OVERHAULING OF 2MVA TRANSFORMER.

RATE IS AWARDED AS PER YOUR OFFER NO BBSR/VTL/ORE-6671/5715/17-18/CS/01 AND


SUBSEQUENT DISCUSSION.

SCOPE OF WORK:

1. Bar chart shall be submitted indicating the date and time of starting and ending
of all major activities for each transformer before starting of major overhauling.

2. Shut down permit of the transformer shall be arranged by OCL prior to the start
of the work.

3. Disconnecting HV & LV connections, recording IR and PI values. Oil BDV of the


transformer shall also be tested.

4. Shifting of transformer (as well accessories) to your repair bay under EOT crane
area on rail only. Incase rail is not available then work to be executed at insitu
position only.

5. Required number of storage tanks of 14/15 KL to be cleaned, the entire oil of


the transformer to be drained out into the storage tanks( in case of re-use of the
same oil ) or barrels of 209 liters ( in case of total oil replacement) capacity
as per direction of EIC . Storage tanks shall be provided by Vendor on chargeable
basis.

6. Disconnect all control and power cables, earthing connection, foundation bolts,
HT connections, LV connection, conservator, radiators etc. to make the trans¬former
free for lifting of transformer top cover. The Control Cable wiring terminals are
to be noted immediately after opening, for re-connection during assemble &
commissioning.

7. Draining of entire oil in storage tank.

8. Dismantling of HV Bushing & LV Bushing and other neutral Bushing & Re-fix after
replacement of gasket sheet, oil seal and inspection of core & coil assembly.

9. Recording of IR and PI values of winding without oil before starting of overhauling.

10. Removal of all hardwires, nut bolts, dismantling of all other accessories, removal
of bell cover/ top cover plate for internal inspection of core and wind¬ing.

11. Thoroughly checking of Active-Part without disturbing the Core-Coil assembly.

12. Inspection of core and winding, replacement of dislocated insulating plates,


wrapping with crape paper wherever necessary, tightening of core bolts, tie rods,
winding lacing etc. Any other repair job required for restoring the health of winding
and core is to be as per direction of EIC or engineer of the original manufacturer
(OEM) an extra cost.

13. Cleaning of transformer tank, cleaning and Washing of core & winding by flushing
the hot oil and ensuring the removal of sludge/ dust / other particles from winding.
Cleaning of all accessories, pipes and all valves, coolers, bushings etc.

14. Inspection of ON Load Tap Changer/OFF load tap changer contacts & its operation,
& overhauling of OLTC in the presence of Engineer In charge. Any major Repairing/
replacement of any spares to be done by Vendor on chargeable basis. Spare charges
if required shall be finalized at the time of joint inspection and purchase.

15. Measurement of Insulation resistance of core to earth, core to end frame. Core
Bolts to core. If possible.
16. Replacement of all the crock sheet gaskets RC-70C grade as per IS -4253 (Part-II)
and putting back the bell/top cover and other accessories including checking of oil
leakage and rectification, if any leakage observed anywhere of transformer.

17. During assembly of the transformer, all damaged hardware is to be replaced with
new hardware. Where ever required, Re-threading/ Re-conditioning shall be done to
ensure full tightness of joints/ parting plane.

18. Replacement of "O" ring/gasket of all flange joints of radiators, oil header
pipe and valves of cooling system, buchhloz relay, conservator etc. All drain and
vent plugs shall be provided with new nylon Teflon washers etc.

19. Overhauling, testing and commissioning of Buchholz Relay, PRV, MOG, OTI & WTI
etc. If found defective same shall be replaced by the new one. New spare provided
by OCL at free of cost

20. Pre-filtered oil to be pushed into transformer and filtration of oil in transformer
shall be carried out till BDV of oil is reached >60KV subject to a minimum period
of 48 Hrs. Filtration may be continued for longer duration as per direction of the
EIC. Man power shall be deployed on 24 hrs basis for operation of filter machine.

21. Arresting of all oil leakages if any after replacement of all required crock
sheet gasket.

22. Drying out of active parts of the transformer with alternate heating with dry
Nitrogen gas of Dew point -60deg. C & vacuum. The water removed from the winding
is to be collected in condens¬er and quantity of water is to be measured. Dew point
measurement of nitrogen is to be done at regular intervals and the drying out shall
be stopped after achieving required parameters as per direction of engineer in charge.
Minimum 3 cycles of Nitrogen dry out is to be done.

23. Making reconnection of HV, LV bus duct, LV bus, power and control cables.

24. All pre-commissioning tests shall be carried out. The following LV


pre-commissioning tests shall be done before & After charging of the transformer.

a) Ratio test in all taps l) Magnetizing current

b) Insulation Resistance with PI value. m) Magnetic balance.

c) Winding resistance at all taps. n) Oil BDV

d) Tan delta Test o) OLTC operation check

e) All Protection checks. p) PRV operation check

f) Any other test as required as additional cost

g) SFRA Test

h) DGA Test

i) Oil Test as per IS 1866 at ERDA

j) Furan Analysis

k) DP Test
25. Degree of polymerization test, paper sample from R-phase, Y-Phase, B-Phase and
Neutral leads of both HV and LV sides need to be collected and tested for degree
of polymerization at ERDA or any NABL accredited laboratory.

PERFORMANCE GUARANTEE:

AFTER COMPLETION OF TRANSFORMER OIL LEAKAGE,THERE SHALL BE

1. NO OIL LEAKAGE FROM TRANSFORMER.

2. PROPER OPERATION OF PROTECTIVE ASCESSORIES OF TRANSFORMER.

3. NO HUMMING SOUND OR HEAT UP ISSUE.

TRANSFORMER SHOULD PASS ALL THE TESTS MENTIONED IN WORK ORDER AFTER COMPLETION OF
OVERHAULING.

2.SUPPLY OF NEW OTI METER 01 NOS.

3.SUPPLY OF NEW WTI METER 01 NOS.

5.SUPPLY OF NEW SILICA GEL BREATHER

TERMS OF DELIVERY:

YOU SHALL DELIVER ALL THE CONSUMABLES AND EXTRA SPARES WITHIN 15 DAYS AFTER RECEIPT
OF ORDER.

TERMS OF PAYMENT:

100% PAYMENT WILL BE RELEASED WITHIN 30 DAYS AFTER RECEIPT OF MATERIAL AND COMPLETION
OF WORK RESPECTIVELY.

WARRANTY:

YOU SHALL STAND WARRANTY 12 MONTHS FOR ALL SUPPLIED SPARES AND SERVICE WHICH WILL
BE CARRIED BY YOU.

OTHER TERMS AND CONDITIONS:

YOU SHALL DEPUTE YOUR TEAM ON OR BEFORE 27.01.2018 TO CARRY OUT THE OVERHAULING JOB.

Insurance Coverage:-
Your service Expert must have insurance coverage at the time of work inside our Power
Plant/Plant and colony premises. No liability on us against any accident during work
inside and outside our premises will be entertained.

Safety & Environment clauses:-

a. You shall take all safety precautions & provide adequate supervision in order
to do the job safely and without any injury to any person and/or damage to any of
our assets.

b. You shall supply safety personal protective equipments like Shoes, Ladies Shoes,
Helmets, and Hand Gloves, goggles etc., to your workers depending on the working
conditions as advised by Safety Department and ensure those are used by workers.

c. Whenever work at height or in hot area or working on installed equipments or in


confined space or near railway line etc., is being carried out, you must
obtain necessary work permit and/or line clearance as required before starting
of work.

d. Health Check up of all the employees is to be done before employment and a report
to be deposited with the appropriate Authority. You should maintain and furnish a
list of medically fit workers for height work.Only such workers shall be deployed
for height jobs.

e. In case of injury to any person, you have to ensure; that First Aid is given
immediately to the injured person and shifted to ESI Hospital along with all required
forms. In case you want to transfer the injured person to any other Hospital you
have to obtain written permission of ESI Hospital Authority.

f. Necessary punitive action as deemed fit will be taken against you in case any
deviation from the safety norms of the company is observed in your working system
or during execution of work .Repeated observation of such deviation may lead to stern
action on you including termination of contract etc.

g. You should take due care to avoid Land, Water and Air pollution, conforming to
IS/ISO 14001 and try your level best for optimum utilization of Electric energy and
other Natural Resources available.

Safety Clauses:-

1. You shall take all safety precautions & provide adequate supervision in order
to do the job safely and without damage to any of our assets.

2. Along with contract document and job instructions received from us, you will
come to safety dept. where you will be further briefed and explained regarding safety
norms. You will not permitted to start the job without reporting to safety dept.

3. No bills will be passed by the finance dept. if a true copy of the safety induction
form duly certified by the dept .is not enclosed with the bill.

We shall having right to stop the work wherever there are hazards of compressed gases,
electricity, moving machinery etc. You shall ensure that shut down / clearances are
taken before sending workers to such locations.

4. You shall supply safety appliances like shoes, ladies shoes, helmets, gloves etc.
to your workers depending on the working conditions as advised by safety dept.,

5. In case of injury to persons, please ensure that first aid is given immediately
to the injured person and is to be taken to ESI hospital along with the required
forms. In case you want to transfer the injured person to any other hospital the
same has to be done under the written permission of ESI Hospital

6. You shall abide by the provisions of Factories act, Odisha Factories Rules,
Workmen's Compensation Act, Payment of Wages Act, Contract labour (Regulation) Act
etc. and keep the principal employer indemnified of provisions of the above Acts
and Rules for your non-compliance of any statutory Act, Rules, notifications etc.

7. The head of the dept. awarding the order or the head of the safety dept. upon
his satisfaction that you are not conforming to the safety requirement, may direct
stoppage of work and you have to made required remedy to the defects. You shall not
proceed with the work until you complied with such directions to the satisfactions
of such head of the dept.

8. You are fully responsible for accidents caused due to his agent's or workmen's
negligence or carelessness in regard to the observation of the safety requirements
and shall be liable to pay compensation for injuries.

9. Without prejudice to the right conferred by the clause 9 above for stoppage of
work for violating of safety requirements, you shall be liable for a penalty up to
Rs.5000/- for the first violation up to Rs.10,000/- for second violation. For 3rd
violation you shall be debarred from further works up to a period of one year from
the date of completion of order in hand.

10. A committee consisting of the head of the safety dept. and the head of the dept.
awarding the order will assess the penalty amount having regard to all the
circumferences, in particular the nature and gravity of the violation. After issuing
a notice to the supplier to show cause why the amount specified therein shall not
be imposed as a penalty and considering the cause shown by the supplier, if any the
committee shall pass final orders which shall then be final and binding on the supplier.
The penalty amount shall be recoverable from any of your bill and /or EMD/SD without
any further reference to you.

11. Whenever work at height is involved, you must obtain height work permit.

12. You must ensure all the workmen against 'Workmen's Compensation Act".

13. It shall be the function of the said committee to recommend to the Executive
Director cases of supplier liable to be debarred from further orders indicating the
period for which the bar shall apply.

EHSMS OBLIGATION:-

We, at OCL India Ltd(Cement Division)adopted Environment, Occupational Health and


Safety(EHS) management system

for sustainable development. Hence, your supplies of goods and/or services as per
this Purchase/Work order including

packaging and transportation, where within your scope, shall conform to and comply
with the requirements of our

Environment, Occupational Health and Safety(EHS)Policy.

FORCE MAJEURE:-

If at any time during the continuance of this order, it becomes impossible by reasons
of war, warlike operations, riots, civil
commotion, epidemical sickness, pestilence, earthquake, fire, storm or floods, you
shall during the continuance of such

calamities be not bound to execute the order provided always that the work shall
be resumed immediately on the cessation

or otherwise termination of the calamity and your obligations shall continue to be


in force and time necessary for the

fulfillment of your obligations shall be extended correspondingly to the period for


which the calamity lasted. Provided, however strike resorted to by your workmen,
any delay on the part of your sub-supplier, power cuts and non-availability of power
due to any reason, shall not constitute force majeure.

ARBITRATION & LAW:-

Should any difference or dispute arise in the performance of the contract or in relation
to the construction, meaning and

operation or effect of this contract or breach thereof, both the parties shall discuss
the same and settle the issue amicably.

If the differences and disputes cannot be so resolved, the same shall be referred
to arbitration and settled in accordance

with the provisions of The Arbitration and Conciliation Act, 1996. Either party may
give to the other notice in writing of the existence of such questions, disputes
or differences and the same shall be referred to for final determination by a single

arbitrator if agreed upon, or to two arbitrators, one to be appointed by each party.


The said two arbitrators shall elect and appoint a third person as Presiding
Arbitrator. The award of the Arbitrator(s) shall be final and binding. The venue
of

arbitration shall be New Delhi.

The Arbitral proceedings shall be concluded in a time bound manner within a period
of six months or within 6 sittings from

the date of constitution of valid Arbitral Tribunal, whichever is earlier and the
award shall be delivered by the Arbitral

Tribunal within eight weeks of conclusion of Arbitration proceedings.

Pending a dispute neither Party shall be excused from performing any of its obligations
under this Agreement, except for

obligations directly affected by the dispute.

Only the Courts at Sundargarh shall have jurisdiction over any matter/dispute etc
pertaining to and arising out of this

contract.

GST:-in case the vendor is unable to upload the invoice on the GST portal or that
he fails to deposit GST amount then the same amount will be recovered from the
subsequent supplies / orders in any of the Units of Dalmia Bharat Group or otherwise
the supplier will stand liable to refund the same to Dalmia Bharat Group."
