Request for expression of interest (E01)

Consultancy Services for hiring consulting firm to prepare Borrower ICR (Implementation
Completion Results) Report forWorld Bank Financed Urban Water Supply and Sanitation
Project in Addis Ababa City Water Supply and Sanitation Project Financed by IDA.

City government of Addis Ababa AAWSA water and sanitation development and rehabilitation
project office has allocated budget towards the cost of consultancy Service for hiring
consultant to prepare Borrower ICR (Implementation Completion Results) Report for World
Bank Financed Urban Water Supply and Sanitation Project in Addis Ababa City Water Supply
and Sanitation Project Financed by IDA. Now intends to invite consultants for the provision of
consultancy services for the above captioned Consultancy Services.

1. The main objectives of the consultancy service:

I. To evaluate to what extent the Project Development Objectives (PDO) are met and evaluate
project outcomes sustainability

II. Review the project performance from project preparation up to commissioning and
synthesize the lessons learnt for UWSSP-2 projects, the recommendations for future similar
project intervention

III. Prepare Borrower ICR (Implementation Completion Results) Report for World Bank
Financed Urban Water Supply and Sanitation Project in Addis Ababa City implemented by
Addis Ababa water and Sewerage Authority (AAWSA) using the World Bank Borrower ICR
Report Guidelines

2. Scope of the service:-

The consultant shall execute the following tasks but not limited to: -

* Description of the project story line;

Assessment of the outcome of the operation against the agreed objectives;;

* Assessment of the key factors and events pertaining to the Bank, borrower, co-financiers,
other partners;

* Evaluation of the Implementing agencies performance during the preparation and

implementation

* Description of the proposed arrangements for future operation of the project.

* In general the project review report among others needs to answer for the following
questions adequately

* How well were the project managed and how well the project stockholders coordinated in
the management and implementation of the project?

*How well was the project implemented? Its efficiency, effectiveness, sustainability, etc.

* How well institutional capacity of the utilities' and its management and operational staff
capacity built to run the project? To what extent the project met its objective?

* How sustainable are the project outcomes? What factors affect sustainability of the
outcomes of the project and how?

* To what, extent the beneficiaries of the project satisfied?

* What are the lessons learnt and what are the recommendations for management decision in
future similar project intervention?

3. Methodology: -the consultants should clearly indicate the methodology to be used which
may include but not limited to:

a/ Review project's interim reports, procurement and contract registers, and other relevant
 project documents

b/ Focal persons' discussions and structured interviews with project implementing agencies,
private sectors involved in the project, the donor organization, etc.

C/ Project visit,

d/ Focus group discussion with project beneficiaries (the number and type of focus groups and
the place of discussion will be proposed and approved on submission of draft inception report
by the consultant and the client respectively)

4. Work Schedule &Duration of the TOR

* The consultancy service for the assignment is presumed to be completed in 16 weeks

5. Reports: -includes

• Inception Report 2 weeks after Commencement date of contract (1 CD soft copy and 5 hard
copies).
• Interim Implementation Completion Report (ICR)5 weeks after commencement.
• Draft final Implementation Completion Report (1CR) 13 weeks after commencement covering
all aspect of the scope of work.
• Final concise Implementation Completion Report (ICR) 16 weeks after commencement date
and after receiving comments on the draft final report at the end of the assignment

6. Consultant Experience

* The consulting firm to be hired must be highly competent /reputable and must have
experienced key professionals and appropriate support staff with appropriate work experience
related to the assignment.

7. The consulting firm will be selected under quality cost based selection (QCBS) method in
accordance with government procurement guideline procedures for selection and employment
of consultants.

8. Consulting firms should collect full set of TOR document at the address below during
working hrs.

9. Expression of interest must be delivered with one original and two copies of to the address
given below at or before 28 February 2018
