Legislative Scorecard for the 2017-2018 Term

The Republican Liberty Caucus is a 527 voluntary grassroots membership organization dedicated to working within the Republican
Party to advance the principles of individual rights, limited government and free markets. Founded in 1991, it is the oldest
continuously-operating organization within the Liberty Republican movement.

Liberty Index Overview

Created by the Republican Liberty Caucus of Arizona, the 2018 Liberty


Index is a liberty-focused legislative scorecard for Arizona’s state legislators.
The scorecard consists largely of bills from the 2018 legislative session.
However, a handful of significant bills from the 2017 session were included to
ensure legislators’ scores are consistent, accurate and relevant. The Liberty
Index scores legislators on 20 pivotal bills selected by the RLC that either
advance liberty or diminish liberty. Green bills are pro-liberty bills supported
by the RLC. Red bills are anti-liberty bills opposed by the RLC.
A handful of good bills introduced during the 2018 session did not get
a floor vote. The RLC has selected five of these pro-liberty bills and awards
bonus points to legislators who cosponsored these bills. This serves as a
reward/incentive for legislators to support similar pieces of legislation in
future sessions.

Scoring Guide

Legislators are awarded five points for voting yes on a pro-liberty bill
supported by the RLC. Those who voted against a pro-liberty bill get zero
points. For the anti-liberty bills opposed by the RLC, legislators are awarded
five points for a no vote. Legislators who supported an anti-liberty bill get
zero points. If a legislator was absent for a vote, they also get zero points on
that bill.
Bills are separated into four categories; 1. Fiscal Policy: Taxes and
Spending (35 points), 2. Individual Liberty and Criminal Justice (30 points,
plus 6 possible bonus points), 3. Economic and Educational Liberty (35
points, plus 2 possible bonus points), and 4. Environmental Liberty (2
possible bonus points).
The highest possible Liberty Score is 100. This is achieved if a
legislator voted with the RLC on all 20 bills. An additional 10 bonus points
are also available for those that cosponsored pro-liberty bills, so it is possible for legislators to score above 100.
A handful of bills were only voted on in one chamber. If a bill is scored as N/A, then it was not brought to the floor in that chamber.
*The following legislators were appointed midway through the 2017-2018 term, so their Liberty Scores are incomplete: Timothy Dunn, Gerae
Peten, Ben Toma, Rick Gray, and Sine Kerr.
