1.0 Introduction

1.1 This technical specification, together with the applicable standards and data
sheets, cover the minimum and mandatory requirements for pumps (P 2714 A/B/C,
electric motors (M2714 A/B/C), and accessories required for Enhancement of
Mumtaz Distribution Project at Sitra Marketing Terminal, Bahrain Petroleum
Company (Owner), Bahrain.

1.2 The Vendor shall be responsible for the design, engineering, scheduling, supply of
materials, fabrication, co-ordination, assembly, inspection & testing, export
packaging, and for the proper functioning of the unit.

1.3 The Vendor shall guarantee the performance of the equipment as per this job
specification. This specification shall in no way release the Vendor from final
guarantee as to materials, workmanship, safe operation, and performance of the
equipment.

1.4 Where conflicts occur between this technical specification and any other document,
the Vendor shall without undue delay refer all conflicting requirements to the
Purchaser in writing for clarification and resolution, and shall clearly state cost and
delay implications, if any, otherwise this technical specification shall govern. Until
conflict resolution becomes available, most stringent requirements shall govern.
The Vendor is not at liberty to assume which requirements govern.

1.5 The Vendor shall satisfy all the requirements of the attached Caltex Material and
Equipment specification NYS-A1.50 "Basic Requirements for Submission of Bids
and Execution of Contracts for Major Equipment", except para 2.2. The conflict
resolution shall be done in the following order:

1.6 Applicable Standards

The design and construction of this equipment shall be in accordance with the

2.0 Scope of Supply- Materials/ Equipment’s

2.1 The Vendor shall be responsible for all equipment and accessories within the
scope of supply.

2.2 The equipment shall be able to perform all the duties specified in the data sheets,
under the specified conditions.

2.3 Vendor shall furnish the following equipment/materials including accessories, spare
parts, tools, etc., mentioned below:

2.3.1 Lean Absorbent Supply Gasoline pump P2714 A/B/C, with accessories, as
per this specification and datasheet TS064436 & TS064429.

2.3.2 Motor as per this specification and datasheets TS064442.

2.4 Commissioning / Start-up Spares

2.4.1 Vendor shall supply separate priced list of recommended spare parts for
commissioning and start-up of the equipment along with the bid.

2.5 Operational Spare parts

2.5.1 Vendor shall supply a separate priced part list of recommended spare parts
suitable for two years operation, for the complete scope of supply along with

the bid as per API 610.

2.6 Special tools

2.6.1 One set of special tools as necessary for lifting, erection, testing and
maintenance of the equipment and accessories shall be provided. These
shall be easily identifiable as to the equipment, and supplied in lockable
steel box except large devices.

2.7 Operation consumables

2.7.1 Vendor shall inform purchaser of the specifications and quantities, and
maintenance frequency of operational consumables, such as lubricants,
fillings, recording charts, etc. if any, for initial charge and six month
operation.

2.7.2 If the consumables are vendor’s exclusive products. Vendor shall provide
their price list for initial charge and six months operation separately.

2.8 Painting & Rust Prevention

2.8.1 Surface painting

2.8.1.1 Painting up to finish coat is required.

2.8.1.2 Vendor shall submit recommended painting system to be


approved by purchaser. Painting system shall be shown in the
proposal separately. In general this shall consist of one coat of
primer, two coats of enamel, total dry film thickness min 100
microns and the painting system shall be compatible with the
operating temperature of equipment.

2.8.2 Rust Prevention

2.8.2.1 The equipment and materials shall be rust proofed adequately for
ocean freight and storage at site with suitable material and/or
methods which vendor selects.

2.8.2.2 Machine surfaces shall be rust proofed adequately also for ocean
freight and storage at site with grease, plastic silica gel or other
suitable materials and/or methods which vendor selects.

2.8.2.3 Vendor shall submit his rust prevention to purchaser’s review and
approval for 2.8.2.1 & 2.8.2.2 above.

Note: Rust prevention effective up to and including three (3)


months ocean transportation and three (3) months unsheltered
outdoor storage at site.

Vendor shall furnish all the necessary services for design, procurement, fabrication,
testing, and inspection in accordance with this specification and the attached/referenced
documents.

3.1 Documentation

3.1.1 Vendor shall submit to purchaser, as a minimum, the drawing/documents


listed in datasheets and SF-G-649.

3.1.2 Supplier shall satisfy the requirements of section 3.0 of Caltex specification,
NYS-A1.50, in addition to the requirements of this specification.

3.1.3 All drawings and other data shall be based on non-metric (US Customary)
units of measurement, see section 3.1.4 units of measurement. SI units
may be quoted additionally in brackets but US customary units shall take
precedence.

3.1.5 All Vendor and sub-vendor drawings and other documentation shall be in
the English language.

3.1.6 All Vendors’ engineering drawings shall be preferably provided in PDF


format. Data sheets shall be WORD/EXCEL compatible with Microsoft
Windows XP.

3.1.7 The vendor shall supply Three (3) bound dossiers containing all drawings,
datasheets, spare parts list, performance curves, inspection reports,
material test certificates and operation and maintenance manuals along
with the delivery of pump.

3.1.8 Electronic Data handover


In addition to the hard copies of documents/drawings supplied, Vendor shall
supply As-Built documents/drawings (ACAD) on DVD.

3.2 Test and Inspection

3.2.1 Vendor shall conduct tests and/or inspection in accordance with this
specification, the datasheets, the reference documents, GPS-B4 and SF-G-
665.

3.2.2 Vendor shall prepare a Quality Plan, which includes all test and inspection
to be completed on the equipment for Owner approval. .

3.2.3 Third Party Inspector and/or Owner will attend witnessed tests/inspections
required as per documents attached. All the factory cost associated with the
inspection and testing of pumps at the factory is in the scope of vendor. The
cost of third party inspection agency will be borne by Bapco.

3.2.4 Vendor shall notify Owner or third party inspector, the scheduled dates of
such inspection at least 30 (thirty) days in advance.

3.2.5 Owner shall approve inspection reports and checklists before shipment of
materials.

3.3 Field Services

Assistance of a qualified engineer and supervisor during pre-commissioning checks


and commissioning and to troubleshoot any problems till successful commissioning
and handing over is required.

4.0 Submission of Datasheets as part of Bids

Along with the bids the vendor shall submit the Bapco datasheets duly filled. Bapco will
consider and review the offer of only such vendors who submits the duly filled Bapco
datasheets for pump, motor, seal, inspection and documentation.

5.0 Deviation and Alternatives


Vendor agrees that only deviations to be considered by Owner shall be limited to those
clearly specified in a deviations list included in Vendor’s proposal.

6.0 Guarantee/Warranty

6.1 The supplier shall guarantee the equipment against defective material and
workmanship for a period of 18 months from the date of supply or 12 months from
the date of commissioning, whichever is earlier.

6.2 The supplier shall guarantee that all the materials used in the system are free from
all discernible injurious defects, and are in accordance with the conditions called for
in this Specification.

7.1 As an additional feature, the bearing housing to be supplied with a facility to accept
purge oil mist.

8.0 Payment Schedule


• 15 % on approval of drawings.
• 75 % on receipt of equipment at Bapco stores.
• 10 % on receipt of complete documentation.
