Incident/Investigation Report Agency: Santa Rosa Police Department ‘Case Number: 17-0013869 _____ Supplement Narrative On 10/9/2017 at about 0100 hours, I was assigned scene control at a structure fire on West 6th Street, Santa Rosa. | cleared that detail at about 0106 hours and responded, "Code 3" to the Fountaingrove area of Santa Rosa, to assist with residential evacuations for a fast-moving wildfire. Prior to my arrival, I was directed to Thomas Lake Harris and observed fire coming down the bill from the area of the Paradise Ridge Winery. I went door to door and told all the residents on Lake Pointe Circle and The Pointe Place to evacuate. | later observed all these homes had burned down, As I drove my patrol car farther up the hill, the conditions became worse and made it more difficult to see and know exactly where I was. ‘This was due to darkness, heavy smoke, blowing embers and street signs being melted. There were also tree and vegetation fires bordering the roadways in some areas. It should be noted I participated in many evacuations and rescues with different officers ducing the night. I found later that my memory was very fragmented as to who I assisted and who assisted me in these evacuations. Streets that my CAD chronology state that I was on include St, Andrews, Skyfarm, Fir Ridge and Thomas Lake Harris, I know there are several other streets I was on that were not broadcast to dispatch, due to limited air time during the incident, At one point, I was passing an intersection and observed an elderly male and two females with a small dog or dogs walking quickly towards me. I was loading them in my patrol car, when a fourth woman came running down the street hysterical, saying she was awaken by her house on fire. I asked SRPD Dispatch if we had already evacuated this street and it was confirmed we had. [ evacuated the 4 residents and dog(s) in my patrol car, to the Sheriff's Department lobby and went back up the hill. There were no road blocks as | went back up Fountaingrove Parkway or Bicentennial Way at that time. At some point, ] assisted evacuating Stonefield Lane. Officers went door to door and helped the elderly residents of this complex manually open each of their garage doors. Some did not know their door could be opened without electricity. Al! but one I helped, did not have a pedestrian door into the garage. The only way into the garages was through the large lit-up door. ‘The doors two-car rollups were too heavy forthe elderly residents. The doors pull cord release had to be unlocked from the center of the door with a barrel key, Thankfully all the residents | assisted had this barrel key accessible, Officer McGinnis and at least two other officers artived to assist me, due to the size of the complex. At 0329 hours, I responded to Journey's End Mobile Home Park to assist with evacuations. There were many officers already on scene and evacuations had already been occurring prior to my arrival. The park was already on fire when I arrived. An unidentified white male [ assumed was the park manager or maintenance man, eame running up to me in the roadway as I arrived and asked if the Fire Department would want to know where the gas shut off was, I asked him if he could shut it off himself and he said he could, 1 instructed him to do so. Report bwinitre Printed bye 1065947 at SA a0 Page 118 of 12 Incident/Investigation Report Agency: Santa Rosa Police Department Case Na F:17-0013869 ‘At 0337 hours, | responded to 1321 Dogwood Drive, Santa Rosa for a rescue, Of note on this call was Coffey Lane was completely engulfed in fire and I had to drive my patrol car through the flames, When I got to the call, the house was empty. [tried to leave the neighborhood on Banyan Way, but it was blocked by firetrucks trying to stop the fire from spreading. My only egress was Coffey Lane for more rescues. At 0352 hours, I was sent to 3325 Glen Echo Drive, Santa Rosa for a rescue. I was able to get in this house and found it vacant. At this call, met up with Officer St. Germaine because his patrol vehicle had become disabled, He rode with me for the remainder of the shi. At 0410 hours, Officer St. Germaine and I were sent to a rescue at 1401 Fountaingrove Parkway, Santa Rosa. It was a complex called Varenna at Fountaingrove. Varenna is a Senior Living Center. Dispatch stated an employee called in and said three people were possibly trapped in the north building. ‘There were no roadblocks set up on Fountaingrove Parkway when I responded to this call. There were some trees down in the roadway and lots of smoke and embers. Upon our arrival at the intersection of | Fountaingrove Parkway and Varenna, I observed one of the buildings was on fire. Upon driving up the driveway, | observed two or three firetrueks in the round-about driveway of the main building. A firefighter approached me and said he had people in the lobby that needed to be evacuated. He stated they (the firefighters) would not be leaving and would continue to fight the fire around the building, until everyone was evacuated. 1 tried to enter the front lobby, but the doors were locked. Someone came to the door and let mein. 1 observed about twenty (20) people in the lobby. There was an alarm beeping at the control panel on the wall next to the front door and all the power was out; otherwise no alarms were sounding in the building and 1 don’t recall seeing any back-up lights on. I did not observe any staff present and no one came to me and introduced themselves as staff. Laddressed the group and told them we had reason to believe some people might be trapped in the North Building. alae was a resident of Varenna, stepped forward and said he would show us how to get there Mr{QMBRBHF took us through the main building and outside to the North Building. Officer St. Germaine and | found the same conditions throughout the whole facility. Many doors were unlocked, some were locked. Quite a few rooms were vacant, but many still had people in them. In all the occupied apartments, the residents were asleep. Officer St. Germaine and I "knocked and announced” on all the locked doors and then kicked them in. We then cleared and woke up quite a few residents and directed them to, or escorted them to the lobby. knocked, opened and cleared unlocked rooms by himselt: RARBIMP also woke people up and helped us escort them to the lobby. Based on the number of people we were evacuiating fo the lobby, I requested SRPD Dispatch send a bus to my location, It should be noted that the heat, smoke and flames were very intense outside. Officer St. Germaine and I looked through the key box for a master key 0 all the rooms, but we could not find one, We saw a small locker with an 8 button push code, that only held one key. We knocked it off the wall and attempted to break it open, but couldnt GERRI 0 us t0 the South Building, where we evacuated more residents. The South Building was further away and a few of the residents had even worse mobility issues and had to be ferried up to main building by patrol ea. After I returned to the Main Building, PAB 03 ‘me that he had been talking with the group in the lobby and no one could confirm that a sweep of the main building had ever been done by staff. I then requested more officers and a battering ram to my location, due tothe size of the main building. ‘The North and South building were two stories and smaller, The main building was bigger and three stories. Learned later that Sgt. Pehlke and other officers arrived and went to the Villa Capri house, which was already on fire and did rescue evacuations there. T found a locked closet off the main lobby labeled "Safety Closet" and kicked open the door, 1 found flashlights and bottled water. I brought these items to the lobby for the evacuees we had sitting there. We also brought more chairs from the hallways. ‘When we began evacuating the main building, a firefighter began using a master key and going ahead of us unlocking the locked doors. I am not sure where he found the key, Also at this point, several firefighters had entered the main building and carried several evacuees down the three flights of stairs at my request. 1 was during this time I saw the one and only person who appeared to be an employee to me. It was a black female adult, who appeared to me to be Eritrean, She was wearing a colorful nursing type uniform. She stayed next to one elderly lady in the lobby during the time I saw her. I perceived her to be a personal nursing assistant for the elderly lady she was with. During the entire time, I was conducting evacuations in the complex, I never had anyone who identified themselves as an employee of Varenna to me. I also never saw anyone who appeared to be an employee of Varenna, except the black female in the lobby at the end. The only help Officer St. Germaine and I received from anyone, Was from a resident of Varenna. Two Golden Gate Transit busses arrived and transported the evacuees from the complex. By my estimates of what I saw, it appeared to be close to 100 people that left on the two busses Upon leaving Varenna, there were still no roadblocks on Bicentennial Way as I proceeded to downtown Santa Rosa. At 0845 hours, Officer St, Germaine and I were dispatched to Oakmont to assist in evacuating the entire subdivision. We did this by siren and P.A. system in our patrol car. We also exited our patrol frequently and ‘went fo homes, were there were signs of life or people outdoors At 0921 hours, we were dispatched to a "Check the Welfare” at 6316 Meadowridge Drive, in Oakmont. Family members in Rohnert Park were concerned about a family member. The address did not exist. I'm unsure about what time that was, but remember Officer St. Germaine was on Ocean Team and told me he had been awake for 27 hours. At 1019 hours, I met with Officer Landreneaux and Madarus on Badger Road, at Baird Road. Officer Landreneaux asked for help evacuating Baird Road, north of Badger. Homes on the west side of the road were already catching fire, as the Fire Department was battling a large grass fire behind the homes. assisted with the evacuations on Baird Road. I then assisted Officer Cogbill with the Fountaingrove Parkway road closure, at Brushereek Road. I went off-duty at Noon, DISPOSITION: Attach to original report.
