1.BACKGROUND & PROCESS

1.1.The Gem & Jewellery Export Promotion Council was Set-up in 1966. It is
promoted by the Ministry of Commerce and Industry, Government of India.
GJEPC is the gem and jewellery sectors powerful engine driving India's export-
led growth. GJEPC is working towards creating a pool of artisans and designers
trained to international standards so as to consolidate the Indian jewellery
industry and establish it as a prominent global player in the jewellery segment.

1.2.With strength of 6,500 members' spread all over the country, the Council is
primarily involved in introducing the Indian gem & jewellery products to the
international market and promotes their exports. To achieve this, the Council
provides market information to its members regarding foreign trade inquiries,
trade and tariff regulations, rates of import duties, and information about
jewellery fairs and exhibitions.

The role of GJEPC can be broadly classified under the following categories:

2.Trade Facilitator

2.1.The Council undertakes direct promotional activities like organising joint


participation in international jewellery shows, sending and hosting trade
delegations, and sustained image building exercises through advertisements
abroad, publications and audio-visuals.

2.2.GJEPC also invites countries to explore areas of co-operation in supply of rough


diamonds and rough colored stones as well as offers co-operation in jewellery
manufacturing. The Council regularly communicates with Indian Embassies,
trade bodies and associations in various countries. And finally, GJEPC also
organizes seminars, buyer-seller meets, symposiums.

3.Advisory Role

3.1.A crucial area of activity of the Council has also been aiding better interaction
and understanding between the trade and the government. The Council takes
up relevant issues with government and agencies connected with exports and
submit documents for consideration and inclusion in the Exim Policy. The Council
also grants membership, registration certificates and performs other roles as per
the Exim Policy.

4. Nodal Agency for Kimberley Process Certification Scheme

4.1.GJEPC works closely with the Government of India and the trade to implement
and oversee the Kimberley Process Certification Scheme. To that effect, the
Council has been appointed as the Nodal Agency in India under the Kimberley
Process Certification Scheme.

5.Training and Research

5.1.The Gems & Jewellery Export Promotion Council runs a number of institutes that
provide training in all aspects of manufacture and design in Mumbai, Delhi, Surat
and Jaipur. These training programs are being conducted to ensure that the
Indian industry achieves the highest levels of technical excellence.

6.Varied Interests
6.1.The Council also publishes a number of brochures, statistical booklets, trade
directories and a bi-monthly magazine - Solitaire International, which is
distributed internationally as well as to its members. Finally, the Council has also
developed its own promotional audiovisual film - 'India - Your First Choice',
which is dubbed in various international languages as well as screened at
various trade shows.

EVENT BACKGROUND:

1.2.The Gem & Jewellery Export Promotion Council are arranging for an international
exhibition of gems and jewellery at Bombay Convention & Exhibition Center,
(BCEC),Western Express Highway,Goregaon (East), Mumbai 400 063.Helpline for
IIJS 2011-Tel: +91-22-26544600, on DATE 4th to 8th August, 2011.

1.3.The exhibition location venue map is shown below. Only Hall No. I, V & VI will be
open to invitees only:
1.4.All exhibitors are invited through the invitations and have to register themselves
with the Event Organizers by complying the pre-requisite conditions and
payment of necessary charges.
1.5. The exhibitors are at a liberty to choose the Standard or Upgraded Booth inside
the exhibition hall or opt for the Raw Space where the Exhibitor themselves can
set up the booth as per the desired design in the allocated space.

1.6.Each booth will be provide with the furnishings such as chair, showcase, table,
Strong box as under

2.BRIEF DESCRIPTION OF THE PREMISES

2.1.Buildings and surroundings

2.1.1.The three buildings are made of Class PUCCA construction having


brick masonry walls cement bonded with cement plaster. The walls
rise upto around 20’ height, above which the area is cladded with
Galvanic steel sheets. The roofing comprises of Galvanic sheet laid
over steel trusses. These trusses are in turn supported with steel
structural column work. The height of each building is around 20
mtrs. The Halls are provided with steel door type accesses and / or
shutters. The flooring is made of PCC and the plinth level is at level
with the surrounding ground level.
2.1.2.Electrical mercury lamps with enclosures are placed every 10’ – 15’
throwing adequate light in the area below. The lights are operated
with MCBS located inside every structural support. Enclosed electrical
plugs are also provide at every such lighting boards.
2.1.3.The building is provided with Centralized AC with the ductings and
diffusers exposed. The roofing is covered from inside with thermal
insulation for proper aircondiitioning of the Halls. The electrical cables
converge to MCCs provided in each Hall.
2.1.4.The property is encompassed with stone masonry compound wall of
around 8’ height with glass shard embedded cement coping on the
top
2.1.5.All approach roads are tarred and well maintained
2.1.6.All building structures are provided with well networked rain water
drainage system.
2.1.7.At All diagonal exit / entry points ABC type portable fire extinguishers
are provided. Hydrant systems were found at strategic locations.
2.1.8.All the exit and entry are manned by private security guards round
the clock. All lanes are patrolled round the clock by private security
guards taking rounds.
2.2.Furnishings:

2.2.1.At the time of our visit we found that there was fairly tight security in
the location complex. This was in view of the security concerns on
account of the recent bomb blasts on 13-7-2011 in the city of
Mumbai. Even we were required to take special permission to visit the
location. Since this is an international event these advance
precautions were taken by the organizers.
2.2.2.There was fabrication and carpentry work going on in full stream. We
found that the booths were basically constructed / framed with
interlocking Aluminuium channels with the filler material made of
4mm plywood sheet having plastic sheathing on both sides set in the
groves. The flooring in each booth was made of felt nonwoven fabric.
We found that large plywood panels were being erected for making
passageways as also for decoration purposes. These were supported /
bolted on to steel fabricated structures for support. Across the hall
were littered steel safes of Godrej make of various sizes as per the
requirement placed by the exhibitors. Welding work was on at number
of areas for fabrication of steel angle and tubular framed structures.
Carpentry work was being done under full swing to cope up with the
deadline. Rough markings were partially made on the flooring for the
location of exhibitor booths / shells. Electrical technicians were on the
job arranging for the networked wiring / cabling required for the
individual booth as well as the current fabrication work. Entry to these
halls was restricted due to presence of private security guards hence
we were unable to take proper photographs. Few photographs were
still snapped by us indicating the expanse of the hall area.

2.3.Layout arrangement and risk analysis:

2.3.1. We have studied the plan for the layout of the booth and actual
exhibition event which will take place between 4 th August 2011 & 8th
August 2011, (both days inclusive). As per the plan there will be the
following arrangement taking place
2.3.1.1.Lighting provide in each booth with be provided from the nearest
light sockets. Arrangement for computers and public address
system will be as per the request.
2.3.1.2.There will be provision of water if required for individual booth.
2.3.1.3.CCTV cameras will be provided showing view of every corner of
the open and aisle / passage space. The booths will have their
individual CCTV cameras if required by them.
2.3.1.4.Each booth will be provided with steel safe.
2.3.1.5.Every passage in the hall including the toilets will be manned by
private security guards. The gates will be guarded by CISF forces.
2.3.1.6.A central surveillance room will record all movements of individual
camera and preserve the same.
2.3.1.7.Patrolling of the area will be done on continuous basis with the
Field Marshals doing the controlling.
2.3.1.8.Every visitor / exhibitor / caterer including trade visitors be frisked
and the hand bags scanned and checked if required. Any item
entering the premise will be thoroughly scanned.
2.3.1.9.All hired personnel, contactors etc. are thoroughly scanned for
their credentials and black listed operators are strictly discarded.
2.3.1.10.There will be entry photo identity cards issued based on the
submission of identity proof and business card carried by them
even during their visit.
2.3.1.11.There will be no sale taking place hence there is remote chance
of movement of gems or jewellery. Only booking of sale will be
done from here as such there will be no cash transaction. The
exhibition is meant for Traders only and that too through invitation
and registration and not open to the general public at large.
2.3.1.12. Only one entry and exit gate will be provided as access for the
visitors per Hall.
2.3.1.13.Canteen area will be on the structured bridge connecting
building no. I & V
2.3.1.14.Night patrolling will be done by the security guards as well as the
field marshals.
2.3.1.15.There will be strict adherence to the timings of the exhibitions
which are as under

2.4.MANAGEMENT PROGRAMS

Personnel Organization

The organizers have a team of personnel in the team to look after the
day to day administrative requirements of the event as well as
coordinating with government agencies.

2.4.1.The owners have provided the personnel round the clock for the day
to day running and maintenance of the Auxiliary Power Plant D.G.
Sets. All the personnel are trained and they are fully conversant with
the operational requirements of this kind of plant.

2.4.2.For the safety of the premises the Organizers have their own safety
and security agency, who will provide guards round the clock in the
critical areas of the plant. These guards are also trained in Fire
Fighting Operations and can man the Fire Pumps and Hydrants should
a need arise.

2.4.3.In brief disaster Management Plan is put in place with the help of
trained personnel

2.5.Maintenance

2.5.1.The manufacturers have specified the maintenance procedures to be


followed in respect of the Power Plant the auxiliaries connected to it.
The responsibility for carrying out this work is that of the O & M
Contractor and this is being done faithfully.

3.FIRE PROTECTION

3.1.The nearest Fire Brigade is located at their own premises. A Fire Main leads from
the Fire Pump House all around the Power Plant. Sufficient hydrants and fire
hoses and lengths are provided on this Fire Main.

EXPOSURE TO PERILS

3.2.Earthquake

3.2.1.In the normal course the chances of an Earthquake is remote. There


has been no recorded previous history of earthquakes in this area.

3.3.Flood

3.3.1. There were no reports of any plant flooding. The Risk of Flooding is
therefore considered to be low.
3.3.2.The last floods in the area had taken place during 26 th July, 2005.
After this flood there was no real threat of flood in this area as there
is downward slope in the western direction going away from the
premises.
3.3.3.There has been no storm or such other act of God peril experienced
in the last 10 years.
3.3.4.The Arabian sea is around 8-10 kms distance
3.3.5.Malad Creek is around 4-5 kms away
3.3.6.Mithi River is around 10 kms away
3.3.7.Vihar Lake is around 5 kms away
3.3.8.Closest water canal is around 1 km away which is usually full during
the peak rainy season

3.4.Fire

3.4.1.The hazard of Fire exists due to the presence of huge quantity of


plywood and carpeting material.
3.4.2.The Security Personnel engaged by the organizers are well versed in
carrying out Fire Fighting Operations and it is expected that they will
be in a position to render immediate assistance in the event of an
outbreak of fire.
3.4.3.Dindoshi Fire brigade Station is located around 1.5 kms away.

3.5.Evaluation of security risk:

3.5.1.1.As there is very tight security and round the clock surveillance the
goods kept / stored in the premises in our opinion will not be
exposed to considerable risk
3.5.1.2.There is an anticipation of around 600 booths let out on hire to
the gem and jewellery traders as well as allied traders (For
machineries, tools, logistics, publishers and advertizers, etc.)
3.5.1.3.It is anticipated to have a floating crowd of around 15000 to
20000 persons during the show time.
3.5.1.4.There is very heavy concentration of stock values.
3.5.1.5.Jogeshwari (East) Police station is around 1 kms away.
3.5.1.6.Nearest Municipal hospital is around 1 km away. Private hospital is
around 0.5 kms away
3.5.1.7.Assembly points, contingency and evacuation plans are all in place
as per the requirement and size of the program

4.LOSS HISTORY

4.1.We have been informed that there have not been any major losses that have
occurred in the area.

4.2.Some minor losses such as bursting of Cables have however occurred.
