Summary
APAC Ltd was contacted by the client in order to undertake a level II building
recording survey of an out building, which stands in close relatively proximity to
two listed buildings and a Scheduled Ancient Monument.
The proposal is to repair and develop the building for use by Staff at the ASHA
centre and as part of the planning process the client was of the need to have the
building recorded in its current state before any further development could take
place.
APAC Ltd produced a project design for the work, which was approved and the
survey was undertaken.
The building at the time of the survey was in a ruinous state and partially obscured
by vegetation.
This document comprises the Grade III building recording survey as required.

Introduction
This level II building recording report has been prepared by Dr Neil Phillips, A.P.A.C. Ltd, in response to
conditions imposed on a ‘proposed scheme of work to reinstate an outbuilding to provide occupational staff
accommodation for use in conjunction with the ASHA Centre, fig 01.
The client: The ASHA Centre, having submitted a planning application P1507/12/FUL to Forest of Dean District
Council (FDDC), through their agent Paul Thornton Building Design Ltd, have been granted Approval of Planning
Permission, with conditions;
No development shall take place until the applicant, or their agents or successors in title,
has secured the implementation of a programme of archaeological work in accordance
with a written scheme of investigation which has been submitted and approved to in writing
by the local planning authority.
P1507/12/FUL
A Written Scheme of Investigation (WSI/FLX/13) was drawn up; based on information provided by Paul Thornton
Building Design Ltd and submitted to both Charles Parry, Senior County Archaeologist at Gloucester County
Council (GCC) and Jo Gallagher, Planning Srvices, Forest of Dean District Council (FDDC).
WSI/FLX/13 was approved as fit for purpose allowing the survey to proceed on 28th August 2013.
Location and geology of the site
The location of the site can be easily gained from the A48, Chepstow to Gloucester Rd. When travelling west from
Westbury-on-Severn take the second right turn to Flaxley. After 2 miles, church on the right is a ‘T’ junction.
Proceed across the junction up Lower Spout Lane and the ASHA Centre is first on the right at Gunns Mill House,
fig 01.
The underlying geology is one of Brownstone Formation: sandstone over which is a superficial deposit of Alluvium:
clay, silt, sand and gravel.

Brief archaeological and historical background
The application site is archaeologically sensitive, since it is located in close proximity to the
Gunns Mill early industrial complex. The focus of the complex – an early ironworking
furnace – is located a little south – east of the proposed development area, where a
substantial building is preserved, and this is a scheduled ancient monument in recognition of
its national importance (Monument number 479: Guns Mill Furnace). The date of function
and origin of the building which is the subject of this planning application is uncertain.
(Parry, C., 2013).
The Scheduled Ancient Monument (SAM) is one of the earliest and best preserved Iron furnaces in the country with
its iron lintels showing dates of 1682 & 1692.
Over the top of and enclosing the (SAM) is the Grade II* 17th Century paper Mill now in a ruinous state but
preserved under canvas, awaiting restoration.
Closer to the outbuilding site, is Gunns Mill House an early 19th century ‘L’ shaped building presently being used as
part of the ASHA Centre.
The site of the outbuilding lies in close proximity to the two listed buildings and scheduled ancient monument but
there may be something other than proximity to suggest a connection:

The 1st series map of 1831 Fig 02a shows Gunns Mill as a ‘T’ shape block just to the to the right of the s in Gun
Mills. There are then two buildings above it before the lane which today separates Gunns Mill from Gunns Mill
house.
It is very difficult to be precise with the 1st series map but given that the lane separates the two listed buildings, then
the two black squares above Gunns Mill House could be; to the left, the present now converted long building, whilst
further above to the right may be the present site.
If this is indeed the building that this work addresses, then there may be a connection with Gunns Mill House and it
establishes the building’s existence in 1831.
Methodology
The building survey followed the methodology defined in 5.2, Understanding Historic Buildings; A Guide to Good
Recording Practice (English Heritage 2008). The methodology employed was also guided by the Standards and
Guidance for the Archaeological Investigation and Recording of Standing Buildings or Structures (IFA 1996,
revised ed 2001).
The photographic record of the site includes general views of the exterior, the overall appearance of principle
structure and circulation areas, external and internal detail relevant to the property’s design and development.
Some areas were inaccessible due to vegetation and others were partially obscured by vegetation or stores materials
and machinery.
No existing block plan was provided by the client so sufficient detail was measured during the photographic
recording to allow for one to be produced.
Survey measurement was undertaken using a hand held Leica Disto and recorded on sketched plans.
The sketched plans were re-drawn in Cad, fig 04 and provided in the photo cards as a photographic locator.
The photographic survey was conducted using a Sony Cybershot F828 digital camera mounted on a tripod.
Simple phasing was undertaken based on observable, constructional anomalies, Ordnance survey mapping, Old
photographs reference texts for historical building styles.
This report also comprises a written element as defined in 4.5 Understanding Historic Buildings; A Guide to Good
Recording Practice (English Heritage 2006).
Data Presentation
Data referred to within the text is included in the Figures (fig##), Plates (P##).
The Plates are the photographs taken as part of the survey and included as annotated data records.
Appendix I presents; in spreadsheet format, details of all the photographs taken during the survey, including those
not used in the text.
Photographs used in the text are listed in the right column with P and a sequential reference number: P##.

General external description the building
The building is a single story construction measuring externally 13.22m x 6.15m an aligned roughly NW/SE.
The northern end of the building has been built into the natural slope of the hill.

At present, there is a single accessible opening through the west elevation, into an undivided ground space of
approximately 66m².
The walls are a mixture of random coursed and squared coursed sandstone with corner quoins, mostly 0.41m in
thickness and standing to a maximum height of 2.4m at the northern gable end; the other walls are much reduced.
Repairs to the northern end of the building has allowed for a roof of corrugated sheet to be erected relatively
recently; allowing for the buildings use as a stable.
External detail:
The external north gable end stands some 2.5m above the ground and is capped by a layer of flagstones sitting on
what appears to be an added 0.4m, P01. (Visible as a different texture above the top of the ranging rod, which
incidentally, corresponds to the height of the modern corrugated roof inside).
Both east and west corners are formed of dressed, sandstone quoins with the intervening wall of squared coursed
rubble.
There are two areas across the wall where the sandstone has become very weathered giving the appearance of a
different build but close inspection of the coursing shows that this is not the case. (The effect is due to differential
erosion, cause unknown).
The northern part of the western elevation is shown in P02, showing a well constructed corner on to which has been
added the upper portion of the western wall.
The bottom of the wall has been built into the bank and the plate shows four courses of squared coursed long rubble
construction blocks, (emerging at about the centre point of the bottom ranging rod).
Above the four courses of squared course, long blocks, are 2 courses of larger shorter blocks, which are tied into the
quoins.
Above this is a mixture of both squared and random fill before a string course of larger block, followed by further
squared and random courses, the latter tied to the quoins.
At the corner, it is noticeable that the bottom 1 metre of construction is a butt joint to the northern gable end, which
includes the large block string course.
The southern end of the western elevation was heavily overgrown but it was just possible to confirm that the corner
has dressed quoins and the wall is tied in to the quoins and built in squared coursed rubble P03.
The southern gable end was almost entirely over grown preventing the possibility of acquiring any useful
photographs or information.
The view shown in P 04 is that of the south west corner where it was possible to see the quoins holding the vestiges
of the squared coursed rubble wall.
The same is true of the south east corner however; it does retain a bit more of the surviving and possibly original,
wall P 05.
The southern portion of the external eastern wall was totally overgrown and the only view possible can be seen in P
06 which shows that the squared coursed rubble wall has been reduced to about 1 metre in height.
Further, along the wall to the north, a more accessible section can be seen, P 07, which identifies a mixture of
original, (bottom 0.75m), and multiple repairs culminating in a concrete cap for the corrugated roof.
At the north corner of the western elevation, P 08, the multiple repairs are still evident: changes in coursing, changes
in weathering, changes in colour and changes in stone shape and size.
As with the eastern elevation; at least above the 0.3m mark, the wall does not appear to have been tied in as would
an original build. (Note the also the keyed notch on the stone at the 1.5m mark).

General internal description
Internally there is no evidence of any flooring as the areas not covered by building materials, machinery and rubble
deposits are fairly overgrown, P 09.
The northern third of the internal space is covered by a roof of corrugated sheeting on timber rafters providing a dry
area, again used for storage.
The covered area also retains patches of plastered wall finish, P 10
Internal detail ground floor:
The present access is through a built opening in the western elevation, P 11.
The opening at present measures around 2.9m in width, however, the northern section has been modified with a
thinner, half height wall for at least a metre, P 12. (Without this modification, the wider opening would have been
centrally placed).
The southern section, P 11 appears to a well built wall of squared coursed rubble similar to that shown at the base of
the external western wall in P 02.
The western wall also appears to be tied into the southern gable but the amount of collapse and vegetation at this
point makes it very difficult to interpret.
The eastern side of the southern gable has survived a little better, rising from a potential central opening, P 13, to
just over 1.3m at the corner with the eastern wall, P 14.
The internal south east corner is a butt joint with the upper portion of the east wall built of much larger blocks than
the lower part.
Detail of the top of the corner shows a re-used squared stone shaft with an internal socket, which appears to have
split in situ, P 15.
The central section of the eastern wall was inaccessible due to vegetation but P 16 shows the northern section where
the re-building work can be plainly seen.
At the corner of the eastern wall and the northern gable end is a straight butt joint where the eastern wall has been
added; all the way to ground level, P 17
The northern gable wall, P 10, has an internal face of random coursed rubble the base of which retains some plaster.
At the north west internal corner of the building, again the elevation wall has been butt jointed to the gable wall,
P18.
The stark contrast between the plastered gable and the non plastered elevation emphasises the difference
unfortunately, it is not clear if the difference arises from a different phase of construction or from the different
reaction of plaster to the different surfaces; the elevation being made with larger stones resulting in less mortar area
for adhesion.
The rest of the covered part of the western wall is very similar to that of the eastern wall, revealing much rebuilding
of the upper reaches, P 19.
This is particularly evident at P19 which shows the modern cement work in the top corner and the crack down the
wall of the extension mentioned above P12.

Phasing
There is nothing of the building itself to suggest any specific period of building however, there is a lot of evidence
to suggest that the building has been partially patched up to extend its life in some way.
It is only from the patching therefore, that an attempt can be made to roughly phase the building.
It would appear that both gable ends are original due to the well dressed quoins. The northern one has survived
better than the southern which would be expected if the northern gable was a solid wall and the southern gable was
pierced by a doorway or window; as was suggested by the remains, P 13.
The eastern wall is difficult to deal with because of the vegetation preventing any close inspection; however, the
base of the wall close to the northern corner may be original P07 & P 20.
The western wall from the northern end again may have an original base layer, mentioned above P02 but the rest of
the wall has seen possibly two or three phases of repair judging by the different styles of construction. (There is a
caveat however, in that availability of stone may also have directed the building style).
The width and position of the access has already been discussed above highlighting the symmetry of the wider
opening to the building in general.
The remaining section of the west wall, again obscured by vegetation appears to be of similar construction the base
of the eastern wall mentioned above in which case this is also part of the original wall.
Interpretation summary
There were areas of the external standing structure that could not be accessed due to vegetation overgrowth;
however, it is unlikely that any information has been lost. The same can be said of the inside of the building where
various obstacles prevented recording to a desired level.
The mapping evidence shows that the building dates to at least the early 19th century; if it has been correctly
identified.
The purpose of the building remains unclear but the height of the north gable would tend to suggest at least a loft
area.
The symmetry of the west elevation entry would infer a large doorway possibly a barn with a secondary opening to
the south overlooking the Gunns Mill.
It is possible that the nature of the floor covering which will be exposed during the proposed development will be
able to inform further interpretation.
