Dumpling Box
When Dumpling Box Manager Kate Chatsunthornwong set up her
Commerce Street franchise in June last year she knew contactless
technology was going to help her business succeed.
Kate had the technology switched on from the start because she
knew it was the quickest and most convenient payment solution for
her business and because she knew the ability to ‘tap and go’ would
make things much easier for her customers.
“Lunch is our busiest time, with rush hour between 12.30 and
2.30pm - so the faster we can process our transactions the more
customers we can serve our dumplings, bao buns and crepes to.”

If everybody uses contactless the process is much faster and the

“Often customers ask if we offer tap and go technology before
they order so we definitely get more sales because we offer this
choice,” says Kate.

Immigration Minister denies racial
discrimination against Indians, says
employer assisted visas under scanner

claim being made in recent media
reports about a supposed institutional
bias against Indian applicants within
Immigration New Zealand (INZ).
On Wednesday, May 30, Radio NZ
carried a report quoting an immigration
lawyer alleging that there was an
institutional bias against Indian applicants
in comparison to people of other
ethnicities.
Immigration lawyer Arunima Dhingra,
a director of Aims Global was quoted in
that report as saying, “I think the overall
picture that’s been painted is that, you
know, Indian nationality applications, let’s
just go hard.”
The Minister brushed aside that claim
as trivial and baseless.
“Of course, that is the claim of one
immigration adviser, and I disagree,” Mr
Galloway asserted.
“I think INZ has very clear processes
and what they are doing is that they are
assessing the merits of each application.
“There is no doubt that we have seen
the exploitation of employer-assisted
visas and I can understand why INZ is
looking closely at that category, so as to
ensure there is no job inflation and migrant
worker exploitation,” Mr Galloway said.
“In my view, the numbers reflect the
number of applications for those visas
across different ethnicities.
“It certainly does not reflect any
different approach for any particular
ethnicity,” the minister said.
On being probed further about
an undercurrent of such perception,
especially among those who deal with
the immigration system on a daily basis
and have similar experiences, the minister
said, “the report talks about employer-
assisted visa, which we have identified as
an area that is ripe through exploitation.”
The Indian Weekender further
questioned the minister about gradually
diminishing avenues of investigations of
decisions made by INZ and perceived as
unfair by the applicants.
In response to which minister said,
“Within the system, there are enough
avenues to appeal against the decisions
made.
“I am confident that we have
strong appeal processes with the
Immigration Minister.”
However, not everyone is fully
convinced with the minister’s
denial.

Associates said, “The minister’s denial of
institutional bias is expected.”
“Minister can only rely on what his
officials tell him and the picture that his
officials paint for him is far from reality,”
Mr McClymont said.

major change in the current immigration regime,
with massive overhaul coming around student visas.
This was disclosed by Immigration Minister Ian Lees-
Galloway in an exclusive interview with The Indian
Weekender on Wednesday, May 30.
“We are very close to making the first of our
announcements and that would be around student visas,”
Mr Galloway said.
“I think that is the one that people would obviously be
looking forward to, and is very close.
“We are also looking at the labour market test, the
accredited employer scheme. There would be some
announcement around those areas in the very near future as
well,” Mr Galloway said.

n Monday, May 28, on a cold stormy
Wellington evening, the New Zealand
India Research Institute and the Stout
Research Centre of Victoria University of
Wellington hosted a roundtable discussion and
book launch at the Te Ahumairangi Room of
the National Library of New Zealand.
The welcome address by Associate Professor
Kate Hunter, Director of SRC, was followed
by the panel discussion on the ‘Kiwi-Indian
experience’. The ‘Kiwi-Indians’ or the New
Zealanders of Indian descent, now constitute
more than 4 per cent of the national population
and they contribute positively to New Zealand’s
national life. They are in different powerful
positions in public life and show a tremendous
amount of initiative, enterprise and resilience.
Yet, they also face various challenges, such
as racial discrimination, confusion of identity,
retention of culture and so on. To discuss these
issues from their personal experiences the NZIRI
and SRC had invited four successful Kiwi-
Indians and they narrated their fascinating life
stories candidly. The four panellists were, Shila
Nair (Senior Advisor and Counsellor, Shakti
Community Council Inc.), Rakesh Naidoo
(Strategic Advisor Race Relations, NZ Human
Rights Commission), Bhav Dhillon (Managing
Director, CEMIX and Honorary Consul of
India, Auckland), and Priyanca Radhakrishnan
(Member of Parliament, representing the NZ
Labour Party). The discussion was coordinated
by Professor Sekhar Bandyopadhyay, Director
of NZIRI.
The second part of the programme was to
launch the NZIRI’s newest publication: Indians
and the Antipodes: Networks, Boundaries and
Circulation, edited by Sekhar Bandyopadhyay
and Jane Buckingham, and published by
Oxford University Press. The book in its ten
thematic chapters traces the story of Indian
migration to and settlement in Australia and
New Zealand from 1769 (when two Indian
lascars or sailors first arrived in Aotearoa in a
French East India Company ship) to the present
day. Dr Kate McMillan, a political scientist and
a specialist in migration studies from Victoria
University of Wellington, spoke on the book,
and Sir Anand Satyanand (New Zealand’s 19th
Governor General and the most well-known
New Zealander of Indo-Fijian origin) formally
released it. This part of the programme was
coordinated by Associate Professor Jane
Buckingham of the University of Canterbury.

Manager, New Zealand announced this news
in a breakfast briefing with media on Tuesday,
May 29.
Mr Goh, who is based in Sydney, and was in
Auckland to provide an update on Singapore
Airlines’ results and new product rollout,
expressed satisfaction with the global business
growth of the aviation giant.
“We believe that we have right products
and strategies in place to service our existing
markets and develop new routes all around the
world,” Mr Goh said.
Speaking on occasion, Mr Turcotte said,
“Along with servicing major travel destinations,
we are continuing our efforts to reach out to
more tier-II and tier III level cities in the target
market to fulfil the growing demand of our
passengers.
In this endeavour, the opening of the Amritsar
route would be a major gift for the huge Punjabi
community residing in New Zealand, and
business travellers who have growing business
interests in northern regions of India.
“We are looking to service Amritsar
through Scoot, which is the Singaporean low-
cost long-haul airline owned by Singapore
Airlines through its subsidiary Budget Aviation
Holdings,” Mr Goh said.

Initially, Scoot’s fleet consisted of Boeing
777 aircraft obtained from Singapore Airlines,
which is now gradually being upgraded with
the inclusion of Boeing 787 Dreamliner aircraft
in its fleet from 2015.
In July 2017, Scoot had bought Tiger
airways – a popular low-cost carrier operating
in the Southeast Asian, Indian, Chinese and
Australian market.
Tigerair was officially merged into Scoot
using Tigerair’s air operator’s certificate (AOC)
but retaining the ‘Scoot’ brand, and is now
based at Singapore Changi Airport.

The accident occurred around 7:30 a.m. on

Evendon Road and Link Road on Thursday,
May 24.
Perumal Dinakaran of Napier, worked as a
merchandiser and started his work on the day
of the incident at 4:30 a.m. by putting loaves of
bread in racks of different supermarkets.
“It appeared that the accident occurred
while he was returning from work in Napier,”
Perumal’s flatmate Karthik told The Indian
Weekender.
The police declared him dead at the scene,
and the investigation is ongoing on the cause
of the accident.
Perumal came to New Zealand on a student
visa two and a half years ago and studied a
course in cookery. He was on open job search
visa which started in October 2017.
Perumal’s employer took the responsibility
to bear all the expenses of his body repatriation
back to his hometown in Chennai, India.
A memorial service was held on Wednesday,
May 30 at Terry Longley Funeral Service in
Napier attended by Perumal’s flatmates, friends
and community members from Auckland.

of violence caused due to gambling can
be better deployed in areas where these
can make a better impact to lives of our
citizens. The Ministry of Health’s own
research shows that over a quarter of the
support provided was because of family
violence fuelled by gambling.
Apart from stretching our public health
system, gambling also has a significant
impact on the prison population.
There is also the issue of money
e laundering which fits in to the larger context
of tax evasion, criminal activity proceeds
and financing terrorism and gambling.
Identifying the sources of money that fuel
increased spending in pubs and clubs is
needed. Failure to do so will undermine
the social wellbeing and public health of
our children who may end up living in
communities supported by proceeds of
crime.
Overall gambling impacts our
communities along with the health and
prison system. It is in the interest of our
communities to have access to help in
areas that are most affected by gambling.
We need to provide financial literacy along
with customised support for gamblers and
other affected by such habits. It is in our
interest to have communities who do not
feel stigmatised in seeking help towards
any form of gambling addiction. We
need to help them understand the harm
that gambling causes amongst families,
communities, health service providers, the
justice and police teams.

he role of the Indian diaspora in the New

Zealand India bilateral relationship is
expanding, believes Professor Sekhar
Bandyopadhyay, the Director of New Zealand
India Research Institute (NZIRI).
NZIRI is a national centre of Indian studies
in New Zealand, which brings together a
consortium of scholars actively engaged in
research on India and India-New Zealand
relations in seven New Zealand universities.
The Council of Victoria University of
Wellington established the research institute in
October 2012.
Recently, Prof Bandyopadhyay travelled
to India as the Co-Chair of Track II level
delegation along with Asia NZ Foundation.
Speaking to The Indian Weekender about the
visit and the current state of bilateral relations
between the two countries, Prof Bandyopadhyay
said, “There is more willingness in India to
invest in this relationship now.”
Indian and New Zealand both
receptive to diaspora
“
Diaspora was underutilised for a long
time. There was a less appreciation of
effectiveness for the role diaspora in promoting
the relationship between the two countries.”
NZ has started using the Indian diaspora and
valuing the diasporas in a significant way.
“In fact, I can tell you that we took a
delegation of five and out of five, two were of
Indian origin, and I was the co-leader of the
delegations.”
“That is symptomatic of the change,” Prof

“On the part of India, as well there was
significant interest in the diaspora. Everywhere

discourse. We could tell them that the Indian
diaspora is doing really well.
“We could tell them that Indian diaspora
constitutes about four per cent, but they
contribute about eight per cent of the
national GDP.”

organisation organising hosting
‘Eid’ holiday events for the Muslim
community is hosting an open iftar event on
June, 4 at Mt Roskill War Memorial Hall, Mt
Roskill.
Muslims across the globe in the month of
Ramadan fast from dawn to dusk. At sunset,
the people open their fast with their family and
friends called ‘iftar’.
NZ Eid Day in the past few years has hosted
several Eid Day celebrations, both Eid-ul-Fitr
and Eid-ul-Adha and the iftar event is a new
addition to its annual events calendar. The
purpose of the open iftar is to get both Muslims
and non-Muslims, and people from different
ethnic backgrounds and communities to come
together under one roof and participate in the
iftar.
“Traditionally, this also seems to spark
dialogue with the non-Muslim communities
as there are often frequent questions and
queries about the nature of fasting etc.,” Javed
Dadabhai, Chairperson of the New Zealand
Eid Day Trust told The Indian Weekender.
“Being a platform for the Muslim
community within New Zealand, we at NZ
Eid Day, believe that we have a responsibility
to create positive interactions to help foster
understanding and friendship between our
communities. We see this Iftaar as a trial run
for a much bigger effort in the years to come,”
Javed added.
“We would love to see Muslims, and non-
Muslims, of every ilk, sit next to each other,
eat and enjoy each others company. Inshallah;
this first Iftaar will be a display of the different
cultures and backgrounds of the beautiful
community we have in New Zealand,” Javed
Dadabhai said.
NZ Eid Day organise a full day Eid event
every year by reserving a big hall for the
congregational Eid prayers and later a full day
fun event for the families.
Every Eid event gets at least 8,000 to 10,000
people visit the venue, not just Muslims, but
even people from non-Muslim communities
and Members of Parliament and community
leaders attend the event.
This year NZ Eid Day has reserved Eden
Park to conduct the Eid prayers and has
reserved food stalls and children’s play
area. Eid will be held on Friday, June 15 or
Saturday, June 16 depending on the sighting
of the moon.

the evening of Saturday, May 26, Baitul
Muqeet Mosque in Manukau hosted ‘iftari’
(or breaking of fast) event. A regular
occurrence in the annual calendar of the
Ahmadiyya Muslim community, the
evening allows non-Muslim guests to gain
familiarity with the ritual of fasting, one of the
cardinal pillars of the Islamic faith.
“The holy month of Ramadan is the
most sacred month in the Islamic calendar.
While Muslims all over the world celebrate
this month by fasting and spending time in
remembrance of their Creator, the rituals
of fasting and the extra prayers can be a bit

he Auckland Indian Sports Club is
hosting its 56th Queen’s Birthday
Trophy for the Dhyan Chand Cup at
Lloyd’s Elsmore Hockey Stadium during the
Queen’s birthday long weekend.
AISC’s first tournament was hosted in
1963, and it is held every year since in

Auckland, Christchurch, Wellington, Hamilton,
Palmerston North
This year more than 20 regional Indian
teams are competing for the title including
four women’s teams for netball. A total of 42
games will be played from Saturday, June 2, till
Monday, June 4 including the finals.

sports clubs and Hockey New Zealand.

of the national game of India high in New
Zealand and involve the young and older
generations of Kiwi-Indians in the sport.
The tournament over the years has grown

Welfare, Ashwini Kumar Choubey, is in the
Pacific on a short visit.
The High Commission of India in Suva
welcomed Mr Choubey on Monday, 28 May.
Mr Choubey then paid a courtesy call on

exchanged gifts and held discussions on Fiji-Indo

Telangana State Formation Day – June 2

TELANGANA:
THE STRUGGLE AND ITS HISTORY
F
ormed in June 2014, Telangana
is the 29th and the youngest state
of India. Telangana turns four on
June 2, 2018, and the state government
is busy with the preparations for making
the Formation Day a memorable event.
The Telangana struggle began in
the year 1955 when Hyderabad was
recommended to retain as a separate
state, but the States Reorganisation
Commission (SRC) moved past the
suggestion.
Telangana leaders went on to accuse
the people of Andhra of colonising the
region by grabbing their lands and jobs.
In 1956, Telangana merged with Andhra
on November 1 to form a united state
for the Telugu-speaking population
called Andhra Pradesh.
In 1969, a separate Telangana
agitation arose where social groups,
students and government employees
took part in the protests against the
government. The stir led to the tragic
loss of 369 students who were killed
when the police opened fire.
Following the agitations, then Prime
Minister Indira Gandhi formulated
a six-point agenda that focused
on preferential treatment to local
candidates in employment as well as
accelerated development of backward
regions in the state.
BJP came in support for separate
Telangana state in 1997 and followed
the promise of ‘One Vote Two States’ in
the subsequent year elections.
However, K Chandrasekhar Rao’s
launch of the Telangana Rashtra
Samithi (TRS) in 2001 intensified
the push for Telangana movement.
Telangana movement ideologue the
late Professor Jayashanker hugely
supported Chandrashekar Rao and
guided the movement initially.
Karimnagar which emerged to be
the centre stage for the Telangana
agitations had KCR contest as an MP
from the district in 2004. Even in 2009,
Karimnagar was the main stage for the
Telangana statehood movement with
the TRS President deciding to take up
a fast-unto-death protest demanding
Telangana.
However, KCR who was on his way
to launch the fast was arrested by the
police in Siddipet town, and that led to
mass protests with several youngsters
committing suicide for the cause.
Mr Rao continued his fast-unto-death
while in a hospital, and subsequently,
the Union Government announced the
formation of separate Telangana State
on December 9, 2009. But the Centre
backtracked on the statehood issue
on December 23, 2009, after violent
protests occurred immediately after the
announcement by people in the coastal
Andhra and Rayalaseema regions.
Meanwhile, with the Centre backing
out on the issue, 17 students launched a
fast-unto-death in front of the Osmania
University campus, Hyderabad. Student
activists continued their protests along
with political leaders, and the struggle
continued in Hyderabad and other
districts of Telangana. The movement
claimed hundreds of lives in suicides, Professor Jayashankar
strikes and disturbances to public life.
Following the continuing agitations,
the Congress Working Committee
unanimously passed a resolution on 30
July 2013 to recommend the formation
of a separate Telangana state, and the
cabinet approved the bill in December
2013.
After various stages, the bill was
passed by the Parliament of India in
February 2014 paving the way for the
bifurcation of Andhra Pradesh and
creation of Telangana State with ten
districts from north-western AP. On
March 1, 2014, the President gave the
consent and published in the Gazette.
Telangana was officially formed on
June 2, 2014, with K Chandrashekar
Rao elected as the first chief minister of
the state with TRS securing a majority

uring the Telangana movement, New Zealand
Telanganites hugely supported the separate
statehood cause by sending solidarity messages to
the leaders of Telangana. Once Telangana was announced,
and the bill was passed, jubilant Telanganites of New
Zealand celebrated, and the community was open for a
public event by conducting ‘Telangana Sambaralu’ on
March 9, 2014.
Later on October 2, 2015, on Gandhi Jayanthi, Telangana
Association of New Zealand was officially registered.
Since then, TANZ is conducting public events to preserve
and encourage culture, heritage, customs and festivals
of Telangana.
On October 9, 2016, TANZ invited the first female
Member of Parliament from Telangana, Smt Kalvakuntla
Kavitha and celebrated the remarkable event “Bathukamma
Sambaram” (floral festival).
It was one of the most memorable events attend by NZ
Members of Parliament, other community leaders and more
than 2000 people participated in the event.
Since the inception of TANZ, the executive committee
and advisory committee members have been maintaining
an excellent relationship with Indian diaspora and other
community organisations.

elangana’s statehood struggle is
one of the most protracted peoples’
movements in the world. The six-
decade fight, which began in the early 1950s,
and reached its goal in February 2014.
Kalvakuntla Chandrasekhar Rao (KCR)
launched the Telangana Rashtra Samithi Party
in 2001.
Prof Jayashankar, the ideologue of statehood
movement, extended his support to the KCR.
On Nov 29, 2009, the KCR announced an
indefinite hunger strike demanding statehood
to Telangana.
After ten days of fast, the Central Govt
announced the formation of Telangana and
rollbacked its decision within two weeks and
after four years of protests finally in 2014
statehood was announced. On June 2, 2014,
the first government was formed under the

robably one of the most wretched myths in recent times related to immigration in New This week in New Zealand’s history

The Indian Weekender had repeatedly questioned the basis and validity of this myth which
is so conveniently perpetuated in public debate around immigration that students from India
are most likely to exploit this pathway to residence, which is now conveniently portrayed as
“backdoor.”
The Indian Weekender raised a concern, voiced previously many times since the new Labour-
led government was formed last year that the briefing that the Minister is receiving might be
biased against Indian applicants suggesting that the Indian students are the biggest lot that
exploits “back door” path to residency. (Full story published in the edition dated Feb 2, 2018).
Regrettably, though understandably, the Minister rejected the concern and affirmed that he was
very confident of the ministerial briefing that he receives from the ministry.
However, there was nothing substantial to justify why in last eight-months of the new
government; they have not got rid of this mentioning of post-study work visa as pathway to
residence from the INZ website and other collaterals used for engaging with applicants.
Till the time, that myth is busted and banished in dustbin, if it could ever be, every international
student who invest in this country, in a hope to make a decent life for himself, has to go through
piercing eyes of those, who holds international students and migrants responsible for every
problem that this country faces.
Although the Minister had given first hint at an exclusive interview with the Indian Weekender
that the first round of changes are coming and are very near, and would be around international
students.
There is an urgent need for debunking the myth around post-study work visas being pathways
to residence.
INZ has to come out clean on this, if it is a pathway offered by the department, then every
international student, regardless of ethnicity and country of origin, has the right to walk on that
pathway, obviously in an appropriate and law-abiding manner.
However, INZ cannot keep on offering this pathway so blatantly and hope for Indian students
not following the pathway on their own, so as not to stir up emotions of those who detest the very
idea of ethnic migrants flooding the land of Aotearoa.
Indeed, more oversight on INZ is the order of the day.

cover to farmers
T he Telangana government on Sunday decided to provide
insurance cover of Rs 5 lakh to farmers in the state. The
state cabinet, in a meeting presided by Chief Minister K.
Chandrasekhar Rao, approved the scheme of life insurance
to farmers through Life Insurance Corporation of India. The
government will pay premium amount of Rs 2,271 per farmer
per year and in case of the insured farmer's accidental or
natural death, the nominee will be paid Rs 5 lakh. All farmers
between the ages group of 18 to 60 years will be eligible
for the scheme. According to an official statement, the total
budgetary provision for this scheme will be Rs 1,000 crore.
Premium for all will be paid by August 1 every year.

first temple for the Hindu community in New Zealand
hosted its silver jubilee by hosting a special puja at the
temple. Shree Bhupendrabhai Pandya, who is known across
the globe for his knowledge, and proficiency in delivering his
speeches in Hindi, English and Gujarati visited the temple for
this special occasion and conducted the puja.
Shree Bhupendrabhai has contributed immensely to the
qualitative transformation of the community. Under his divine
guidance that many institutions such as the Samakti Foundation,
Samakti Mission USA, Samakti Mission UK and Samakti Seva
Parivar have been actively uplifting the lives of the disabled,
and underprivileged by offering medical, social, educational,
and spiritual aid.
Shree Bhupendrabhai gives his speeches on Aastha TV that
is broadcasted across the globe. Hundreds of devotees and
followers of Shree Bhupendrabhai turned up at the event on
Tuesday and Wednesday, May 22 and 23 to be a part of the whole
