1. INTRODUCTION
In order to achieve quality, efficient plant layouts and an effective modular design in the EPC
execution, the Plant Design Management System (PDMS) is utilised for the space management of the
multi-discipline contents of the modules, reviews, (constructability, operability, maintainability, and
module/plant layout, mechanical handling studies), and the generation of weight data..
3D modelling will be applied for geometrical boundary shown on Attachment-1 and is implemented at
YOC and TOC. Scope of work for each operating centre is described below:
• YOC : LNG trains & Inlet facilities
• TOC : Interconnecting piperacks, Combined Cycle Power Plant, Utility, Flare, Jetty
topsides and the Offsite and Utilities Annex.
POC will not have PDMS capability and therefore all work performed in POC, GEP etc. will be
produced in 2D CAD. These drawings shall be used for input to PDMS model by YOC
POC scope of work includes; Operation Complex, MOF, Jetty substructures and GEP pipeline
downstream of beach valve (outside of plant boundary).
In order to maintain the uniformity of data and control physical interfaces of modelling activities of both
models between YOC, and TOC, a common data base has been established and all modeled data at
each location will be transferred to each other via the PDMS global link on a daily basis. Therefore,
the latest model can be monitored in both locations. This procedure covers the extent of modelling,
workflow, scope of work and content for PDMS modelling and 3D Model set up in the EPC execution.
This Procedure also describes the following:
y Multi discipline interface roles and responsibilities;
y Administrative and operating procedures;
y Quality control activities to ensure the quality level of the 3D model;
This Procedure applies to the PDMS Administrators, Designers and all personnel involved in the
development of the PDMS model content including Material Specification and component Catalogues
and Specifications.

5. PDMS SET UP
PDMS Modelling is to be undertaken in several locations during the EPC execution. The Inlet
Facilities area and Process LNG Train areas of the project are designed and modelled in
YOC, the Power Generation, Utility and Offsite areas, including Tank Storage areas, BOG
Compressor, Flare KO Drum areas and the Jetty area of the project are designed and
modelled in TOC. Power Generation and Tank storage area will be modeled by
subcontractor and copied into PDMS Model. This procedure also covers the naming
conventions and procedures for the PDMS portfolio.

The PDMS design database is structured to allow efficient management and control of the
Model contents as a whole and on an individual Discipline basis.
The design database contains all information needed to create a full-scale three-dimensional
representation of the plant, and is structured in a very simple and logical form.
The first and highest level of the design hierarchy is the WORLD which contains all required
databases of the Project. The second level of the hierarchy is the SITE and the third level of
the hierarchy is the ZONE.
To store similar types of items for easy reference in a database, SITE and ZONE are defined
by category and the following naming format is applied for 3D Modelling.
PDMS Catalogues and Specifications (hereinafter “Cats & Specs”) are produced and
maintained by the PDMS administrator in YOC.
For any new items required in the Cats & Specs a Fault Request sheet shall be issued to the
YOC PDMS Administrator. For the TOC scope of work, the TOC PDMS Administrator is
responsible to provide the PDMS Fault Request sheet to the YOC PDMS Administrator to
maintain the common Cats & Specs .
YOC informs TOC of any changes to the Specs by means of e-mail with attached
spreadsheet of revised items. Refer to Attachment 7 for Work Flow related with
SPEC/Catalogue revision.
Piping Material Specifications are prepared and maintained by MACS3 in YOC according to
L290-AX-SPC-0001, “Specification for Piping Material Classes”.
In the case that new or additional components are required throughout the Project, the Piping
Material Engineer modifies the Specs in MACS3.
When any specifications in MACS3 are modified by the Piping Material Specification
Engineer, the PDMS administrator prepares a SPEC differential report indicating the
difference between MACS3 and PDMS, and prepares an Impact report to indicate
components to be modified in the PDMS model. Based on the Impact component report, the
Piping Layout Engineer confirms and judges whether the revision of Specs in MACS3 need
to be reflected in Cats & Specs in PDMS or not. According to instructions from the Piping
Layout Engineer, the PDMS administrator modifies Cats & Specs in PDMS at the requested
time, and informs the Piping Designer/PDMS Operator of the revision contents and status by
using the PDMS Fault Request sheet.
According to the Impact report and the PDMS Fault Request sheet, the PDMS designer shall

modify the subject model and the Piping Layout Engineer confirms that the revision of Specs
is reflected into the 3D model.
Tagged item, such as piping specialty and In-line Instrument shall be registered in PDMS
Cats & Specs based on the vendor drawings by YOC and TOC as per area installed.
Changes/updates are communicated to TOC through the same procedure as and when
required.
For detailed work flow for Cats & Specs revisions, refer to Attachment-7.
YOC is responsible for creating and maintaining the Piping Insulation specifications.
PDMS Insulation Specs are produced in accordance with L290-AL-SPC-0002/L290-AL-SPC-
0003, “Specification for High/Low Temperature Insulation”.
YOC is responsible for creating and maintaining the Pipe Support catalogue. PDMS Pipe
Support catalogue are produced in accordance with L290-DX-STD-0004.001 Standard Pipe
Supports.
The Structural catalogues used on the project shall consist of YOC and TOC catalogues in
accordance with L290-DS-STD-0002, “Standard Drawing for Member List”. YOC is
responsible for maintaining the catalogues.
YOC is responsible for creating and maintaining the Instrument and Electrical material
catalogues to be used on the Project in accordance with Project Standards for
Electrical/Instrument installation standards and components.
The following activities are conducted continually to verify PDMS model quality.
In order to achieve Model quality, data consistency checks are carried out on a daily basis by
the PDMS Designers and any required corrections in PDMS are carried out using PDMS
data consistency tool on daily basis.

3D MODELLING PROCEDURE Sheet No. 12 of 29
In order to minimise errors within the PDMS model and monitor its status, a Data
Consistency Check Summary Report and Modelled Item Report are generated by the PDMS
administrator in YOC and TOC respectively on a weekly basis. After checking these reports
by the Piping Engineer, the required action is instructed to the PDMS designers. Model
quality monitoring and management continues throughout the Project execution. For detailed
work flow for Model Quality Management, refer to Attachment-8.
In order to ensure the consistency of PDMS model in relation to the Process design, checks
between SPPID and PDMS are periodically carried out by extracting a Process Line List from
SPPID and PDMS as an Excel database and a Comparison report is generated by the PDMS
administrator and reviewed by the Piping Engineer continually throughout the Project after
issuance of P&IDs.
Any inconsistencies are corrected upon instruction from the Piping Engineer to the
responsible parties for correction implementation.
For detailed work flow for Line Condition Data Management, refer to Attachment-9.
To ensure that the 3D model and the data extracted from the system is clash free such as
cable trays or piping hitting steel, IDP runs are made and reviewed for each area at specific
stages (basically before model review) of model development. Clash Management is carried
out on an as required basis and controlled by the PDMS administrator/Piping Engineer in
YOC.
Prior to Model Reviews clash report shall be made available to COMPANY.
For detailed work flow for 3D Model Clash Management, refer to Attachment-10.
Progress monitoring for PDMS Model shall be in accordance with Progress Measurement
Procedure / Engineering L290-AB-PRC-0054

MTO’s and bulk material estimates of the Project are produced with some level of
contingency from the PDMS model during EPC execution. The timing of Piping material
