Iris Campbell from the Violent Crimes Division responded and initisted a criminal investigation which was documented under PSO ense number 17-087350. I reviewed the reports, witness statements, and video footage related to this incident The complainant, SE, provided a sworn statement t Det, Campbell. At approximately 3:00 PM, Siligiigamp spotied a PBSO patrol vehicle arrive at the store and saw who he recognized as D/S Lasso. MMUIMEMIBP hac! met D/S Lasso on a previous occasion, WEBReamstked towards the front door to meet D/S Lasso, AIMmstated D/S Lasso wa dressed in a “unilrm” and had his gun visible, Upon entering the store, D/S Lasso instructed ABN 16 back up behind the counter while reaching for his holstered firearm, SA clarified D/S Lasso did not remove his firearm from the holster during the encounter. D/S Lasso told him to stay away from bis daughter, AMjaalimmmBreplied, “It's not up to you." D/S Lasso responded by saying he would shoot NIM and his mother. Campbell conducted an interview with D/S Lasso. The following is a synopsis of L/S Lasso’s voluntary sworn statement; DIS Lasso stated he received a phone call from Deputy Sherif? Lasso stated he ad no other means of transportation his marked PBSO vehicle to employment, D/S Lasso wore an “outor vest firearm. D/S Lasso paid the money owed and then traveled directly to Once at the residence, he immediately placed handcuffs oa placed her in the rear of his patrol yghicle. Shortly after, D/S Lasso removed HEB from his patrol vehicle and removed the handcuffs. D/S Lasso proceeded to place of employment. D/S Lasso was still wearing his PSO vest and firearm when he arrived at the Cricket Wireless store. According to DY/S Lasso, he told QE to stop dating his daughter and this would be his last warning. D/S Lasso claimed he knew ps mother and aunt, and wpuld go speak to them, DAS Lasso told Det. Campbell he did not make any threats to shoot =: his mother. The manager provided surveillance footage from June 7, 2017 approximately 3:00 PM, Det. mpbelleviewed the footage which included audio, The footage is of the m counter of PALM BEACH STIERIFF'S OFFICE | S DIVISION OF INTERNAL AFFAIRS the store. =: seen sitting bebind the counter talking on the phone, heard saying Mere is patrol car in front of he store, NMMBHSiood up from his seat and walked towards the front door, A separate voice is heard telling him (o back up and (ARIMMBs secn walking back to the seat behind the counter, A male dressed in a black police vest with “Sheriff” {insignia appeared on the camera and approached the counter, where QIN was seated. ‘The male appeared to be D/S Lasso and was wearing the same clothes/pear Det. Campbell observed carlier at D/S Lasso’s residence. According to the footage, D/S Lasso ol! And your mom's.” Their encounter was brief before DIS Lasso walked away. On June 29, 2017. Det. Campbell filed this criminal case with the State Auomey's Office. The criminal charges included: Aggravated Assault with a Deadly Weapon in violation of Florida State Statue 784.021(1)(a), False Imprisonment in violation of Florida State Statue 787.02(2). and Giving False Information Concerning the Commission of a Crime in violation of Florida State Statue 837.05(1). On October 5, 2017, the State Attorney's Office provided 4 memorandum which stated charges would not be filed against D/S Lasso. A preponderance of evidence does exist to support the allegations that Deputy Sheriff Javier Lasso violated Palm Beach County Sheriff's Office Rule and Regulation V (1) Standard of Conduet - Employees will not engage in conduct on or off-duty, swhich adversely affects the morale or efficiency of the agency, or engage in conduct, on or off duty, which may destroy public respect for the employee and/or agency, and/or destroy confidence in the operation of the agency.
