4 Asociación Nacional de Energía Solar
La Asociación Nacional de Energía Solar, A.C. se presentó por segundo año consecutivo en la
Expoeléctrica 2009, que se llevo a cabo del 3 al 5 de junio pasado, en las instalaciones del Centro
Banamex de la ciudad de México, con un Pabellón Solar de 112m2.
La Directiva 2009/28/CE del Parlamento Europeo y del Consejo, de 23 de abril de 2009, relativa al
fomento del uso de energía procedente de fuentes renovables, modifica y deroga las anteriores
(2001/77/CE y 2003/30/CE) y es un buen texto para los estados que quieran hacer renovables. A
España le asigna un objetivo del 20% para 2020, lo que exige hacer en los próximos diez años un
esfuerzo en renovables tres veces superior al realizado en los últimos veinticinco
En dicho anexo se establecen los requisitos mínimos del modelo armonizado para los PAN. Entre ellos,
la necesidad de ampliar o reforzar la infraestructura existente para facilitar la integración de la energía
procedente de fuentes renovables, medidas para acelerar los trámites de autorización y otras para
reducir las barreras no tecnológicas.
La Directiva establece objetivos vinculantes –un 20% de consumo final bruto de energías renovables
para 2020 y del 10% en el transporte– e insiste reiteradamente en la integración de las renovables en el
sector del transporte, en el de la edificación y el urbanismo. Además, la oportunidad que representa
para el sector de las renovables se acrecienta con el reconocimiento expreso que se hace de las
externalidades de estas fuentes y las garantías que se dan a los actuales sistemas de apoyo, que
deberán mantenerse mientras los precios no reflejen los costes reales de todas las fuentes.
El diario oficial de la UE de 5 de junio publica también otras medidas relacionadas con la política sobre
energía y clima de la UE. Entre ellas, la Directiva 2009/29/CE para perfeccionar y ampliar el régimen
comunitario de comercio de derechos de emisión de gases de efecto invernadero; y la Directiva
2009/31/CE relativa al almacenamiento geológico de dióxido de carbono.

The international star of energy efficiency award recognizes the outstanding contributions to energy
efficiency achieved through special projects or activities overseas that are led by public or private
organizations/companies, learning institutions or government agencies based outside of the U.S.
territories
The National Housing Commission (CONAVI) and the National Fund for Housing (INFONAVIT)
Mexico will be awarded with the International Star of Energy Efficiency award for their promotion of
energy efficiency through low-income housing programs.
The National Housing Commission (CONAVI) is currently leading Mexico’s 2007-2012 national housing
program titled “Towards a Sustainable Housing Development.” CONAVI has served as a leader in
initiating Mexico’s energy efficient housing policies. The Commission’s main areas of work are:
restructuring of the national regulatory framework; research and development of energy-efficient
technology; system indicators; certification schemes and financial incentives; and the contribution to
mitigating the effects of climate change.
As the largest originator of residential mortgages in Mexico, INFONAVIT authorized a credit scheme
called “Green Mortgage” in response to the recommendations of the General Assembly. The main
purpose of the Green Loan is to promote environmentally friendly strategies that increase the supply and
availability of energy-efficient housing and support the National Strategy for Climate Change. In 2008,
INFONAVIT signed an agreement with key energy efficiency agencies that launched the “Green
Mortgage” program at the national level.

Eduardo Tabbush, analista del organismo explicó que la energía eólica captó más inversión porque es el sector
más maduro de las energías renovables.
“Es una tecnología probada, una tecnología cuyo costo más o menos se sabe, obviamente dependiendo
del precio de los hidrocarburos es competitiva, y esto al inversor le interesa muchísimo”, dijo.
En total, el año pasado se invirtieron 155.000 millones de dólares en energías renovables, de los cuales
poco más de 13.000 se asignaron a compañías que desarrollan o avanzan nuevas tecnologías.
Brasil fue el país de América Latina que atrajo más recursos, sobre todo para la producción de etanol.
En la actualidad, el 46% de la energía brasileña proviene de fuentes renovables.

Energy leaders from Mexico and Texas border cities were given a tour of the City of San Benito´s
$325,000 award-wining solar-energy project on Tuesday afternoon.
The session was hosted by the Texas General Land Office (TGLO) and the City of San Benito at the
city´s solar-powered water treatment plant located on the Turner Road. A group of over 20 visitors,
including the head of the Mexican National Solar Association, representatives from the four neighbor
states of Texas and municipal government officials from a far as El Paso attended the event along with
Soll Sussman, TGLO Program Specialist for Alternative Fuels, Border Energy Forum, and Renewable
Energy.
City of San Benito Project Coordinator Moises E. Madrid presented the project´s features in Spanish
while answering the tour group´s questions. “I explained to them how the city was able to afford the cost
of the project because of an Environmental Protection Agency grant.” Madrid said.
Madrid estimated that the solar-power system has been working at 90 percent capacity since the
inception ceremony in October of last year, this because of the fluctuating need for energy, Madrid
added.
“In different months, you are going to have a different type the production because of the weather,”
Madrid said.

Guillermo J. Ceballos Duarte, contract coordinator for Instituto de la Vivienda de Nuevo León, said, “We
are exploring the opportunity of joining forces so we can share our technology in order to produce
electricity.”
A relationship has already been developed as Mexican leaders and the TGLO meet every three to four
months to exchange information and ideas, Duarte added. Clean energy practices in Mexico include the
use of biotechnology that creates energy from landfill garbage, said Duarte.
The idea of putting this plant here is to show city and state government people that they can connect
renewable energy to their public infrastructure projects,” said Sussman. Technical and financial efficiency
is also the plant´s purpose, Sussman add. “I hope this will be the start of something bigger,” he said.
