Success of law schools and the law colleges rests on their


ability in bringing out the excellence in their law students by
nurturing their attitude to become smart, honest and committed
lawyers. Such dynamic lawyers ought to have a comprehensive
and holistic understanding of the appropriate application of law to the facts of the case, and in smartly
presenting their cases. Advocates and judges are the professional stakeholders of the justice delivery
system whose legal luminosity and societal enlightenment determine the quality of justice. In contra, a
parochial and fragmented approach in the application of law would affect adversely the efficacy of
justice. Law being a normative science leans more towards social science and hence it eludes scientific
precision and objectivity. In this scenario, subjectivity in advocacy is inevitable. Of course professional
ethics also compels the advocates to argue in favour of their clients‟. While doing so, facts should neither
be twisted nor misrepresented. Appropriate provisions of law should be invoked and applied to the
given case. It requires attitudinal change in legal professionals. Honesty in advocacy and commitment to
the tenets of rule of law are the hallmarks of the noble legal profession.

With these lofty ideals, the School of Excellence in Law, befitting its name, has been nurturing
and moulding the attitude of the law students, the future lawyers, legal personnel, administrators and
judges of this great country. A nation‟s growth and sustainable development relies on the level of its
adherence to rule of law. Hence law schools and law colleges are the bedrock on which the edifice of rule
of law and justice are securely embedded.

Rule of law is the yardstick that measures the level of success of good governance in a democratic
country. In India it is declared to be a basic structure. Constitutional commitment to rule of law would
be a farce unless it is followed in practice in its governance. In this long and arduous journey to translate
the rule of law into reality, law schools and law colleges have a pivotal role to play in shaping and
honing committed, disciplined and well informed advocates. Only from this community of legal
professionals, judges would blossom. Fragrance of justice would rest upon the blossoms of flowers.

I welcome the budding law students to this great portal of excellence. Your presence in the School
of Excellence, SOEL in short would add colour, fragrance and vibrancy to the institution and profession.
SOEL in turn would dig deep into the souls of the budding law students, informing, shaping and
moulding them into great legal professionals and valuable citizens, India and the whole world would

ABOUT THE UNIVERSITY

The Tamil Nadu Dr. Ambedkar Law University was established by the Government of Tamil
Nadu by an Act of State Legislature [Act No. 43 of 1997] for the advancement and dissemination of
knowledge in learning, teaching and research in the field of law. It strives hard to develop in the
students and research scholars, a sense of responsibility to serve the society in the field of law by
developing skills in advocacy, legal services, legislation and law reforms through better educational
instruction and research facilities.

The University is recognized by the University Grants Commission (UGC) (under Sec. 2 (f)
& 12 (B) of the UGC Act, 1956). The University is a member of the Association of Indian Universities
(AIU) and Indian Institute of Public Administration, New Delhi. It is functioning as a nodal
agency to improve legal education in the State of Tamil Nadu. During its short existence, the School
of Excellence in Law (SOEL) run by the University has emerged as one of the premier Law Schools in
the country. All the seven Government Law Colleges in the State of Tamil Nadu located at Chennai,
Madurai, Thiruchirapalli, Coimbatore, Tirunelveli, Chengalpattu, Vellore and the Central Law
College [Private] at Salem are affiliated to the Tamil Nadu Dr. Ambedkar Law University.

LOCATION AND INFRASTRUCTURE

Chennai, formerly known as Madras is the Capital City of the State of Tamil Nadu. Chennai
is the fourth largest Metropolitan city of India. It is the Gateway of South India. The city also known
as the Detroit of South Asia, is a large commercial and industrial centre, and is known for its cultural
heritage and temple architecture.
The main campus of the Law University has about 4.2 acres and is housed at No.5 “Poompozhil”
Dr. D.G.S. Dhinakaran Salai, Raja Annamalaipuram, between the Music College and Iyappan Temple
[MRC Nagar] on the banks of Adayar river. It is ideally located to facilitate and emerge as a
breeding ground for innovation and creativity among the students and teachers of the University.
The Tamil Nadu Dr. Ambedkar Law University campus located in one of the prime localities of
Chennai city is well connected by road, rail and air. The High Court Complex, District, Sessions
and City Civil Courts are within 10 kilometers from the University campus and this facilitates easy
and effective interaction between the Bench, Bar and the Tamil Nadu Dr. Ambedkar Law University.
The Tamil Nadu State Judicial Academy and Anna Institute of Management are located just 0.5 Km
from the University Campus. The jurisdiction of the University covers the entire State of Tamil Nadu.
All the Law Colleges are affiliated to the University. As a full-fledged first affiliating Law University in
the Country, the University has plans to expand its academic tenets to cover all parts of the Country
in general and the State of Tamil Nadu in particular by increasing the enrolment for its various distance
learning programmes in order to equip the people with legal knowledge.
Taramani Campus:
The Government of Tamil Nadu have initially allotted 15 acres of land to the Tamil Nadu Dr.Ambedkar
Law University at Perungudi-Kottivakkam Village just opposite to Taramani Railway Station for its
developmental activities vide G.O.Ms.No.233, Revenue {Nee.Mu.5[1]} Department dated 13.07.2009.
The Government of Tamil Nadu have not only extended financial assistance of Rs.59.27 Crores for
construction of buildings on the 15 acres of land, it has also generously allotted an additional 10 acres of
land for expansion of the campus towards the development of legal studies. The Taramani Campus has
25 acres of land at present.

In the new campus the construction activities are vigorously proceeding so as to make it ready
for commencement of classes from the academic year 2015-2016. Administrative Block, Central Library,
Enviro-Friendly State of Art Academic Blocks I & II, Students‟ Hostel Blocks I & II, Indoor Sports
Stadium, an ultra modern Moot Court, ICT infrastructure, Legal Aid Centre are the buildings which are
on the verge of completion. Construction of the Amenities Block has been completed. There is a
proposal to have smart class rooms with centralized air-condition provision. The Government have also
allotted another piece of land at the Tambaram village for future expansion activities.

LIBRARY AND INFORMATION TECHNOLOGY


Internet Connectivity
The Tamil Nadu Dr. Ambedkar Law University has 1GB, 155 Mbps of broadband connectivity
with 100 Mbps download and 55 Mbps upload speed under NMEICT project of MHRD.

Network
The University departments, sections and hostel are connected with Local Area Network (LAN)
and Wi-Fi connectivity.

Webcast
By using the NMEICT connectivity, the U niversity webcasts i m p o r t an t events like finals of
the Moot Court Competitions, s p e e c h e s d e l i v e r e d b y e m i n e n t p e r s o n a l i t i e s e t c . , to
reach all the l aw students and legal-professionals, not only in the State of Tamil Nadu, but the whole
world.

Video Conferencing
Video Conferencing to connect the University with all its affiliated Government Law Colleges is
in the process. This will facilitate fruitful interactive sessions and to have access to Special Lectures
delivered by experts from various fields.

Computer Lab
Two computer labs have been established for the students to access legal information
resources and data bases for their study and update their knowledge.

Library Automation
The University library is automated with RFID Technology. The Online Public Access Catalogue
(OPAC) is available through Internet and Intranet.

Online Legal Resources


The University library provides access to the following online legal resources in the campus.
Hein Online
Hein Online is Hein‟s premier Online research product with more than 60 million pages of legal
history available in an Online, fully-searchable, image- based format. Hein Online bridges the gap in
legal history by providing comprehensive coverage from inception of more than 1,400 law and law-
related periodicals.

Westlaw
It provides access to the complete archives of decisions delivered by the Supreme Court of India,
the High Courts and Tribunals, Bare Acts from 1836 till date. Westlaw India includes a comprehensive
archive of all Rules and Regulations produced from 1890 to date. Along with this, Westlaw India also
contains vast libraries of international content, including the United Kingdom, United States, the
European Union, Australia, Canada, Hong Kong and South Africa. It has a collection of journals from
Sweet & Maxwell, Oxford University Press, Cambridge University Press and Tottel Publishing amongst
others.

Manupatra
Manupatra are the leading law publishers and providers of Legal, Taxation, Corporate and
Business Policy databases in India. It is India centric online legal and business database providing
information solutions to the legal fraternity, corporates, professionals, government departments, banks,
law schools and others.

Lexis Nexis
Lexis Nexis Academic delivers fast access to thousands of credible sources from around the
world, covering news, legal and business information and much more. Lexis Nexis Academic
provides access to primary source material including case laws, statutes a n d regulations and also
secondary source materials such as legal news and law reviews for analysis of a legal topic. It includes
the Shepared Citation Service, Law review articles from over 500 publications, over 300 legal
newspapers, magazines and newsletters, US Supreme Court decisions from January 1790 to present,
all federal laws from 1988 to present and more.

Legal Information Institute of India (LII of India)


The LII of India is an institute established in India to provide free online access to legal
resources of Indian legislations of the Central, State and Union Territories with case laws and
academic legal resources. The online access also provides information on treaties of India. LII of
India at present has 145 databases, including over 30,000 decisions from 37 Courts and Tribunals,
Indian national legislations from 1836, bilateral treaties, law reform reports and about law journal‟s
articles. The Tamil Nadu Dr. Ambedkar Law University is one among the partner institutions.

SMART CLASS ROOMS AND OTHER FACILITIES


Brihaspati E-learning Platform
The University is planning to introduce „ Brihaspati‟, the tool for virtual classroom in the
campus which enhances information sharing between the faculty and students. The Faculty c a n use
this facility to post lecture notes, handouts and reference material (in electronic format) on the
Intranet for supporting the classroom teaching. This is a very user-friendly open source framework
and could be effectively used to build e-education application.

The IT Committee of the University has been constituted for providing and promoting the IT
implementation in the campus.

ELT@I- New Remedial English Programme


ELT@I, English Language Teachers‟ Association of India is associating with our University from
this academic year and will be offering the new Remedial English Programme, where techniques of
neuro-linguistic programming will be applied to assist the students in using English effectively.

Model Court Hall
The University‟s Model Court Hall in the campus trains the young students and helps them
to acquaint themselves with the established procedures of the regular judiciary. Mooting and debating
competitions are organized in the Model Court Hall which attracts participants from all over India.

Placement Cell
The University has a Placement Cell in the School of Excellence in Law with an aim to help the
young students secure jobs in good corporate (National and Multinational Corporations) and other
important premier legal agencies through the cell.

Statistical Cell
A Statistical cell is functioning in the University for compiling the statistical data on various
aspects relating to the students and staff of the University and its affiliated colleges as per the directive
of the UGC.

SC/ST Cell
A SC/ST cell is functioning in the University for addressing the issues and grievances of the
SC/ST students and staff as per the directive of the UGC.

Legal Aid Cell and Legal Literacy Mission


The Tamil Nadu Dr. Ambedkar Law University has a free Legal Aid Clinic in its campus to
help the poor and illiterate masses. Under the aegis of the Ambedkar Mass Mission to advance Legal
Literacy which comes under NSS Unit, many schools have been adopted and Legal Literacy is imparted
to the school children.

Sports Facility
The University has Sports and recreational facilities in the campus, viz., Volley ball, Football,
Throw ball and Tennis courts. Provision for indoor sports like, Table tennis and Carrom exists. The
University conducts Annual Inter Law Collegiate Sports & Games and Annual Intra-mural Events for
the students of the School of Excellence in Law and the affiliated law colleges. The students are
encouraged to participate in the State, National and International events.

Moot Court Association [MCA]


Mooting is one of the key practices in almost all Law Schools in India. School of Excellence in
Law has established a MOOT COURT ASSOCIATION during the year 2008 with a view to promote
skills in advocacy and legal writing among the students of th e School of Excellence in Law. MCA
is managed by the students and actively assisted by the teaching faculty. It regulates
students’ participation in the Moot events conducted at the State, National and International levels. It
organizes national l evel Moot Court Competitions on particular themes, ‘Pro Bono Enviro’ and „K.R.
Ramamani Memorial Taxation Moot‟ every year. Further, the Law University organizes annual State
l evel Moot Court Competitions in English and Tamil for the students of the affiliated law colleges.

Debating Association [DA]


The Debating Association of the University is handled by the students with support from the
faculty, to encourage students to participate in international, national, state and local level debating,
essay and oratorical competitions. The University organizes annual essay and oratorical competitions
once a year both in English and Tamil for the students of the affiliated law colleges. Apart from that,

periodical debates and oratorical competitions are conducted for various events in the Law University.
The University also has a well equipped AUDITORIUM wherein seminars, workshops, conferences and
interactive sessions are conducted on a regular basis.

Excellence Cultural Association [ECA]


The students are encouraged to participate in various cultural activities both at the state and
national levels, in order to bring out their talent. ECA functioning from SOEL, conducts annual
cultural event in the Law University and also regulates and ensures student‟s participation in cultural
events outside the institution. The ECA is also managed by student body with active assistance of the
teaching faculty.

NCC, NSS and other Units


Apart from the above, the University has two NSS Units, two NCC Units, Red Cross Unit, Red
Ribbon Club and Citizens‟ Consumer Club to promote legal and social welfare activities among the
student community of the University.
No other Law Institution in the country has NCC Unit. Since NCC inculcates discipline, the
Law University considers that training to be beneficial for the students, the institution and the society
also.

Women Students’ Hostel


The University has a hostel for the women students within its campus with mess facilities.
Accommodation to students is given based on availability of vacancies.

Canteen
A canteen is functioning in the University campus, which provides food at subsidized rates.

Memorandum of Understanding [MOU’s]


The University has entered into a good number of Memorandum of Understanding
with a number of Universities like National University of Singapore; University of Oklahoma, United
States of America; London Metropolitan University; Youngsan University, South Korea; University of
Nantes, France; University of Reading, U . K . ; Indira Gandhi National Open University, New Delhi;
Indian Maritime University, Chennai; Tamil Nadu State Judicial Academy, Chennai; Anna Institute of
Management, Chennai; TELES PRI GmbH, Berlin, Germany; Army Institute of Management, Mohali;
Institute of Chartered Accountants of India, New Delhi; Institute of Human Rights Education, Madurai;
Gulati Institute for Finance and Taxation, Tiruvananthapuram, Kerala; Institute of Chartered

MEASURES OF SOCIAL AND ECONOMIC JUSTICE

Waiving of Fee for SC/ST, Differently abled and First Graduates from a family:
Candidates belonging to SC/ST communities, Differently Abled and First Graduates from a
family have to pay prescribed Tuition Fee and Special Fee at the time of Admission. The Tuition Fee and
Special Fee, collected in respect of SC/ST and Differently Abled students will be refunded on receipt of
the same from the Government to the respective students. Similarly, in respect of First Graduates from a
family, the University will refund the Tuition Fee, collected from the respective candidate, on receipt of
the same from the Government to the concerned student.

Scholarships and Fellowships


The following are the scholarships available for the students of the University.
1. Government of India SC/ST Scholarship
2. Tamil Nadu Chief Minister‟s Merit Scholarship
3. Government of Tamil Nadu BC/ MBC scholarship
4. Government of India Prime Minister's Merit Scholarship
5. Scholarship for the wards of the farmers
6. Higher Education Loan to the SC/ST students provided by the Government of India.

Note : The Scholarships are applicable only for students pursuing U.G Courses.

SPECIFIC ACHIEVEMENTS
The students of SOEL have represented the institution in various international, national and
state level competitions and earned laurels to the institution. The following are some of the
achievements of our students.

Academic:
 Ms. S. Divyadarshini, the Civil Services Examinations 2011 TOPPER (UPSC) is an alumni of the SOEL.
 Ms. Illakiya Karunakaran passed the IPS Examinations in the year 2011.

Moot Court Competitions:


 Sharon Elizabeth, II year B.Com.B.L., [Hons.] was adjudged as the BEST SPEAKER in the third Jus Amicus
National Moot Court Competition, 2015 organised by Savitha School of Law, Chennai.

 In the 36th All India Moot Court Competition, Pondicherry, 2015, our team won the BEST MEMORIAL
AWARD. Ms. Bhargavi Kannan, II year B.Com.,B.L., got the Best Female Advocacy Award and Mr. Salai Varun
Isai Azhagan, IV year B.A.,B.L., [Hons.] got the Best Male Advocacy Award.

 Our team were runner-up in „Lex Novitas 2015‟ held by V.N. Salgaocar College of Law between 12th to 15th
February 2015.

 The 5th K.R. Ramamani Memorial Taxation Moot, 2015 was organised by the Law University in association with
M/s. Subburaya Iyer, Padmanabhan and Ramamani advocates between 20th to 22nd February 2015. ILS Law
College, Pune were the winners, Government Law College, Mumbai were the runners, the Best Memorial was
bagged by the National Law School, Odissa and Mohith Gouri of ILS Law College, Pune was the Best Speaker.

 The 5th V.S. Sundaram Memorial Research Paper competition, 2015 was organised by SOEL, TNDALU in
association with M.S. SAPR Advocates. 3 students from ILS Law College, Pune got the Best Paper prize.

 8th Probono Enviro National Moot Court Competition was organised by the University from 17th to 19th October
2014 in association with Tamil Nadu Pollution Control Board, Chennai. Shastra Law School team won the first
prize and M.S. Ramaiah Law School, Bangalore were runners up.

 Amritha Sathyajith, Ashwathy Nair, Ranjana Jain and Vadhana Bhaskar of III year B.A.,B.L., [Hons.] emerged as
winners of the Surana & Surana Trial Advocacy Moot Court Competition 2014 along with bagging the Best
Momorandum and Sprit of Surana Award. Vadhana Baskar got the Best Advocate Award.

 Ashwin Kumaar .M of II B.L., [Hons.] won the Best Male Advocate Award in Seshadripuram Law College Moot
2014.

SPORTS:

 Ms. A. Ramya Priyadharshini, II year B.A.,B.L., [Hons.] secured bronze medal in weight category 68 – 74 Kg. in
the All India Inter University Taek-Won-Do Tournament held on 16th & 17th March 2015 at Anna University,
Chennai.

 Our Volley ball Men‟s team were the winners in the State Level Inter-Collegiate Volley ball tournament held at
Asan Memorial College of Arts and Science, Chennai, on 18th & 19th February 2015.

 Our students won the third place in the Ball Badminton Women Tournament at the All India Inter-University
Sports Meet held at B.S. Abdur Rahman University, Vandalur, Chennai, from 26th to 30th December 2014.

 Ms. Ramya Priyadarshini representing Tamil Nadu won the bronze medal in the 33rd National Senior Kyorugi
Taekwondo Championship held from 3rd to 5th September 2015 organised by the Taekwondo Federation of India,
recognised by Ministry of Youth Affairs and Sports, Government of India. All 29 States and Union Territories,
Indian Army, Central Reserve Police Force and Indo-Tibetan Border police (ITB) teams participated.
 Our students were the runner up in the Tamil Nadu Dr. Ambedkar Law University Inter-Collegiate Volley Ball
(Men) Tournament held on 26th August 2014 at Government Law College, Trichy.
 In the „Spiritus 2014‟ conducted by the National Law School, Bangalore, SOEL students won the overall
championship in Men‟s Athletics, winning gold in 100 mts., Long jump, 4 x 100 relay, silver in Long jump and
bronze in 200 mts. Girls Athletics Team won silver in long jump relay. Our Chess team won the gold for the 3rd
consecutive time. The SOEL team were declared as runners in hockey, kabbadi and badminton (girls). Mr. S.
Dheenadayalan, V year B.A.,B.L., [Hons.] was declared as Best Sports Person of Spiritus 2014.
 Our University organised the 16th Inter-Collegiate Tournament on 11th October 2014 in badminton, table tennis
and chess [Men & Women]. SOEL team were the winners in badminton [men], table tennis [men & women] and
chess [men]. They were runners in badminton [women] and chess [women].

NSS:

 National Youth Parliament Group Level Competition – Held on 24.04.2015 in the University premises. 54
students competed of which 6 students were conferred young parliamentarian awards by the jury- Dr.K.Usha,
Professor, and Head Anna Adharsh College for Women, Chennai, Mr.S. Muthumani, Ex-MP, Tamil Nadu and
Dr. Pandey, Ministry of Parliamentary Affairs.

 NSS and YRC jointly conducted Swatch Bharat Abhiyan on 6th April 2015. 23 colleges in Tamil Nadu
participated in the cleaning campaign.

 The NSS and Legal Literacy Mission jointly organised one day state level workshop on „Women Empowerment‟ on
24.02.2015.

 NSS Special Camp was conducted from 17th Feb‟ 2015 to 21st Feb‟2015 at Vilangadupakkam, Redhills,
Kancheepuram District. Our students visited 12 Schools to conduct Legal Literacy Programmes. Apart from
that medical and veterinary camps were conducted. Rally on women empowerment, legal aid camp, temple
cleaning programme and planting of 100 saplings were the other activities of our students in that camp.

 NSS & YRC organized a Blood Donation Camp on 09th January 2015, where 167 Units of Blood was collected by
G. H. authorities, Chennai.
 On 5th February, 2015, NSS & YRC along with SOEL organized special lectures on “Health Education”.
 NSS Volunteers helped the Physically Challenged candidates to attend the employment drive programme
conducted at the MGR Janaki College from 11th to 14th December 2014.
 NSS Volunteers extended their services as scribes to students of St. Louis Institute for the Deaf and the Blind,
Adyar, Chennai in December 2014.
 Between July to September 2014 our NSS students organized Legal Literacy Mission Programme, Health
Awareness Programme, Awareness on Physical and Sexual abuse of Children and their rights to children of
Advent Christian Middle School, Sembakkam, Chennai.
 On World Humanitarian Day, 19th August 2014 the NSS Unit organized a rally from the University premises to
the Besent Nagar Beach to create awareness on Physical and Sexual abuse of Children. It was flagged off by the
State Law Minister Thiru. S.P. Velumani and our Vice-Chancellor took part in the rally and gave a speech at the
end of the rally.
 On 26th August, 2014, „International Day against Drug Abuse and Illicit Trafficking‟, the NSS Volunteers along
with SOEL Students held a human chain. Dr. Veena Gayathri, Vice-Chancellor, The Tamil Nadu Music and Fine
Arts University in the presence of our Vice-Chancellor flagged off the event, where Booklets and pamphlets were
distributed.

NCC:

 NCC, the premier youth wing of the nation trains the cadets not only from the defence perspective, but also imparts
human values and leadership traits. With the motto “Train as a team, win as a team”, our cadets through their
dedication and hard work, carried the name of SOEL a few notches higher.

 CADO-FIESTA 2015, Inter Collegiate NCC Competition was held at D.G. Vaishnav College, Chennai, from 6th
to 8th March 2015. Students from 35 colleges competed and our students won the 1st place in five events and the
3rd place in five events.

 CDT. T. Vennila, our NCC Cadet won the best Cadet price in “CADO-WOOD”, conducted by Madras Christian
College, on 27th & 28th February 2015.

 On 24th February 2015, our cadets participated in the rally on “Women Empowerment” organised by our
University.

 On 14th & 15th February 2015, „6th CADO-FIESTA,‟ our annual NCC event had 30 colleges competing in over
20 events. Maj. Dr. M. Venkataraman, Principal, D.G. Vaishnav College, Mr. Tadepalli Rajasekhar, our Syndicate
Member and our Vice-Chancellor Prof. [Dr.] P. Vanangamudi graced the two days event.

 On 9th February 2015, a felicitation function was held to honour our cadets who took part in the New Delhi
Republic Day Parade and All India Tal Sainik Camp. Our Vice-Chancellor and Col. V.M. Naik, the Officer
Comanding of 1 “T .N.” BTY NCC graced the occasion where the winners and their parents were honoured.

 In CADO-GREEN, held at Pachiappa‟s College, Chennai, on 7th & 8th February 2015, CPL Romeo Roy Alfred
was adjudged the Best Guard Commander, CUO Maya got first price in solo singing and in group song and CDT.
K. Gokul got third price in solo instrument.

 Cpl. S. Valarmathi marched at the prestigious Raj Path Parade, New Delhi, 2015 as part of the 66th Republic Day
Celebration. The gold medal for P.M. Rally was bagged by the TN, P and AN Directorate of which she was a part.
CPL. I. Romeo Roy Alfred attended the SNIC Camp 2015 at New Delhi.

 CUO. Sujith won a Silver medal in Tent Pegging and a Bronze medal in dressage in the equestrian category. He
got the prestigious Dr. Roop Jyothi Sharma Trophy for commendable performance, the first time a Cadet from
Tamil Nadu Contingent was getting in the past 14 years.

 CUO. M.S. Kalaivani and CPL. S. Ramesh, represented our University under novice Girls and novice Boys
category at New Delhi.

 In our University, a contingent let by SUO. V.K. Arun Pandian led the cadets in the Republic Parade where our
Vice-Chancellor un-folded the flag and gave a speech. Cultural programmes were also organised.

 Pongal, the harvest festival was celebrated in our campus by the NCC Cadets in January 2015 by cooking sweet
pongal and offering it to all.

 On 9th January 2015, Blood donation camp was organised by our NCC & NSS Units with the help of medical
personnel from G.H. Chennai where 130 volunteers donated blood.

 Our ANO, Lt. D. Jaisankar, along with 9 NCC cadets attended the 12 days annual National Integration Camp at
Alleppey, Kerala where our cadets Ms. M. Keerthana & Mr. P. Subash won the 1st prize in quiz competition, Ms.
C. Janaki the 1st price in debate and in throw ball our team won the 2nd place.

 On 29th & 30th November 2014, a Trekking Camp was organised at Elagiri Hills, Vellore District, with 36 NCC
cadets accompanied by Lt. D. Jaisankar, Dr. D. Umamaheswari & Dr. S.K. Ramani.

 In November 2014, a quiz competition was conducted to pay tribute to our first education Minister Moulana Abul
Kalam Azad and our Vice-Chancellor distributed certificates to the prize winners.

 A ten days camp was organised from 21st to 30th October 2014 at Sokaikeda College campus to train leaders. Mr.
S. Vinith Balaji won the Best Cadet Trophy beating 207 other contestants and also won the gold medal in
Extempore, debate and group discussion. Along with Balaji, Maya was selected for the Advanced Leadership Camp.

 Rs.30,140/- was contributed by our NSS cadets to the National Relief Fund to help the Flood Ravaged Victims of
Jammu & Kashmir.

 11 cadets of our University took part in the Independence day parade at Fort St. Jeorge, Chennai.

 68th Independence day was celebrated in the University with flag hoisting by the Vice-Chancellor, and impeccable
march past by our NCC cadets followed by a cultural presentation.

 NCC along with the Indian Army conducted an Army Attachment Camp for 15 days at Madukarai, Tamil Nadu
from 14th July to 28th July 2014. 6 of our cadets took part in this rigorous camp replicating army life.

 In July 2014, 10 cadets attended the RDC selection camp at Kattangulathur. CPL. Romeo Roy Alfred was chosen
as the parade commander and got the Best Cadet Gold Medal and Silver in firing.

 In the Tal Sainik Camp at New Delhi, Cpl. S. Kabila Kannan won the overall gold medal, silver in health and
hygiene and bronze in firing.

The Tamil Nadu Dr. Ambedkar Law University established the School of Excellence in Law
i n t h e U n i v e r s i t y C a m p u s as a Centre of Excellence in the year 2002 t o a d v a n c e a n d

Intake

3 YEAR LL.B.[HONS.] DEGREE COURSE


Course Structure
LL.B.[Hons] Degree Course is of three years duration. Each academic year is divided into
2 semesters and each semester consists of 90 working days. On successful completion of the course,
LL.B (Hons.) degree will be awarded.
Intake
The number of students to be admitted to the 3 Year L L . B . [ H o n s . ] Degree Course
shall be 120 (inclusive of NRI). All efforts will be taken to pay individual attention on every student.

NRI Quota :
Out of the total number of seats 15% has been earmarked for NRI candidates.

Eligibility
The candidates should have passed any degree (B.A./B.Sc./B.Com./B.B.A./
B.E./B . T e c h . / M.B.B.S./B.Pharm/other graduates in general) and should have secured not less
than 60% of the total marks in the aggregate.

The candidates belonging to Scheduled Caste/Scheduled Tribe communities should have


secured not less than 55% of the total marks in the aggregate of all subjects.

Non-Resident Indian (NRI) candidate should have secured a minimum of 55% of the total
marks in the aggregate of all subjects.

Note: The applicants who have completed 10+2 or graduation/post graduation through Open
University system directly without having any basic qualification are not eligible.

Employed candidates are not eligible to apply.

SELECTION PROCEDURE FOR 5 YEAR HONOURS DEGREE COURSES:


The candidates applying for admission to the B.A.LL.B.[Hons.], B.Com.LL.B.[Hons.], B.B.A. LL.B.
[Hons.] and B.C.A.LL.B.[Hons.] Degree Courses will be ranked according to the marks obtained by
them in their qualifying examination excluding languages in Parts I & II and also on the basis of
communal and special reservation as is prescribed by the Government of Tamil Nadu (G.O.Ms.No.83
Law (LS) Department dt.19.04.2007).

SELECTION PROCEDURE FOR 3 YEAR LL.B.[HONS.] DEGREE COURSE:


Selection for the candidates applying for LL.B.[Hons.] Degree Course will be based on “the
percentage of marks obtained by the candidate in aggregate of all the subjects in the qualifying
degree examination, excluding languages, may be taken into account. In case where the language
alone is the subject of the qualifying examination, the percentage of marks obtained by the candidate
in the said examination may be taken into account” (G.O.Ms.No.83 Law (LS) Department
dt.19.04.2007).
“All the subjects in the qualifying examinations” means and includes all the Main/Major and
Allied/Ancillary subjects of the qualifying degree and marks secured in those subjects taken for
classification for class awarding purpose shall alone be taken for ranking purpose.

Criteria for Assessment of Merit
Admission to the 5 year B.A.LL.B.[Hons.], B.Com.LL.B.[Hons.], B.B.A.LL.B.[Hons.] and
B.C.A.LL.B.[Hons.] Degree Courses are made on the basis of merit assessed on the following
criteria, as per the G.O.Ms.No.83 LAW (LS) DEPARTMENT dt.19.04.2007:
For 5 year B.A.LL.B.[Hons.], B.Com.LL.B.[Hons.], B.B.A.LL.B.[Hons.] and B.C.A.LL.B.[Hons.]
Degree Course, “the percentage of marks obtained by the candidates in the Plus Two examinations in
aggregate of all the subjects, excluding languages, will be taken into account. The marks obtained by
the students in the Plus Two examinations in the first attempt alone may be taken into account and
the marks obtained by them in the improvement examinations need not be taken into account”.
Normalisation Process:
Since, the marks obtained by the candidates in the qualifying examination excluding languages
being taken into account and since the qualifying examinations are being conducted by various Boards
or Authority, the marks obtained by the candidates of various Boards or Authority shall be equated by
the marks obtained by the candidates in the same subjects in the qualifying examination conducted by
the State Board by adopting the method of normalization. In this process the highest mark obtained by
the students of various Boards in each subject shall be equated to the highest marks obtained by the
students of State Board in that subject and the relative marks obtained by other students in the subject
shall be determined accordingly.
Illustration: If the highest marks secured by the student of State Board in Physics is 100 and the highest
mark secured by a student of any other Board in the same subject is 90, both the highest marks will be
considered to be equal to 100. If a student of the other Board secures 60 marks in Physics when the first
mark in Physics in the same Board is 90, the 60 marks will be considered to be equal to 66.66 marks as
arrived at below:

Tie: In the event of a “tie” in regard to the marks obtained by the students for admission to the
law courses, the following order of priority may be followed to determine the rank of the
candidates -
(a) Date of Birth (Elder to be given preference)
(b) By Lot
Selection shall be made under seven categories namely OC, BC(O) BC(M), MBC & DNC,
SC(O), SC(A) and ST as per the rules of reservation prescribed by the Government of Tamil Nadu:

Candidates seeking admission against ST/SC(O)/SC[A]/MBC and DNC/BC(O)/BC[M] quota
should obtain the certificates of social status issued by the competent authority in the prescribed
Permanent Community Card in Tamil Nadu and enclose an attested Xerox copy of the same along
with the application.

The applicants from Tamil Nadu State should have a valid permanent community
certificate in the card format issued by the competent authority for ST, SC, MBC/DNC and BC in the
format prescribed by the Government of Tamil Nadu in G.O. Ms. No. 781 (Revenue Department) dated:
02.05.1988. This is applicable for BC(M) (BC Muslim) also. In the case of ST candidates, the community
certificate should have been issued by the Revenue Divisional Officer/P.A. (General) to the
Collector of Chennai/Sub-Collector of the District concerned (except Chennai) vide Govt. Lr.
No.32061/ADWII/89-2, dt:27.12.1989 and Lr.No.21424/ADWII/94-4, dt: 15.11.1994 from the
Secretary to Government, Adi Dravidar and Tribal Welfare Department, Chennai – 600 009. The
Permanent Community Certificate Card issued to ST candidates by Tahsildars upto 11.11.1989 only is
valid. Community certificate obtained from other States will not be considered for communal reservation.
For communities linked with districts (See Annexure-l) the candidates should obtain their community
certificate in the respective districts except the communities mentioned in the G.O. (st) No. 95 BC,
MBC & Minorities Welfare Department dt: 28.10.2009. Community certificate obtained from other
than the respective district will not be considered. If a candidate belongs to any one of Code No.
Column No. 6 & 7 in the application he/she should furnish an attested xerox copy of Permanent
Community Card Certificate.

Candidates who have not furnished an attested Xerox copy of the Permanent Community Card
Certificate at the time of submission of the application will be treated as belonging to ‘General Category
(OC)’. The eligibility conditions and rules prescribed for General Category will be applicable for such
candidates and if they do not satisfy the rules of ‘General Category (OC)’, their applications are liable
to be rejected. No correspondence in this connection will be entertained. ST / SC(O) / SC[A] /
MBC&DNC/ BC(O) / BC[M] candidates are also eligible for selection under Open Competition
[O.C.]in addition to the reservations made for them.

Reservation under Special Category:


1. Differently abled persons – 3% (candidates who claim special reservation under differently abled
category should have disability of 40% and above) Among the 3% reserved, 1% each will be allotted to
Orthopaedically Handicapped [OH], Hearing Impaired [HI] and Visually Impaired [VI] respectively.

2. Children of Freedom Fighters – 1% (candidates who claim reservation under Children of Freedom
Fighters Category should produce the evidence as per the enclosed format provided for such
candidates). Grand children of freedom fighters cannot claim reservation under the category of
“Children of Freedom Fighters” and

3. Eminent Sports Persons – 1% (candidates who claim reservation under Sports category should
produce relevant documents). Please refer the enclosed format.

4. Children of Ex-Servicemen – 1% (candidates who claim reservation under Children of Ex-


Servicemen Category should produce the evidence as per the enclosed format provided for such
candidates). (Refer Annexure I for Caste Code & Annexure II for Special Category Code).

Admission will be made purely on the basis of merit, communal reservations, special category
reservations and as per the Government orders.

Prohibition of Ragging
As per the directions of Hon'ble Supreme Court of India, UGC and Tamil Nadu Prohibition of
Ragging Act, 1997, Ragging is an offence, and is banned in the Institutions. Anyone indulging in
Ragging is liable to be punished with rigorous imprisonment upto 3 years, and or fine upto Rs.25,000/-,
besides expulsion from the Institution. As per UGC norms, the University has constituted the
ANTI RAGGING COMMITTEE with the following members:

Students affected due to ragging can approach the Committee members and the committee will
ensure strict compliance of Anti – Ragging measures in the Law University.

ADMISSION UNDER NRI QUOTA:


Admission to the NRI quota will be made in the following order and as per merit on the basis of
marks secured by the candidate in the qualifying examination.

Category I – NRI Parent : The NRI should be a Parent (Father or Mother)


Category II – NRI Guardian: If the candidate has no Parent where he has been taken as a ward by a
near relative or someone and such NRI Guardian has been legally
declared as the Guardian of the Candidate by the Court as per the
provision of Guardians and Wards Act, 1890.
Category III – NRI Sponsor : The sponsor under this category has to submit a certificate indicating
the relationship with the candidate so sponsored.

 If sufficient number of NRI candidates are not available under category I or II, then category III
candidates shall be considered for admission.
 In each and every category, candidates will be selected based only on inter se merit.
4. Candidates seeking admission to B.A.LL.B.[Hons.], B.Com.LL.B.(Hons.), B.B.A.LL.B.(Hons.) and
B.C.A.LL.B.(Hons.) Degree Courses under NRI quota should not have completed 21 years of age
as on 1st June 2015. Similarly, candidates seeking admission to LL.B.(Hons.) D e g r e e C o u r s e
under NRI quota t h e r e i s n o a g e l i m i t .

5. Candidates must furnish the attested photo copies of the following documents along with the
filled in application:
i. NRI status certificate issued by the Indian Embassy of the respective Country with seal.
ii. Copy of the NRE (Non Resident External) o r N R O Bank Account Pass Book of t h e N R I .
iii. Copy of the Valid Passport of the NRI.
iv. Certificate of relationship (between the NRI and the Candidate issued by the Competent
Authority).
v. Employment Certificate of the NRI. (In case of Self-Employment, nature of the business,
annual income and required proof of Income-Tax payment (for the last 3 years)).
vi. Qualifying Mark /Grade list of the candidate.
vii. Certificate showing that the candidate has proficiency in English Language.
ix. School/College Transfer Certificate or (Migration Certificate wherever necessary).

The candidates provisionally selected will be admitted only after verification of all original
documents. They should surrender all the original certificates at the time of admission for
verification. On the date of admission, those candidates wh o fail to produce all the original
certificates referred above, will not be considered for admission. No extension of time will be given
for producing the original certificates.

On verification, if any discrepancy between information furnished in the application form and
original documents produced, the selection will be cancelled. The Tamil Nadu Dr. Ambedkar Law

Eligibility:
The general eligibility condition for admission t o Master‟s Programme is through formal
education as per the UGC Regulations 2001.
Candidates who have successfully completed a three year / five year under-graduate degree
course in Law conducted by the University or equivalent thereto shall be eligible for admission to a
Masters Degree programme in any of the LL.M. courses. Candidate should have obtained a
minimum of 45% of marks under New Regulations [40% under Old Regulations]. Candidates who
are awaiting results may also apply.
Course Structure & Duration:
LL.M. Degree Course is offered at the University under CBCS pattern and is of two years
duration. Each academic year is divided into 2 semesters (odd semester from July to November and
even semester from December to April). Each semester consists of 90 working days. A semester
normally extends over a period of 15 weeks, each week has 30 hours of instruction spread over a
5 day week. The semester pattern is designed with continuous assessment system.

RESEARCH COURSES
The Department of Research and Publication under SOEL offers Research Programmes leading to
award of Ph.D. in Law and Ph.D. in Inter-Disciplinary, both by full-time and part-time. The eligibility norms for
admission are as per the University Grant Commission‟s Regulations.

DISTANCE EDUCATION COURSES


Objectives of the Distance Education Programmes:
The object of offering diverse legal courses by the department of Distance Education of SOEL, is
to enable a person to acquire knowledge in the field of l aw and also use that knowledge in any
career associated with the field of study chosen. The courses offered now have been designed to
include not only the study of the conventional subjects taught in Law Colleges but also subjects which
are gaining importance in the developing scenario of the country. This approach is intended to enable
an aspirant to acquaint himself with legal knowledge so as to benefit his career and in the
development of nation. From this academic year i.e. 2015-2016, a new Post Graduate Course M.C.L. is
being offered through Distance Education.

CERTIFICATE COURSE IN DOCUMENTATION


The Certificate Course in Documentation is designed to cater to the needs of candidates
aspiring to get proficiency in Documentation process. The course will enable one to have
special knowledge on the area towards pursuing a vocation of his choice. Awareness in these
subject-matters will enable a person to equip himself with specialized knowledge which helps to
pursue a vocation of his/her choice.

Duration of the Course


The duration of the Certificate Course in Documentation is Six months.

Fee Structure:
1. Tuition Fee - Rs.1,500/- p.a.
2. Study Material Fee - Rs.1,000/- p.a.
3. Identity Card Fee - Rs.100/-
4. Library Referral Fee - Rs.200/- p.a.

Any person who has successfully completed the Higher Secondary Examinations
(10+2 Examinations) conducted in the State of Tamil Nadu or any other examination accepted as
equivalent thereto.

prescribed form along with required testimonials. The selection will be based on the marks obtained in
the qualifying examinations and other data given in the application form.

Admission Procedure:
On receipt of completed Application Form along with the required enclosures and a Demand
Draft for the total amount payable, admission will be granted provisionally for the course applied for
and the candidate's name will be registered.

Supply of Study Materials (Common to P.G. Course/P.G. Diploma Courses/Certificate Course):
The University shall supply study materials meant for the course. These materials will be
supplied either at the time of admission or when the first Personal Contact Programme is conducted.

Conduct of Personal Contact Programme:


The University shall arrange and conduct the Personal Contact Programme as may be decided
by the University Authorities. The Personal Contact Programme may be held either at Chennai or in
any other place within Tamil Nadu, which shall be decided based on the total number of candidates
joining the course from one place. The Personal Contact Programme will be arranged by the Director,
Department of Distance Education and the candidates will be informed suitably and well in advance.
The candidates joining any of these courses shall attend a total number of 50% of the
programmes conducted so as to enable him/her to qualify for the examination.

Conduct of University Examinations and Classification of Results:


The University shall conduct examinations for the respective courses at the end of the year /
at the end of the course or at the end of the 6th month for the Certificate Course.
 Passing Minimum shall be 40% in each paper for Certificate Course in
Documentation.
 Candidates, who secure 40% and above but below 50% shall be placed in Third
Class.
 Candidates who secure 50% and above but below 60% shall be placed in Second Class
and those who secure 60% and above shall be placed in First Class for Certificate
Course in Documentation.
 Passing Minimum shall be 50% in each paper for P.G. Diploma Courses. Candidates who
secure below 60% shall be placed in Second Class and those who secure 60% and
above shall be p l a c e d in First Class.

1. The purpose of this quota is to recognize and give weightage to the eminence in sports of the candidates and

4. Open/Invitational tournaments of any kind will not be considered.


5. For Tennis, the achievements of top three players by his/her position in the ranking list published by
AITA/TNTA based on the ranking rules and the final rankings of previous four years, will be
awarded marks for achievements & participation (necessary forms from the associations are to be
enclosed).

6. For Cricket, the annual official championship tournaments conducted within the country under the
auspices of TNCA/BCCI at District / State / National Level alone will be taken into consideration
for that year.

7. The participation/achievements of candidates with nativity in Tamil Nadu who represented Tamil
Nadu alone are eligible for marks under National Category.

8. Only Tamil Nadu candidates are eligible to apply for admission under Sports Quota and only the
candidates who have studied in KVS / CBSE schools within Tamil Nadu will be eligible for marks.
9. A Committee for selection of candidates under Sports Quota constituted for this purpose by the
Government will rank the candidates based on the marks assigned to the certificates enclosed
alongwith the application.
10. All the achievement certificates are to be supported necessarily by the relevant participation
certificates and appropriate forms.
11. No further enclosures or certificates under any circumstances will be entertained after the last date
for submission of completed application.
12. Required number of candidates will be called to appear for an interview before the Committee for
verification of the originals, followed by counselling after ranking.
13. If any candidate fails to produce the requisite Original Certificates / Forms, his/her place will be
allotted to the candidate next in rank and so on. The consequential vacancy at the end of the rank list
will be filled up from among the additional candidates according to their ranks.
14. Through counselling selected candidates will be allotted to a college under this quota based on the
ranking.

SELECTION OF CANDIDATES UNDER QUOTA FOR EMINENT SPORTS PERSONS
1. The purpose of this quota is to recognize and give weightage to the eminence in sports of the candidates and
hence marks for sports achievements alone will be considered in ranking the candidates. The candidates are
expected to continue with their good performance in sports, even after selection.
2. The highest achievement of the candidate in only one annual tournament in the sports disciplines in a year
will be considered for awarding marks.
3. Selection of the candidate will be based on the marks obtained by the candidate, following the guidelines
given in the table.

5. General Conditions
1. For consideration of candidates seeking admission under the category of eminent sports person, he/she should
enclose attested photo copies of participation certificates and the forms issued by the relevant sports
authorities, along with the application.
2. Participation / achievements from 01.06.2011 to 31.05.2015 (1.6.2011 to 31.05.2012, 01.06.2012 to 31.05.2013,
01.06.2013 to 31.05.2014 and 01.06.2014 to 31.05.2015) in sports / games shown in the list alone will be taken
into account. National / State Level Championships / Tournaments conducted by organizations recognized
by Indian Olympic Association / Sports Development Authority of Tamilnadu (SDAT) / Tamilnadu Olympic
Association (TNOA) alone will be considered for award of marks. (Recognition should be relevant to the year
concerned)
