Project Title LAGDA MINDANAO: Assistance for LGUs on establishment of guidelines for built-
environment

Project Cost Php 1,550,000.00

Project Duration January – October 2016

Project Goals Establishment of sets of guidelines on local planning of built-environment, landscapes and
infrastructure with strong Mindanao character which shall be adopted and supported with local
ordinances by the Local Government Units.

Project Description This project is a technical and funding assistance to partner LGUs (Davao Sur, Saranggani, South
Cot, Surigao, Camiguin and Bukidnon) that shall formulate and implement sets of guidelines and
policies governing environmental planning as well as the construction, demolition and restoration
of built-environment and landscapes. The project implementation is comprised of several
significant activities, such as but not limited to the following:

 Cultural mapping or cultural profiling activities in identified priority sites;


 Capability-building activities on the formulation of legislative agenda for culture, heritage and
the arts;
 Workshops among local legislators, planning officers, engineers, builders, architects, among
others for the local planning of built-environment, landscapes and infrastructures with distinct
Mindanao character;
 Facilitation of funding grant for the enrichment and rehabilitation or restoration of built-
heritage structures; and
 Organizing of Donors’ Forum for the sustainability of LGU-led conservation programs for
heritage monuments and sites, including historical landmarks and other significant cultural
properties.

Services Required The NCCA seeks the engagements of professional organizations, educational institutions,
Government Agencies and/or Civil Society Organization to carry out the following undertakings:
1. Assist in the identification of the priority sites and conduct the scoping or cultural mapping
activities in the area;
2. Conduct Training-needs assessment for project cooperators, participants and partners
3. Organize seminars and conferences on local planning and cultural policy formulation
4. Promote the forging of cooperation agreement between LGU and other partners
5. Facilitate the technical assistance for the formulation of guidelines on built-environment
6. Provide assistance to LGUs in the conservation, rehabilitation, restoration of built-heritage
environment and in the preparation of funding proposals;
7. Help in the organizing of Donors’ forum; and
8. Perform MEALs activities & report findings

Expected Outputs Deliverables

Output 1: Priority sites identified and scoping or 1.1 Process documentation on the inter-agency consultative
cultural mapping activities conducted meetings / round-table conferences to be convened by
MINDA and DILG reported;
1.2 Six (6) scoping missions conducted / cultural mapping
findings reported;
1.3 Findings on the TNA of local legislators regarding
formulation of cultural policies submitted

2.1 Conference modules submitted and approved;


Seminars and conference of Architects, 2.2 At least 90% of the target participants attended the

Qualification of This partner project implementer can either be any of the following: professional
proponents organizations or associations, educational institutions, government agencies, legislator’s
leagues, corporate foundations and/or civil society organizations. A partner may
implement the project in any of the identified priority sites or in all the priority sites.

A certification of accreditation issued by the Department of Social Welfare and


Development (DSWD) is a requirement. In special cases, Provincial Local Government Units
can also qualify as partner project implementer.

Requirements All parties interested to become project implementer shall submit to the NCCA a Letter of
for submission Intent (LOI) together with the following required documents:
1. Organization / Corporate profile
2. Strategies for Implementation
3. Suggested composition and core competence of the Project Team
4. Schedule of Deliverables (see format below)
