Dear Con Edison Customer:

Consolidated Edison Company of New York, Inc. (“Con Edison”) is pleased to inform you
that as of March 1, 2010 eligible Con Edison customers who have a service address with one
(1) to four (4) residential dwelling units and both convert to a natural gas-fired heating system
and install eligible high-efficiency gas-fired heating equipment, may be eligible to receive both a
conversion rebate of $2,000 2 and an equipment rebate of up to $1,000 for installing eligible
high-efficiency gas equipment. 3 To be eligible for both rebates, you must submit two
applications: 1) this completed application (Application for the Con Edison 2010 Gas Conversion
Incentive Program (for Service Addresses with 1-4 Residential Dwelling Units) and meet the
Eligibility Requirements and comply with the Other Terms and Conditions set forth below; and 2)
a completed Residential Gas Rebate Program Application for the high-efficiency equipment
rebate, which can be found at www.conEd.com/energyefficiency. For more information about
this program, including information about the high-efficiency gas equipment rebate program, you
may call 1-800-643-1289.

ELIGIBILITY REQUIREMENTS AND OTHER TERMS AND CONDITIONS

1. Oil must be the heating fuel currently used at the Service Address. If you are planning to
install operable dual-fuel equipment or have the capacity to substitute another energy
source for the output of the gas-burning equipment, you are not eligible for a rebate
hereunder. Also, the existing gas service at the Service Address must be adequate for
the additional heating load.

2. You must be in good credit standing on all of your currently existing Con Edison
accounts.

3. You must also meet the Eligibility Requirements and comply with the Other Terms and
Conditions for the rebate for installation of eligible high-efficiency gas-fired heating
equipment and you must submit a completed copy of the Residential Gas Rebate
Application for the rebate for the installation of such high-efficiency equipment, which
can be found at www.conEd.com/energyefficiency.

4. The gas-fired equipment to be installed must have a minimum efficiency of 82% for gas-
fired steam heating equipment, a minimum efficiency of 85% for gas-fired hydronic
heating equipment, and a minimum of 90% for gas furnaces.

5. The gas-fired equipment must be installed by a contractor licensed in New York State
who is participating in Con Edison’s Residential Heating, Ventilation and Air Conditioning
Program (a “Participating Contractor”). 4 For a list of Participating Contractors, please call
1-800-643-1289.

6. Gas-fired heating equipment shall be installed at the Service Address by a Participating

Contractor, at customer’s cost. Such equipment shall adequately meet all space-heating
requirements for the Service Address and any oil storage facility shall be removed or
rendered permanently inoperable, in accordance with applicable laws and regulations.

7. A copy of a completed and customer-signed Application for the Con Edison 2010 Gas
Conversion Incentive Program (for Service Addresses with 1-4 Residential Dwelling
Units) and a copy of the contractor’s proposal for the installation of qualifying high-
efficiency gas-fired heating equipment along with a copy of the Residential Gas Rebate
Program Application shall be sent to Con Edison Gas Sales by e-mail
(Sales@coned.com) or fax (917-534-4457) and must be received by June 15, 2010.

8. A Contractor Work Request, completed by your contractor, shall be submitted to Con

Edison Energy Services online at http://www.conEd.com/es (click Project Center). The
Contractor Work Request must be received by June 15, 2010.

Though participating contractors have completed certain training courses and met other requirements,
Con Edison makes no promise, warranty or representation regarding any work performed by such
contractor, Con Edison shall not be responsible for such work or for the failure by a participating
contractor to perform any work.

9. The original completed and customer-signed Application for the Con Edison 2010 Gas
Conversion Incentive Program (for Service Addresses with 1-4 Residential Dwelling
Units) and the Residential Gas Rebate Program Application shall be mailed to the
address set forth below and must be received by Con Edison Gas Sales by June 22,
2010.

Con Edison shall not be responsible for lost, late, illegible or misdirected mail.

10. By August 31, 2010, your licensed contractor shall complete the required installation
and supply to Con Edison Energy Services a completed Con Edison gas checklist along
with other required documentation for Con Edison to proceed with and complete its work
in providing gas to the customer. The gas checklist is available at
http://www.conEd.com/es/projman/GasChecklist.pdf. The completed gas checklist must
be sent by fax to the applicable number set forth at the bottom of the gas checklist or
through Project Center if the job was initially started thru the web site, in order to be
considered received.

11. All work to be performed by or on behalf of a customer applying for the rebates must be
in compliance with all applicable federal, state and local laws, rules and regulations
(including laws requiring the employment of licensed persons to perform such work) and
all Con Edison requirements for gas service. You shall provide Con Edison, on a timely
basis, with copies of all required governmental filings, permits, certificates of inspection
and any other required documentation from the authorities having jurisdiction.

12. Con Edison will conduct a final inspection after all work has been completed and all
necessary documentation has been received. If it is determined that you are eligible for
the gas conversion rebate, please allow approximately six (6) to eight (8) weeks after
such final inspection for receipt of the rebate. The rebate will be paid directly to
customer.

13. You must provide a federal Employer Identification Number or Social Security Number in
the space provided on this application. You shall be responsible for all taxes that may
be imposed with respect to the rebate. You may want to consult a tax adviser about any
tax consequences of this offer.

14. You will be eligible for the gas conversion rebate when, in Con Edison’s sole discretion,
you have complied with the requirements and terms and conditions hereof, you have
contracted with a Participating Contractor for installation of gas-fired heating equipment,
and you have met all legal and Con Edison requirements for gas heating equipment
installation, as such requirements may be amended from time to time. You agree to
reimburse Con Edison in an amount equal to the rebates received if the gas-fired
heating equipment is not installed in accordance with all applicable federal, state and
local laws, rules and regulations and Con Edison requirements for gas installation.

 If you would like to receive this gas conversion rebate and you have met the foregoing
eligibility requirements and agree to, and have complied with, the terms and conditions set forth
above, please sign, or have your authorized representative sign, and return one copy of this
application to Con Edison, Gas Sales - Gas Incentive Program, 4 Irving Place, 10th Floor North,
New York, New York 10003 on or before June 15, 2010. We thank you in advance for your
