I attended to the April 2000 meeting in regard of the opposition of a freeway through
Banyule, this even so I was not then residing in Banyule.
25 In 2001 I commenced to reside in Banyule and ever since maintained my opposition.
Regretfully, when I stood for the 2010 State election with Carbine for the ALP in favour of the
freeway, whereas I opposed it as my election platform, the Friends of Banyule and the Green I
understood supported Carbine.

In 2017 NELA (North East Link Authority) issues a survey to which I responded with a 25
August 2017 submission (see below).
I last month wrote to Mr Matthew Guy (see below) but he didn’t even seem to have the common
decency to acknowledge my writings. So much for opposing a freeway. As I no longer stand for
35 political elections it cannot be argued that I do it for trying to attract votes.
My car still has a sticker opposing the freeway through Banyule.
One of my concerns is that NELA denied it considered any survey responses and in fact denies
even to have pursued the survey, this even so it had its email address on it to make submissions.
40 Whatever is going on I view that this should not just be a political issue for someone to try to
snare votes but that it should be a coordinated opposition to ensure that the proper solution is
found. I for one have set out below my views.

on inbound Eastern Freeway underlines that having different accesses of freeway would avoid
an almighty bank up. And so huge cost of not only time but expenses of transport.
We are too well aware that after an accident often the police will take a lot of time not only to
clear the road of any human bodies/remains but also to do their work for any court litigation
5 while obstructing by this latter preparation for litigation traffic flow. There appear to be a
madness about traffic having to slow down on the road where for example a police merely is
booking a motorist, rather than for the police to cause the driver to drive to a safe area so that
traffic is not impaired.
I in November 2018 had a police vehicle trailing me on a highway at about 2am and when I came
10 near a rest stop the police flashed its light for me to pull over. I did at the rest stop. As such clear
from being any obstruction to other motorist. The police checked my details and alerted a faulty
globe, which I fixed instantly, and well that was all. What the RACV and others therefore has to
consider that if you increase the traffic on the Eastern Freeway then any major accident can cause
a total stoppage. Hence, to split traffic over two freeways means that any blockage will only
15 cause obstruction to one freeway and so not to all traffic. It means that where there is a blockage
then overhead lights can redirect traffic along the other freeway to Tullamarine whereas the
current proposal to increase traffic via Bulleen means that it can stagnate all traffic from the East.
Increasing traffic within the already overloaded areas I view is to ignore common sense. And as I
indicated with Option “D” it could be used to advance future expansion also to satellite
20 cities/suburbs. The problem with using politicians instead of the Inter-State Commission road
experts is that politician s are willing to waste a lot of taxpayer’s monies for political gains even
if wasting about $1.2 billion dollars of other people’s monies NOT TO BUILD A FREEWAY,
whereas the Inter-State Commission would rely upon road experts what is the best route to fund.

Prior to moving to Banyule in 2001 I already in 2000 attended to a meeting in Bulleen then held
by State MP Craig Langdon (Banyule councillor) who assured those at the meeting that he would
resign as he opposed the East West Link to go through Bulleen.
45 At the time I represented Mr Jaroslav Hlavke MIE Aust CP Eng, who employed as an engineer
on the Eastern Freeway project was obviously very much aware about the ups and downs of any
East West Link through Banyule. After all he was involved in doing the soil testing, etc.
After Mr Jaroslav Hlavke MIE Aust CP Eng died on 25 January 2001 I was appointed by the
Supreme Court of Victoria as the Executivr of the Estate of Mr Jaroslav Hlavke MIE Aust CP
50 Eng and maintain in that regard also an interest in any East West Link project as well as that now
since 2001 residing in Banyule I have also a personal interest in the matter.

East West Link: Victorian Opposition to resurrect controversial project if it wins government

In my view this was a blatant lie by Premier Daniel Andrews that “it was clear Victorians
would have a choice to build a road” this as in fact to my understanding no proper consultation
10 process eventuated. What choice was there for example in February 2018 (20180213-NELA-
Community Survey - May-June 2017) I came across a questionnaire by coincident on the
Internet that I never knew existed in 2017.
Yes, I do not deny that the North East Link Authority in 2017 issued a pamphlet requesting
people to complete the survey as to which route they desired Which offered 4 choices, being “A”
15 A (Bulleen $7 Billion), “B” via Yallemby “C” via Greensborough or “D” around
Greensborough linking to the Ringwood area. But that was different then the questionnaire I
located on the Internet. Upon this survey I responded to the email address provided for being
“community@northeastlink.vic.gov.au” being the email address of NELA (North East Link
Authority) and being that I held that Route “C” was the most appropriate route.
20 Obviously where the community is involved (so I understood from the pamphlet) then the overall
choice may or may not be as I recommended.
However, what became clear from NELA was that it simply never did consider any of the
responses at all!
As the email indicates that NELA claimed it didn’t hold the survey but some local council did
25 and the responses were not considered by NELA at all.
Obviously, considering that the email address to respond to was that of NELA (as shown below
in my quoted response that was forwarded to “community@northeastlink.vic.gov.au”.
Even Blind Freddy would be aware that if some local council had done a vote or survey it
wouldn’t have been using the email address of NELA but its own special email address for it. It
30 also specifically refers to “North East Link Committee” (NELA) being on the pamphlet the
required entity to respond to.
Let us consider how to utilize the North East Link best for future generations.

It ought to be clear that NELA by this statement did not at all consider any responses as it denies
to have requested for such survey and seeks to blame others for doing so.
As such, I view it is a blatant LIE by Premier Daniel Andres to claim:

In my view this is clearly a false and deceptive claim by Premier Daniel Andrews as considering
that people around the proposed route “A” who will be directly and/or indirectly impacted upon
45 by any feeding roads to the proposed freeway route, and build-up of traffic to access the freeway,
and any pollution coming from it when in fact the only item we received was the pamphlet which
NELA denies having been involved in then “Everybody who is impacted by this project has
been spoken to” is in my view underlining that Premier Daniel Andrews cannot be trusted upon
what he reportedly claims.

I understand that when a few years ago there was a widening of some part of the freeway along
10 Gladstone Park the local community had a horrendous problem with rat invasion into their
homes, this because the freeway work disturbed their natural habitat area. Considering that the
proposed route is dealing with a creek and wetland then this can be even more horrendous for
Banyule City Council residents who reside in the nearby roadworks area. To my knowledge
there has been absolutely no line of communication to relevant residents who will likely be
15 subjected to a rat and other creatures plague due to the proposed roadworks.
There is in my view another issue about what Premier Daniel Andrews is claiming.

How could the North East Link project have been planned in 2016 when even by 2018 NELA
purportedly had no information let alone consider it (albeit my response clearly was received by
it) what would be the most appropriate route.
After all why set up a survey and ignore it.

Also, how on earth could any local council have been deemed to do s survey about the routes
“A”, “B”, “C” and “D” unless \the details were known to NELA?
If NELA did not do the survey then where did the proposed routes come from?
35 It appears to me that Premier Daniel Andrews may have all along decided to use Rout “A” way
back in 2016 and set up some bogus questioner and later pamphlet for people to give feedback
well aware that the responses would be ignored by NELA who according to “Tim” (NELA) did
have nothing to do with it and neither considered any responses.
40 Perhaps I assume because this area is a Labour Party area it may have been that Premier Daniel
Andrews was not concerned about anything expecting people will vote for the ALP candidate
regardless of the problems. I view local residents should so to say kick out the local
representative as a clear\ message they do not accept this kind of blatant ignorance and deceptive
conduct towards their rights and interest.

Re North East Link matter
10 Sir/Madam,
as you may be aware the North East Link issue has been lately pursued by the state
government and to me one of the major issues is that the State Government did facilitate a
deceptive survey for people to vote on options A, B, C and D only after the survey to announce
that option A suddenly increased from an estimated cost of $11 billion to $1 billion. As such the
15 survey was in my view deceptive. More over the North East Link Authority claimed it did not
consider the survey as it held it was a council survey this even so it was not so.
We had the East West Link debacle that was not worth the paper it was written upon as then
claimed by candidate Daniel Andrews but which turned out to cost about $1.2 billion not to build
a road. Where then the estimated cost of $11 billion dramatically increase by more than 50%
20 with the only event being the survey then surely there must be more to it and the survey was
nothing less but a scam. Indeed, if in the pre-planning stage already more than 50% increase is
claimed then I view there is something drastically wrong in how cost is calculated and we might
end up with a cost perhaps of $40 billion or more by the time the link is built.
In my view the State Government should first of all set limits and contractors bound to perform
25 within those financial limits. This I view is how one avoid a cost blow out.
In my view a new survey ought to be done, based upon the now claimed $17 billion cost as after
all (I assume) many may have chosen A as being a lesser cost to taxpayers whereas not it is not.

As a CONSTITUTIONALIST my concern is the true meaning and application of the constitution.

When it comes to wasting public monies it appears to me that Premier Danial Andrews is an
35 expert in this. However, what appears to be his lies and deception seems to have no bounds.
As Health Minister his con job about the Safe Drinking Water Act 2003 that all Victorian were
entitled to Safe drinking Water still has not been realised.
As Premier he provided the public with an option to select a route to connect the Northern
Ringroad with another freeway. And I made my submission on 25-8-2017 for this.

constituents to vote, however these were in no way related to the project.

5 I consider it a very serious deception upon the tax payers (and in that regard where federal
financial support is provided to all Australian taxpayers) as well as those affected by the freeway
link that the Premier goes about pretending public input where in reality it is claimed not at all to
be part of the process.
He already I view stole the election claiming that the cancellation of the East West Link was not
10 worth the paper it was written upon and would cost nothing to cancel when reportedly it was $1.2
billion as a cancellation cost!
A Premier who in defiance of Section 92 of the Federal constitution made a profit of the
sale/lease of the ports where the Framers of the Constitution made clear that such conduct would
be unconstitutional as s92 prohibits this.
15 With a Victorian State elect ion due in 2018 I view this latest swindle to con the public that they
had an input where in fact NELA (North East Link Authority) claims it was not part of it at all
then I view the premier is morally and ethically bankrupt and should resign.
How can anyone promote in all honesty law and order when himself so deceptive and a lair and
con man, I wonder?

Tim,

I have attached my 25-8-2017 submission '20170825-G. H. Schorel-Hlavka O.W.B. to North


25 East Link Committee' and you may notice that the email address the government provided
in its brochure is precisely the email address you use in the footing of your email.

As such, it was NOT a council survey but by the documentation of the State Government it
was a genyuine survey.

As such NELA being under the authority of the State Government, and not above it, I view is
30 bound by the survey to be considered and as the survey was deceptive/misleading as to the
amount that it was not about $11 billion but now a claimed 17 billion dollars.

If you claim is correct that NELA did not consider the survey than I view this means that
residents were conned into a survey that never was going to be considered.

In my view, citizens who were requested to participate in making submission, as I did,


35 therefore are entitled to have this appropriately considered.

Where then the value of monies increased by more then 50% as to overall cost then I view
that NELA must pursue a fresh survey seeking submissions with more appropriate amounts
to each possible route.

It is totally unfair and indeed false and misleading to dupe citizens to cast their views on
40 deceptive amounts.

Because the State government provided for the option to cast once preference which route
and induced people to do so then I view the state government, so NELA is bound to consider
this. Because the details provided to those who responded was considerably false and
misleading as to induce citizens to select perhaps a lower cost route whereas had the proper
5 amounts be provided then many citizens may have selected a different route then I view
NELA lacks any legal authority to proceed with the Route A but must now deal appropriately
to advise citizens of the false/fake/deceptive details and provide another opportunity for
citizens (after all it is their taxation monies) to cast their views and make submissions.

I understand that the President of the Legislative Council Mr Atkinson did request also for
10 citizens to provide him with information as to a fly way, etc. While this may not bind NELA
being a Member of Parliament not in government, nevertheless it underlines that the
intention by the Opposition also was to seek public input

I do not accept that in the circumstances NELA has any lawful right to proceed with Route A
through Bulleen and is bound to honour the state governments assurance of public input.

15 As I understood it from the Premier Mr Daniel Andrews that the Route A was selected as the
preferred route considering how the public responded, etc. In my view considering your
email you basically are making known that the Premier of Victoria Mr Daniel Andrews
conned the public as the North East Link Authority never considered any such submissions
that were made.

20 I urge you to ensure that my writings is put into an appeal process and NELA desist of
making any contractual arrangements regarding any route including Route A through
Bulleen un til all avenues of appeal has been exhausted.

I will also provide a copy of this writing to Victorian State Members of Parliament.

as a resident in Viewbank it might be held I have a certain bias in which route a
freeway connection might be build, that is pro or con pending on what benefits there might be or
45 adverse issues, such as a feeder road clogging then Lower Plenty Road and so adjoining streets,
near Rosanna Road. I have tried to avoid such bias to come out in this submission.
I grew up in Rotterdam, The Netherlands and well recall that when I was about 10 years old (way
back in 1957) there was this bold plan to simply build a Metro which was to have a tram line on
a rail every 10 minutes from the outer suburb to the centre of the city. It appeared a daring plan
50 in particular where the elevation of the rail on pylons above ground also required the destruction
of residential buildings. At the end of the Metro outer areas terminals were created to which

busses were going every direction. The Zuidplein terminal is well known ever since. It is this
kind of advance planning that some 60 years later still thrives. The terminal now houses a large
shopping centre also.
I am the executive of the estate of my wife’s late husband Mr Jaroslav Hlavka MIE Aust CP Eng.
5 Who was an employee of the Board of Works and was involved in the ground sampling of the
future Eastern Freeway. From reading his material it is clear that the river flow had to be
redirected to allow for the Eastern Freeway route. This means that extensive soil testing had to be
carried out as to the stress that may be executed upon the possible route of the future (as it was
then) Eastern Freeway. It is therefore clear that with various past projects the ground
10 preparations then carried out to enable the Eastern Freeway to be build and the dramatic increase
of traffic since then may easily be on the maximum stress levels of what was at the time to be
deemed to be the maximum threshold for such future usage of the eastern Freeway. It therefore
isn’t just a simple widening of the Eastern Freeway but a risk that with future increase of the
usage of the Eastern Freeway if the link between the Eastern Freeway and the Ring Road at
15 Greensborough were to be built then at some point of time the entire project might be found
beyond the capacity of the area. Clearly any road that is built is calculated for future stress levels
and to exceed them would be irresponsible. It would in my view be not just silly but irresponsible
to build a connection between the Eastern Freeway and Greensborough Ring road merely
because it might so to say be a cheaper option when over time this can have horrendous
20 consequences. If the area were to shift causing limited usage of the Eastern Freeway then this
will not be a simple matter to resolve. As such for that alone I view the usage of the Eastern
Freeway as part of a road link should not be deemed appropriate. Because of future further
expansions I view that there might be too much expected from the eastern Freeway to serve as a
gateway to the Ring Road. And this doesn’t even take into account the additional pressure on the
25 existing and future traffic flow on the Eastern Freeway that travel to the city.
In my submission it would be far better to plan a route connection that is without any baggage as
like that of the Eastern Freeway, and can be built based upon future expectations and expansions.
For this also I would hold that ‘connection A’ would be totally undesirable.
With ‘connection B’ my concern is that it goes south of Greensborough and as such may still
30 cause pressure upon the area towards Rosanna/Viewbank. This as once drivers go in a certain
direction they may tend to continue south wards. In my view pending what is contemplated as to
future expansion of the Melbourne Metropolitan area ‘connection C’ and ‘connection D’ might
be a better solution.
One should avoid being narrow minded and argue that ‘connection D’ might be too far out, if in
35 fact city planners expect this area around ‘connection D’ to be a built up area within a decade.
However, ‘connection C’ in my view might be the best route to use for a variety of reasons.
If the Metro kind of design was duplicated as was planned in Rotterdam, then what would
eventuate is that the most direct route being ‘connection C’ be planned and built using above
ground freeways that are planned for expansion over time, and as such the pylon to carry this
40 freeway over wetland or other sensitive area’s need to be built to allow future expansion. Ample
of cities around the world that have limited space to build freeways are using elevated freeways
where the pylons are actually embedded in the surrounding sea.
The benefit of a ‘connection C’ will be that terminals could be built near expansion areas where
train/tram/bus commuters can then access facilities. As such a Zuidplein kind of hub/terminal.
45 All that is needed is a hub being built near an off/on ramp. It means that a person say travelling
from Dandenong can travel via the East link and ‘connection C’ to the relevant hub and then may
use public transport from there for any short route. Obviously unlike the congestions at railways
stations the hub should allow for ample of parking. What is needed is not just to build a North
East Link but an advance planning where possibly satellite cities might be created where
50 personal vehicle use may be avoided. I do not hold it justified to build a ‘connection D’ with

such future long term planning of satellite cities. However view that ‘connection C’ might be the
appropriate route for this.
The problem as I view it with our current network systems are that they are not properly
integrated, other than perhaps the train services. What is needed is a transport hub established
5 near the ‘connection C’ to be built road link so that public transport can move in all directions
and future expansions are calculated for this.
When I have to travel from Viewbank to sunshine I take the current ring road because it a voids
me to having to go through heaps of traffic lights. It might be a longer route but considering time
and usage of fuel it is the better option.
10 Building just a North East Link without regard to associated issues such as public transport
connections such as the Zuidplein hub means that the route likely will be outdated before it is
even completed.
Such as hub would make no sense with ‘connection A’ because it is an already built up area.
Any road planning in my view should not be made with planners having blinkers but to consider
15 future metropolitan expansions. How can it serve the freight community by having a freeway
link build that for future purposes with an on/off ramp can provide easy delivery without having
to crawl through residential streets?
Near Tullamarine Airport one can notice all kind of freight stations and this allows a better
access for those who are involved in freight transport. A road system that would allow trucks to
20 haul more than 1 trailer over freeways with having then storage terminals (distribution centres)
near on/off ramps means that then those kind of trucks will not clutter the ordinary road system.
The problem with any tunnelling will be that future expansion could be limited and hence using
elevated freeways might be a far better option. While there may be arguments that to build the
pylons could be harmful to nature/wildlife one need to make compromises that in the overall and
25 in the long term this might be acceptable considering how this kind of elevated roadwork can
assist otherwise by keeping pollution, etc, as much as possible down.
It might also to be considered that the ‘connection C’ should be not near the end of the current
Ring Road of Greensborough but between that and Plenty Road off ramp. This would also avoid
obstructing the current traffic flow and would allow in future those wanting to travel to
30 Greensborough to do so at ease.
Another problem that exist is that there are everywhere people erecting temporary obstructions
closing of part of roads, even if merely wanting to load a furniture truck. In fact at the corner of
Lower Plenty Road and Waiora Road

35 First they blocked an entire lane because they were removing a low brick fence. After that they
removed all the buildings after that at other times. Had the first cleared behind the brick fence
then no road lane closure was needed. Likewise near building sites, lane closure is common even
so perhaps a mere 1 truck an hour is entering/leaving the site. The same was when in Bell Street
towards the Freeway there was a driveway created for a VACANT block of land. A lane was
40 closed and the traffic was banking up for more than a kilometre. After the driveway was created
the property remained VACANT for many years thereafter.
With the Lower Plenty Road-Waiora Road junction you find at time an entire lane closed off
with traffic banked up. Yet, all there is needed (in particular as there are traffic lights) is for a
truck driver to wait for the lights and use this with a person letting the traffic wait for a few
45 second for the truck to move out of the driveway.

The same is where at Murray road Preston you got 3 yellow display trailers within about 20
metres advertising for different companies. The same yellow trailers are used on highways to
warn motorist. It means that a motorist ends up ignoring those yellow trailers as they are all over
the town. They are side tracking the attention of motorist unduly.
5 I urged the government years ago that any yellow trailer with lights to warn motorist should have
fitted on top a VicRoads sign, so a motorist can distinguish between what are road warnings or
more business advertising.
Then you find yellow trailers alongside the highway none of them showing any display. It might
be they are out of power (flat battery) or not being used. In my view, if a yellow trailer is not
10 used (but taxpayers still pay for their hiring!) then there should be a cover over them. As is
applicable to ordinary signs that are temporary suspended, such as speed signs that due to
roadworks cannot be applicable.
Then if a motorist comes near a yellow trailer not covered and neither operating then the motorist
could call in and report it. This provided on the trailer there is a number of the trailer and a
15 number to call of the road authority which authorised the trailer to be there.
Ordinary I never use CityLink but found recently being forced to travel on it and received a
charge. This was withdrawn after I wrote in. The problem was that the yellow trailers messages
were confusing. Actually I noticed at times motorist ending up right on the corners not knowing
to turn off or to continue. A highly dangerous situation. Any signage regarding road issue should
20 carry the illuminated VicRoad sign to indicate this is an official road sign.
Road signage regarding construction areas must be placed to allow sufficient time for a motorist
to change lanes if needed. When you are in high speed traffic doing 80 kilometres an hour in
peak hour traffic and then see a sign 200 meters toll way, it is a bit late to change lanes to avoid
entering a toll road. And at times one cannot even see this sign is travelling next to a row of
25 trucks.
In Murray Road Preston one can drive the road and suddenly find to be in a right turn lane only
because there are no warning signs in advance to indicate this and the arrow is not visible when
a long line of vehicles are waiting in this lane long before it becomes a right hand turn lane only.
In my view we have a grossly disorganised road system that is bound to increase dangers.
30 In fact the new rule of 40 kilometres regarding an emergency vehicle is an absurdity. I drove past
3 of such vehicles within an hour. It turned out 2 of them were parked in an off road parking area
with lights flashing. Simply the police had their lights flashing on the vehicle in a carpark (at 2
different locations) but when travelling along the road this is not visible unless one is nearby.
another incident caused a car smash where an Ambulance came from behind me with lights
35 going. The vehicle in front of me sought to get out of the way and well smashed into a car. The
ambulance was in a different lane, but drivers were panicking.
Worst is the roundabout system. I grew up in Rotterdam, The Netherlands, where a roundabout is
a single road. You can only turn left onto it and you can only turn left from it. As such you need
to be in the most left lane to turn off from the roundabout. This has been the concept for over 60
40 years in The Netherlands.
Yet, in Australia there are ample of car smashes because of the confusion it creates to turn right
through a roundabout.
When one build then a freeway the same nonsense is duplicated when the on/off ramps are at
roundabouts.
45 With the proposed North East Link this nonsense should be avoided. Place gantries where there
is a direction change with overhead lights of the type used in Johnston Street, Collingwood. In
my view using such kind of gantries on roads being altered would make a huge difference to the
safety of motorist. The cost of such gantries is negligible compared to the cost of human lives,
etc.
50 When I grew up we didn’t bother about slogans to recycle, as it was simply part of our life style.
We didn’t dispose of computers because we had none. We didn’t dispose of plastic bags because

we had only paper bags from the grocery stores. And on and on it goes. We were not unfriendly
to environment rather it was part of our nature to avoid harm to the environment without making
it an issue.
Freeways are a need and serve the environment if they are appropriately placed without our
5 roadwork systems and combined with hubs. After all, those hubs could become meeting centres
with easy freeway access. Not having freeways in fact can be far more unfriendly to the
environment then having them, because motor vehicles are burning away fuel that might be far
less than having freeways in the right locations. As such even any pylons build in sensitive
environmental areas could still be far more responsible in the long term that trying to tunnel
10 through sensitive areas. Where there could be an accident (And who doesn’t know about reports
of many drivers killed in tunnels) it might be far wiser in the overall to use elevated freeways on
pylons through sensitive areas which also allows for widening of the freeway in time to come.
To dig for tunnels always must be with in mind of future expansion, and really the huge cost of
digging unlikely will encourage anyone to dig for tunnels so wide that in future generations there
15 can be expansion. As such, realistically building a limited freeway system with future very
expensive widening isn’t a realistic option.
I also like to highlight that on the Ring Road near Plenty Road off ramp for some time speed was
reduced to 40 Kilometres an hours even so no one could be seen working in the area. Motorist
then simply assume the signs are overlooked to be removed. At other times the road restrictions
20 continues for kilometres attend even so workers were only noticed near where the speed
restriction commenced. While I do not worry about keeping in the speed limit shown others
however simply fly past. It is simply irresponsible for anyone to leave speed signs in place where
there is no active work being carried out. Likewise, I find that when you drive along a freeway
you see on the left an 80 kilometres speed sign and at the same level at the right site you see a 60
25 kilometre speed sign. It means that someone either forgot to remove one speed sign or that the
lower speed is applicable but forgot to cover up the 80 kilometre speed sign. Whatever it might
be any road project, not just freeways should be better supervised by VicRoads to ensure that
driver’s safety and so lives are not needlessly placed in jeopardy.
It should be understood that private corporations may seek to make short cuts regardless of how
30 it impacts upon traffic if they can safe a dollar and this is why I view VicRoads should be more
alert to supervising roadworks and to ensure that any closure or variation of road conditions are
advised to drivers well in advance.
In general to construct a freeway through an established residential area can be devastating to
certain people, such as the elderly, who might be without private transport vehicle and would be
35 forced to walk around for kilometres that could be well beyond they physical capacity to do so
and forget about the public transport that you might have to walk a kilometre or more with as
walking frame, etc.

which I have the privilege and honour to have been able to read his writings, etc, and this
40 enabling me to get a better understanding what was involved in the Eastern Freeway project and
the ground work then performed in soil sampling, and the risk to stress the area beyond capacity.

It ought to be clear that this kind of deception appears to have been contemplated to pretend
public input where all along the decision for route A (being through Bulleen) was pre-

Essentially Ivanhoo (State electorate) and Jagajaga (Federal electorate) are ALP strongholds and
this gross deception may have been perpetrated so as to avoid a voters backlash to pretend they
had a public input which now seems to have been ignored (deliberately or otherwise) as the clear
choice was Route C with 39%, whereas Route A was 32% and (again) was by deceptive under
10 quoted cost claim.

In my view to commence to divert traffic from the Northern Ring Road near Plenty Road
(Bundoora) around Greensborough might be the better way to then link up with Eastlink.
As for the East West Link it too underlines that the Framers of the Constitution (Commonwealth
25 of Australia Constitution Act 1900 (UK)) were a lot smarter that they in Section 101 provided
for an Inter-State Commission which would be non-political and would have the powers on
expert advice to allocate funding for each relevant state. We would not have had a Premier
squandering about $1.2 billion and the Commonwealth I view should refuse any road funding
other than to the decisions of the Inter-State Commission.
