been verified by any impartial third parties. It is possible that information in this document is not 100% accurate, or complete. In a master list of facade grant recipients,
received from a source at the City of Allentown, there were duplicate addresses included. Our notes regarding those duplicates are not meant to prove that the grant was
awarded more that once to a single property, or to a single property owner. It is possible that those addresses appear twice as the result of error, or due to facade work
commencing in one fiscal year, and concluding in another. We strongly believe that what this independent audit will show, beyond a shadow of a doubt, is that CADCA has
failed to conduct itself as a public non-profit 501c3 charity by awarding grants to city employees, its own employees, and on 4 occasions, an individual with dual
responsibilities as a Steering Committee member of Upside Allentown, and a Director of CADCA. It is our opinion, and strong suggestion, that if it's proven CADCA failed to
act appropriately in its stewardship of public funds, the City of Allentown should immediately cease payment of public funds already committed to Upside Allentown,
CADCA, and CACLV. In such a case, Allentown should take immediate action to recuperate all funds delivered to CADCA during the timeframe in which it was proven that
CADCA was not fulfilling its obligations as a public charity, and failing to allow its publicly proclaimed mission statement to guide its actions.
