1. PURPOSE/GENERAL
The purpose of this procedure is to ensure that construction of onshore pipelines through
creek and river crossing is carried out correctly and in accordance with recognized
practices, codes and standards.

2. SCOPES OR COVERAGE
This procedure would be applied in conjunction with trunk line and flow line construction in
Cimanuk River.

3. APPLICABLE CODE & SPECIFICATION


The following code and standard shall apply. Their latest edition at the time of contract
award shall be used:

4. WORK ORGANIZATION
River crossing work crew shall follow the procedure and would be supervised by foreman.
The fore man is responsible to Construction Manager and Construction Superintendent to
meet the project specification.

5. EQUIPMENT, TOOLS AND MANPOWER


5.1 EQUIPMENT

The following items of major equipment are planned to be available for us6 at crossings.
Any additional equipment requirements will be provided from the mainline section.

6. WORK METHOD
6.1 General.
6.1.1 The pipeline shall be laid under the riverbed and shall be secure from currents, floods, and
channel changes and scouring.
6.1.2 Depending on method of crossing approved, care must be taken to avoid blocking rivers from
use for normal traffic.
6.1.3 Cover to pipe shall be measured from top of pipe to lowest point of watercourse bed.
6.2 Pipeline Fabrication
The pipeline section for each creek or river crossing is fabricated to the required length to
span the crossing. In some situations sag and over bends may be included in the fabricated
pipe string .
Fabrication of the pipeline section is scheduled ahead of the trenching operation to ensure
that the trench remains open for a minimum period of time, so that the pipe is ready for
installation on completion of trenching.

6.3 Buoyancy
Buoyancy devices such as sealed drums or wood blocks may be required to assist with the
pulling of the pipe string across the creek or river.

The buoyancy will be securely fastened to the pulling head and lead joint of the pipe to
ensure the pipe does not bury itself when being bottom pulled.

Additional buoyancy may be secured along tile length of tile pipe string if required to reduce.
This will depend of the length of tile crossing and pipe diameter.

6.4 Tie-in Welds


Tie-in welds occur between long lengths of welded pipe strings, which may be already in the
trench, Tie-ins occur at river or creek crossings, or wherever a break in the pipeline must be
left.

The alignment and gap set-up of the ends is considerably more difficult to achieve than for
production welds, because the overlapped pipes require accurate cutting to form a one weld
tie-in or an additional pipe length has to be cut where there is a gap between strings to form
a two weld tie-in.

Localized enlargement of the trench (bell hole) will be provided to allow adequate welder
access. Shoring will be installed where necessary to ensure safe working conditions in the
bell hole.

An externally applied line-Up clamp is used to hold the ends for welding after cutting to size.

6.5 Field Joint Coating


Field Protective Coating will be carried out ill accordance with the relevant procedure and
manufacturers recommendations for the type of joint coating material utilized.
The application of the joint coating will be done immediately after the NDT report is issued
indicating the weld is accepted. Suitable rain protective covers will be provided during the
field joint coating operation when required.

6.6 Trenching
6.6.1 General
Trenching for wet crossings are be divided into three components:
(a) Ordinary Pipeline Trench - The trench on both sides -of the crossing, up to the flotation
trench, is excavated using normal methods with long arm excavator or any other
suitable method.
(b) Flotation Trench - The trench or slot on both sides of the crossing is excavated to
provide a smooth profile for the pipeline and sag bends.
(c) Crossing Bed Trench - The trench across the creek or riverbed is excavated using
dragline, long reach excavator or Suction dredge.

Trenching shall be configured in accordance with the minimum allowable roping radius of
the pipe, and the cold or induction bends to be installed.
The trench shall be surveyed before the pipe pull to ensure correct depth and profile with
the use of a boat where required.

6.6.2 Trenching Pre Construction Checks


Prior to trenching the Foreman completes the Trenching Pre construction Checklist whilst
completing the following checks:
(a) The Foreman checks that the alignment is clearly Surveyed, and installs any trench
markings by measuring from the trench centerline offset pegs previously installed by
services are damaged the relevant Authority is notified immediately by the Construction
Superintendent.
(b) On the banks the trench shall be excavated so that sag bends and over bends will not
be needed and scouring will not expose the line.
(c) Excavated material shall be stacked down stream, so that it does not fall back into the
trench,

6.6.3 Trenching Operation


The Foreman ensures that the following requirements are satisfied:
(a) The trench is the required width and depth and is configured in accordance with the
minimum allowable roping radius of the pipe and configurations of cold or induction
bends.
(b) Locations requiring extra width or depth are properly and safety trenched in accordance
with accepted practice.
(c) The material excavated shall be stored clear of the trench wall by at least one meter to
eliminate cave-ins or in additional work areas at the crossing.
(d) Placement and storage of excavated material from the bed of the crossing will be
determined by the excavation technique utilized for each particular crossing conditions.

Where rock is encountered every attempt shall be made to excavate the trench using the
normal excavation methods and equipment. Should this not be successful in removing the
rock, and then the Construction Superintendent will determine the most appropriate method
of removal. Blasting shall only be considered as a last resort when all other methods have
failed and approvals shall be obtained as required by the relevant authorities.

Suitable bedding material shall be provided where rock is encountered and where required
rock shield shall be fitted to the pipe to provide additional protection to the pipe coating.

6.7 Pipe pulling


6.7.1 General
The fabricated pipeline section is lifted up by a number of lifting equipment, rough terrain
cranes or excavators as necessary and walked forward to the crossing and placed into the
flotation slot.

The head of the pipe string is placed in the flotation slot with the string held Lip by the lifting
equipment.

6.7.2 Pipe Pulling Operation


When the pipe head is over the flotation slot a steel wire cable will be attached to the pulling
head. The cable will then be transported (by boat if necessary) across the creek or river and
connected to the extended winch rope of a dozer. The dozer will be positioned on the pipe
centerline. The position of the dozer will be Surveyed to ensure it is exactly on the pipeline
centerline and the dozer will not move during the pulling operation.

When the cables are attached the crossing Foreman carries out a final check to ensure that
every item of equipment is correctly secured to the pipe and that all is in procedure for the
pull.

On a signal from the foreman the lifting equipment will walk slowly forward with the pipe.
Each item of plant adjusts its speed to ensure all are moving at the same speed. The dozer
winds in its winch to maintain tension on the pipe and ensure it remains straight.

As each item of lifting plant approaches the flotation slot the procession stops while that
item is disconnected from the pipe and the pipe is allowed to "float" into the slot

The minimum buoyancy on the pipe ensures that it remains in the trench bottom throughout
the pull until the pipe is correctly positioned in the crossing.

6.7.3 Checking Pipeline After Pulling


- When the pipe is to be pulled into place, no cold bends or factory bent pipe will be
permitted between the sag bends at each bank.
- If the pipe is damaged by over stressing or any other cause, the damaged portion of the
line shall be replaced.
- During installation the pipe may be partially buoyed, but the pipe must always have
sufficient negative buoyancy to prevent lateral movement caused by water current
forces on the pipe. All buoys or floats shall be immediately removed from the pipe once
it is in place.
- If weather or river conditions are unfavorable for the installation of the crossing, the
placement of the pipe shall be delayed or suspended.

On completion of the pulling the pipeline, any buoyancy devices are removed and the
location f the pipe is surveyed. When access is required by boat, this will be done be
attaching a survey staff to the back of a boat and dropping a weighted probe over the side
directly underneath the staff. The boat is moved until the probe rests on top of the pipe, the
land-based surveyor then records the depth and alignment from the staff or alternatively
depth Sounding equipment will be used to survey the position of the pipe.

The Lowering-in Checklist will be completed by the Foreman and used to record the
checking and completion of work.

6.8 Backfill
6.8.1 General
 The trench shall be backfilled with the excavated material free of rock, debris and all
foreign matter which can damaged the pipe.
 The minimum depth of cover shall not be less than 150 mm over the pipeline and shall
be thoroughly compacted
 If the stockpiled spoil is insufficient, borrow soil shall be supplied and placed so that the
finished backfill profile is level with the original profile of the waterbed.
 Banks must be restored as nearly as possible to their original condition. Backfill shall be
compacted.

6.8.2 Ordinary Pipeline Trench Backfill Operations


The Construction Superintendent will use his discretion in applying methods and equipment
for the backfill operation
.
Basically, backfill will be done by :

a. Carefully windrowing material into trench with dozer or excavator progressively


backfilling until the trench is over filled with a crown to enable track-rolling compaction
where possible. A crown of approximately 100 mm will be provided after backfill and
compaction.
b. Caution is exercised around catholic protection to ensure that no damage is Caused to
lends

6.8.3 Backfill of Creek Bed


The creek bed will be backfilled used dragline, excavator of dredge, by placing material into
the trench until the creek bed trench is backfilled.

6.8.4 Backfill of Flotation Slot


The flotation slot is backfield using a dozer and/or a front-end loader, by pushing material
into the slot and working out over the material until the slot is backfilled.

6.8.5 Backfill Stabilization


Some crossings may require stabilization of embankments. The Construction
Superintendent shall ensure that protection is provided where required by use of rip- rap,
soil and seed bags or other suitable means after backfill has been completed.

6.8.6 Use of Backfill Checklist


The Foreman prepares one Backfill checklist for each day's operation, at the start of the day
the Foreman fills Out the planned work, for that day. Hie Foreman then carries out the pre
construction checks completes and signs the form.
The remaining items are signed off at the completion of the day's work. The checklist is then
forwarded to the Construction Superintendent.

6.9 Concrete Saddle.


6.9.1 Concrete weight shall be installed (if required)
6.9.2 Great care shall be taken in installing them to ensure that the pipe is not damaged. They
shall be centered with the axis of pipeline.
6.9.3 Pads to protect the coating of the pipe shall be placed between saddles and the pipe.
6.9.4 Pads shall extend at least 50 mm on each side of the weight, longitudinally to the pipe
centerline

6.9 REINSTATEMENT

6.9.1 General

Reinstatement procedures commence as soon as possible after the backfill activities or


access requirements are complete. Reinstatement consists of:
(a) Reinstatement of ground levels to pre construction levels.

(b) Reinstatement of drains and creeks to pre construction contour;


(c) Reinstatement of permanent gates and fences to pre construction condition
(d) R.O.W drainage control contouring
(e) Creek and river bank protection

The Foreman ensures that all necesary permits are maintained on the R.O.W at all times.

Following the reinstatement work a crew will install marker posts and catholic protection
(C.P.) test points along the pipeline alignment,

6.9.2 Reinstatement Construction Procedure

(a) The disposal of material is organized by the Foreman who ensures that

 All temporary facilities and debris is removed off the R.O.W. and disposed of in a
proper manner.
 Disable materials are picked up and reformed to store.
 Surplus suitable material is spread over the R.O.W or removed.
 The Foreman liaises with the Construction Superintendent to Obtain approved
locations for disposal of any surplus materials in specified location.

(b) Reinstatement of pre construction conditions will be as follows:

 Embankments are restored to pre construction condition and erosion protection is


installed where required.
 The natural flow of water is restored.
 Topsoil is spread back across the R.O.W. and contoured to pre construction
condition.
 Drainage control is constructed to protect the R.O.W. from excessive erosion
including installation of contour drains, control banks and trench crown breaks.
 All permanent fences and gates are restored to the original condition.
 Work areas outside the boundary of the R.O.W. are reinstated to their original
condition.
 All permanent roads and access tracks are restored to their original condition and
permanent R.O.W. access gates are installed in accordance with Alignment
Sheets.
 Borrow pits are reinstated in accordance with the conditions agreed with the
landowner when approval for Use of the borrow pit was obtained.
 Re vegetation of the R.O.W. where required.

7. INSPECTIONS AND TEST REPORT

Inspection activity would be performed by QC Inspector to ensure that crossing operation is


accordance with project specification, The inspection shall be cover but not limited to :

 Ensure the pipe dimension (include wall thickness, diameter, gradient) would be used in
appropriale location.

 Ensure concrete weights or concrete coating shall be installed on accurate location as


shown in design drawing.

The Construction Superintendent completes a Daily Progress Report for each day’s
operation at the end of the day’s work.

Checklist completed by the foreman for the various activities provide the details required
completing the Daily Progress Report. The report is to be forwarded to the Construction
Engineer.
