Company History

IKIOSAM Resources Nigeria Limitedis an indigenous oil and gas Nigerian Company. We offer
services to oil and gas industries and government agencies. Our capacity in our core business
area have tremendously helped to support the oil industries, by bringing together employees
with high technical expertise in various related fields such as Civil, Mechanical, Electrical
Engineering works.

The directors of IKOSAM RESOURCES NIGERIA LIMITED are entirely Nigerians, well qualified and
highly experience engineers and management specialist who hold University degrees in their
respective fields.

experience, hardworking and team players whose objective is the satisfaction of our customers.
IKIOSAM RESOURCES NIGERIA LIMITED is keen to work with the Government agencies such as
DPR, NNPC, NCD, etc. to achieve the National set target of Nigerian Content value in all our
projects.

NIGERIAN LOCAL CONTENT PLAN


Plan to maximize Nigerian content which relates directly to the Nigerian content matrix
included in the Scope of Work & Which is supported by a Market survey of available capabilities
and Capacities
IKIOSAM, have developed extensive networks with the local supply chain members, employment
stock and institutions such as Universities, colleges, and schools. Since the development of the
organisation, we have focused on creating employment and development opportunities for the
communities we work within.
Our experience has supported the build-up of the skills and experience we have acquired, from
working with multinationals and procuring knowledge from international consultants around the
globe. Our philosophy is to take knowledge, experience and understanding from developed
organisations and develop our own organisation as a result through learning and development.
We fundamentally take the skills and expertise acquired from developed countries to develop our
own staff, communities and infrastructure. We intend to become the flagship organisation for
development and construction excellence in Nigeria.
IKIOSAMResources Nigeria Limited deliver construction and installation projects for major oil
exploration companies namely NPDC Nigeria Limited, B+B, NACCAP, Shell Petroleum
Development Company and some marginal field operators.
Over the years we have executed numerous projects for the aforementioned companies, projects
which involved the construction of pipelines and flowlines, installation of the process facilities
{concrete barge} and pre-commissioning.
This experience has provided our team with the skills, knowledge and infrastructure to allow our
organisation to operate independently, delivering the highest quality services, at a local,

community level, integrating project management excellence with local level resources,
understanding and community cooperation.
As a result, our supply chain for operatives, materials sourcing and labour is 100% indigenous. It
is best practice for all successful international organisations to procure excellence from across the
globe and as a learning organisation we adopt this philosophy. We do this to continuously learn
and improve not only our operations but the understanding of our staff. We continue to develop
our relationships with universities, construction colleges and business schools to support the
development of excellence and provide our organisation with the talent required to take our

Nigerian Content Policy

IKIOSAM Resources Nigeria Limited is a wholly owned indigenous company. The Nigerian Content
Plan for IKOSAM RESOURCES NIGERIA LIMITEDhas been developed locally in accordance with the
provisions of National Local Content Development Plan and Strategy.

This developmental strategy has contributed in accordance with the provisions of Local Content
Development Plan to the projected increase in the quantum of Nigerian involvement in the oil
and gas industry.

of the Nigerian Content Development policy for the Project directives by collaborating with all
stake holders through its operations to create value for our customers, our employees, our
shareholders, and the society.

We have stipulated and designed the following objectives that we work towards as part of our
commitment and policy to continue to develop ourselves, our supply chain partners and our
communities further:
1. Improve capacity development in the oil and gas engineering and construction sector
2. Sustain the economy by creating employment opportunities, supporting economic
development and promoting enterprise in the industry.

4. Enhance transfer of technology and knowledge from multinational organizations and
promote the understanding and empowerment of local and indigenous contractors.

Implementing the Nigerian Content Policy


It is the intention of IKOSAM RESOURCES NIGERIA LIMITEDto maximise existing activities to work
with, partner with and develop local providers to implement the objectives of the local Content
Plan. Since inception we have focused on implementing the principles of the Nigerian Content
Plan, a philosophy that has been a part of the core values of our organisation. We understand the
practical and economic advantages of developing in-house the skills and networks we need to
tender for and deliver larger projects utilising knowledge alongside labour resources, capacity
building of the Nigerian oil and gas industry.
 Our Procurement policy, focuses on the development of Nigerian/ community contractors
to enable them to win contracts to deliver services for our contractors. We have
developed a partnership approach that incorporates support, advice and guidance to
enable them to achieve the standards needed to be part of our supply chain.

 Payment systems for all our supply chain members is always prompt and in consideration
of the cash and fiscal management needs of our supply chain members. Procurement
agreements are promoted and we have developed a Buying team that specifically focuses
on working with the development of procurement and payment agreements that ensures
a sustainable supply chain.

 We implement and develop transparent supply chain and manpower resources, including
the implementation of the ADVANTAGE EPC Management system, providing a
technological solution developing our local supply chain and supply chain management
standards.

 We share and communicate with our supply chain members regarding our adaptations in
technology, best practice and added value. We consult with our supply chain members as
early as possible in the tendering process to encourage the use and development of
innovation.

 We take the expertise of international firms, and learn from this knowledge, which we
then communicate and dissipate down the supply chain to fully develop all stakeholders.
We also bridge links between our suppliers and centers of innovation and development

enterprise development and process and system improvement.

 We have developed a Talent Management Strategy, which includes the development of


the IKOSAM RESOURCES NIGERIA LIMITEDAcademy. A construction industry training
academy that supports every element of our staffing needs, from basic skills, such as
reading and writing, to the development of Degrees and Diplomas in Construction
excellence.

schools and colleges to promote to young Nigerians the career options within IKOSAM

Nigerian Content Plan KPIs

We have specified KPIs for our organisation to ensure that we not only achieve but exceed the
Content Requirements of our activities. Moderation and Management Information to ensure our
focus on these KPI’s is derived from the EPC System ADVANTAGE, which is able to support our
operations, regarding supply chain management, usage and creating a database of approved
suppliers, complete with due diligence and activity levels.

For the delivery of our projects in 2016 and following:

 100% of jobs requiring special expertise such as NDT and CATHODIC PROTECTION are
awarded to Nigerian contractors.
 95% of project materials shall be purchased locally in Nigeria while the remaining
 5% materials may where necessary be sourced abroad (We will encourage international
providers and universities to develop this 5% within Nigeria in the future) 100% of
personnel require for this project shall be Nigerians.
 100% of permanent staff will have a development plan and receive training supported by
the IKOSAM RESOURCES NIGERIA LIMITEDAcademy.
 All supply chain members will have access to training and development offered by IKOSAM
RESOURCES NIGERIA LIMITEDAcademy.
 We will invest in our technology and operations to support the development of our supply
chain and HR functions.

The need to maximize the exposure to the local markets and to limit the dependence on
foreign resources for specific skills unobtainable in the local market is important to the

economic competitiveness of IKOSAM RESOURCES NIGERIA LIMITEDand also to the social


wellbeing of the Nigerian society.
IKOSAM RESOURCES NIGERIA LIMITEDwill at all times strive to maximize the level of
Nigerian content in its business operations. For this reason,IKOSAM RESOURCES NIGERIA
LIMITEDwill continue to enforce a strategy of employing local labour and emerging
contractors whenever possible.
The primary objective on all IKOSAM RESOURCES NIGERIA LIMITEDcontracts, with respect
to the Nigerian content, is to maximize the spending on local labour and materials without
placing any additional risk on the successful achievement of the contractual requirements.

Developing and achieving the Nigerian content in the Clients project will be one of the
primary responsibility of the project management team. To enhance the level of Nigerian
content in the project, the team shall perform the following activities:

In pursuance of theFabrication, Transportation, Installation, Hook Up and Commissioning
Services for Abiteye Nag Development Projectand as IKOSAM RESOURCES NIGERIA LIMITEDhas
done in her past projects, we shall create a positive impact in the Nigerian Economy through
the utilization of Nigerian Human, material resources and service delivery through the use of
Nigerian Local contractors, Skilled and unskilled expertise in achieving the project set
objectives, targets and goals.
These can be achieve given first consideration to Nigerian industries, companies and human
resources in terms of adding value to the project executionwithout compromising safety and

NIGERIAN CONTENT PLAN FIRST CONSIDERATION STRATEGY


In actualizing our Nigerian Content Plan, for the execution of the Fabrication, Transportation,
Installation, Hook Up and Commissioning Services for Abiteye Nag Development Project, based
on our tradition of indigenization at IKOSAM RESOURCES NIGERIA LIMITED, actionplans have
been put in place that aims at pursuing the maximization of Nigerian content both in terms of
personnel, procurement, trainings and the actual execution of the projects.

Our policy consistently focuses on getting all our technical personnel from the country (Nigeria)
including competent and capable indigenes. Our search for subsequent options including
foreign personnel would only be employed when we are certain that within the terms of
project schedule such specialists as requested by our clients are not locally available. Such
decisions must, at all times, be in line with the project scope and schedule, or technical
manpower requirement from our clients, during the period of their engagement. Nigerian
workers are attached to the expatriate to under study them and have a full knowledge of how
the processes and procedures are being executed.

ANALYZING FACTORS FOR ACHIEVING FIRST CONSIDERATION


 Recruitment of workers from Nigeria (Host communities)

IKOSAM RESOURCES NIGERIA LIMITEDshall liaise with


community/communities through their liaison officers or representative as
appointed by the communities, in the recruitment of her indigenes for
various job positions as regard the scope of the project. The communities
and contractor (IKOSAM RESOURCES NIGERIA LIMITED) shall agree and reach
a compromise on the agreed numbers of personnel to be engaged from each
community, Within the area of operation and the agreement signed by all
parties duly represented. Any other expertise which could not be provided
from the community will be sourced outside the community in Nigeria.

 Engaging local contractors in every phase of the project

Contractors shall be engaged by IKOSAM RESOURCES NIGERIA LIMITEDfor


the Fabrication, Transportation, Installation, Hook Up and Commissioning
Services For Abiteye Nag Development Projectthrough the process of
competitive bidding where it becomes necessary amongst them. These shall be
achieved by categorizing sub-contractor’s abilities, previous performances,
financial capabilities based on the appraisal forms issued out to them by IKOSAM
RESOURCES NIGERIA LIMITED.

When sub-contractor’s forms are submitted to Ikiosam, we shall examine and


evaluate their performances and give them befitting contracts and services
ranging from pipe line coating to waste disposal at site.

This evaluation process aims at given hope to smaller contractors who can
actually contribute to the successful completion of the project without
compromising Safety, Quality and standard as regard contract specification.

 Promoting training and education.

Education and training program on and off the job is part of our
commitment strategy aimed at bringing value to areas of concern while
on the project. One of the ways of achieving this is by attaching
community personnel to understudy competent Nigerians while
execution of the job is going on.

Another method adopted in training and educating Nigerians is by


organizing a training programme for the work force.

Nigerians (IKOSAM RESOURCES NIGERIA LIMITEDworkers) are assigned to


expatriates who will teach them on and off the job on technology
transfer.

 Procurement of locally source materials.

Fabrication, Transportation, Installation, Hook Up and Commissioning


Services for Abiteye Nag Development Projectprocurement of materials
neededfor the execution of the project shall be locally sourced from
Nigeria. Such materials ranging from coatingmaterials, fabrication
materials such as, modules, spacers, grinding and cutting disc, propane
gas, temp stick, etc. are all available in Nigeria and shall be sourced
locally for the execution of the project.

Haulage of steel materials from one end to another shall be done locally
by IKIOSAM Global Resources Nigeria Ltd. Sourcing for other materials
like welding rods, field coating materials, cutting stones and etc. are also
available in our local markets and shall be given out to local vendors to
supply after appropriate evaluation of the vendors. All these shall strictly
comply to the project specification, quality and standard obtainable
anywhere else in the world.

 Identifying expertise and professional local contractors.

Our strategies for identifying and engaging local


contractors/professionals in the execution of the project shall be by
submission of the local contractor’s company profile. They shall all fill an

appraisal form. These profiles and evaluation forms shall be examined


and evaluated to ascertain their capabilities. Based on result of the
evaluation, names of sub-contractors shall be listed out for consideration
in the award of sub-contracts.

Expertise which are not available locally and in Nigeria shall be sourced
outside the country.

Professionals shall be engaged after careful verifying submitted CVs and


engaging them in basic recruitment exercise were the numbers of CVs
submitted are more than one to engage the right professional for every
position.

In the execution of our manpower supply services, IKOSAM RESOURCES NIGERIA


LIMITED, takes advantage of the opportunities offered to re-orientate, all Nigerian
professionals who are deployed to the provision of these services along the areas the
project transverses.

As part of our plans for the deployment of Nigerian Professionals for the execution of
the Fabrication, Transportation, Installation, Hook Up and Commissioning Services for
Abiteye Nag Development Project, the following shall form the core of our policies in
the project area.

 Add to human capital value of Nigerians through this project.


 Recruit and deploy Nigerian staff and engaging the relevant
communities for job placement as deemed necessary to client’s
locations.
 Liaise with the communities through our Community Relations
Department.
 Improve the living conditions of the project area by minimising
environmental degradation.

 Ensure that all equipment and materials manufactured in Nigeria are


fully utilized for the project.

In furtherance of the above objective,IKOSAM RESOURCES NIGERIA LIMITEDshall:

1. Dedicate manpower professionals (Project/Safety Manager) to give appropriate


support to Nigerians in terms of orientation and induction of personnel recruited
under this contract, such as the client’s Business principles, Work Ethics and
Values, Security, HES, Community and Social Responsibilities, etc.
2. Empower a compact Nigerian team that will essentially provide project based
management and administration, supported with specialists that have relevant
experience.
3. Will as much as practicable, take active participation in community development
assistance in the areas of skill acquisition and put in

where we operate.

IKOSAM RESOURCES NIGERIA LIMITEDhas over the years been interested in the transfer of
knowledge and technology amongst its staff through joint participation in manpower supply
services, in-house staff training through its HES Department or outside training opportunities.

IKOSAM RESOURCES NIGERIA LIMITEDidentifies with and achieves a high level of
Nigerian content in the overall management of her projects.
IKOSAM RESOURCES NIGERIA LIMITED has proposed that the construction of
Fabrication, Transportation, Installation, Hook Up and Commissioning Services for
Abiteye Nag Development Project will be executed within three (3) months. Daily man
hour is 10hrs per person.

technical equipment usage, it is IKIOSAM policy to train Nigerian workforce in the
application of every new technology it may adopt in its operations from to time such
that such activities handled by expatriates can be successfully handled by Nigerians.

In this way IKOSAM RESOURCES NIGERIA LIMITEDhopes to improve her technological


standing in the use of Nigerians in all her services. Also sustainable development
programs, skill acquisition programs will perform.

IMPLEMENTATION STRATEGY

The implementation of the Nigerian Content Directives in IKOSAM RESOURCES


NIGERIA LIMITED(IGRNL) is considered a top priority issue and significant progress has
been made to date.

Top management of IGRNL has appointed the Procurement manager and the Project
Manager as the Local Content Development managers. They will report directly to the
HDIC /CEO of IKOSAM RESOURCES NIGERIA LIMITED on all issues that have to do with
the implementation of NCD directives in the organization. In doing their work, they also
will liaise with the relevant government institutions/parastatals and client
representatives.
Reporting to the Local Content Development Manager are the various projects Local
Content Development Engineers. This function monitors the implementation of the Local
content directive on each and every project and reports same to the Procurement & Local
Content Development Manager.

Moreover, the organization has identified four strategic areas where the implementation
would be centred.

LIMITED, has put in place an organizational framework as shown above.

STRATEGIC AREAS FOR IMPLEMENTATION OF LOCAL CONTENT


These areas are;

i Employment of Professionals:

IGRNL’s intention is to use Nigerian personnel for almost all aspects of the work. We
sincerely believe that our organization has demonstrated unquestionable commitment to
the principles of the Nigerian Local Content and indigenous development in this area. We
have also become one of the few credible Nigerian indigenous owned and operated
businesses with the experience, commitment and resources to execute projects.

Where it is proven that there are no qualified Nigerians for some specialized area,
expatriate professionals are employed on contract basis with a tested Nigerian to
understudy his activities for eventual take over as it was the case in IKIOSAM
Horizontal Directional Drilling Technology.

ii. Facility Upgrade:

Based on project requirements, we shall continue to acquire new and technologically


advanced equipment for our operations.
A new Piling Rig (ABI), HDD drilling rigs and Milling machines were bought from Europe.
The new ABI auger bored piling rig is an economic method of installing both concrete and
caisson pile for foundation and other purposes.
The above mentioned HDD rig is capable of installing pipe lines to a depth of about 7m to
70m below the ground level without trenching.

iii. Training:

IGRNL has a broad training policy, which ensures that training of personnel is given top
priority.IKOSAM RESOURCES NIGERIA LIMITEDshall train at least a total of 15

In line with the Federal Government of Nigeria directives on Local content, IGRNL shall
ensure that materials input to projects are locally sourced without compromise to applicable
standard where locally available.

The company is also committed to the development of local suppliers/ manufacturers of


material input to our projects.

To ensure financial competitiveness in the local markets, IGRNL will not solely utilize or rely on
foreign resources, such as labour and materials, as variance in the cost of these resources in the
local and foreign markets would be substantial.

The need to maximize the exposure to the local markets and to limit the dependence on foreign
resources to specific skills unobtainable in the local market is important to the economic
competitiveness of IKOSAM RESOURCES NIGERIA LIMITED and also to the social well-being of
the local society.

IKOSAM RESOURCES NIGERIA LIMITED will at all-time strive to maximize the level of Nigerian
