DA: South City teacher could
face life in prison for molestations
The Westborough Middle School teacher arrested May
10 for suspicion of lewd and lascivious acts with minors
could face life in prison for 47 felony counts of molesta-
tion he was charged with Monday, May 14, according to
District Attorney Steve Wagstaffe.
Joseph Toy, 39, taught computer science and leadership
at the school for 13 years and was charged for molestation
of four juvenile boys, three under 14 and one over 14. All
four boys are now over 14, Wagstaffe said.
The alleged crimes took place over a year but came to
light after a school trip to Disneyland when one of the
boys told a fellow teacher details and that teacher report-
ed it to authorities. The other alleged crimes took place at
the school, according to Wagstaffe.
He was arrested at his home in San Bruno. After being
notified of the criminal investigation, the South San
Francisco Unified School District placed Toy on adminis-
trative leave on April 25 and notified the parents of the
students who were reportedly involved, according to
police.
In a statement, district officials said a qualified long-
term substitute was assigned to the classroom to ensure
student learning is not disrupted and that students and
staff will receive full support.

California law requires that contractors
taking jobs that total $500 or more (labor
or materials) be licensed by the Contrac-
tor’s State License Board. State law also
requires that contractors include their li-
cense number in their advertising. You
can check the status of your licensed
contractor at www.cslb.ca.gov or 800-
321-CSLB. Unlicensed contractors taking
jobs that total less than $500 must state
in their advertisements that they are not
licensed by the Contractors State Li-
cense Board.
