APPLICATION FOR ASSESSMENT OF TIME IN


OVERSEAS GENERAL PRACTICE

Introduction and Explanations

Enclosed is a copy of the application form for the Assessment of Time in Overseas
General Practice, together with a brief outline of the procedure for assessing of
applications.

This assessment is designed to assist in determining eligibility –

ƒ to enrol in the College Examination or Practice Based Assessment;

ƒ for full Membership of the RACGP; and/or

ƒ as part of an Australian Rural Workforce Agency application

Applications will only be accepted from doctors currently living in Australia, or, from
those doctors living overseas who have a written recommendation from an Australian
Rural Workforce Agency to have this RACGP assessment completed.

Only overseas general practice experience within ten (10) years prior to the
application date will be considered for this assessment.

English language requirements

Applicants must have successfully completed EITHER:


• the International English Language Testing System (IELTS) examination
(Academic Module) with a minimum score of 7.0 in each of the four
components, and an overall band-score of 7.0, OR
• obtained an overall pass in the Occupational English Test - OET (4
components) administered by the Centre for Adult Education (CAE) with
grades A or B ONLY in each of the four components OR
• or obtained a pass in the PLAB part 2

For overseas applicants: Your IELTS/OET/PLAB Reports must be have been


attained within two years of submitting your Assessment of Time in Overseas
General Practice application.

For applicants who have been practising in an Australian English speaking clinical
employment context (General Practice or hospital) since successfully completing
their English language test, exemption from further testing will be granted on
provision of:
• Certified copies of the results of their English language test.
• Certified evidence of their continuous clinical practice within an English
speaking clinical employment context since completion of their English
language test.

• Statutory declarations from 2 Australian trained clinicians (Undergraduate
degrees obtained in Australia) vouching for the applicant’s English language
proficiency in the clinical context.

Exemption may also be granted on provision of evidence of all secondary and tertiary
schooling being in English. Certified evidence of this will be required.

What happens to my application when it is submitted?

On receipt of your application, it will be forwarded to two RACGP Censors who are
responsible for independently calculating your time in overseas general practice.

Both Censors must agree that the assessment is fair and reasonable before you are
notified of the result.

To avoid delays in the processing of your application, please ensure that all
information that has been requested as per the Documentary Checklist on Page 7 is
included, in particular, those listed in Section 2.

What is “general practice”?

General practice in Australia means comprehensive, continuing, whole patient


care. It is not confined to one specialty – it is, by definition, “general”. GPs in
Australia see unselected patients; these are not patients referred to them by other
practitioners. GPs are the “doctor of first contact” for patients, families and the
community in which they work. General practice involves the acceptance, as
patients, of people with all sorts of diseases and conditions where the initial diagnosis
and decision as to treatment or further referral needs to be made. It also requires a
willingness to provide preventative care to patients and also ongoing or continuing
care for patients with chronic conditions. It is not, therefore, merely episodic.

The RACGP will rely upon your description of your time in overseas practice to
determine whether it fits the criteria for “general practice”. Addressing these criteria
when completing your application will enable a decision on your application to be
made in a fair, equitable and timely manner.

Your overseas practice will not be considered to meet these criteria if it is –

ƒ one in which the patients are selected or referred to you by others;


ƒ predominantly in a field of specialty e.g. Paediatrics, Women’s Health or
Military Service;
ƒ in a hospital environment as an intern or resident;
ƒ in a hospital emergency department;
ƒ as a hospital medical officer primarily dealing with in-patient care; or
ƒ in an outpatient department of a hospital unless that department is the
only source of primary care for the community it serves

In assessing your application, the RACGP relies on the accuracy of the information
you provide in your application. You are therefore required to provide a statutory
declaration attesting to the veracity of the provided information. Please be aware that
making a false statutory declaration is a criminal offence.

You are also required to agree to indemnify the RACGP from and against any loss or
damage that the RACGP suffers as a result of you providing false, inaccurate or
misleading information in the application. The form of indemnity is set out in the
application form and must be signed by you in the presence of a witness.

Persons before whom a Statutory Declaration may be made

Under the Statutory Declarations Act 1959, the persons before whom a Statutory Declaration may be made
include any person who is authorised under a law in force in a State or Territory of Australia to practise as a
member of a profession listed in Part 1 or a person listed in Part 2 below.
