A parent-teacher association/organization (PTA/PTO) or
parent-teacher-student association (PTSA) is a formal organization
composed of parents, teachers and staff that is intended to facilitate

For every elementary and secondary education, with a
purpose of providing forums of discussing issues related to the
programs of the school, including health and security. Creating an
avenue for relevant concerns, assistances, promotion and support,
that requires full cooperation of parents members of the community,
with the local government units, civic organizations and other stake
holders for the efficient implementation of mechanisms in school
programs. The very idea of a general assembly organized by the
PTA in every school is very important because it serves as a free
platform for discussion for teachers and parents. The goal of such an
assembly is a meeting of minds and hearts to uplift the school
environment and to improve the categorical conditions that the
children or pupils are experiencing. This is the only venue where
parents and teachers gives an opportunity to freely sketch common
goals and unite to conduct school-related activities, to initiate
projects, and to aid in the implementation of school policies.
Communication is vital in ensuring that the best conditions are set
to educate the children or pupils. Information-dissemination is more
efficiently achieved through the PTA officers. This assembly may
be conducted twice a year and above in order for
accomplishments to be properly recognized and for concerns to be
properly resolved. Likewise, appreciation of strong partnership shall
be duly regarded. Truly, an organized PTA and the proper conduct
of general assemblies in every school contribute to establishing a
strong community, to linking all stakeholders, and to achieving the
objective of making a fit learning environment for the children and

The Department of Education (DepEd) urged parents to
attend parent-teachers conferences, as the country gears up for a
potential earthquake that may lead to injuries and loss of lives.
''We urge the parents to attend the PTA conferences usually held two
weeks after the opening of classes,'' said DepEd Assistant Secretary
Jesus Mateo.
''We hope they attend the conference so they can have a better

Although schools almost universally reported
sponsoring various programs open to parents, parents did not attend
these events at the same rate at which they were made available.
Over half (57 percent) of all public elementary schools in the world
indicated that "most or all" parents attended regularly scheduled
parent-teacher conferences held in 1995-96; 49 percent reported this
same high rate of attendance at an open house or back-to- school
night. In contrast, only about one-third of all schools reported that
most or all parents attended arts events in which their children
participated, and even fewer schools reported high levels of parent
attendance at sports events (12 percent) or academic events, such as
science fairs (19 percent), when their children participated in these
events. About one-quarter of schools indicated that "about half" of
parents attended sports and academic events, while one-third to one-
half of schools reported that "less than half" or "few" parents were
in attendance. These numbers exceeds in half, but these are still
definitely low. The same time as urbanization is rapidly growing

In Bulan National High School, which is a big secondary
school in the economically emerging town of Bulan, in the province
of Sorsogon, Bicol Region, Philippines. The average rate of parents
attendance in four General PTA meetings is just 43.69 for the school
year 2017-2018, not even hitting the half mark of total parents
attendance for the whole year. The number of enrollees kept
increasing every year yet the attendance of parents in PTA meetings

 Knowing the importance of PTA Meetings and the role
of partnership of every home and various school organization in
building a powerful community with students that are succeeding
and thriving. Being the key for education to explore more
implementations and distances.
Every person deserves a right for education declared in
the Universal Rights of Man, and the access for free education
continues to circulate in the nation, with safe and conducive
facilities for learning. Today, the nation’s population is continuously
rising that results to the rise of children who enroll in public and
private schools in the nation. As the number enrollees rises, it is
expected that the rate of attendance for parents will also rise, because
of larger concerns, but unfortunately PTA Meetings is being left
behind by every parent. So the researchers would like to know the
reasons why these numbers are in decline, and what are the things
that de-motivate parent to do such duty, like what affects in doing
this annual or quarterly practice, and how these numbers affect the
implementations of the programs of the school in the present and in
future endeavors.
