups all-purpose flour
1/2 cup Imperial Sugar Light Brown Sugar
2 teaspoons baking powder
1 teaspoon cinnamon
1/4 teaspoon baking soda
1/4 teaspoon salt
3/4 cup milk
1/3 cup canola oil
2 large eggs
FOR THE CRUMB TOPPING:
1/3 cup Imperial Sugar Extra Fine
Granulated Sugar
1/3 cup Imperial Sugar Light Brown Sugar
1 teaspoon cinnamon
1/4 teaspoon salt
1/2 cup unsalted cannabis butter, melted

FOR THE GLAZE:
1/4 cup confectioners’ sugar
1/2 teaspoon vanilla extract
1 teaspoon milk

Instructions:
Preheat oven to 375 degrees F. Line a 12-cup
standard muffin tin with paper liners or coat with
nonstick spray; set aside. To make the crumb
topping, combine sugars, cinnamon and salt in
a medium bowl. Whisk in melted butter. Add
flour and stir using a rubber spatula just until
moist. Spread out mixture on parchment paper to
dry until ready to use. In a large bowl, combine
flour, sugar, baking powder, cinnamon, baking
soda and salt. In a large glass measuring cup or
another bowl, whisk together milk, canola oil and
egg. Pour mixture over dry ingredients and stir
using a rubber spatula just until moist. Scoop the
batter evenly into the muffin tray. Sprinkle with
reserved crumb topping, using your fingertips to
gently press the crumbs into the batter. Place into
oven and bake for 15-17 minutes, or until a tester
inserted in the center comes out clean. To make
the glaze, combine confectioners’ sugar, vanilla
and milk. Whisk until smooth. If the glaze is too
thin, add more confectioners’ sugar as needed.
When the muffins are done, cool for 10 minutes
and drizzle the glaze on each muffin. Allow glaze
to set before serving.

Blazed Broiled Brussel Sprouts
Ingredients:
1 lb. Brussels sprouts, trimmed and halved
3 tbsp. Cannabis infused olive oil
kosher salt
Freshly ground black pepper
Flaky sea salt, for serving

Preheat oven to 420°. On a large baking sheet,
drizzle brussels sprouts with olive oil and season
with salt and pepper. Toss until combined. Roast
until the brussels sprouts are crispy on the outside
and tender on the inside, about 25 minutes,
shaking the pan halfway through. Sprinkle with
flaky sea salt, if desired, and serve immediately.

The landscape of the debate around the federal
government’s involvement in states with legalized
marijuana is developing and evolving as lawmakers
adapt to changing views on marijuana and information
about the effects of certain governmental policies.

government should be at monitoring marijuana related
businesses and practices.

According to a statement put out by San Francisco
District Attorney George Gascón, his office will be
"reviewing, recalling and resentencing up to 4,940 felony
marijuana convictions and dismissing and sealing 3,038
misdemeanors ...” Marijuana has long been used as a
tool to keep our prison systems full of black and brown
bodies; according to the ACLU black people and white
people smoke weed at roughly the same rate, but black
people are 3.7 times more likely to be incarcerated
for possession than white people.. Changes to federal
regulations involving the legalization of marijuana will
significantly decrease the amount of people thrown in
jail for marijuana related offenses, and will also work
to free some people from the confines of a harsh and
potentially unjust prison sentence.

Bernie Sanders tweeted ‘We are spending $80 billion
locking people up. Think about what it would mean if we
invested that money in our people instead of more jails.’
Human Rights Watch's analysis of arrest data obtained
by the FBI determined that in every year from 1980 to
2007, black people ‘were arrested nationwide on drug
charges at rates relative to population that were 2.8 to
5.5 times higher than white arrest rates’ and, in 2006, that
black people were ‘arrested for drug offenses at rates in
individual states that were 2 to 11.3 times greater than the
rate for whites.’
There is a new Marijuana Justice Act bill being proposed
that Bernie is supporting. This bill would amend the
Controlled Substances act to remove marijuana from
Schedule 1 - our government’s list of drugs that they
deem to have no medical benefit and to have a high
potential for abuse and addiction. It would punish states
that had a ‘disproportionate arrest or incarceration rate
for marijuana offenses,’ and The Marijuana Justice Act
also would direct ‘federal courts to expunge convictions
for marijuana use or possession’ and establish the
Community Reinvestment Fund in the treasury, which
would be used by the Department of Housing and Urban
Development to ‘establish a grant program to reinvest in
communities most affected by the war on drugs.’
The Cole memo was released In 2011 under Obama. This
memo, though not a law, set the foundation for minimal
interference from the federal government in states
that had legalized marijuana. In January of this year,
Attorney General Jeff Sessions rescinded those memos
and set the whole debate on the federal government’s
involvement in monitoring marijuana ablaze.
Republican Senator Cory Gardner from Colorado met
with President Trump after a month long stand-off with
Sessions, to discuss what this would mean in the long
debate over states versus federal rights when it comes
to marijuana. After their meeting, White House Press
Secretary Sarah Huckabee stated that ‘the President is a
firm believer’ in states rights. Trump went on to say that
the federal government would not interfere with states
who had legalized marijuana.
As the people in this country are supporting the
legalization of marijuana more and more, even long
time marijuana adversary Senator Dianne Feinstein
of California recently changed her views on its usage,
stating that she now strongly supports marijuana
legalization. As the information stacks up in support of
pro-marijuana business and culture, we can hope that
politicians will start to see its many uses, and also start
to remedy the long term negative effects its laws have
had on our people, our communities, and our economy.

Canada's Cannabis
Sewage Scrutiny

The Canadian Government has begun testing the human
waste in their sewer systems for the presence of cannabis.
Exactly why and how they are going about it is a bit of a
murky story. It seems that as the Canadian Parliament tries
to move cannabis legalization through their legal canals,
political obstacles are emerging to slow the process. As
part of the forward movement, Canada has hired their
top statistical research firm, Statistics Canada to start
monitoring the flow of cannabis-related products through
the sewer systems. The Ottawa-based company known as
StatCan, considered the best statistical organization in the
world, has launched a six-city monitoring process to start
screening for cannabinoids in wastewater. Samples will be
taken from sewage treatment plants in Toronto, Montreal,
Edmonton, Alberta, Vancouver, Surrey in British
Columbia and Halifax, Nova Scotia. This approach would
sample about a quarter of Canada's 36 million residents.
The purpose is to try and determine how much cannabis
is being consumed and then passed along in human waste
and measure that against the amount of legal or medical
cannabis being sold to try and determine how much more
the black market sales account for in the remaining balance.
Statistics Canada has retained Viviane Yargeau's lab at
McGill University in Montreal to conduct the testing. They
were chosen specifically for their previous expertise in
sewage sampling. As to why the government would choose
this means of sampling and quantifying cannabis usage,
StatCan assistant director Anthony Peluso has stated,"
There are things like surveys and what not where people
report frequency of use but the consumption numbers
weren't as reliable as we would like them to be". In other
words people can't always be trusted to reveal their usage
or frequency on a form.
Here is where the process gets murky. How much pot
is actually consumed to create the waste? The cannabis
is being consumed in several ways. Edibles would test
differently than something that was smoked or applied to
the skin. Furthermore, THC tends to start breaking down
quickly in waste water before it can be detected, so the
timing of the sample is a factor. And most of the THC is
in solid waste while the measuring tools being used are
mostly for liquid waste.
The first instance of researchers using sewage samples to
determine a culture's drug use was in Italy in 2004. A study
to measure cocaine use was conducted by a toxicologist
named Ettore Zuccato at the Mario Negri Institute in Milan.
They had previously tested waste products to measure
pharmaceutical use so recreational drug measurement
was the obvious next step. Several European countries have
done similar studies and Australia and New Zealand have
recently started their own THC testing programs. Now
Canada has joined in the stool snooping process as well.

for 5 to 10 minutes, stirring frequently.
Add salt and water and bring to a boil.
Lower heat and simmer, uncovered, for
30 minutes. Strain. Discard vegetables.
Add 1/3 cup infused olive oil and stir.

Sides with DEA
in CBD Lawsuit

A three judge panel in the 9th Circuit Court in
San Francisco sided with the Drug Enforcement
Agency, refusing to reschedule CBD (cannabidiol)
or acknowledge its medical benefits. The Hemp
group that sued vowed to fund an appeal. What
does it all mean? States that have medical marijuana
laws are all still technically violating federal law.
CBD is only allowed to be sold in states where there
are laws allowing it. It doesn’t really change the
way most hemp industry businesses will operate,
however, it does pose a risk like 280E now applying
to CBD companies and the potential for raids or
shut downs.
States that have acknowledged CBD as a separate
scheduling are far ahead of the game. It seems like
the federal government is just waiting for the FDA’s
approval of Epidiolex to give GW Pharmaceuticals
the head start for CBD distribution. Even with this
new reinforced opinion from the feds and DEA,
GW Pharma has passed a law in Colorado that
allows the scary Schedule I CBD drug to be sold
in pharmacies. It seems odd that the majority of
states believe cannabis has medical benefits but the
federal government says CBD doesn’t have any
medical benefit at all when they own the patent on
CBD.
The case began in 2016, when the DEA issued a
"clarifying rule" stating that CBD is an illegal drug,
because it is extracted from marijuana flowers.
Hemp producers went up in arms, arguing that
CBD can also be extracted from legal hemp flowers,
and there is no way to tell whether extracted CBD
came from marijuana or from hemp.
The DEA scoffed at the suggestion that CBD is being
made from anything but flowering parts of the
cannabis plant. They said, "cannabinoids are found
in the parts of the cannabis plant that fall within the
definition of marijuana, such as the flowering tops,
resin and leaves."
The court's decision means that the DEA was within
its authority to clarify CBD as a "marijuana extract."
The court did in fact acknowledge that the U.S. 2014
Farm Bill allows states to grow hemp, giving CBD
producers some protection if they can prove their
products were legally produced.

Louisiana
With only 15 physicians on board, 2 universities
allowed to grow, no smokeables and distribution
reserved for pharmacies, their medical marijuana
program advances, but progress is slow. Due to limited
qualifying conditions, requiring patients to reevaluate
with their doctor every 90 days, and limiting each
physician to 100 patients, the future and viability is
uncertain.
Washington
Did you know that pesticide screening has not been
mandated in Washington state yet? Well, cannabis
business owners are pushing regulators to mandate
cultivators to test for pesticides. Small growers are
concerned it will drive their costs up when price per
pound continues to drop. The suggested mandatory
test costs around $300. Comparatively speaking,
California’s $1,000+ per full profile test is a stark
contrast.
Massachusetts
In March of this year, the state approved their set of
retail cannabis regulations. In April of 2018, the state
of Massachusetts received 218 applications for retail
adult-use licenses in the first day. In the fiscal year
ending June 30, 2017, Massachusetts saw dispensaries
sales landing between between $50 million and $75
million. The market potential and viability is great
here and one of the fastest growing MMJ markets.
New Jersey
A report issued by the Health Commissioner prompted,
New Jersey to effectively expanding their list of
qualifying medical conditions for the state's medical
marijuana program. These inclusions now allow New
Jersey doctors to recommend medical marijuana

to treat patients with anxiety, migraines, various
forms of chronic pain and Tourette's syndrome. This
expansion will also lower the cost of registration for
the program in addition to increasing the number of
locations where patients can purchase their medicine.
Michigan
After shrinking Michigan’s market in effect by half or
more by closing down 200+ dispensaries last month,

the state will be voting on recreational adult-use cannabis this November.
The bill would legalize 10 ounces at home, 2.5 ounces outside of home, as
well as personal cultivation with up to 12 plants for adults. A 10% excise tax
and a 6% sales tax would be imposed, with revenue going towards schools,
road repairs and local gov ernments. They are also looking to expand to the
qualifying conditions list for m edical cannabis. Even this sounds better than
what California has going on.
Kentucky
A newly proposed bill in Kentucky would allow people with certain
qualifying medical conditions to be treated with cannabis. House Bill 166
would legalize medical cannabis and allow patients to obtain medical
cannabis with a doctor’s recommendation and a card issued by the state. It
will restrict how much cannabis a patient can possess at one time. Among
the qualifying conditions covered under this bill are AIDS, cancer, Crohn’s
disease, post-traumatic stress disorder, irritable bowel syndrome, cognitive
issues, severe nausea and seizures.
Pennsylvania
Medical Marijuana business owners in Pennsylvania are now allowed to sell
dry leaf flower for smoking and vaping. This latest move by the Department
of Health, shows their support for cannabis. It also grows the marketplace
allowing a viable industry to take hold. Pennsylvania is a cost intensive, and
capital-intensive licensing process, this latest change will drive costs down
with less intensive packaging and processing costs removed.
Colorado
GW Pharmaceuticals supported House Bill 1187 leading to its approval
in Colorado, so that pharmacies can now dispense their soon-to-be FDA
approved Epidiolex drug. Epidiolex is a whole plant, high CBD drug that
has shown to reduce seizures in epileptic patients.
New York
New York state cannabis regulators have given approval to Stillwater Brands
to start selling a liquid soluble THC cannabis powder. Medmen was given
approval to open, rising the Big Apple’s medical cannabis store count to a
record breaking 4 locations.
Connecticut
Medical cannabis patients numbers grew 46% totalling 25,855, previously
up from 17,769 a last year. The state is working on adding 10 more medical
cannabis dispensaries. When the program originally launched in 2014 it had
a meager 2,000 patients signed up. Recommending physician count is up as
well, now 881 physicians part of the recommending program, up from 600
last year. The exponential growth raises concerns about future supply and
surrounding states that already have adult-use recreational cannabis laws.
Hawaii
Senate Bill 3053 and Senate Bill 2132 supporting the sale and production of
edibles did not go through along with numerous other medical cannabis bills
that got shelved. Senate Bill 2659 is the only one left of 30 bills supporting
medical cannabis reform in Hawaii. The bill would allow cannabinoid
suppositories to be produced and sold by dispensaries along with trandermals
“devices”, effectively changing the prior limiting regulatory wording of
transdermal “patches.” The state reciprocity bill proposed also did not make
it through.

Vuela agency held its very first CannaMantra event last month
at the Nexus Social Lounge located in the heart of Downtown
Los Angeles.With art installations by Tory Dipietro and floral
arrangements by the flower Daddy,Vuela not only creates a
visually stimulating environment,but also combines the Zen
nature of yoga and the stress relief of cannabis,to creates a
perfect venue to guide you to your happy place.
First on the docket was a joint rolling workshop taught by
none other than the @pothead.princess Jessica.Vuela provided
complimentary raw papers,pre rolled filters,grinder, and
cannabis,to give you all the tools to succeed. As someone
who has decided to take shortcuts by way of joint rollers,it
was fun to finally learn the basics of rolling a good joint.
Jessica reminded us the perks of learning to roll joints,”If it’s
not perfect the first time,then you get to roll another one!”,and
after tries ,a few joints and a fair amount of help from Vuela’s
very helpful and interactive staff, I can proudly say I learned
how to roll the perfect joint.
After enjoying your newly rolled joint, guests are invited to
indulge in their urges to munch on the spread of cookies,fruits
and other great snacks and refreshments.For the second part
of the evening guests were treated to a “slow burn” yoga
experience led by Krysta (@kay_danai). Whether you’re
completely new to yoga like yours truely,or a limber veteran,
the class caters to both to ensure a great stretch .Once you’ve
completely relaxed your body,Krysta then leads you through
a deep meditation that calms the mind.
Once good and relaxed,guests were encouraged to hang out
and enjoy their gift bags with treats from BAMF Extracts,Field
extracts,Fruit Slabs,Puffco,Raw,and Gold Drop.Some of
whom had booths there and were happy to share their
knowledge about the great products that they provided.With
your ticket you are also entered in the raffle where one lucky
guest had a chance to win a PuffCo Peak vaporizer.Though
I didn’t win the Vaporizer, a free spa day isn’t so bad either.
Besides helping me have the best sleep I have had in a
long time,Vuela also succeeded in bringing both talented
ambassadors and companies together, and bringing the
cannabis community together for a night of fun and relaxation.
