4.0 PROCEDURE DETAILS:

INTRODUCTION: The salient features of fuel oil unloading storage & handing system proposed to
be provided 2 x 270 MW power Plant (Padampur dis. Saraikela Kharsawan. Jharkhand)

SYSTEM C0NFIGURATION
1. Light diesel oil system (LDO)
a) LDO unloading from road tank -10 nos.(8w+2s)
b) LDO unloading pumps - 44m3/hr@ {35mwc - 3 Nos.(2w+1s)
c) Duplex type basket strainer with differential pressure switch 3 set (2w+1s)
d) LDO Storages tank of cap 2500 m3 {35mwc (20m dia. X 9m ht) 2 Nos.

2. Drain Oil system:-


a) Drain oil tank 5m3 - 1 No.
b) Drain oil pumps - 10 m3/hr @ 30 MWC - 2NOS.( 1W+1S)

3. Fuel pump house transfer system: -


a) A Sump pumps cap - 1m3/hr - 2 NOS (1w+1s)

4. Unloading area transfer system: -


a) A Unloading portable pump - 0.5m3 /hr - 2 NOS (1w +1s)

5. Instrumentation and Control System - 1 lot


6. Interconnecting Piping Fitting & Valves - 1 lot

FOHS STANDERD OPERATING PROCEDURE (SOP)


The sequence of operation for LDO Unloading, Storage & Handling system is as follow:
 LDO road tankers (8W) shall properly stand on the space earmarked. After the road
tankers properly parked, unloading hoses shall be connected to each tanker. Ensure That
drain valve of Unloading Header is in closed position then after the outlet valves of each
tanker shall be gradually opened along with Vent pipe valve. The individual valve (tag no.
80-BV-02-01-001) of hoses shall also be opened with (150-BV-02-01-002) to allow gravity
flow to the Duplex Basket Strainers (2W) till the Unloading Pump sets. Firstly all vents of
strainer is open and as the oil reached to pump end thereafter ensure all vents should be
in closed position.

 Select the storage tank # 1 or # 2 in which LDO has to be unloaded by ensuring the level of
oil in the tank, and then open the inlet valve ( 100- BV- 02- 01- 022 or 100- BV- 02-01-
023) of tank manually.

 Ensure that the drain valve (80 – BV- 02- 01-028 & 80 – BV- 02- 01-031) & and draw off
valve (80 – BV- 02- 01-024, 80 – BV- 02- 01-025, 80 – BV- 02- 01-026 & 80 – BV- 02- 01-
027) of selected tank is in closed condition.

 Ensure that the Pressuring Unit inlet valve (200-01-A-0041, 200-01-A-044, 200-01-A-
0046, 200-01-A-0049) is in closed position.

 Start the unloading pump manually from Local control panel to unload LDO from road
tanker.

 Rate of flow can be seen / noted directly from display shown by flow meter (fm-01) at
local control panel

 Once the tank #1or #2 reaches the “HIGH Level”, level switch (LSH-2 or LSH-5)
automatically will trip pumps [W-U/L-LDO-P-01, W-U/L-LDO-P-02 & W-U/L-LDO-P-03]
(2W + 1S) & there will be an alarm in LCP. On receiving this annunciation tank inlet valve
shall be closed manually.

 In case, any of running pumps [W-U/L-LDO-P-01, W-U/L-LDO-P-02 & W-U/L-LDO-P-03]


(2W + 1S) trip due to any fault, there will be a low pressure alarm from Pressure
switch(PSL-01) in LCP and the standby pump can be started automatically from LCP.

 In case pressure drop across the manually suction strainer becomes high, there will be an
alarm in LCP indicating Differential Pressure high through DPS.( DPS-1,DPS-2 & DPS-3)

 Secondly if the level on the tank # 1 or tank # 2 reaches low low (LSLL-4 or LSLL-7) The
unloading pumps [W-U/L-LDO-P-01, W-U/L-LDO-P-02 & W-U/L-LDO-P-03] (2W + 1S)
shall be started Manually subject to availability of road Tankers.

Operation drain oil system is as follows


 The drain from LDO storage tank (pumps & strainer) is collected in drain oil tank which is
located inside the pumps house.

 The drain oil from LDO equipments (pumps & strainer) is collected in drain oil tank.

 Oil from drain oil tank is pumped to LDO storage tank with the help of 2 nos (1w+1s)
vertical Single screw pumps 10m3/hr @ 30mWC which is mounted on the top of drain oil
tank.

 The drain oil tank is provided with 2 Nos top mounted. level switch, one is high level (LSH-
09) & second is low level(LSL-08) when the level in the tank reaches to high level the
pump will start automatically & transfer LDO to LDO storage tank #1 & #2. The LDO can
be transferred to any tank #1 or #2 by opening valves 50 – BV- 02- 01-039 or 50 – BV- 02-
01-040 When the level in the tank reaches to low level(LSL-08) the pumps will trip
automatically through LCP. If any running pump (drain oil pump )trip due to any fault
there will be low pressure alarm from pressure switch (PSL-05) and stand by pump can be
started automatically form LCP Operation fuel oil pump house drain transfer pump as
follows:-

 The drain from fuel pump house is collected in fuel oil pump house sump.

 Two no’s of pump cap 1 m3 / hr are provided for transferring the drain from fuel oil pump
house to oily waste water sump. Drain to oily waste water sump the line annunciation of
high level (LSH-12) and low level (LSL-13) is provided By using the level switch,(with two
set point) the start and stop of pumps shall be done by Automatically from the local
Control panel.

Operation of unloading area drain transfer pump as follows


 The drain from fuel pump house is collected in fuel oil pump house sump.

 Two no’s of portable pump cap 0.5 m 3 / hr are provided for transferring the unloading
Area drain to oil waste water sump.

 Start and stop of pumps shall be done by manually from the local control panel.

Waste water sump system is as follows


Waste water sump is provided with 2 Nos. top mounted. level switch, one is high level(LSH- 10) &
second is low level (LSL-11) when the level in the tank reaches to high level & low level only
annunciation is Shown on the LCP.
LDO system: States Indication & are provided in LCP as below.
