Foreword

Fossil fuels, mostly imported, account for 75% of its primary energy. More than 80%
of India’s electricity comes from coal. Ahead of Paris conference, India pledged that
by 2030 coal would generate only 60% of its electricity. Similarly, India is one of the
largest Petroleum importing and consuming country. Excessive consumption of
petroleum products is causing not only burden on Indian economy but also posing
bigger threat of air pollution especially in bigger cities. The most worrying part is that
the import and consumption of petroleum products and coal is increasing at an
alarming rate. Air pollution from burning of petroleum products and coal-fired power
plants includes sulfur dioxide, nitrogen oxides, particulate matter (PM), and heavy
metals, leading to smog, acid rain, toxins in the environment, and numerous
respiratory, cardiovascular, and cerebrovascular effects. Indoor air pollution is also
drawing attention to one of the major causes of death and disease in the world’s
poorest countries. Rural women and children are the most at risk.

In 2015-16, India’s per capita electricity consumption has increased to 1075 kWh from
819 kWh in 2010-11. The per capita consumption has been increasing at an average
of 6% every year. Similarly, India imports almost a million tonnes of LPG every month
to meet rising demand that has been further fueled by the government drive to give
free gas connections to poor women. LPG consumption in 2016-17 rose 9.8 per cent
to 21.55 million tonnes. Of this, 11 million tonnes came from imports. Wastage of
electricity and LPG in households is not only hurting the country’s economy but it is
causing life threatening respiratory problems by increasing air pollution. Therefore, it
is imperative to focus on fuel conservation in this sector.

There is a lot of potential to save petroleum products just by changing the habits of
the housewives and children. Change of cooking habits, particularly in India, offers a
good scope for LPG conservation. Also by adopting electricity saving practices, we can
conserve deleting coal resources and reduce GHG emissions. In view of this, PCRA has
taken the housewives and school going girl students as the priority audience to train
them through their Domestic Workshops and Youth Programs. PCRA’s gamut of
activities includes education of housewives on good cooking habits, educating
housewives and youth on good driving habits, encourage them to use fuel efficient
kerosene and LPG stoves and lighting appliances. PCRA also encourages the use of
alternate sources of energy such as bio-gas, solar heater etc. This Hand book is an
effort in the direction of providing an insight on Domestic Workshop (DW) and Youth
Program (YP), which can be used by the trainers/PCRA officers while conducting such
training programs.

Chapter 1: Objective of the program

Ever increasing demand for petroleum products is putting financial pressure on our
national exchequer. With increase in our standard of living, use of petroleum products
is registering a high growth and demand for its out-performing supply to a very large
extent. This has resulted in increasing import bill for these products. Conservation of
the same, therefore, calls for our priority attention. We must educate our future citizen
i.e. students and youth, about energy conservation. With this in view PCRA has been
conducting Youth Programmes for students and youths for last few years so that they
can appreciate and understand the urgent need of energy conservation. Every year
PCRA conducts lots of youth programs in schools, colleges, clubs, community centres,
youth organizations, Oil companies and other relevant institutions etc. around every
part of the country for the students and youths.

It has been seen that financial burden of oil import is even more in the case of products,
such as Kerosene and LPG, which are subsidized. The users of these products are
mostly housewives and girls. Conservation of these products, therefore, calls for our
priority attention. PCRA has established that a savings potential of about 30% of these
products exists. This is possible by incorporating good cooking habits, proper
maintenance and improving quality of appliances. Over and above PCRA have been
helping development of energy efficient appliances like LPG burners, kerosene wick
stoves and wick lamps. To educate the masses and to give conservation a concerted
and scientific approach PCRA have been conducting Domestic Workshops (Save
LPG/Kerosene Clinics) since its inception to reach the masses in the household sector.
As the target audience is very large and diffused throughout the country deployment
of external faculties for conducting large number of Domestic Workshop is very
effective.
The objective of both these programs is to reach a large number of highly diffused
target audiences, engage a large number of external faculties to conduct workshops
on our behalf. The faculties are required to conduct a half-day workshop to propagate
the awareness of oil conservation among the participants.

Chapter 2: SCOPE OF WORK & METHODOLOGY

2.1 For Youth Program


1. The faculty should conduct Youth Programmes in schools, colleges, clubs, community centres,
youth organisation, Oil companies and other relevant institutions etc. for conducting the
Youth Programme and prepare schedule thereof.
2. Agreed schedules shall be prepared and forwarded to officer-in-charge in respective area and
any deviation shall have to be informed to him.
3. Faculty should arrange 30 participants for a programme.
4. The duration of the programme should be 4 hours which will include the following activities:
 Inauguration
 Informative speech on efficient use of petroleum products and energy
 Conduct quiz programmes/ painting competitions or essay writing competition or
debate competition as informed by officer in charge in writing.
 Distribution of PCRA free literature
 Showing PCRA VCD`s/DVD`s/OHP
 4 Photographs of each programme
 Distribution of PCRA souvenir among participant.
 Display of banners
 Prize distribution
 Submission of monthly progress report in duplicate along with photographs
indicating the location, no. of participants
 Certification from the Head of the institute where the programme is conducted for
successful completion of the programme.
5. Not more than one programme to be conducted in a day to provide quality.

Who Can Conduct


a. Retired teacher from recognised school/ colleges.
Or
b. Retired oil company officer with requisite knowledge and experience.
Or
c. 1-5 years of experience in social work from reputed organisation (having Graduation
degree in any discipline) except NGOs.

d. Unemployed, with requisite experience (Graduation degree in any discipline).


Selection Procedure
CRC should certify the suitability of the faculty and recommend for carrying out the activity
based on qualification, experience and interview.
PCRA Support
1. PCRA will organise training for the trainers’ programmes for the selected faculties and
demonstrate procedure for conducting Youth Programme (schools and colleges). No
reimbursement of expenses will be admissible to the individual attending the training
programme.

2.2 For Domestic Workshop
1. The faculty should contact housing societies, clubs, community centres, and women’s
organisation.
2. LPG dept. of the oil companies and other such organisation for conducting the workshop
and prepare schedule thereof.
3. Agreed schedules shall be prepared and forwarded to officer-in-charge in respective area
and any deviation shall have to be informed to him.
4. Faculty should arrange 30 participants for the workshop.
5. The duration of the workshop shall be 4 hours, which will include the following activities:-
 Inauguration

the households.

3. Unemployed with requisite experience (Graduation degree in any discipline).

Chapter 3.0
Training of newly empaneled Youth Program/Domestic Workshop Instructors
a) PCRA officer will provide all the information about training methodology, class

room presentations, leaflets, brochures, VCDs/ DVDs/ wall posters, faculty


performance assessment procedure and billing procedure in one day to the

newly empaneled instructor.

b) Newly empaneled instructor will also undergo 6 days on the job training with
existing empaneled training Instructor. During this period the concerned PCRA

officer will also be present for initial two days and ensure that effective learning

is being provided to the new Instructor.

c) Faculty’s Performance assessment of initial two programs will be done by PCRA

officer and report to be submitted in the format as per Annexure-9.

7.1 Monthly Summary Report


A monthly activity report (summary) has to be submitted by the faculty along
with the bill. The format for the activity report is given as Annexure-1.

Invoice of the Domestic Workshop and Youth Program need to be submitted

A self-certification format to be given by faculty along with the bill. Format is
attached as Annexure-5.

7.5 Program completion/Appreciation certificate


A program completion certificate need to be attached by the faculty. The
certificate is to be on the letter head of the organisation where the program has
been conducted and also is to be signed by the concerned authority of the
organisation. A specimen of the certificate is enclosed as Annexure-6.

7.6 Attendance sheet


Attendance Sheet of each program need to be maintained as per Annexure-7
and has to be submitted with the invoice.

7.7 Photograph
4 nos. of good quality photographs to be attached with the bill in the format
attached as Annexure-8.

7.8 Hotel Bill, Flex Bill, Transportation bill etc.


All bills in original need to be submitted along with the invoice.
