China (Taiwan) (ROC), Malaysia, Indonesia, the Republic of the Philippines, and the Socialist

Mr. and Ms. Sectary Generals,

Presidents of Commissions,

Fellow Delegates,

Ladies and Gentlemen,

And to all whom this may concern:

“Peace cannot be kept by force; it can only be achieved by understanding” Albert Einstein
wisely said.

The Arabic Republic Egypt is committed to help bring peace to all countries and people. The
Arabic Republic of Egypt has been involved in 37 United Nation missions to help restore peace
in times of war and chaos. Egypt continues to provide peacekeeping troops in United Nations
sponsored efforts. Egypt also recognizes a basic state responsible to protect civilians.
Fundamentally, this responsibility resides with the sovereign state. Egypt currently is
committed to protecting civilians in Egypt despite trouble with ISIS due to Egypt’s peaceful
relationship with Israel. With ISIS on our back, due to our friendly relationship with Israel, we
have tried to set up military blocks and tighten our boarders to keep non-peaceful elements
out. We have also had (number of refuges) come into the Arabic Republic of Egypt because of
war.

First, we need to protect our health and medical workers. With the ISIS threat, thousands of
new refugees, and other potential violent elements trying to enter Egypt, Egypt will strengthen
border controls and oversite to protect civilians in Egypt. Additionally, Egypt will support
achievable mandates of the council but not support peacekeeping efforts to protect civilians in
cases where the sovereign state is not requesting help or in a leadership role. Egypt believes
lack of sovereign state support violates basic principles of peacekeeping.

Thank you for your time and for your attention.
