ICPAU is the national professional accountancy body in Uganda, established by The


Accountants Act. It has the legal mandate to regulate and maintain the Standard of
Accountancy in Uganda; to prescribe and regulate the conduct of accountants and practising
accountants in Uganda; as well as conduct professional accountancy examinations in Uganda.

1. DIRECTOR CORPORATE SERVICES (1 POSITION) – DCS201/03/18

Directorate: Corporate Services


Report to: Secretary/Chief Executive Officer
Role Location: Kampala

Role Purpose & Context:

The Director – Corporate Services will be a strategic, hands-on and participative leader. The
job holder will be responsible for leading and developing an internal team to support the
following areas: planning and budgeting, finance, human resources, administration, and ICT.
The job holder will play a critical role in partnering with the senior leadership team in
strategic decision making and operations as ICPAU continues to enhance its quality
programmes and build capacity. The job holder will provide technical and administrative
support to Committees of Council in charge of planning, development, finance and Human
Resources.

Key Responsibilities:
Financial Management
1. Oversee and lead preparation of financial reports in line with the relevant standards
and reporting legislations
2. Regularly communicate and present financial reports and critical financial matters to
the Secretary/CEO.
3. Prepare all supporting information for the annual audit and liaise with the
external/internal auditors as necessary.
4. Update and implement all necessary finance/business policies and procedures,
accounting practices and finance manual.
5. Implement a robust contracts management and financial management system to
ensure steady cash flows to support operational requirements.
6. Oversee and lead annual budgeting and planning process in conjunction with the
Secretary/CEO; administer and review all financial plans and budgets; monitor
progress and changes; and keep senior leadership team abreast of the Institute’s
financial status.
7. Provide leadership to finance, IT, Administration and HR teams.
8. Supervise the procurement of goods and services.

Human Resources, Information Technology and Administration

1. Develop ICPAU’s human resources and administration functions, enhancing


professional development and training, managing compensation and benefits,
performance evaluation.
2. Ensure that recruitment processes are consistent and streamlined.
3. Establish and manage a comprehensive training programme to educate employees
regarding staff tools, policies, and procedures.
4. Prepare for, attend and take minutes of meetings for the committees in charge of
planning, development, finance and Human Resources.
5. Supervise and guide line staff.
6. General administrative work.
7. Work closely and transparently with all external partners including third-party vendors
and consultants.
8. Oversee and supervise the administrative function of the Institute, including
property/facility management, safety of the work environment, and provision of
furnishings and equipment necessary for effective operations.
9. Evaluate the need for new technology to meet the Institute’s data processing,
control, and reporting requirements.
10. Advise on appropriate technology that meets the Institute's information requirements
and financial resources.
11. Provide an innovative leadership strategy for accomplishment of Institute's goals
12. Carry out any other duties as requested by the Secretary/CEO

Qualifications, Experience & Personal Attributes needed to meet the demands of the role

Qualifications

1. University degree
2. Certified Public Accountant
3. Post Graduate Qualification in Management, Finance, Accounting, Human Resource
and Business Administration is added advantage

Experience

1. At least seven years of professional experience of financial and operations


management.
2. Experience of final responsibility for the quality and content of all financial data,
reporting and audit coordination and to have preferably overseen a human resources
function previously
3. Experience in managing and implementing information systems and managing
relationships with software vendors
4. Excellent public presentation and interaction skills.

2. DIRECTOR EDUCATION (1 POSITION) DE301/03/18

Directorate: Education
Report to: Secretary/ Chief Executive Officer
Role Location: Kampala

Role Purpose & Context:

The Director for Education provides leadership in all matters relating to the education
function at the ICPAU and is responsible for IFAC’S SMO 2, Public Accountants Examinations
Board (PAEB) and the Committee of Council in charge of Education.

Key Responsibilities:

1. Manage the strategic and tactical processes throughout the Education function.
2. Develop an appropriate strategy which strikes a perfect balance between ICPAU’s
strategic plan, Members and Students and other Stakeholders’ requirements.
3. Develop and implement functional objectives in line with ICPAU's strategic plan.
4. Maintain consumer satisfaction by sustaining the quality of services offered as well as
resolving the employers, members and students complaints and queries.
5. Provide leadership to Education and Examinations teams.
6. Supervise the delivery of ICPAU’s Certifications, Initial Professional Development
(IPD), Continuing Professional Development (CPD) and Study materials development.
7. Develop an innovative leadership strategy for accomplishment of ICPAU’s goals.
8. Develop, implement, and evaluate the ICPAU’s annual Education plan.
9. Carry out any other duties as requested by the Secretary/CEO

Experience

3. Knowledge of regulatory framework for the accountancy profession e.g. Accountants
Act 2013, IFAC’s Statements of Membership Obligations (SMOs).

Report to: Secretary/Chief Executive Officer
Role Location: Kampala
Role Purpose & Context:
The Director Professional Standards and regulation will be responsible for the establishment
and maintenance of a robust and effective professional standards and regulatory framework.
The job holder will be able to provide assurance to the Secretary/CEO around compliance
with all relevant professional standards and regulation within the Accountancy Profession.
The job holder will provide technical and administrative support to the Quality Assurance
Board, Disciplinary Committee, Disciplinary Appeals Committee and the Committee of
Council in charge of standards and Regulation.
The Job holder will be responsible for IFAC’s statements of membership obligations (SMO) 1,
3, 4, 5, 6 and 7

Key Responsibilities:

1. Manage the strategic and tactical processes throughout the professional standards and
regulation function.
2. Develop an appropriate strategy which strikes a perfect balance between ICPAU’s
strategic plan, Members and Students and Other stakeholders’ requirements.
3. Develop and implement functional objectives in line with ICPAU's strategic plan.
4. Provide leadership on issues of quality assurance and regulation, professional
standards, research and investigation and discipline within the accountancy
profession.
5. To provide technical support to various stakeholders and enhance their relationship
with the Institute.
6. Provide leadership to Professional Standards and Regulation teams
7. Assess possible legal challenges by understanding current and proposed legislation;
enforcing regulations; recommending new procedures; complying with legal
requirements.
8. Provide technical and administrative support to the Quality Assurance Board,
Disciplinary Committee, Disciplinary Appeals Committee and the Committee of
Council in charge of standards.
9. Provide an innovative leadership strategy for accomplishment of Institute’s goals.

Qualifications, Experience & Personal Attributes needed to meet the demands of the role

3. Relevant Post Graduate Qualification in Business Administration, Finance/Accounting,
Economic Policy, Law, Taxation, Public Policy & Administration is an added advantage

Experience

1. At least seven years of professional experience in auditing, accounting and or


regulation.
2. Knowledge of regulatory framework for the accountancy profession e.g. Accountants
Act 2013, IFAC’s Statements of Membership Obligations (SMOs).
3. Knowledge of other pertinent legislations e.g. Anti-Money laundering Act 2013, Anti-
Corruption Act 2009.
4. Experience in Quality Assurance processes.
5. Knowledge and experience of best practice compliance methodologies and emerging
practice, compliance monitoring and risk assessments in Accountancy.
6. Experience of communicating with regulators and assisting with regulatory enquiries.
7. Excellent public presentation and interaction skills.

4.MANAGEMENT INFORMATION SYSTEM OFFICER (1 POSITION) – DCS231/03/18

Directorate: Corporate Services


Report to: Finance Manager
Role Location: Kampala
Role Purpose & Context:

The Job holder monitors and maintains the computer systems and networks of ICPAU. The
job holder installs and configures computer systems, diagnoses hardware and software faults
and solves technical and applications problems, either over the phone or in person.

Key Responsibilities:

1. Provides IT Support to staff, members and students including procedural


documentation and relevant reports
2. Installs and configures computer hardware operating systems and applications
3. Updates the institute’s websites
4. Monitors and maintains computer systems, databases, applications, backups and
networks;
5. Troubleshoots database queries, system and network problems and diagnosing and
solving hardware or software problems before they are escalated
6. Manages the security of the network
7. Repair and maintenance of the institutes IT Equipment replacing parts as required;
8. Maintenance and Management of the servers
9. Supports the roll-out of new applications;
10. Sets up new users' accounts and profiles and dealing with password issues;
11. Procurement of IT equipment and some software
12. Develops new database applications/modules
13. Keeps track of the IT Assets
14. Carries out any other duties as requested by the IT in Charge, Head of Finance

Occasional tasks/duties:
1. Design the institute’s websites
2. Involvement in the design of new IT systems
3. Training staff, members and students on how to use the new systems designed
4. Supervision of the cabling work in new offices
5. Making proposals to management for new database applications/systems/modules
6. Handling database application trainings for staff as an when required
7. Integration of database applications both internal and external
8. Involvement in Procurement of ICT items
9. Working with consultants on development/testing and implementation on new systems

Seasonal tasks:
1. Involvement in Invigilating exams
2. Managing ICT, registration and other duties at residential seminars
3. Organizing staff party/reflection and retreats
4. Offering support during major residential seminars and other activities

Qualifications, Experience & Personal Attributes needed to meet the demands of the role
(Required/desired):

University degree in Computer science or related field business .e.g. information technology;
business systems engineering; computer networking and hardware; computer software
development; information technology; internet engineering; software engineering

Experience

1. A minimum of two years’ relevant practical working experience in a reputable


organization,
2. In-depth knowledge of the programs and applications, typically Microsoft, Linux, UNIX
and Cisco technologies.
3. Customer service experience.
4. Knowledge of MYSQL and Php Programming
