Perforated roads, cracks, towers, corrugated, embedded hole`s cover or above street
level, inadequate and sandy posts are the examples of the common problem that occurred in
Malaysia nowadays. Worsen when it happens in the raining season. The damaged road, for
example pothole becomes invisible since it has stagnated with water. This will endanger the
road users, especially those who use motorcycles. The road users will slow down their
vehicle to avoid from hitting the pothole which is can damaging their vehicle and at the same
time this situation will increase the potential of accident will be happen.
problems. For example, the Ministry of Works (KKR) is aiming to ensure that all roads under
their maintenance to become 'zero pothole' was started in early 2016. This campaign was
implemented to monitor the road conditions and the pointed concessions who are responsible
for maintenance work to immediately fix the damage. The KKR has also set up a 'JKR
Partner' program where users are welcome to share the information when there is a hole or
any others damage occur in the road, so the concessionaire can take their action immediately.
It is a good feedback from the authorities for example KKR that come out with some
initiative to countermeasure this issue. Nevertheless, these issues still stack at its previous
level even though various initiatives have been implemented by the authorities. There are still
roads that have potholes and in a shabby condition not being repaired even though the issue
has been reported to the authorities. For the worse case, an accident already happen in that
reported area but the problem still not be fixed. This situation creates the possibility of more
accident happening in that area and at the same time not pleasing to the eyes. There are still
weaknesses that have to be fulfil in order to settle down this issue. NGO have to play their
part to ensure this issue can be suppressed. But the level of effectiveness of their involvement

RESEARCH AIM
The aim of this study is to identify the effectiveness of NGO involvement in assisting
the authorities to solve the road damage issues that have become one of the serious issues in
Malaysia nowadays.
RESEARCH OBJECTIVES
1. To identify the role of NGO in terms of solving the road damage issues.
This study aims to identify the effectiveness of NGO involvement in solving the road
damage issues that have been become one of the serious issues in Malaysia nowadays. As per
known, NGOs is referred to as the third sector that helps to solve the community problems
and addresses various social needs. The establishment may emerge from the strong
experience, interest, ideas and spirit of the struggle of individuals or groups to act on a
phenomenon that occurs or a desire in society. While it have been proven that the
engagement of NGO in helping the authorities in a success, it is undeniable that some of the
NGO involvement create more difficulties to the authorities than solving the arisen issues.
When seen from perspective view of social sector development, there has been a
reliance between NGOs and authorities in solving community problems. The simple’s
example can be seen through the cooperation between the police and neighbourhoods of a
residence or area in the eradication of crime around their area. In the press releases of
Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) dated on 3rd April 2017 mentioned that a
discussion between them with the NGOs was held to discuss the corruption issue regarding to
the environmental. All of them also agreed to have an alliance in order to eradicate this
unethical activity. With this alliance the issue can be suppressed more effectively.
There are several parties responsible for solving this problem. Road in Malaysian
consists of highways, maintained by the Malaysian Highway Authority (LLM), federal roads
which is maintained by the Public Works Department (JKR) and the town's roads, maintained
by the local authority. As per stated above, not all the involvement of NGO in order to assist
the authorities to tackle the arisen issue are giving a good impact. Some of the collaboration
create more difficulties situation. Therefore, this study is very crucial in order to identify the
effectiveness of NGO engagement with the authorities to solve the emerged issue.
