• Rate of Fatalities per 100 million VMT for calendar year 2018
• Target for each measure (5-year rolling
• Number of Serious Injuries
average)
• Rate of Serious Injuries per 100 million • Targets based on calendar year

Subpart C: Pavement Condition (PM2)
•Percentage of pavements of the Interstate System in Good condition
•Percentage of pavements of the Interstate System in Poor condition
•Percentage of pavements of the non-Interstate NHS in Good condition
•Percentage of pavements of the non-Interstate NHS in Poor condition
Data Sources: (HPMS) data used by FHWA to calculate good/poor
metrics and measures
•Combines consideration of roughness, cracking and rutting/faulting
Present Serviceability Rating (PSR) for lower speed roads
•Measures aggregated by lane miles

Subpart D: Bridge Performance Measures (PM2)
National Performance Management Measures to Assess
Bridge Condition
•Percentage of NHS bridges classified as in Good condition
•Percentage of NHS bridges classified as in Poor condition

Data Sources: National Bridge Inventory.

The classification is based on condition ratings for Deck,
2018 Superstructure, Substructure, and Culvert.

Subpart E: Measures to Assess the Performance of the National Highway System
(NHS)
•Interstate Travel Time Reliability Measure: % of person-miles
traveled on the Interstate that are reliable
•Non-Interstate Travel Time Reliability Measure: % of person
-miles traveled on the non-Interstate NHS that are reliable
Data Sources:
Travel times - Travel Time Data Set (NPMRDS) or equivalent
Data needed for calendar year starting 1/1/18
Travel volumes - Annual volume calculated as: AADT x 365 days.
Average vehicle occupancies (AVO) data tables published by FHWA.

Total Hours Excessive Delay
Excessive Delay Definition: The extra amount of time spent in congested conditions
Total Urban Population
defined by speed thresholds that are lower than a normal delay threshold (20 miles
per hour (mph) or 60% of the posted speed limit, whichever is greater)
Calculations only need to be done for the following hours for weekdays (total 8 hours per day)

PM 3: System Reliability
Measure: Percent of Non-Single Occupancy Vehicle (SOV) Travel
Measure: % of travel that is not occurring by driving alone in a motorized vehicle
according to the American Community Survey or a local survey of travel mode.

Applicable to Geographic – Urbanized areas of 1,000,000 in population (first period

2018-21) or 200,000 population (2022 onward) in nonattainment or maintenance status.
All MPOs and State DOTs that have NHS mileage that overlaps with an applicable
urbanized area must coordinate on a single, unified target and report on the measures
