ABSTRACT

One of national goals is to attain national aspiration to create a community with good
wellbeing, justice and prosperity. In the last few years, Indonesia must face problems of poverty
and food vulnerability that must be resolved together by government and community. By taking
account some factors behind the problems and the impact possibly emerging, then the
government sets some policies to deal with the problems, especially concerning with poverty.
Poverty alleviation has been initiated in Jayapura Regency where Jayapura Regency
Government has implemented Village Fund Allocation Program in submissive to Jayapura
Regent Decree No.14/2015 about the Management of Village and Sub-District. The use of 30%
portions of Village Fund Allocation is aimed by village government to cover the costs related
with operational, benefit, tour of duty, and administrative issues. The other portion of 70% is
used for community empowerment and capacity building of village government.
Problem of research is: “How is The Impact of Implementation of Village Fund Allocation
Program on Community Wellbeing in Ayapo Village, East Sentani District, Jayapura Regency?”
Research has several objectives, such as: (a) to understand the implementation of Village Fund
Allocation Program in Ayapo Village, East Sentani District, Jayapura Regency, (b) to recognize
the level of community wellbeing in Ayapo Village, East Sentani District, Jayapura Regency, and
(c) to acknowledge the impact of implementation of Village Fund Allocation Program on
community wellbeing in Ayapo Village, East Sentani District, Jayapura Regency.
Research type is qualitative descriptive. Method of research, therefore, is also qualitative
descriptive. This method would provide possibilities to resolve actual problems by collecting
the data, arranging or classifying these data, and subjecting them to analysis and interpretation.
Sample of research is 45 respondents selected from village community.
Result of research shows several findings. (a) Based on data analysis result on program
implementation variable, 90% respondents have asserted that the implementation of Village
Fund Allocation is already good and consistent with the manual of implementation. (b) Pursuant
to data analysis result on community wellbeing variable, 81% respondents perceive that
community wellbeing is already good. (c) It is said that the implementation of Village Fund
Allocation Program has good impact because it successfully improves community wellbeing in
Ayapo Village.
