Adult Use Marijuana Questions

The following is a summary of votes related to the establishment of Adult Use Marijuana Regulations and
the impacts of each vote.

ARTICLE 13
AMEND THE CODE OF THE TOWN OF BARRE - Marijuana Retail Question

● A ​YES​ vote would ban marijuana retail sales within the Town of Barre

● A ​NO​ vote would allow marijuana retail sales within the Town of Barre

ARTICLE 14
AMEND THE CODE OF THE TOWN OF BARRE - Marijuana Delivery Question

● A ​YES​ vote would ban marijuana delivery only businesses from being established in the Town of
Barre. Delivery of marijuana would still be allowed to the Town of Barre from outside sources.

● A ​NO​ vote would allow marijuana delivery only businesses to be established in the Town of
Barre

ARTICLE 15
AMEND THE CODE OF THE TOWN OF BARRE - Marijuana Social Consumption Question

● A ​YES​ vote would ban the establishment of Social Consumption Establishments within the Town
of Barre

● A ​NO​ vote would allow the establishment of Social Consumption Establishments within the
Town of Barre

ARTICLE 28
AMEND THE CODE OF THE TOWN OF BARRE - Planning Board Zoning Regulations
[2/3 Vote Required]

● A ​YES​ vote would establish Zoning Regulations for the establishment Adult Marijuana and
Marijuana Establishments as proposed by the Planning Board

● A ​NO ​vote would defeat the proposed Adult Marijuana and Marijuana Establishments as
proposed by the Planning Board. The current Marijuana Establishment Moratorium would remain
in force until December 30, 2018 or the passage of alternative zoning regulations
 ARTICLE 29
AMEND THE CODE OF THE TOWN OF BARRE - Marijuana Social Consumption Moratorium
[2/3 Vote Required]

A VOTE ON ARTICLE 29 IS ONLY REQUESTED IF ARTICLE 15 IS DEFEATED

● A ​YES​ vote would place an 18 month moratorium on Marijuana Social Consumption

Establishments to allow zoning regulations to be created.

● A ​NO​ vote would allow Marijuana Social Establishments by right in all districts upon passage of
state regulations.

ARTICLE 30
AMEND THE CODE OF THE TOWN OF BARRE - Marijuana Delivery Moratorium
[2/3 Vote Required]

A VOTE ON ARTICLE 30 IS ONLY REQUESTED IF ARTICLE 14 IS DEFEATED

● A ​YES​ vote would place an 18 month moratorium on the establishment of Marijuana Delivery
Only Business to allow zoning regulations to be created. Delivery within the Town of Barre from
outside sources would still be allowed.

● A​ NO​ vote would allow the establishment of Marijuana Delivery Only Business by right in all
districts upon passage of state regulations.

ARTICLE 34
CITIZENS PETITION AMEND CODE OF BARRE - Marijuana Moratorium Exemption
[2/3 Vote Required]

● A ​YES​ vote would allow the development of a Marijuana Establishment by right within the
Industrial Zone by exempting Marijuana Establishments in this zone from the current Marijuana
Establishment Moratorium and proposed Marijuana Establishment Zoning Regulations under
Article 28. This provision only applies to developers who have received a Provisional Certificate
of Registration for a Registered Marijuana Dispensary as of this date.

● A ​NO​ vote would require all Marijuana Establishments within the Industrial Zone to comply with
the provisions of Article 28 (if passed). If Article 28 is defeated, a moratorium on would still be
in force until December 30, 2018 or the passage of alternative Zoning Bylaws
