2 Grant of Free Tuition and Other


3 School Fees in UP

7 These Guidelines are intended to assist the Director of the UP Office of
8 Admissions (OA), University Registrars (URs), Deans, College Secretaries,
9 College Assessors, Student Financial Assistance personnel, and Legal Offices
10 in implementing Republic Act No. 10931 in every UP Constituent University
11 (CU). URs, Deans, College Secretaries, College Assessors, Student Affairs &
12 Financial Assistance personnel, and Legal Office personnel must confer with
13 their respective Chancellors before implementing these Guidelines.

15 These Guidelines are issued to implement provisions on the grant of Free
16 Tuition and Other School Fees. The Guidelines are based on the Implementing
17 Rules and Regulation of Republic Act No. 10931, signed by the UNIFAST
18 Board on 22 February 2018, and informed by advice provided in public
19 forums organized by the Commission on Higher Education (CHED) and the
20 UNIFAST Office in 2018.

24 Tuition refers to fees charged for subjects and courses enrolled in by
25 University students.
26
27 Tuition shall include (1) Tuition for Academic Courses and (2) Tuition for
28 National Service Training Program Courses.

30  Tuition for academic courses
31
32 Tuition rate for academic courses (e.g. Chem 17 course, Chem 17
33 laboratory course) shall be the full tuition cost per unit applicable to

1 a campus (e.g. P1,500 for UPD, UPLB, and UP Manila; P1,000 for other
2 campuses).

5  Tuition for National Service Training Program (NSTP) courses
6 Tuition rate per unit for NSTP courses shall be 50 percent of the full
7 tuition cost per unit applicable to a CU.
8
9 Other School Fees (OSF) shall include fees to cover necessary costs
10 supportive of instruction.
11
12 OSF shall include fees classified as (1) Admission Fees, (2) Entrance Fees, (3)
13 Registration Fees, (4) Library Fees, (5) Laboratory Fees, (6) Computer Fees,
14 (7) Athletic Fees, (8) Cultural Fees, (9) Medical & Dental Fees, (10) Guidance
15 Fees, (11) Handbook Fees, (12) School ID Fees, and (13) Development Fees
16 defined in the Implementing Rules and Regulations of RA 10931.

18  Admission fees
19
20 Admission fees are charged when applying for admission in the
21 University. Admission fees include:
22
23 o Entrance examination fees charged by Colleges to administer
24 entrance and admission tests to specific programs (i.e. Talent
25 Determination Test fee), and
26 o Entrance examination fees charged by the Constituent
27 University or the UP OA for admission in the University (i.e.
28 UPCAT examination fee, UgAT examination fee).

30 Admission fees must be indicated in the Admission Slips, Examination
31 Permits, and similar documents issued by the College, CU and UP OA.

33  Entrance fees

35 Entrance fees are collections to facilitate admission to a degree
36 program in the University.

38 Entrance fees include:

1 o Required medical screening fees to facilitate admission to the
2 University,
3 o Required personal & psychological test fees to facilitate
4 admission to the University, and
5 o Other entrance fees (i.e. entrance deposit) paid by first time
6 enrollees in the University.

8  Registration fees
9
10 Registration fees are charges to process a student’s enrollment in a
11 course. Registration fees include:
12
13 o Registration fees charged by the University Registrar during
14 enrollment,
15 o Advanced Placement Examination fees to obtain advanced
16 credits to a course,
17 o Change Matriculation fees,
18 o Residency fees, and
19 o Other fees charged to process a student’s enrollment in a
20 course during the registration period.

22  Library fees

24 Library fees are charges intended to fund access to and use of library
25 services of the University. Library fees include:
26
27 o Library fees charged during enrollment, and
28 o License fees paid to collective licensing organizations for large-
29 scale reproduction of copyrighted materials.
30
31 Library fees shall exclude fines and penalties incurred by library
32 users.

34  Laboratory fees
35
36 Laboratory fees are charges to fund the use of laboratory facilities
37 required for instruction and research. Laboratory fees include:
38
39 o Laboratory fees charged during enrollment, and

1 o Other laboratory related charges required for instruction and
2 research in laboratories (e.g. chemical disposal charges, cost of
3 cadavers).

5 Laboratory fees shall exclude payment for the use of computer
6 laboratories.

8  Computer fees
9
10 Computer fees are fees charged to students for the access to and use
11 of the entire range of information and communication technology
12 (ICT) services provided by the University. Computer fees include:
13
14 o Internet fee charged during enrollment,
15 o Energy fee charged during enrollment,
16 o Computer laboratory fees charged when enrolling in courses
17 utilizing computer laboratories, and
18 o Other fees charged for the use of ICT services of the University.

20  Athletic fees
21
22 Athletic fees are charges for the use of sports facilities and equipment,
23 conduct of sports-related trainings, and participation in sports
24 competitions duly approved by the University. Athletic fees include:
25
26 o Athletic fees charged during enrollment,
27 o Fees charged for the use of equipment and facilities when
28 enrolled in PE courses (e.g. equipment rental), and
29 o Fees charged to fund sports-related trainings and competitions
30 with official approval from the University.

32  Cultural fees
33
34 Cultural fees are fees intended for the conduct of and participation in
35 socio-cultural activities that provide opportunities to enhance talents,
36 abilities, and values of students towards national culture and heritage.
37 Cultural fees include:

39 o Cultural fees charged during enrollment, and

1 o Fee charged for participating in socio-cultural activities
2 officially organized or endorsed by the University.

4  Medical and dental fees
5
6 Medical and dental fees are collections intended to cover (1) health
7 services to ascertain that students are physically and mentally fit and
8 (2) insurance coverage for school activities. Medical and dental fees
9 include:
10
11 o Medical and dental fees charged during enrollment;
12 o Fees paid to cover health services, such as physical, dental, and
13 mental health assessment and examination, provided by UP or
14 health service providers endorsed by the University;
15 o Fees paid to cover health services to ascertain student does not
16 have any contagious illness, provided by UP or health service
17 providers endorsed by the University; and
18 o All-purpose student insurance fees for in-campus and off-
19 campus activities duly approved by the University.

21  Guidance fees
22
23 Guidance fees are charges for guidance related activities in the
24 University. Guidance fees include:
25
26 o Collections to fund student trainings and seminars,
27 o Charges for career guidance and counseling,
28 o Charges for student counseling,
29 o Psychological testing fees,
30 o Career assessment fees,
31 o Charges for career development, and
32 o Charges for employment placement services,
33
34 All of which covering only services from or officially approved by the
35 University.

37  Handbook fees

1 Handbook fees are amounts used for the production and issuance of
2 documents or manuals to guide students on University admission and
3 retention policies, grievance and appeals, grading system, among
4 others.

6 Handbook fees shall be free of charge only once. Fees to replace
7 handbook shall be shouldered by students.
8
9  School ID fees
10
11 School ID fees are collections intended for the production, issuance,
12 and renewal of prescribed identification cards. School ID fees include:
13
14 o ID fees for the issuance of new cards, and
15 o ID sticker fees for the renewal of IDs.
16
17 ID fees for the issuance of new cards shall be free of charge only once.
18 Fees to replace IDs shall be shouldered by students.
19
20  Development fees
21
22 Development fees are fees used to fund University-approved student
23 activities, projects, and programs other than those intended for
24 student welfare and development. Development fees include:
25
26 o Collections to fund leadership trainings conducted by Offices
27 of Student Affairs (OSAs),
28 o Collections to cover cost of off-campus experiential learning
29 organized by Colleges and OSAs (e.g. fieldtrips),
30 o Fees collected to fund student partnerships and activities of
31 student organizations (e.g. college student council fees),
32 o Fees to fund student publication or newsletter (e.g. student
33 fund),
34 o Collections to fund spiritual, social, and values programs
35 organized by Colleges and OSAs, and
36 o Collections to fund bridging and remedial programs organized
37 by OSAs and Learning Resource Centers,
38
39 with official approval of the University.

2 Tuition and OSF rates shall be based on:

4  Rates consistent with the definition and utilization of Tuition and
5 OSF as defined in these Guidelines and the Implementing Rules
6 and Regulations of RA 10931,
7
8 Only Tuition and OSF prescribed in these Guidelines shall be indicated
9 in the Form 5, Admission Slips, Examination Permits, and similar
10 documents.
11
12 Prior to the Registration Period, the UR and College Secretaries shall
13 prepare a list of Tuition and OSF that will be encoded in the Form 5 of
14 students who will enroll during the semester/trimester. List shall be
15 prepared in coordination with units charging these fees.
16
17 Except for Admission Fees, all Tuition and OSF covered in these
18 Guidelines must be reflected in the Form 5 of eligible students during
19 the Registration Period.
20
21 Admission Fee rates shall be reflected in the Admission Slips,
22 Entrance Exam Permits, and relevant documents issued by the UP
23 units that administered the Entrance Examination. The UP Office of
24 Admissions and UP units administering these exams shall revise these
25 forms accordingly.

27  Prevailing rates collected from students during the first
28 semester/trimester AY 2017-2018
29
30 In accordance with the moratorium on increase in Tuition and OSF
31 provided in the Implementing Rules and Regulations of RA 10931, the
32 rates to be indicated in the Form 5, Admission Slips, Examination
33 Permits, and similar documents shall be the prevailing rates during
34 the first semester/trimester AY 2017-2018.
35
36 In the case of courses with laboratory fees that were revised after the
37 first semester/trimester AY 2017-2018, the rates to be charged shall
38 be the prevailing rates approved by the UP Board of Regents prior to
39 AY 2017-2018.

2  Rates approved by the UP Board of Regents (UP BOR).

4 Tuition and OSF rates are deemed approved by the UP BOR when they
5 are:
6
7 o Approved in any one of the meetings of the UP BOR or a
8 properly held referendum vote between its official meetings;
9 o Approved by the UP President, in accordance the authority
10 delegated to the UP President by the UP BOR;1 or
11 o Approved by the UP CU Chancellor, in accordance the authority
12 delegated to the UP Chancellor by the UP BOR.2

13 Screening Students who are eligible for Free Tuition


14 and OSF of RA 10931
15
16 Tuition and OSF shall NOT be collected from Filipino undergraduate
17 students EXCEPT for the following students:
18
19  Students who have already attained a bachelor’s degree or
20 comparable undergraduate degree from any higher education
21 institution, whether public or private.
22
23 Students who have attained a bachelor’s degree or comparable
24 undergraduate degree include:
25
26 o Graduate students,
27 o Students enrolled in Juris Doctor,
28 o Student enrolled in Doctor of Medicine (Medicine Proper), and
29 o Undergraduate students who already obtained a bachelor’s
30 degree.

32 These students will be assessed using the applicable Tuition and OSF
33 rates.

2 Students enrolled in Certificate and undergraduate programs that are
3 ladderized (i.e. Malikhaing Pagsulat of UP Diliman) shall be classified
4 as undergraduate students, and are therefore eligible for Free Tuition
5 and OSF.

7 At least two weeks before regular registration period, College
8 Secretaries must identify undergraduate students with previous
9 bachelor’s degree. College Secretaries shall inform undergraduate
10 students regarding her/his ineligibility for Free Tuition and OSF in
11 writing or email. College Secretaries must not publicize the names of
12 undergraduate students who are not eligible for Free Tuition and OSF.
13
14 College Secretaries must also furnish a list of students who are not
15 eligible for Free Tuition and OSF to the CU Office of Student Affairs
16 (OSA) before the Registration Period and immediately after the
17 Registration Period. This is to allow the CU OSA to make the necessary
18 arrangements to accommodate in students in need of financial
19 assistance to cover the cost of Tuition and OSF.
20
21  Students who fail to comply with the admission and retention
22 policies of the University.
23
24 The following enrolled students are considered non-compliant with
25 admission policies of the University:
26
27 o Non-degree students,
28 o Cross-registrants from a non-UP home unit, whether public or
29 private, and
30 o Special students without credit.
31
32 These students will be assessed using the applicable tuition and OSF
33 rates.
34
35 Students are considered non-compliant with retention policies of the
36 University when they are permanently disqualified from enrolling in
37 UP. However, undergraduate students who were permanently
38 disqualified but have been re-admitted on or before the regular

1 registration period are still considered compliant with the retention
2 policies of University.

4 During enrollment, College Secretaries shall identify present students
5 who do not comply with the admission and retention policies. College
6 Secretaries shall inform undergraduate students regarding her/his
7 ineligibility for Free Tuition and OSF in writing or email. College
8 Secretaries must not publicize the names of undergraduate students
9 who are not eligible for Free Tuition and OSF.

12 College Secretaries must also furnish a list of students who are not
13 eligible for Free Tuition and OSF to the CU OSA before the Registration
14 Period and immediately after the Registration Period. This is to allow
15 the CU OSA to make the necessary arrangements to accommodate in
16 students in need of financial assistance to cover the cost of Tuition and
17 OSF.

19  Students who fail to complete their bachelor’s degree or
20 comparable undergraduate degree within a year after the period
21 prescribed in the program
22
23 The prescribed period refers to the normal length of time to complete
24 the requirements for graduation (e.g. 4 years for BS Tourism, 5 years
25 for BS Business Administration & Accountancy, 6 years for Doctor of
26 Veterinary Medicine).
27
28 The expected duration to benefit from Free Tuition and OSF shall be
29 the prescribed period of a student’s program plus one year (e.g. 5
30 years plus 1 for Business Administration & Accountancy). The
31 reckoning date for the expected duration shall be the
32 semester/trimester when a student first enrolled in UP. Students who
33 fail to complete their undergraduate degree program within the
34 expected duration since they first enrolled in the University are not
35 eligible for Free Tuition and OSF. These students will be assessed
36 using the applicable tuition and OSF rates.

38 When evaluating shiftees, College Secretaries must adjust the
39 expected duration by the number of semesters/trimester that student

1 spent in their previous degree programs in UP. The number of
2 semesters/trimesters when they benefitted from Free Tuition and
3 OSF in their previous degree program must be deducted from the
4 expected duration to benefit from Free Tuition and OSF in their
5 present degree program. To facilitate evaluation, College Secretaries
6 shall prepare the form and correspondence to obtain the number of
7 semesters/trimesters when shiftees benefitted from Free Tuition and
8 OSF from the College Secretary of the student’s former College in UP.

10 When evaluating transferees, College Secretaries must adjust the
11 expected duration by the number of semesters/trimesters that
12 student spent in their previous degree programs in another
13 University or College. The number of semester/trimesters when they
14 benefitted from Free Higher Education under RA 10931 in their
15 previous University or College must be deducted from the expected
16 duration to benefit from Free Tuition and OSF in their present degree
17 program. To facilitate evaluation, College Secretaries shall prepare the
18 form and correspondence to obtain the number of
19 semesters/trimesters when transferees benefitted from Free Tuition
20 and OSF from the Registrar of the student’s former University or
21 College.

23 When evaluating students returning from LOA and UP students who
24 were previously enrolled in other Universities as exchange students,
25 College Secretaries must adjust the expected duration by the number
26 of semesters/trimesters when the student was not enrolled in UP. The
27 number of semesters/trimesters when they were on leave or on detail
28 as exchange student must be added to expected duration to benefit
29 from Free Tuition and OSF in their present degree program.

31 When evaluating students returning from AWOL, College Secretaries
32 shall maintain the expected duration to benefit from Free Tuition and
33 OSF based on the year when they first enrolled in UP.
34
35 At least two weeks before regular registration period, College
36 Secretaries must identify undergraduate students who failed to
37 complete their undergraduate degree program within the expected
38 duration since they first enrolled in the University. College Secretaries
39 shall inform undergraduate students regarding her/his ineligibility

1 for Free Tuition and OSF in writing or email. College Secretaries must
2 not publicize the names of undergraduate students who are not
3 eligible for Free Tuition and OSF.
4
5 College Secretaries must also furnish a list of students who are not
6 eligible for Free Tuition and OSF to the CU OSA before the Registration
7 Period and immediately after the Registration Period. This is to allow
8 the CU OSA to make the necessary arrangements to accommodate in
9 students in need of financial assistance to cover the cost of Tuition and
10 OSF.

12  Students who voluntarily opt out
13
14 Students with accomplished Opt Out Forms are no longer eligible for
15 Free Tuition and OSF during the semester/trimester when they
16 submitted the said form. Once submitted and accepted by the College
17 Secretary, a student waives availment of Free Tuition and OSF for that
18 semester/trimester. The student will be assessed using the applicable
19 tuition and OSF rates.

21 Students may opt out during the Registration Period only.
22
23 The UR shall prepare the form to facilitate the student’s voluntary
24 opting out of the Free tuition and OSF in the CU. The form shall contain
25 the following basic elements:
26
27 o Name, student number, and academic unit of the student;
28 o A statement that the student is aware that he/she may
29 voluntarily opt out of the Free Tuition and OSF granted by RA
30 10931;
31 o A statement that the student is required to participate in
32 accredited Civic Engagement activities organized by the
33 University;
34 o A statement that the student is voluntarily opting out of the
35 Free Tuition and OSF and the responsibility to participate in
36 accredited Civic Engagement activities;
37 o A statement that the decision to opt out is voluntary and not
38 done under duress;

1 o A statement of the semester/trimester of the academic year
2 when student is opting out of Free Tuition and OSF;
3 o A space to state the reason/s for Opting Out from Free Tuition
4 and OSF granted by RA 10931;
5 o For those decided to opt out, an acknowledgement that student
6 has the financial capacity to pay for the Tuition and OSF for the
7 period covered;
8 o A space to indicate Name and Signature of the student, and date
9 form is signed;
10 o A space to indicate Name and Signature of Parent or Guardian
11 of MINOR STUDENTS, and a statement informing the College
12 that they have given their consent to Opt Out. IF THE STUDENT
13 IS NO LONGER A MINOR, the signature of the parent or
14 guardian is no longer required;
15 o A space for the Name and Signature of the Person in Charge
16 who authorized to receive the form;
17 o A space for the Name and Signature of the UR; and
18 o A space for the details to indicate notarization by the CU Legal
19 Office.

21 The College Secretary shall assign a Person from her/his office to
22 accommodate students who wish to opt out and pay Tuition and OSF.
23 The Person in Charge shall accept Opt Out forms and submit
24 accomplished Opt Out forms to the UR for her/his formal acceptance.
25
26 The General Opt Out process shall be as follows:
27
28 Step 1. Prior to assessing a student’s Form 5, the Person-in-
29 Charge must ask the student if he/she is willing to
30 Voluntarily Opt Out. If the student expresses her/his
31 intent to Opt Out, the person in charge must give the
32 student an Opt Out form. Otherwise, the person in charge
33 must instruct the student to proceed with the assessment
34 and printing of Form 5 to complete her/his registration.

36 Step 2. Student fills out the Opt Out form. To opt out, the student
37 must indicate ALL OF THE FOLLOWING:

1  Awareness of the Tuition and OSF subsidy granted by
2 RA 10931;
3  Awareness of required participation in Civic
4 Engagement activities as one of the grantees of
5 Tuition and OSF subsidy granted under RA 10931;
6  Willingness to opt out from Free Tuition and OSF
7 granted by RA 10931 and the responsibility to
8 participate in accredited Civic Engagement activities;
9  Decision to opt out is voluntary and not done under
10 duress;
11  Period when student will Opt Out;
12  Reason for Opting Out from Free Tuition and OSF
13 granted by RA 10931;
14  For those decided to opt out, an acknowledgement
15 that student has the financial capacity to pay for the
16 tuition and OSF for the period covered;
17  Name and Signature of the student, and
18  IF THE STUDENT IS A MINOR, signature of the parent
19 or guardian, informing the College that they have
20 given their consent to Opt Out. IF THE STUDENT IS NO
21 LONGER A MINOR, the signature of the parent or
22 guardian is no longer required.

24 Step 3. Student submits the accomplished Opt Out Form to the
25 Person- in-Charge.
26
27 Step 4. Person-in-Charge reviews the form. If the form is
28 complete, he/she indicates her/his Name and Signature
29 as acceptance of Opt Out form, on behalf of the University
30 Registrar. Otherwise, person in charge returns the form
31 to the student to complete it.

33 Step 5. Person-in-Charge marks the student’s Form 5, indicating
34 that the student has voluntarily Opted Out. Person shall
35 instruct the student to proceed with the assessment and
36 printing of Form 5 to complete her/his registration.

38 Step 6. Person-in-Charge forwards accomplished Opt Out forms
39 to the University Registrar for her/his acceptance.

1 University Registrar then forwards the accepted forms to
2 the CU Legal Office for notarization.
3
4 Step 7. CU Legal Office notarizes Opt Out forms and submits
5 these to the UR.
6
7 At the end of the Registration Period, the College Secretary shall submit a
8 list of students who opted out from the Free Tuition and OSF grant to the
9 UR. The list shall contain the names and student numbers of the students,
10 their respective degree programs, and the amounts of Tuition and OSF
11 assessed by the College Assessors.

13 At the end of the Registration Period, College Secretaries must also
14 furnish a list of students who opted out from the Free Tuition and OSF
15 grant to the CU OSA. This is to allow the CU OSA to make the necessary
16 arrangements to accommodate in students in need of financial assistance
17 to cover the cost of Tuition and OSF.

19 The students who are not eligible for Free tuition and OSF may apply for
20 tuition subsidy and other forms of financial assistance offered by the
21 University.

23 Undergraduate students ineligible for Free Tuition and OSF, and students
24 enrolled in Juris Doctor or Doctor of Medicine, may submit applications for
25 tuition subsidy and other forms of financial assistance to the OSA of their CU.
26 CU OSAs shall closely coordinate with the UP System Office of Student
27 Financial Assistance (UP OSFA) in the grant of tuition subsidy and financial
28 assistance to undergraduate students.
29
30 Graduate students and other students who wish to avail of financial support
31 shall submit duly accomplished application forms, with the required
32 supporting documents, to the CU OSA.

33 Extension of Free Tuition and OSF grant

35 Undergraduate students who are not eligible for Free Tuition and OSF may
36 request extended availment during the Registration Period only.

1 Request for extended availment of Free Tuition and OSF shall be acted upon
2 by the College and approved by the CU Chancellor. The process to evaluate
3 requests to extend availment of Free Tuition and OSF shall be as follows:
4
5 Step 1. Prior to submitting request for extension, a student must obtain
6 advice from the College Secretary regarding her/his ineligibility
7 for Free Tuition and OSF. Advice from the College Secretary must
8 include the reason for ineligibility.
9
10 Step 2. A student who wishes to request extension of availment must
11 write a letter addressed to Chancellor, through the Dean,
12 requesting extension of availment of Free Tuition and OSF. The
13 student must provide relevant information to justify the extended
14 availment of Free Tuition and OSF.

16 Step 3. The Dean shall evaluate cases requesting extension of Free
17 Tuition and OSF availment. The Dean shall convene a committee
18 of regular faculty members from the College to evaluate the case
19 of students requesting extension. Upon recommendation from the
20 Committee, the Dean shall endorse cases to the Chancellor for
21 action.

23 Step 4. The Chancellor shall evaluate recommendations from the College
24 and communicate her/his decision to the Dean in writing.
25
26 Step 5. The Dean, through the College Secretary, shall inform the student
27 regarding the University’s action to her/his request on or before
28 the Regular Registration period. College Secretaries shall inform
29 undergraduate students regarding action of the Chancellor in
30 writing or email. College Secretaries must not publicize the results
31 of requests from students.

33 Students whose requests were not approved may request financial support
34 from the University. The student may submit duly accomplished application
35 forms, with the required supporting documents, to the CU OSAs.

36 Tuition and OSF Assessment

1 Enrollment in the University requires the assessment and payment of
2 tuition and other fees as the final steps to enrollment.
3
4 Assessment of Tuition and OSF shall be the final step in the enrollment
5 process if the student is eligible for Free Tuition and OSF under RA 10931.
6
7 If the student does not qualify, then Assessment shall be followed by Payment
8 as the final step to complete her/his registration.
9
10 Enrollment is deemed complete when the Form 5 is printed and handed to
11 the student, with all the necessary signatures authorizing enrollment during
12 the term.
13
14 During registration, the Tuition and OSF assessment for qualified
15 undergraduate students shall be set at zero.
16
17 All eligible students must be assessed using the applicable tuition and OSF
