own mechanism to collect online applications, consisting of various requirements

according to recruitment/exam procedures. Applications of above said posts, received

through online format/system of Lahore High Court, needs to be integrated with PPSC

I.T System, enabling PPSC to process applications for test/ exam.

2. It is, therefore, requested to nominate an I.T Expert with his contact

details to coordinate with Rao Afzal Mohsin, Director (I.T), PPSC (Ph# 99202740,

In response to the Commission’s letter dated 29.08.2016 (Flag-A),

Registrar Lahore High Court Lahore has responded vide (PUC) letter dated 22.09.2016

and stated that PPSC observations were placed before the Hon’able Chief Justice and

his lordship has desired to take expeditious steps to finalize the matter in question and

to provide schedule for written test for the afore-mentioned posts in next month.

For this purpose Mr. Riaz Ali Zaidi, Additional Registrar (HR) has been

nominated as focal person to co-ordinate with PPSC.

It is worthwhile to mention that High Court intends to fill its 110-Vacant

Posts, each of D.E.O (BS-13) & Junior Clerk (BS-11) through PPSC as conveyed vide its

earlier letter (Flag-B). Applications have already been received online by the Lahore

High Court and scrutiny has also been conducted. After scrutiny 11894 candidates of

DEO Posts and 27732 candidates of Junior Clerk Posts were found eligible for test.

OPERATOR (BS-13) AND JUNIOR CLERK (BS-11)

Officiating Registrar, Lahore High Court Lahore has sent requisition vide

(PUC) to conduct test of 110-Vacant Posts each of DEO (BS-13) & Junior Clerk (BS-11).

Applications have already been received online by the Lahore High Court and scrutiny

has also been conducted. After scrutiny 11894 candidates of DEO Posts and 27732

candidates of Junior Clerk Posts were found eligible for test.

It has been requested to PPSC to conduct written test on 24 th/25th

September, 2016 against 110-Vacant Posts each of DEO (BS-13) & Junior Clerk (BS-11).

Commission has its own procedure of receiving, processing and

finalization of applications for written tests. Moreover, PPSC has some other

reservations which needs to be discussed with authorities of Lahore H/C.

Therefore, a reference may be made to the Registrar, Lahore High Court

Lahore to convey PPSC reservations & conducting a preliminary meeting to discuss the

matter in detail. DFA is added below for approval please.

I am directed to refer to your letter No.647 dated 18 th August, 2016 on

the subject noted above and to state that Punjab Public Service Commission has

examined the requisition sent by your office and observed that the process of written

test for the afore-mentioned posts will involve an expenditure of about seven to eight

million rupees. In the limited existing budget/financial resources of PPSC, it is hardly

possible to meet this expenditure. Therefore, examination expenditure will have to be

borne by the Honorable High Court.

2. PPSC, however, agree to undertake the above assignment considering it

an honour and keeping in view the prestige and highly venerable status of Lahore High

Court, Lahore.

3. It would not be out of place to inform that PPSC has its own system of

receiving on-line applications and sending call up messages etc. PPSC also needs to

discuss the mode of application received by the relevant section of Lahore High Court,

Lahore for the above noted posts and to carve out the modalities of further process.

4. It is, therefore, requested to kindly nominate an officer, fully conversant

with the matter, to discuss the above mentioned issues with PPSC at an early date so

that further process may be started to accomplish the task.

I am directed to refer to your letter No. 647 dated 18th August, 2016 on

the subject noted above and to state that Punjab Public Service Commission has

considered the request of your office and after detailed discussions following

observations have been made:-

a. Whether PPSC will conduct written test for these posts or further process i.e.
typing test (if prescribed) and interview will be held by it.

b. Whether PPSC will send call up messages for written test to the candidates or it
will be done by the Lahore Court itself.

c. Who will announce the result of written test? PPSC or the LHC?

d. In case of conduct of written test only, PPSC will charge Rs.300/- per candidate
called for test from the Lahore High Court.

e. Since PPSC will be busy in the preparation of results written tests for the posts of
Headmasters/Headmistress, it will not be mandatory to it to declare results for
the posts of DEO & Junior Clerk of Lahore High Court soon after the test.

In order to discuss the above observations, it is requested that a meeting

of Lahore High Court and PPSC administration may be conducted at an early date and to

come to an optimum decision.
