A Study on Community Participation in the Process of Village Infrastructure Development in

National Program for Community Self- Empowerment in Jayapura Regency

Abstract: Community participation in public policy making process is important as the reflection of
democracy principle in a country. This becomes particularly appropriate when public participation later
becomes one of the principles that should be run by the government in an effort to realize good
governance. The importance of the given participation and participation of community is a support for
the success of the program run by the government. The construction of the Road Infrastructure
Development in Jayapura regency aims for the welfare of society in order to eneasy the community to
do activities that was previously difficult to do because the road was in damaged condition during rainy
season. Therefore, the community participation is expected to resolve the existing problems in the
village. This study is descriptive research using qualitative approach. The study was conducted in
Jayapura. Data collection techniques used was interviews and documentation. The research instrument
used is the researchers themselves, interviews, field notes, and supporting devices. Analysis of the data
was conducted by using the theory Milles and Huberman (2009: 20), namely data collection, data
reduction, data presentation and withdrawal data. The results showed that public participation in the
planning stages, expediency and evaluation is good. Public participation in the implementation of the
National Program of Society Empowerment (PNPM) is still not good, so that the construction has been
delayed one month.
